Last year, Seoul International Dispute Resolution Center(SIDRC) was set up to facilitate and promote international arbitration in Korea. This study was focused on the revision of arbitration rules such as ICC, SIAC, HKIAC and JCAA. As a leading arbitration institution in the world, ICC has tried continuously to provide more efficient service to their client by adopting emergency arbitrator(EA) & multi party arbitration. Other three institutions also introduced almost same mechanism to compete each other. These two new system is very innovative in international arbitration. First of all, EA was designed to provide interim measure service to preserve or protect parties' right before the constitution of arbitral tribunal. Arbitration institutions and arbitral tribunals should be careful to decide these requests are legitimate or not because too hasty approval on joinder or consolidation without full consideration such as parties' intention or argument may issue another serious problem - setting aside an award rendered after joined or consolidated.

It is important to measure the Arctic surface air temperature because it plays a key-role in the exchange of energy between the ocean, sea ice, and the atmosphere. Although in-situ observations provide accurate measurements of air temperature, they are spatially limited to show the distribution of Arctic surface air temperature. In this study, we proposed machine learning-based models to estimate the Arctic surface air temperature in summer based on buoy data and Advanced Microwave Scanning Radiometer 2 (AMSR2)satellite data. Two machine learning approaches-random forest (RF) and support vector machine (SVM)-were used to estimate the air temperature twice a day according to AMSR2 observation time. Both RF and SVM showed $R^2$ of 0.84-0.88 and RMSE of $1.31-1.53^{\circ}C$. The results were compared to the surface air temperature and spatial distribution of the ERA-Interim reanalysis data from the European Center for Medium-Range Weather Forecasts (ECMWF). They tended to underestimate the Barents Sea, the Kara Sea, and the Baffin Bay region where no IABP buoy observations exist. This study showed both possibility and limitations of the empirical estimation of Arctic surface temperature using AMSR2 data.
Third-party funding in international and domestic disputes is a fast-growing trend and it is increasingly used by large, solvent companies that simply wish to share risk in their finance. On January 10, 2017, the Civil Law Amendment Bill was passed in Singapore and on June 2017 an "Arbitration and Mediation Legislation (Third Party Funding) Bill" in Hong-Kong had a third-party funding to finance the international arbitration and other dispute resolutions expressly approved. This arbitral tribunal's expanding discretion over critical interim measure of security cost was in issue. In Essar v. Norscot (2016), the arbitrator found that the additional third-party funding costs were recoverable as "other costs of the parties." In here, the decision showed the issue of a tribunal's power over cost measures could spread out to be reviewed and broadened through the legislative process. A recent investor-state arbitration case of ICSID, RSM Production Corporation v. Saint Lucia, covered the express awarding of security for costs where a claimant was funded by a third-party funder. It seems inevitable that the volume of third-party funding industry will grow more as time goes on. The next step would be to formulate guidelines on how to determine criteria against which an application for security for costs is measured.
This paper is an interim report on the investigation of thermodynamic properties of $CO_2$/oil mixture refrigerant. First, liquid density of POE (poly-ol ester) and PAG (poly alkylene glycol) were measured and expressed as a function of temperature. Then, a solubility equation was developed which enables us to calculate the weight fraction of $CO_2$ for the mixture in a liquid state. An experimental apparatus with a cell was constructed to measure P-$\upsilon$-T-$\chi$ data for $CO_2$/oil mixture. The volume of the cell was determined using a certain formula considering change in volume as a function of temperature and pressure. Then, experimental data were obtained over the temperatures $40^{\circ}C$, $50^{\circ}C$, $60^{\circ}C$, $70^{\circ}C$ and $80^{\circ}C$ with various mole fractions. Finally, assuming a primitive model of ideal gas, the volume of $CO_2$/oil mixture was predicted with a relatively larger error of 5.05% for $CO_2$/PAG and 8.81% for $CO_2$/POE. The volume of $CO_2$/oil mixtures would be better predicted using an appropriate equation of state, of which results will be reported soon.

