Engineering geoscience in Korea - from mining to fusion technology

  • Fusion technology is a key to maximize innovative potential of geoscience for many challenging issues today that require integrated multi-disciplinary approach. Successful fusion technological advance can be achieved when interdisciplinary cooperation is firmly established. In order to establish firm the context of inter-disciplinarity that is still feeble, it is urgent to continuously develop geoscientific models and systematic infra for interdisciplinary cooperation such as well-prepared geo-spatial database and knowledge base network that can support multi-lateral cooperation between multiple disciplines and multi-phase international cooperation.

  • The purpose of international cooperation for launch vehicle between Ukraine and Brazil was to launch Ukraine's Cyclone-4 launch vehicles at the Alcantara cosmodrome in Brazil. Ukraine and Brazil have prepared this cooperation since 1999 and established a joint venture. However, the first launch has been postponed several times. Because it took a lot of time and efforts to negotiate, sign and ratify the cooperation agreement and to regulate the protection of technology transfer to the third countries. Thus, the administrative affairs and diplomatic steps as well as the technical matters should be considered to prepare international cooperation for launch vehicles.

  • It is increasing the necessity of technology cooperation between nations, in the world, more and more. The international cooperation for the technology development have the dissipating effect of costs and risks and encourage efficient use of the knowledge and eventually help the firms better access overseas market easily. The S&T diplomacy of Korea is, at present, on international S&T cooperation to secure technologies to strengthen base of science, technology and innovation. This tendency is closely related with the governance issue in international S&T cooperation. And This international S&T cooperation is connected with the internationalization of firms. But it is getting more difficult for a firm, especially smaller firm like Korean SME to sustain the technological advantage over any significant period. The small and medium sized enterprises as Korean SME, internationalization of R&D is difficult just to think in terms of one framework with the limited accumulation of informations and experiences. So against that situation, this paper shows a new concept 'SME co-ordinator' as the role client(or player) reinforcing international S&T cooperation, sustaining the technological advantage for Korean SME. And 'SME co-ordinator' leads Korean SME to progress 'open innovation' not 'close innovation' as well as serving adequate information about appropriate partners and capable employer to help manage the international S&T cooperation for Internationalization of Industrial R&D for Korean SME.

  • We provide a fudamental set of information on technologies in the area of mechanical engineering to draw action plans for intermationalization of the National R&D activites. First, we design and use a modified Delphi method to evaluate levels of our technological capabilities and developed countries' as well. We investigate technology acquistion methodolgies, technology characteristcs and various aspects of international cooperation in terms of technology. Secondly, we analyze final responses of participants (i.e,. the third round results of Delphi method) tosee the correlation between various factors in developing mechanical engineering technologies through international cooperation. The technology classification used in this research is developed by STEPI (Science and Technology Policy Institute).

  • For a successful international technical cooperation through the government has tried many alternatives. However, international technical cooperation through international exhibitions Activation did not occur yet in our country. In this paper, accompanied by the Germans in 2009 states "Year of Korea" through the international technical cooperation to enable the policy to run the case study suggests implications for the government to find us through the aims of the study. For this paper, the researchers direct 20 to 30 April 2009 Hannover Messe, Germany Visit, officials and Interviews were conducted with officials. This paper consists of five chapters is the total. Chapter 2 describes the characteristics for Hannover Messe and Chapter 3 of 2009 "Year of Korea" was through a case study. Chapter 4 Messe Hannover, Germany, examined through the results and outcomes Section 5, we derive policy implications.

The Impacts of Competition and Technology Change on the HQ-subsidiary Cooperation (본사-자회사간 협력에 대한 경쟁과 기술요인의 영향에 관한 연구)

  • This study examines the effect of external environments such as technological change and competitive intensity on HQ-subsidiary cooperation. It was empirically tested by a Korean sample to verify the validity of the research framework. The empirical result confirms that external environments increase the odds of HQ-subsidiary cooperation. The result also indicates that technology change and HQ-subsidiary cooperation are related. The data support that firms facing a high rate of technology change stress the relationship between headquarters and foreign subsidiaries. The result also confirms that competitive intensity directly influences HQ-subsidiary cooperation.

