Design of a Fresnel Lens for a Solar End-pumped Solid-state Laser

  • A novel design for a Fresnel lens for a solar end-pumped laser is demonstrated in this paper. The new hybrid Fresnel lens includes two parts, inner and outer. The inner part is a twice-total-internal-reflection and vertical-transmission lens. The outer part is a once-total-reflection and vertical-transmission lens. The radius of the Fresnel lens is 600 mm, and its focal length is 750 mm. The concentrating performance of the Fresnel lens is examined using TracePro. The results show that the concentration efficiency has been greatly improved. The total concentration efficiency of the hybrid Fresnel lens reaches 73.2% when the radius of the laser rod is 3 mm. This design can simplify the concentration system of a solar end-pumped solid-state laser.

  • The article seeks to explore Ukrainian media art and its features in a global context. In particular, it performs an in-depth analysis of the stages of its development from video art of the 1990s, media installations of the 2000s, and to various digital and VR technologies today. Due to historical circumstances, the development of media art was quite rapid, as young artists sought to gain new experience in media art. Most often, their experience was broadened through international cooperation and studying abroad. The paper analyzes the presentation of Ukrainian media art outside the country during 1993-2020 and distinguishes the main thematic areas of the artists' work. It examines how artists present and reveal the peculiarities of the Ukrainian worldview, aesthetics, and culture through the problematization of certain aspects and themes in their work. Specifically, among the principal topics which are problematized in the work of media artists are a sensory experience, limited sensory capabilities, gender issues, the Chernobyl tragedy, the development of utopian models of the city, and global communication. The leading themes of Ukrainian artists also include revolution and war. Notably, political and social sentiments determine the unique energy and vitality of contemporary Ukrainian art, create a revolutionary creative environment, and unite media artists in group art projects. It is concluded that by showing, exhibiting, and presenting them outside the country, artists shape the image of Ukrainian art in a global context.

  • Due to the successful accomplishments of the first-stage base center project, a road-map for the second-stage, global base center 2030 project has recently been proposed. The vision of the base center is to build a technology centered, cooperation based platform for a sustainable global community. The global base center 2030 project is based on three core strategies as well as three key strategies. The main goal of the core strategy is to establish an interdisciplinary smart platform, as well as a global tech-coordination facility to implement sustainable, inclusive, and innovative science and technology based ODA projects. To achieve such goals, the global center will focus on developing a global living lab, interdisciplinary smart linkage systems, and a global operating platform. The main goals for the key strategies are to solve issues at the base centers while establishing an international relationship through sustainable technology. To achieve such goals, key projects are centered in establishing a ICT package, and a global living lab based on smart interconnected system. With this, a global inter-connected business platform will also be established to support technical and operational issues.

  • Ensuring national security in cyberspace is becoming an increasingly important issue, given the growing number of cybercrimes due to adaptation to new security and protection technologies. The purpose of this article is to study the features of counteracting, preventing, and detecting crimes in the virtual space of Ukraine on the example of cases and analysis of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The research methodology is based on the method of analysis and study of cases of crime detection in the virtual environment of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The results show that the consistent development of the legal framework in 2016-2020 and the development of a cyber-defense strategy for 2021-2025 had a positive impact on the institution-building and detection of cybercrime in Ukraine. Establishing cooperation with developed countries (USA) has helped to combat cybercrime by facilitating investigations by US law enforcement agencies. This means that international experience is effective for developing countries as a way to quickly understand the threats and risks of cybercrime. In Ukraine, the main number of incidents concerns the distribution of malicious software in the public sector. In the private sector, cyber police are largely confronted with the misappropriation of citizens' income through Internet technology. The practical value of this study is to systematize the experience of overcoming cybercrime on the example of cases of crime detection in a virtual environment.

Improvement of crop traits using auxin binding protein gene abp57 (옥신 호르몬 결합단백질 ABP57 유전자를 이용한 작물의 형질개선)

  • Auxin is a group of small natural and synthetic molecules having diverse regulatory functions in plant growth and development. In this review, two auxin binding proteins identified by biochemical experiments to measure their auxin binding activities and biochemical functions are described. ABP1, a 22 kDa auxin binding protein, shows strong auxin binding affinity and possibly plays an important role in plant development, although its biochemical function are still unclear. ABP57, a 57 kDa soluble protein from rice shoots, has both of IAA binding activity and the plasma membrane proton pump activation. Although it is yet to be accomplished, the improvement of agronomic traits using auxin binding proteins is worth to be considered, since auxin is known to be related to such a diverse crop traits.