Objectives Despite growing attention to anxiety in bipolar disorder (BD), little research has assessed anxiety symptoms in the course of BD. The current prospective follow-up study examines the influence of subjectively and objectively measured anxiety symptoms on the course of BD. Methods A total of 49 patients with BD were followed-up prospectively for average of one year at an average of four months interval. The Korean version of the Beck Anxiety Inventory (K-BAI), the Hamilton Anxiety Rating Scale, heart rate variability (HRV) were used to measure anxiety subjectively, objectively and physiologically. Participants were divided into high and low anxiety groups based on their K-BAI scores. Kaplan-Meier survival analysis was performed to compare the recurrence of mood episode, suicide attempt, emergency room visit, and psychiatric hospitalization between two groups. Mediators were investigated with Cox proportional hazards models. Results Compared to the low anxiety group, the high anxiety group reported significantly higher impulsiveness (p = 0.016) and lower high frequency component on HRV (p = 0.007) after controlling for severity of BD. Regarding survival analysis, the high anxiety group showed hastened depressive episode recurrence (p = 0.048) and suicidal ideation was the mediator of the hazard ratio (HR) 1.089 (p = 0.029) in the Cox model. Moreover, the high anxiety group showed a tendency of accelerated suicide attempt (p = 0.12) and impulsivity was the risk factor of suicide attempt (HR = 1.089, p = 0.036). Conclusions This interim analysis of prospective study suggests that high anxiety level in BD may anticipate unfavorable course. Further studies are needed to understand the multifactorial mechanism of anxious bipolar patients.

Pants suit with V neckline and skirt suit with china collar make standard somatotype looked having wide shoulders. Standard somatotype person with wide shoulder should avoid this style. The size of waist and pelvis was looked thick in round neckline and was looked thin in V neckline. So it will be better to find the right suit for one's weakness. Obesity had better wear V neckline to look neck slim and not wear stand and tailored collar. When obesity person wears pants suit, she is looked having slim waist than skirt suit. In case of American, thin somatotype in pants suit looks much taller than in skirt suit when she wears round neckline and stand collar suit. Standard somatotype has no difference because it is the basic shapes. Generally, it goes with all kinds of suit design. The belly and pelvis of American's obesity look fatter and bigger than Korean's obesity. The same with Korean, round neckline suit makes obesity looked belly and pelvis fat and big.
Since the change in Doppler centroid according to moving targets brings alteration to the phase in azimuth differential signals of synthetic aperture radar (SAR) data, one can measure the velocity of the moving targets using this effect. In this study, we will investigate theoretically measuring the velocity of an object from azimuth differential signals by using range compressed data which is the interim outcome of treatment from the simulated SAR raw data of moving targets on the background of sea clutter. Also, it will provide evaluation for the elements that affect the estimation error of velocity from a single SAR sensor. By making RADARSAT-1 simulated image as a specific case, the research includes comparisons for the means of velocity measurement classified by the directions of movement in the four following cases. 1. A case of a single target without currents, 2. A case of a single target with tidal currents of 0.5 m/s, 1 m/s, and 3 m/s, 3. A case of two targets on a same azimuth line moving in a same direction and velocity, 4. A case of a single target contiguous to land where radar backscatter is strong. As a result, when two moving targets exist in SAR image outside the range of approximately 256 pixels, the velocity of the object can be measured with high accuracy. However, when other moving targets exist in the range of approximately 128 pixels or when the target was contiguous to the land of strong backscatter coefficient (NRCS: normalized radar cross section), the estimated velocity was in error by 10% at the maximum. This is because in the process of assuming the target's location, an error occurs due to the differential signals affected by other scatterers.
Due to frequent occurrence of abnormal weather, the need to improve the accuracy of subseasonal prediction has increased. Here we analyze the performance of weekly predictions out to 6 weeks by GloSea5 climate model. The performance in circulation field from January 1991 to December 2010 is first analyzed at each grid point using the 500-hPa geopotential height. The anomaly correlation coefficient and mean-square skill score, calculated each week against the ECWMF ERA-Interim reanalysis data, illustrate better prediction skills regionally in the tropics and over the ocean and seasonally during winter. Secondly, we evaluate the predictability of 7 major teleconnection patterns in the Northern Hemisphere: North Atlantic Oscillation (NAO), East Atlantic (EA), East Atlantic/Western Russia (EAWR), Scandinavia (SCAND), Polar/Eurasia (PE), West Pacific (WP), Pacific-North American (PNA). Skillful predictability of the patterns turns out to be approximately 1~2 weeks. During summer, the EAWR and SCAND, which exhibit a wave pattern propagating over Eurasia, show a considerably lower skill than the other 5 patterns, while in winter, the WP and PNA, occurring in the Pacific region, maintain the skill up to 2 weeks. To account for the model's bias in reproducing the teleconnection patterns, we measure the similarity between the teleconnection patterns obtained in each lead time. In January, the model's teleconnection pattern remains similar until lead time 3, while a sharp decrease of similarity can be seen from lead time 2 in July.