Opportunities for Joint Cooperation in R&D for FEALAC Countries: On Nanotechnology and Biotechnology

  • The general purpose of this paper is to identify opportunities for and to measure existing collaboration on research and development between institutions from the countries of Asia and Latin America in FEALAC's framework, in the fields of biotechnology and nanotechnology and their convergence. The methodological approach includes scientific and technological surveillance and research seeking to identify both the R&D and innovation capacities of the countries as well as the degree of international cooperation between countries of the two regions; case studies and a study of the governance framework of international collaboration in R&D about issues considered global challenges. The study has three main findings. First, nanotechnology, biotechnology and their convergence contribute to solving the problem of contamination by heavy metals affecting most of the countries that are part of FEALAC and to address problems arising from the accelerated rate of energy consumption, which also contributes to environmental damage. In this scenario, important business opportunities arise from the adaptation and development of bio-refinery technologies. Second, the scientific relationship between FEALAC countries, mainly between Asian and Latin American countries, is weak as can be seen in research for articles and patents. But there is plenty of room and potential for improvement. Third, current and upcoming joint R&D programs and projects should be linked both to existing governance structures and to new ones that serve as experiments of STI public policy regarding innovative management of intellectual property and capacity building. Practical implications are included in lessons learned and a set of recommendations involving a couple of proposals. One proposal calls for research and innovation in promising fields for international cooperation. Another proposal creates mechanisms in the governance framework for sharing knowledge, capacity building, and funding.

Political Solutions for International Technological Cooperation for Korean Enterprises in the 8th FP of the EU (EU의 FP 8차 한국기업의 국제기술협력 방안)

  • Strengthening the competitiveness of Korean Industrial Technology with cooperation from EU enterprises is very important. With regard to the technological cooperation Framework Program (FP) from the EU during the period, 2007 to 2013, the most active participants involved were Germany, England and France. Additional participants were Russia, China, India, and Brazil. Korean participation as a non-EU Member State in this program was low. The aim of this study was to determine effective activation strategies for FP participation by Korean enterprises and institutions. Chapter 2 reports the theoretical background. Chapter 3 presents the methodology of the study. Chapter 4 describes the $8^{th}$ FP of the EU in detail. Chapter 5 attempts to find a solution for the optimal participation of Korean firms and institutions in the 8th FP of the EU. Through this paper, a solution for $8^{th}$ FP can be found: many Korean enterprises are unaware of the FP. Therefore, it is of the utmost importance to provide information about the characteristics and processes regarding the EU $8^{th}$ FP.

  • Under a rapidly changing environment, firms have attempted to co-operate with organizations that possess high technologies to improve their technical capabilities. Most countries have worked towards developing a suitable strategy for international technology co-operation based on the diagnostic results of their technological capabilities and indices. These diagnostic results indicate the level and degree of international technology co-operation that have been developed in academia. However, identifying the overall conditions of international technology co-operation based on existing indices is a difficult task. Hence, to address this problem, indices that can measure diverse perspectives of core technology co-operation activities need to be developed. This research aims to develop a framework for identifying the current state of international technology co-operation in diverse perspectives at the national level. We develop indices based on relevant literature and formulate an analytical framework for international technology co-operation in diverse perspectives using DEA analysis. The results are expected to contribute to effective technology planning at the national level by diagnosing capabilities for international technology co-operation from diverse perspectives.

The Determinants of the Export Timing and Export Performance of Venture Firms. (국내 벤처기업 수출시기와 수출성과 결정요인에 관한 연구)

  • This paper develops a model of the export timing and export performance of venture firms by drawing by resource based view and born-global firm theory. The model aims at explaining the role of internal resources of small new venture firms and environment factors in accelerating the firm's export timing and achieving export growth. Hypothesses were developed around the following factors: management characteristics in terms of CEO's foreign experience and export commitment; organizational characteristics in terms of technological competence and marketing competence, and inter-functional cooperation; and finally environmental factors in terms of domestic and market attractiveness and foreign market attractiveness influence both the export timing and export performance. Structural equation modeling analysis by using 214 small new ventures provides a partial supports for the hypotheses. The result showed that technological competence have an influence on early export timing and that CEO's foreign experience and export commitment, technological competence and foreign market attractiveness are related export performance significantly. It also showed the significant relationship between export timing and export performance.
