This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

This paper studies the economic development situation of eastern, central, and western regions in China, and the functions of Chinese universities, which include education, research and contribution to the society. A new Chinese innovation system has been emerging in forms of university-run enterprise. The commitment of Chinese government to further introduction of a market economy has been elaborated with a focus on the relations between university and industry. A new regional development scheme by using of the functions of university is considered as the effective strategy to promote economic development of China in this stage.

Delay, cost overrun and inferior quality in public works are common in Nepal and Cambodia. Almost 90 percent of the civil construction engineers working in the industry were one-degree graduates without appropriate training. The civil engineering education had provided elemental engineering knowledge to the graduates however integrated engineering and management knowledge and skill are essential for efficient infrastructure development. ODA in developing countries had been concentrated in hard infrastructure development without improving the quality of higher education. Integrating ODA to engineering education system would help develop qualified technical manpower and appropriate technology domestically, and improve the efficiency in infrastructure development in developing countries.

글로벌 경제의 불확실성 확대와 저성장 지속에 따른 해외건설시장의 성장 정체에도 불구하고 국내기업은 높은 기술 및 가격경쟁력을 바탕으로 견조한 시장점유율을 유지하고 있다. 그러나 해외건설시장에서 투자개발형사업의 비중이 확대되고 있음에도 불구하고 국내기업의 수주는 일반 도급형 사업에만 지나치게 편중되어 있는 실정이다. 사업발굴, 금융조달, 시공 및 운영까지 종합적인 역량을 요구하는 투자개발형사업에 있어서 안정적인 재원조달과 수익성 확보는 무엇보다 중요한 요인이다. 이러한 관점에서 개발도상국을 중심으로 재원투자를 확대하고 있는 다자간개발은행에 대한 관심 제고는 어느 때보다 절실한 상황이다. 그러나 다자간개발은행에 대한 국내기업의 전략적인 접근은 이뤄지지 않고 있으며 정부의 지원정책도 효율성도 낮은 수준이다. 본 연구는 이러한 필요성와 시급성을 바탕으로 국내기업의 다자간개발 은행에 대한 인식과 진출 실적을 분석하고 다자간개발은행의 투자시장 진출을 위한 민간 및 정부차원의 역량과 정책적 지원 방안을 제시하였다. 연구결과에 따르면 다자간개발은행 투자사업은 입찰의 공정성과 재원조달 안정성이 장점으로 평가되었으며 국내기업의 진출 확대를 위해서는 시장에 대한 체계적인 정보제공, 전담조직의 구성과 운영, 기업 간 과당경쟁 방지, 공적자금과의 연계성 확보 등이 중요한 요인으로 제시되었다.

Korea Railroad Research Institute(KRRI) propelled sensing and measurement techniques development for measure of Lateral Force and Vertical Force With Italy to international cooperation research project for laser technology for measurement of wheel/rail interaction force. In this paper, we compared the laser technology for measurement of wheel/rail interaction force with the existing method. And then, we suggests interaction force measurement system procedure of hereafter.

Korea Electric Power Research Institute has carried out verification of communication conformance on IEC 61850 based IEDs related to power IT project "Development of Prototype for Advanced Substation Automation System based on the Digital Control Technology". Owing to IEC 61850 international standard and digital substation automation system, IED testing process should be changed from the conventional way to the new way described in the paper. This paper describes IED testing procedures based on substation automation system using UML.

In this paper, the authors discussed the overview of a method for estimating working area for development of a monitoring system for labor management using RFID technology. RSSI (Receive Signal Strength Indication) data of RFID tag was obtained from readers set around the indoor space. An estimating model of the working area was prepared. The model had a range of the percentage of correctly classified from 61% to 95%. According to the result, the possibility of the monitoring system and the factors necessary to develop for practical were proposed.

With the help of information and technology development since 2000, there have been increasing number of community forums for communications among future residents through on-line webs after the contracts for purchases have been signed. However, more complaints are being filed since the construction companies take less care of them in the nation. Therefore, a mutual communication system is to be proposed in this paper in order to reduce the complaints in advance due to improper communications, to improve the customer satisfaction, to analyze the troubles for communication, and to provide solutions for better mutual communications

The history of Korea's overseas construction began in 1965, and the cumulative contract amount is about $180 billion over the last 40 years. During the period, Korea's overseas construction industry has played an important role for economic development. However, it seems that the industry is in a sea of trouble. Overseas construction orders have declined due to various reasons such as companies losing confidence, limited financing, lack of competitiveness, and so on. This paper addresses the brief history of Korea's overseas construction industry and the problems that the industry is facing. Then it suggests a few measures for the improvement of the industry.
