A Study on the Implementation of E-trade in International Procurement Market (국제조달시장의 전자무역 구현에 관한 연구)

  • It is very necessary to find how to develop international government procurement by analyzing functions and roles of information providing circumstance and existing total international government procurement information system. In addition, it would require to draw up a way of improving current international government procurement information system based on the problems of existing system. In this study, we analyze the current status of Korean international government procurement information system and give an idea of mutual cooperating with DGMARKET, a good example of international government procurement information system. As a practical method, cooperating with DGMARKET by building each countries' gateway will be very helpful in cost saving and providing information. It will also complement the limitation of Korean system's one way service. But supplying only international government procurement information is insufficient in realization of e-trade in international goverment procurement market. To settle these problems, treating international government procurement as a same field of trade and giving political support and incentive to company which hopes to participate international goverment procurement are absolutely needed.

  • It is estimated that electronic commerce facilitates international trade and lower transaction cost and help firms make the best of the opportunities of market access. The comprehensive programs had been implemented to provide better electronic commerce environments by international organizations such as OECD, UNCITRAL, APEC, ICC and etc. Especially, WTO plays the most important role to implement efficient forms and rules on electronic commerce after Doha Ministerial Conference. Member countries recognize the need to conduct the electronic commerce in compliance with the principles and rules of WTO. However, there are many issues to be solved such as the clarifications of concepts and definitions, the possibility of adaptation of technological neutrality in GATS, the imposition of taxation in electronic commerce transactions and the methods of protecting copying as well as trademark. The Implementation of concrete forms and rules of electronic commerce in the WTO will be influential to international trade as the member countries have to adapt them in their transactions. Considering that further discussion will be continued in GATS, we need to analyze the problems and strategies for electronic commerce. As there are not concrete international laws for e-commerce, the existing laws must be revised and changed and each country need to present the enactment direction of e-commerce law to streamline e-commerce and to prevent trading partners from conflicting due to legal problems.

  • The global trading system is vulnerable to terrorist exploitation while the international trade is an essential element for the economic development. Customs has a unique role in the international trade to provide increased security while ensuring facilitation of the legitimate flow of goods and the role of Customs has become more and more indispensable these days. In response to this trend, the World Customs Organization(WCO), the organization of more than 170 Customs administrations all over the world, adopted an international framework("SAFE Framework") in 2005, which includes the Authorized Economic Operator(AEO) concept, whereby a party involved in the international movement of goods would be approved by Customs as complying with the supply chain security standards, and given benefits, such as simplified Customs procedure and less Customs intervention. In this stream, the Japanese government has developed and promoted AEO Program in close cooperation with the business sector, aiming at ensuring security while facilitating legitimate trade. For that purpose, Japan Customs, as a main entity in the field of international trade, has developed comprehensive AEO program with combination of programs for importers, exporters, warehouse operators, Customs brokers and logistics operators, such as forwarders and carriers, which are consistent with the "SAFE Framework" developed by the WCO. The purpose of this paper aims to analyse the introduction plans of AEO program for the trade security and trade facilitation with Japanese AEO system.

  • Global e-Trade system which electronically processes all trade transactions of trading companies is an essential platform where export and import firms enhance international competitiveness. This study is to develop research models suitable for e-Trade and empirically analyze them in order to examine and verify factors affecting e-Trade system of trading companies on the basis of previously-verified studies on global e-Trade such as TAM, TOE, and Task-Technology Fit Model(TTF). Among many factors, this paper comprehensively analyzes an acceptance factor, which is one of the factors affecting the implementation and performance of e-Trade, from the technological, organizational, and environmental context. The finding from this paper will be applied to e-Trade projects carried out by the government in the future by analyzing the correlation between acceptance and performance.