The purpose of this paper is to study of WTO regulations related FTA such as Understanding on the Interpretation of Article XXIV of the General Agreement on Tariffs and Trade(GATT) 1994 and General Agreement on Trade in Service(GATS). In this study, the First introduced FTA rules of WTO in the chapter 2. The WTO agreement includes the "General Agreement on Tariffs an Trade(GATT) 1994". This instrument, known as "GATT 1994", is based on upon the original General Agreement on Tariffs and Trade referred to as "GATT 1947". The Second analyzed the relations between FTA and Article XXIV of GATT 1994 in the chapter 3. The Article XXIV of GATT 1994 is an agreement between the distinctive members for liberalizing trade. The Article XXIV of GATT 1994 is consist of three parts such as customs unions, free-trade area, and interim agreements that WTO is referred to as "Regional Trade Agreement(RTA)". There is a difference between the customs unions and the free-trade area. In the customs unions rules, the members should have the same tarifficatio and the same trade provision against non-members, but in the free-trade are a rules, the member is not necessary to have the same tarifficatio and the same trade provision against non-members. But, the both rules have a liberalization of trade in a common as a revoking tariffs and the government regulations for interfering with trade. In this case, however, the both rules include an inconsistency ele ment under WTO rules such as Most-Favoured-Nation Treatment(MFN) and National Treatment on Internal Taxation and Regulation(NTITR). This study reviewed neither inconsistency nor consistency on the both rules with the RTA of WTO under Article XXIV of GATT 1994. The Third analyzed the relations between FTA and Article V of GATS under WTO in the chapter 4. The GATS is a rule of WTO for the growing importance of trade in services for the growth and development of the world conomy. The GATS is a new rule rather than GATT's rule for concerning goods trade. The Article V of GATS under WTO is a rule that makes based on upon the Article XXIV of GATT. Therefore, If it is to be examined the Article V of GATS, it should be referred to a and an interpretation of the text of the Article XXIV of GATT. However, the Article V of GATS is on the undeveloped stage compare to the Article XXIV of GATT. Because, the statistics of WTO showed that the RTAs under the Article XXIV of GATT have 150 cases completed between nations, but the RTAs under the Article IV of GATS have 10 cases completed between nations. The Forth examined the interpretation of FTA rules under WTO in the chapter 5. Concerning the consistency issue of customs unions and free-trade area under the Article XXIV of GATT, the working parties in customs unions and in free-trade area have been reviewed the consistency is sue which had been not if to GATT. However, the parties finished to get up with one accord the both that are a consistency of argument and an inconsistency of argument with the interpretation of the Article XXIV of GATT. The interpretation of the Article XXIV of GATT has been raised as the issues when EEC by Rome Treaty established in 1957. However, the consistency is sue only agreed 6 working parties out of 69 working parties finished the reviewing of the interpretation up to the end of 1994. Also the consistency issue concerned with the special privilege measure of the customs unions and tree-trade area under the Article XXIV of GATT discussed only 3 cases between working parties up to now and did not accepted as an issue for working parties' report. In conclusion in the chapter 6, this study raised the issues of WTO that are a conference of a new round under WTO and the issues of clarity between FTA rule and WTO regulation.
Piracy is a worldwide issue, but the deteriorating security situation in the seas off Somalia, the Gulf of Aden and the wider Western Indian Ocean between 2005 and 2012 and in the increasing number of attacks in the Gulf of Guinea are a major problem. The depth of concern for the problem internationally is amply demonstrated by the levels of co-operation and coordination among naval and other forces from several countries that have assembled in the west Indian Ocean region and the Gulf of Aden to escort ships carrying humanitarian aid to Somalia and to protect vulnerable shipping. Notwithstanding this unprecedented effort, the vast sea area in which the pirates now operate makes it difficult to patrol and monitor effectively, particularly with the limited resources available. More resources, in the form of naval vessels and aircraft, are needed and at every opportunity the IMO encourages Member Governments to make greater efforts to provide the additional naval, aerial surveillance and other resources needed through every means possible. IMO provide interim guidance and recommendations to be taken into account when considering the use of PCASP(privately contracted armed security personnel) if and when a flag State determines that such a measure would be lawful and, following a full risk assessment, appropriate.
