Multimodal Route Selection from Korea to Europe Using Fuzzy AHP-TOPSIS Approaches: The Perspective of the China-Railway Express (한-유럽 복합운송 경로선택에 관한 연구 중국-유럽 화물열차를 중심으로)

  • Since the signing of the Korea-Europe Free Trade Agreement, the volume of trade transactions between South Korea and Europe has increased. The traditional single-mode transport system has been transformed into an intermodal transport system using two or more modes of transport. In addition, the conventional sea and air transport routes have been restricted, leading to a decline in Korean exports to Europe, and the rail transport mode is becoming mainstream in the market due to the influence of COVID-19. This paper focuses on the China-Railway Express to explore a new intermodal transport route from Korea to Europe. First, the fuzzy analytic hierarchy process (AHP) is used to evaluate the factor weights when selecting intermodal transport routes from Korea to Europe. Then, the TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) method is used to rank three alternatives. The results show that among the four factors (total cost, total time, transportation capability, and service reliability), the total cost is the most significant factor, followed by the total time, service reliability, and transportation capability. Furthermore, the alternative route 1 (Incheon-Dalian-Manchuria-Hamburg) is preferred.

Development of Korea-China Train Ferry System An Example of Short Sea Shipping in Northeast Asia

  • The train ferry, accommodating trains roll on and off, is often called as 'Railway on the Sea' or 'Blue High-way' since she can connect the railways or roads segregated by the sea and improve the accessibility and continuity of land transport systems. The ferry is especially appropriate to the intermodal transport routes mostly passing through the land but have relatively short sea segment. As the train ferry can considerably reduce the cost and time for cargo handling and modal shift and unnecessitates excessive initial investment on infrastructures such as large harbor cranes or vast container yards, introduction of train Ro-Ro ferries lessen the total transport cost for door-to-door transportation with full exploitation of the existing railway system. All the ports placed in Shandong, Liaoning and Jiangsu provinces of China are connected to the hinterlands via well developed railway and road systems. Therefore, realization of the Incheon-Yantai train ferry system will link Korea railways to TCR and the 4,131-kilometer-long Longhai-Lanxin Railway, along the famous Eurasian Continental Bridge. In the present paper, the Incheon-Yantai train ferry will be introduced as a good example of an efficient multimodal short sea shipping system for Northeast Asia.

Development and Evaluation of Pick-Up and Delivery Strategy of Container Truck at Rail-Road Transshipment Terminal (철도연계터미널에서의 컨테이너 집배송전략의 개발과 평가)

  • Rail-road intermodal freight transport is a transoortation system that rail and road transport are utilized between origins and destinations. The roles of road(truck) in rail-road intermodal freight transport are pick-up and delivery that are keys parts of total transportation process. The objective of this study is to develop and evaluate the pick-up and delivery strategies for container trucks in order to increase their productivity. Two different strategies are developed : One is aimed for minimizing the total traveling distance of container and the other is to reduce the waiting time at client site. The comparative studies are performed on the actual network of Paris metropolitan. The simulation analysis shows that the proposed strategies are quite efficient in various performance measures.

  • Intermodal freight transportation is defined as the movement of freight from origins to destinations by two or more transportation modes. When implemented in hub networks, it could enhance the efficiency of the networks because consolidated flows are transported by more suitable modes and technologies. In spite of this advantage, the intermodal hub network design problem has received limited attention in the literature partly because of the complex nature of the problem. This paper aims to develop an optimization model for designing intermodal hub networks with sin91e allocation strategy. The model takes into account various cost components of intermodal hub networks including transportation, stationary inventory, and service delay costs. Moreover, using transport frequency variables, it is capable of endogenously determining the transportation economies of scale achieved by consolidation of flows. As such, the model is able to realistically represent the characteristics of intermodal hub networks in practice. Since the model Is a complicated nonlinear integer programming problem, we perform model simplification based on the analytical study of the model, which could facilitate the development of solution algorithms in the future. We expect that this study contributes to the design of intermodal hub networks as well as to the assessment of existing logistics systems.

