Optimization of Vinalines Fleet Structure in Short-term Future by Applying Linear programing and AIMMS software

  • Vinalines is actually known as not only one of Vietnam's state-sponsored economic giants but also the largest shipowner by tonnage in Vietnamese shipping industry. Therefore, a question of how to improve business performance of the corporation is always received deep attention by Vietnamese government, specially after the seriously economic scandal of Vinalines in a last few years. Among development strategies, the study focuses on short-term one in which Vinalines is recommended to restructure its own fleet in order to optimize performance of fleet operation and minimize costs while meeting the customer's shipping demand in near future. The first section is of introduction. Via method of statistical data analysis, section 2 brings to readers a panorama about the development profile and the current situation of development of Vinalines. In section 3, the authors use linear programming for setting a cost-minimization model optimizing Vinalines fleet structure based on available statistics and forecast information by Vinalines. The optimization problem is solved by applying AIMMS software in section 4. Finally, some conclusions and proposals by authors for the development of Vinalines are given.

보건소 중심의 방문보건.재가복지 통합시범사업 성과 (Outcome Assessment of a Demonstration Project on Integration of Home Visiting Health Care and Social Welfare Services)

  • Purpose: The objectives of this study was to measure the outcomes of interventions on the health and social welfare of the elderly in a rural community in Korea. The project involved integrating services of one public health center with that of one social welfare agency, which were under different administrative structures. Method: A single group pretest-posttest design was used for this research. Seventy-five elderly residents living alone in a rural community participated in the study. All of them had coverage of free basic medical care and social welfare services by the government. Major activities for the intervention included: developing partnerships among community leaders/institutes; forming committees of community residents; educating care providers and volunteers; developing 8 integrated service programs and instruments; and organizing the networks. The 20-month intervention was care-managed by a public health nurse whom collaborated with social worker, and was assisted by volunteers. The t-test was utilized to analyze the outcome variables including the elder's health, social welfare and quality of life. A major limitation of this study was the lack of a control group. Results: The outcome of the intervention was shown by improved elder's health, social welfare needs, and quality of life. Integrating the services of public health centers with those of social welfare agencies is an effective way to improve the health of the elderly in the community. Conclusion: Developing community capacity with such integrated services will pay an important role in improving the health of the elderly who live alone.

국가 암 조기검진사업의 현황 및 발전 방향 (The present and challenges of National Cancer Screening Program)

  • The Government bean implementing the National Cancer Screening Program(NCSP) in 1999 and expanded its target population and target cancers. The target cancers of NCSP since 2004 are the five most common cancers in Korea: stomachm liver colorectal, breast, cervical cancer. One goal of the NCSP in 2005 is to include in its target population up to lower 50% of premiu of National Health Insurance. The Government and National Cancer Center have bee developing the protocol for the NCSP with associated related academic societies Health Centers operate the NCSP with National Health Insurance Cooperation. The Particioants of NCSP in 2004 are 1.34million, 14% of target population and the detection rate 2004 is 0.07%. NCSP has three challenges. Firstly, NCSP improves the participant rate through educating cancer screening increasing the access of screening(e.g. mobile screening unit), and increasing reimbursement fee Secondly NCSP assesses the quality of screening with related academic societies and implement the intervention for quality improvement. Thirdly, NCSP continues to increase the cost-effectiveness through modification of target population, screening interval, method, and information system.

Politics of State-led Microcredit under the Lee Myung-bak Administration: State Autonomy, Capacity, and Outcomes

  • In the 2000s, financial exclusion of low-income people emerged as a major social problem in South Korea. Microcredit business was first introduced by NGOs to help the poor overcome poverty while the Korean government soon chose to initiate microcredit policies to assist financially marginalized low-income people as a key policy measure to alleviate social inequality and revitalize economy. Unlike the initial expectation that state intervention in microcredit industry would be more effective, the outcome has been much less impressive. This paper aims to examine the poor performance of state-led microcredit in South Korea during the period of Lee Myung-bak administration by employing the concepts of state autonomy and capacity. It finds that the state autonomy, a key characteristic of a developmental state, was high in the sense that the funds had been raised in the face of strong resistance from private financial institutions. Lack of state capacity such as low technocratic expertise and politicization of microcredit policy, however, turned out to be a major stumbling block to the state-led microcredit in South Korea. This study shows that although the Korean government still has strong willingness to intervene in the financial market even in the face of interest groups' opposition, the eventual success of state action largely depends on its capacity to effectively implement financial policies.

