통신사업자는 기본적으로 투자해서 얻을 수 있는 미래 수익이 크면 투자를 단행한다. 그동안의 통신 시장은 통신사업자가 네트워크 투자를 통해 경쟁우위를 확보하여 가입자와 매출을 증가시켜 수익을 얻는 것이 가능하였다. 그러나 융합과 디지털 전환이라는 거대한 변화 속에 네트워크 투자가 곧 수익으로 이어지는 단순한 구조는 점점 깨지고 있다. 과거에는 네트워크라는 인프라를 보유한 통신사업자 간에만 경쟁이 이루어졌으나, 이제는 경쟁의 축이 다변화되면서 단순히 인프라 고도화만으로는 수익 증가를 담보하기 어려워졌다. 디지털융합 시대의 플랫폼 경제체제에서는 네트워크가 없는 플랫폼 사업자가 경쟁우위를 점하고 수익을 가져가는 구조가 형성되고 있다. 이에 따라 기존 통신사업자의 네트워크 투자유인이 감소할 수밖에 없는 상황이다. 본 논문은 디지털 경제 시대에 통신 네트워크 투자 촉진을 위한 정책 방안을 모색하는 데 목적이 있다. 이를 위해 사업자의 네트워크 투자에 영향을 미치는 요소와 영향의 방향 등을 분석하고 네트워크 고도화를 위한 합리적 대안을 파악한 후, 전문가 설문 및 다기준의사결정(Analytic Hierarchy Process, AHP; Analytic Network Process, ANP) 분석을 통해 정책적 시사점 및 우선순위를 도출한다. 전문가들을 대상으로 한 AHP/ANP 분석 결과에 따르면 공공의 개입에 대해서는 다소 부정적인 시각을 갖고 있으며 새로운 경쟁의 축을 도입하는 것을 더 지지하고 있다. 다만 국민의 보편적 네트워크 접근권 보장 및 확대를 위해서는 비경제적 지역을 중심으로 공공의 역할 확대를 검토할 필요는 있다.

In this study, a simulation model is developed to analyze the effects of routing and scale-economy of transmission facilities on the traffic network topology and investment cost changes in a metropolitan telephone network. Computational experiments showed that the wide deployment of bifurcated routing in a dual-homing configuration reduces significantly the traffic network connectivity and the investment cost. Its enhanced version, when combined with the subscriber network cost model, can be used as a prototype cost proxy model for figuring out the access charges in a multi-operator environment.

This study examines the impact of cryptocurrency value characteristics on cryptocurrency investment intention. Stock craze and information provided through various media, including YouTube, play an essential role in helping investors recognize the value of cryptocurrency and develop positive investment intentions. In this study, we applied the Value-Based Adoption Model (VAM) to verify the relationship between cryptocurrency value characteristics and investment intention. We surveyed 500 cryptocurrency investors to assess network externalities, awareness, compatibility, cost benefits (fees), technicality, security, perceived value, and investment intentions. SEM (Structural Equation Modeling) using AMOS 26.0 was used for data analysis. Results show that network externalities, awareness, compatibility, cost benefits (fees), security, and perceived value significantly impact investment intention. This study provides insights that help investors accurately perceive cryptocurrencies and develop strategies to increase investment intentions. It also contributes to improving investors' decision-making ability. This comprehensive approach will foster the growth of the cryptocurrency market and strengthen investor confidence.

In planning and evaluating government R&D programs, one of the first steps is to understand the government's current R&D investment portfolio - which fields or topics the government is now investing in in R&D. Analysis methods of an investment portfolio of government R&D tend traditionally to rely on keyword searches or ad-hoc two-dimensional classifications. The main drawback of these approaches is their limited ability to account for the characteristics of the whole government investment in R&D and the role of individual R&D program in it, which tends to depend on the relationship with other programs. This paper suggests a new method for mapping and analyzing government investment in R&D using a combination of methods from natural language processing (NLP) and network analysis. The NLP enables us to build a network of government R&D programs whose links are defined as similarity in R&D topics. Then methods from network analysis show the characteristics of government investment in R&D, including major investment fields, unexplored topics, and key R&D programs which play a role like a hub or a bridge in the network of R&D programs, which are difficult to be identified by conventional methods. These insights can be utilized in planning a new R&D program, in reviewing its proposal, or in evaluating the performance of R&D programs. The utilized (filtered) Korean text corpus consists of hundreds of R&D program descriptions in the budget requests for fiscal year 2017 submitted by government departments to the Korean Ministry of Strategy and Finance.