  • This study reviews technological innovation to examine science, technology, and innovation (STI) policies and strategies for academy-industry cooperation for innovation and entrepreneurship in Daejeon. STI policy in Daejeon is based on a vision that harmonizes regional and national policies at a regional level, fostering of a key innovation cluster and strategic industries in Daejeon, and a new growth engine of converging industries such as information technology (IT), biotechnology (BT), and nanotechnology (NT). This paper proposes the following: First, considering the harmony of national and regional policies, STI policy should be promoted at the regional level considering venture and SMEs. Second, we recommend nurturing a global innovation cluster as part of a regional STI and venture ecosystem. This will support the region of Daejeon as the heart of a global innovation cluster by having Daedeok Innopolis and the International Science and Business Belt as its two major axes. Third, we recommend strengthening academy-industry cooperation in Sejong and other regions.

A Study on the Management of International Fishery Resources using Cooperative Game Theory (협조적 게임이론을 이용한 국가 간 수산자원관리에 관한 연구)

  • This study demonstrates that cooperative management can provide more benefits than noncooperative management for Korea and Japan fishery. We have studied one management strategy, namely, fishing under joint maximization of net benefits in coastal waters of two countries, using a cooperative game theory. The present net return under non-cooperation amounts to 420,255 million won. However, if two countries cooperate one with another, this figure can get to 2,636,565 million won. We consider this to be an important conclusion as close management relationships have developed between the two countries since the establishment of the EEZ in 1996. The results of the study can also help balance resource conservation and the appropriate catch quota in each country.

  • In the 21st century, the global security environment has undergone rapid changes, presenting South Korea with complex security dilemmas. This study aims to explore a new national security strategy for South Korea through the implementation of 'Positive Peace.' Based on Johan Galtung's concept of 'Positive Peace,' the study proposes a comprehensive approach to build sustainable peace by redesigning the peace process on the Korean Peninsula, establishing a multilateral security cooperation framework in Northeast Asia, expanding global peace contributions, promoting domestic social integration, and spreading a culture of peace. To realize these goals, the study discusses the need to redefine the role of the military, reallocate defense budgets, introduce the concept of a peace dividend, promote the peaceful use of science and technology, and legislate for the realization of the right to peace. The implementation of a 'Positive Peace' strategy aims to transform South Korea into a leading nation in peace, contributing to the peace and stability of the Korean Peninsula, Northeast Asia, and the global community.

Factors Influencing Cost Overruns in Construction Projects of International Contractors in Vietnam

  • A construction project is a designed product made up of labors, materials, and installations in the project positioned on the ground and may include the underground and ground section, and the section in water or on the water surface. It is a civil, industrial, transport, agricultural and rural development, infrastructure, or some other. A key phase in the life cycle of these construction projects is the implementation when building products are made directly with workers, equipment, materials, and managers. If there is a lack of management experience, information, and problem-solving solutions to tackle the risks faced by contractors, especially foreign ones, will fail in controlling the project's cost. This study was conducted with investigations, discussions, and evaluation of the factors that lead to cost overruns in the construction projects of international contractors in Vietnam. The principal component analysis (PCA) showed that those factors that influence cost overruns these construction projects fall into five general groups, including factors related to (i) the owners, (ii) the foreign contractors, (iii) the subcontractors and suppliers, (iv) state management, and (v) the project itself. Besides, the study proposes solutions to limit cost overruns in construction projects and improve the profitability of international contractors in Vietnam.

The Analysis of Nitrogen Supply Amount in Paddy Fields by Rainfall During Cropping and Non-Cropping Period (영농기와 비영농기에 강우에 의해 논으로 유입되는 질소공급량 분석)

  • In this study, we conducted to analyze and quantify the amount of nitrogen supply into the rice paddies from the rainfall during cropping and non-crop periods. Rainfall monitoring conducted 85 times from June 2015 to December 2017. Nitrogen supply of cropping season ranged from 5.37 to 7.70 kg/ha, while non-cropping season were supplied from 3.97 to 4.42 kg/ha. The supply of T-N in the crop period was more than 60% of the total supply. And as a result of analyzing the correlation between the characteristics of rainfall and the supply amount, nitrogen concentrations in rainfall were decreased with increasing rainfall, but the supply amount was increased. Therefore, efforts should be made to increase the rainfall utilization and to increase the nitrogen supply of crops by increasing rainfall storage through drainage management.