  • 최근 우리사회가 현대지식경제사회로 진입하면서 정부의 정책과 규제가 국민 삶에 많은 영향을 미치고 있다. 또한 과거와 달리 환경·주택문제, 도시·교통문제, 노사·노동문제 등 다양한 분야에서 발생되는 문제점과 사회적 현안에 대하여 행정의 개입을 희망하고 있다. 본 연구에서는 서울특별시 민생사법경찰단 운영 10년을 통하여 지방자치단체가 특사경 전담조직 운영함에 있어 당위성을 제시하고자 한다. 연구방법은 행정작용의 실효성 확보를 위한 방안으로 행정형벌의 집행과정과 그 효과에 대하여 서울시의 통계자료 등을 기초로 하는 문헌연구를 통해 다루었다. 이에 서울시 민생사법경찰단 운영 10년의 조직변천 과정과 운영현황을 분석하고 행정의 집행력 강화를 위해 수사 전담조직인 민생사법경찰단의 직무 확장이 어떻게 이루어지고 있는지 고찰하고자 한다. 또한 국가보훈처와 같이 특별사법경찰 사무가 활용되지 아니하고 있음에도 법령에 존치되고 있는 현행 관련법률의 정비를 유도하고, 향후 자치경찰제 시행에 따른 특별사법경찰 전담조직의 예상되는 변화를 능동적으로 수용할 수 있도록 미래지향적 제언을 하고자 한다.

우간다 농촌지도사업의 국내외적인 영향 요인 고찰 (Factors Influencing the National Agricultural Advisory Service in Uganda: Domestic and International Context)

  • In Uganda, the National Agricultural Advisory Service (NAADS) is responsible for agricultural advisory and extension services of the country. NAADS is a semi-autonomous public agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) accounted for 45% of the MAAIF total budget. It aims to have a decentralized farmer owned/controlled agricultural advisory service system with increasing participation of the private sector. NAADS is greatly influenced by the extension framework of Neuchatel Group comprising representatives from the cooperation agencies and Official Development Assistance (ODA) donor countries. At the initial stage of the program, only 7 districts promoted the initiative and eventually spread out all over the country afterwards. These initiatives greatly contribute to the agricultural development and increase the farmers' income by 42-53%. However, due to the political intervention, the original goal was manipulated and criticized with briberies and corruption. Recently, the government of Uganda is considering a way to unify the agricultural advisory and extension services under the government programs.

몽골에서의 문화개입과 알코올 중독증의 관계에 관한 연구 (A Study on the Relationship between Cultural Intervention and Alcoholism in Mongolia)

  • 알코올과 알코올 중독증을 문화적 면에서 연구하는 문헌이 있다. 하지만 사회 내부제도가 변화되면서 음주문화를 변화시킨 정부의 문화개입이 발생하였음에도 불구하고 음주행위나 알코올 중독증의 영향에 관한 연구는 거의 없다고 볼 수 있다. 이 문제는 본 연구의 주목적이다. 연구목적을 달성하기 위하여 연구사례로 몽골을 선정하였으며 몽골의 전통 음주문화 혹은 음주예절의 측정을 위해 몽골의 역사적 근원을 연구해서 1인당음주량, 알코올중독 관련 70년간의 인지도조사, 통계 등 다양한 연구자료에 의해 분석을 하였다. 각종 연구자료 분석 시 몽골의 청년 음주문화가 그들의 조상들이 엄숙하게 따르던 전통음주문화와 맥락부터 많이 변화된 것을 관찰할 수 있었다. 연구결과에 의하면 현대화 관련 음주문화 변화와 음주(소비)간에는 상관성이 있는 것으로 나타났다.

벤처캐피탈에 대한 정부출자금의 초기단계기업 투자에 대한 영향: 한국의 벤처캐피탈에 관한 실증연구 (The Impact of Government Funds in Venture Capital on Investment in Early-Stage Firms: An Evidence from Korean Venture Capital)