  • The Korean Government decided to reduce 30% of carbon emissions as of 2020, tightening regulations to reduce greenhouse gas in the international society. Therefore it will burden Korean logistics industry that overland trucking freight covers 70~80% of all, to lower emissions. As known, rail and coast(feeder) transport systems can be substituted for road transport but there are many problems to solve in Korean multimodal (intermodal) transport system such as time, cost, etc. Because of this, multimodal transport system should be improved systematically. For the reason, it aims to study a conceptual model with Thinking Process of TOC(theory of constraints) and System Dynamics to help improve the existing multimodal transport system for green logistics.

  • This paper sets out what can be said in general about pricing within transport sectors. In this paper we briefly restate the economic principles of pricing that hold for two transport sectors-road and rail. This is used as a basis for a discussion of pricing principles in the transport sector. Here we focus on the pricing of user charges of transport infrastructures. We start this paper to analyse road transport sector and compare it with rail sector. In fact as a result of the trend towards rail reform, the issue of charging mechanisms for the use of rail infrastructure has become increasingly important. In this paper, we just take the problem in theory and present some foreign cases. But our long-run objective will be the design of efficient user charges of infrastructures based on fair intermodal competition.

  • Because of rapid expansion of third party logistics, fierce competition in the transportation industry, and the diversification and globalization of transportation channels, an effective transportation planning by means of multimodal transport is badly needed. Accordingly, this study aims to suggest an optimal transport algorithm for the multimodal transport in the international logistics. As a solution for this problem, first of all, we have applied a pruning algorithm to simplify it, suggesting a heuristic algorithm for constrained shortest path problem to find out a feasible area with an effective time range, which has been applied to the Label Setting Algorithm, consequently leading to multiple Pareto optimal solutions. Also, in order to test the efficiency of the algorithm for constrained shortest path problem, this paper has applied it to the actual transportation path from Busan port of Korea to Rotterdam port of Netherlands.

  • The collection of schedule information for intermodal transportation and the establishment of the system to generate available transportation routes have become the basic and necessary factors for the logistics business. However, at present, due to the lack of an effective system, most logistics companies are not providing a sufficient and objective information service to their customers. In an effort to solve this problem, this study tried to develop an intelligent route planning system for intermodal transport, which can generate and select a route suitable to the demands of the user and based on all the collected schedule information of transportation mode.

  • This paper is aiming to study of the speed-up of the railway freight services. Recently investment in freight continues to support the growth both traditional and intermodal markets, and will begin to influence newer markets. Railways offer the highest speeds in ground-based transport systems and therefore offer competitive transport times on routes between large cities. In freight transport, top speeds of 100$\∼%$150km/h are competitive with the road transport. The speed of freight railway can be increased in particular by the creation of a network of freight corridors, the speed-up of freight train, and efficient transhipment installations.

Future Northeast Asia Transport and Communications System

  • Korea has been at the forefront of efforts to enhance international cooperation in transport and communications within Northeast Asia. This effort is driven not only by the benefits that could accrue to the Korean Peninsula but also to all nations in the region. Mutual cooperation within Northeast Asia would reduce transport and communications costs and provide the basis for a regional transport and logistics network. Before progress can be made towards an integrated transport and communications system in Northeast Asia, however, there is a need to evaluate its prospects, outline a visionary plan, and detail a preferred strategy. The strategy to develop the Korean Peninsula as the gateway for Northeast Asia should harmonize with the region's common transport (and communications) policy The strategy adopted by South Korea is focused primarily on the development of an improved logistics infrastructure that would be extended to North Korea upon reunification. The seaport and airport developments In Korea will have to be supported by improved access to planned high-speed railways, expressways and freight distribution centers that, in turn, are to be integrated with new telecommunications and computer technologies. The benefits from these improvements will be lost unless existing government monopolies controlling seaport, airport, rail, road and expressway developments are commercialized to ensure that the price of transport reflects its actual cost. Technical harmonization between different modes should be promoted to facilitate efficient intermodal transport between the Korean Peninsula and the rest of Northeast Asia.