Unlike other currencies, cryptocurrency is not a currency used for general transactions, but is currently applied to various investment assets and its scope is expanding. The purpose of this study is to the effect of personal characteristics on investment intention. As a theoretical background, it was verified by applying the Extended Technical Acceptance Model (ETAM). self-confidence propensity, bandwagon propensity, risk tolerance propensity, network externality, attitude, and Investment intention were composed of variables. The research method collected data from 871 people who had experience in cryptocurrency investment through a survey and analyzed it after excluding the data of 71 people who were judged to be inappropriate. The structural equation modeling method using AMOS was used. As a result of this paper, five hypotheses were accepted as statistically significant. This study concluded that self-confidence propensity, bandwagon propensity, risk tolerance propensity, network externality, and attitude had statistically significant effects on Investment intention. In this respect, this study will be able to provide useful information for cryptocurrency research.

The article analyzes the features of innovation and investment activities of enterprises in the context of digitalization to increase their competitiveness in the international market. Ukraine's position on the Global Innovation Index is assessed. The interrelation of management functions in the context of innovation and investment activities of enterprises is substantiated. The structure of sources of financing of innovative activity of industrial enterprises is analyzed. Trends in changes in the volume of foreign direct investment and capital investment in Ukraine are assessed. It is determined that the level of innovative development of enterprises is determined by the level of their investment support, which is determined by the level of their investment attractiveness. The components of the strategy of investment attractiveness of enterprises are outlined. Determining factors in the implementation of innovation and investment policy of enterprises are identified and the main stages that should include the processes of managing innovation and investment activities of enterprises in the context of digitalization.

The presented research is devoted to determining the role of the mechanism of attracting investment resources in innovative development in the conditions of transformation using the process approach. It is proved that the process approach is dominant for this study because investments are considered as a process of investing in innovative development in the enterprise in the context of digitalization, and its application allows to take into account the impact on the mechanism of attracting investment resources. related to the mechanism of attracting investment resources of the enterprise. It is substantiated that the mechanism of attracting investment resources for innovative development in the context of digitalization is a specific way of organizing, mobilizing and using investment resources for innovative development of the enterprise in the context of digitalization under the influence of economic development laws, government regulation. The effectiveness of attracting investment resources in innovative development is ensured by the mechanism that exists in the enterprise. The mechanism of attraction of investment resources in innovative development in the conditions of digitalization gives the chance to define an optimum ratio between sources and volume of attraction of investments in innovation sphere.

Recently, with traffic SOC investment policy changing from road-centered to railway-centered according to environment-friendly and sustainable development, issues regarding overlapping and overinvestment of traffic facility have been raised. Regarding investment of various traffic facilities of which departure and destination are similar to each other, academia, civic organizations, government, etc. are recognizing problems including overlapping investment of budget, environmental destruction, etc., but not suggesting definite solutions. Objective transportation network analysis is required because various positive effects including solutions of delay/congestion may occur due to provision of alternative way and distribution of the amount of traffic when accidents occur, as well as negative effects suggested by some of civic organizations in various transportation facility investment of similar departure and destination. Hereupon, this study tries to suggest a tool that can objectively evaluate interrelations of transportation network by applying multi-criteria analysis including economic feasibility regarding analysis of interconnections between and within means of transportation.

On February 20, 2003, the FCC, the regulator in US, adopted its UNE triennial Review decision, the most sweeping ruling affecting the telecommunications industry since 1996. The FCC adopted a policy of preserving access to the legacy network, while deregulating new, "next generation" networks utilizing fiber facilities. Baby bell like Verizon, SBC strongly insisted that the FCC should relax the unbundling rules to be enlarged the network investment of telecommunication providers. However, this FCC′s determination looks like the partial acceptance of their assertions. This paper mainly will review the existing studies about the impact of UNEs on investment incentives and then find out some implications to be applied in Korea.

본 연구의 목적은 ICT 스타트업과 투자 유치에 대한 네트워크 분석을 통하여 한국의 ICT 스타트업 투자 현황을 살펴보고 스타트업과 벤처캐피탈 간의 관계를 연구하는 것이다. 한국의 ICT 스타트업 투자 특성을 파악하기 위해 Gephi를 통한 네트워크 속성값을 추출하여 그 결과를 토대로 각 중심성의 결과를 비교 분석하였다. 분석 결과, 상위권에는 IMM investment, Altos Ventures, Smilegate Investment 등이 위치해 있으며, 매개 중심성, 인접 중심성, 위세 중심성에서 상위권에 위치해 있는 벤처캐피탈사가 2014년부터 2019년까지 유니콘으로 성장하는 스타트업에 지속해서 벤처 투자를 진행해 왔음을 알 수 있다. 이러한 결과는 향후 벤처캐피탈로부터 자금조달을 받고 싶은 스타트업이 업계 투자 현황을 고려하여 벤처캐피탈 간의 관계성을 파악할 수 있는 자료로 활용할 수 있다. 정책적 관점에서 창업 초기에 스타트업이 죽음의 계곡을 지나 성장, 발전하는 데 필요한 육성 전략 수립과 민간 및 정부 자금 지원과 관련 정책 방향성 마련에 기초자료로 도움을 줄 수 있을 것으로 기대한다.