  • 본 연구는 벤처캐피탈에 대한 정부의 간접출자가 창업초기단계 기업에 대한 투자를 장려하는지에 대해 논한다. 벤처캐피탈의 의사결정이 합리적 투자자의 관점을 취한다고 가정하고 정부의 자금투여가 이에 영향을 미치는 원리를 불확실성 완화효과, 정책유도 효과, 투자금의 규모의 경제효과, 정보비대칭성 완화효과, 자본비용 완화효과로 분해하여 이론적 고찰을 한다. 이론적 논의를 종합하여, 본 논문은 다음의 주장을 한다. 첫 째, 정부출자금의 규모가 벤처캐피탈의 창업초기단계 기업에 대한 투자를 증가시키는 효과를 가질 것이다. 둘 째, 창업초기단계에 대한 투자지침을 명시한 출자금을 유치한 벤처캐피탈의 창업초기단계 투자가 그러한 투자지침을 갖지 않는 출자금을 유치한 벤처캐피탈에 비해 클 것이다. 셋 째, 정부출자금의 창업초기단계 기업의 투자에 대한 규모효과는 일정 수준 이상이 되면 감소하여 역U의 형태를 보일 것이다. 본 연구는 2010년부터 2013년 사이 투자활동을 벌인 한국의 105개 벤처캐피탈사의 출자금 구성과 투자 내역자료를 활용하여 상기 주장의 유효성을 실증 조사하였다. 다중회귀분석을 포함한 다양한 통계적 검정의 결과 세 가지 주장을 모두 지지하는 일관된 결론을 얻었다. 본 연구는 벤처캐피탈의 투자행태 및 정책개입의 효과와 메커니즘에 대한 새로운 설명을 제시한다는 이론적 의의와 이에 대한 실증근거의 제시를 통해 벤처기업 및 벤처캐피탈 정책의 효과와 방향성에 대한 재검토의 기회를 제공한다는 실무적 의의를 갖는다.

Epidemiological Trends of GI Cancers in Patients Visiting a Tertiary Care Hospital in Chandigarh, North India

  • Background: Cancer has become an epidemic disease. Nearly ten million new cancer cases are diagnosed annually in the world and out of these about half are from the developing world. To appropriately plan for treatment, management and prevention of the disease, it becomes necessary to study the trends about morbidity caused by cancers. Materials and Methods: Data for patients diagnosed with any form of gastrointestinal (GI) cancers was extracted from records maintained in the outpatient department registers of the Oncology Department of Government Medical College and Hospital in Chandigarh from 1999 to 2012. Trends were analysed for different categories of GI cancers for the period of 12 years. Results: In present study GI cancers accounted for 23 % of all registered cases (n-9603) of carcinomas. Males predominated for all GI cancers except in the gall bladder. Gastrointestinal cancers as a proportion of total cancers increased from 21% in 1999 to 25.9% in 2012 with a significant increasing trend in our series (${\chi}^2$ for linear trend=9.36, p<0.003). Cancers of the tonsil, oral cavity and pharynx taken together showed an increasing trend over the years (${\chi}^2$ for trend=55.2, p<0.001) whereas cancers of the lower GI (${\chi}^2=19.6$, p<0.0001) and gall bladder (${\chi}^2=19.5$, p<0.0001) showed a declining trend in our series. Conclusions: GI cancers form a significant proportion of all cancers reporting to our data. In depth studies to ascertain the reasons for the changing trends are required to design intervention programs. Further information is necessary from cancer registries and from the hospital records of oncology departments.

산업기술개발의 불확실성에 따른 금융지원의 역할분담에 관한 이론적 고찰 (Theoretical Background of Division of Role in Technology Financing Based on Uncertainty Implied in Industrial Technology Development)

  • The conventional analysis with which justifies government intervention of the private sector's innovation activities is the market failure approach. According to such analysis, fund allocation through autonomous market mechanisms is not optimal in technology financing because of the disparity between the desirable level of investment for society as a whole and that for private firms. To optimize the fund allocation, public policies such as subsidy, preferencial loan and venture capital investment programs are designed for technology development projects performed by private firms. They, however, have not been effective in increasing private investment for such projects. In most cases, it was found that little considerations given to the relationship between uncertainty embodied in technology development projects and each types of financing. With respect to optimizing fund allocation, technology development projects should be financed by different means according to their probability of success and the expected value of technology. Employing various theoretical models on financing decision-making we verify here that technology development projects to be supported by commercial banks or venture capital institutions is limited contingent upon levels of uncertainty adn expected value. Under the assumption that financial institutions are risk averse, loan or investment can be available only if the probability of success of the project is higher than the probability premium and the current market rate of interest. Therefore, the projects that have lower probability of success and/or small expected return are excluded from commercial loan or investment programs. However, the remaining projects, whose probability of success is low but with high expected return, may be applied under government subsidy programs. To achieve optimality of fund allocation and to activate technology financing, we conclude that there should be a systematic division of role among financial institutions including government commercial banks, and venture capital institutions.