  • This thesis examines the problems faced in the electronic trade platform for which improvements are necessary, and suggests various ways of overcoming those problems. Practical implications regarding the advancement of Korea's u-TradeHub system are as follows. First, from the technical and legal aspects, to make up for a lack of support systems for spread of users, it is required to promote customized advertising strategies through Ministry of Knowledge Economy and establish a global certification system. Second, document standardization and digitalization should be achieved in advance to make the documents distributed through the e-Trade platform in a seamless manner. Furthermore, an ongoing global network development project should be promoted through the e-Trade platform to achieve standardization. Third, from the operational aspect, it is important to maintain an integrated and systematic relationship with related organizations. Because vertical integration among logistics service providers and GSCM are enabled through the e-Trade platform, it is necessary to standardize global network-based linkage and operating systems.

  • International trade conflict has been increased since WTO has appeared. Like this, the cause that the number of international trade conflict has been increased is by means of enlargement of agreements range. But some new facts have been added. They are Anti-dumping, subsidy, Countervailing duty, Safeguard, the norm of intellectual property right, the procedure of permitting importing products, Technical Barriers, agricultural products, and the area of textile. Since Japanese government has decided to give lavor import quarters to China without permission of Korea, Korean government formally presented the system of lavor import quarter to WTO DSB due to WTO agreement disobedience of Japan. Accordingly, this paper has the following purpose; to analyze situation on fiber dispute of Japan. Some methods about trade barrier against Japan need to be solved from another viewpoint owing to lavor IQ dispute.

  • The free trade zone would be evaluated at the point of granting exceptions of lease and disposal of land and manufactory, the organic relationship of the Manufacture and distribution, the reduction of rental value for foreign investment company and tax refund or exemption for customs duty that can be able to extend and draw new foreign investment enterprises. But despite of these, Free Trade zone, taking it in all its bearings, I considered its institutional problems and tried to find betterment of this.

  • Paperless trade is a new trade paradigm that has innovated on traditional trade procedures, which relied on manual work in the past, and applied an IT-based e-document standard. To realize paperless trade in Korea, a lot of efforts have been made. Korea has overcome many difficulties, a lack of awareness, trials and errors, etc. at the initial introduction stage and strived to establish a stable infrastructure through the government's policy support and active cooperation with the trade business communities and related organizations. Now, Korea became a well-known leader in IT industry, especially in the paperless trade infrastructure and strategic policies. The one-stop trading system named 'uTradeHub' is operated by a paperless trade service provider, Korea Trade Network(KTNET). uTradeHub includes trade finance and settlement, customs clearance and export and import logistics, improving trading procedures and reducing related expenses. Private-Public joint efforts from Korean government and private sectors which have respectively fulfilled their role and function with market-oriented practical policies and strategies has lead Korea a world leading country in paperless trade. Moreover, Korea expended its efforts to the global areas. Korea has started to activate multi-national paperless trade alliances such as PAA(Pan-Asia e-Commerce Alliance), ASEAL(Asia Europe Alliance for Paperless Trading) as well as established the bilateral cooperative networks with China and Taiwan. The one-stop trading system, uTradeHub should keep close cooperations between nations since trade itself is implemented in a cross-border ways. In the near future, it is expected uTradeHub can achieve best results in the simplification of procedures and cost savings when an international linkage is completely established with international cooperations.

  • Cross-border supply chains undergone complexity in the global trade process, unpredictability and continually evolving regulations and information requirements. Under these circumstances, longer lead time inhibiting quick response to market demands, unanticipated supply chain costs eroding product cost savings, compliance and documentation errors causing delays and fines are challenging global trade companies when they execute global business. These problems are mainly caused by unautomated, unintegrated process which lead to longer and more unpredictable lead times, slower cash flow, cost overruns, and ultimately lower profits and less satisfied customers. Complex and unpredictable global trade environment requires global trade companies of global trade management functions to automate and control this complex environment for driving out cost, time and risk from their business. Global trade management allows cost savings, supply chain efficiencies and improved compliance through improving global supply chain visibility, facilitating cash flow by supply chain financing, enhancing supply chain security and risk management.
