  • This paper describes the result of proficiency testing by inter-laboratory comparisons for braking lining. Proficiency testing provides an objective means of assessing and demonstrating the validity and reliability of test results produced by laboratories. To more accuracy comparison test for braking lining test, they will be made the same test procedure and environment conditions.

Efficient Inter Prediction Mode Decision Method for Fast Motion Estimation in High Efficiency Video Coding

  • High Efficiency Video Coding (HEVC) is the most recent video coding standard to achieve a higher coding performance than the previous H.264/AVC. In order to accomplish this improved coding performance, HEVC adopted several advanced coding tools; however, these cause heavy computational complexity. Similar to previous video coding standards, motion estimation (ME) of HEVC requires the most computational complexity; this is because ME is conducted for three inter prediction modes - namely, uniprediction in list 0, uniprediction in list 1, and biprediction. In this paper, we propose an efficient inter prediction mode (EIPM) decision method to reduce the complexity of ME. The proposed EIPM method computes the priority of all inter prediction modes and performs ME only on a selected inter prediction mode. Experimental results show that the proposed method reduces computational complexity arising from ME by up to 51.76% and achieves near similar coding performance compared to HEVC test model version 10.1.

Reliability Study of Measuring Range of Motion Glenohumeral Joint Internal Rotation With Pressure Biofeedback Stabilization

  • The aims of the current study were to assess reliability of range of motion (ROM) measurement of glenohumeral internal rotation (GIR) with a pressure biofeedback stabilization (PBS) method and to compare the reliability between manual stabilization (MS) and the PBS method. In measurement of pure glenohumeral joint motion, scapular stabilization is necessary. The MS method in GIR ROM measurement was used to restrict scapular motion by pressing the palm of the tester's hand over the subject's clavicle, coracoid process, and humeral head. The PBS method was devised to maintain consistent pressure for scapular stabilization during GIR ROM measurement by using a pressure biofeedback unit. GIR ROM was measured by 2 different stabilization methods in 32 subjects with GIR deficit using a smartphone clinometer application. Repeated measurements were performed in two test sessions by two testers to confirm inter- and intra-rater reliability. After tester A performed measurements in test session 1, tester B's measurements were conducted one hour later on the same day to assess the inter-rater reliability and then tester A performed again measurements in test session 2 for confirming the intra-rater reliability. Intra-class correlation coefficient (ICC) (2,1) was applied to assess the inter-rater reliability and ICC (3,1) was applied to determine the intra-rater reliability of the two methods. In the PBS method, the intra-rater reliability was excellent (ICC=.91) and the inter-rater reliability was good (ICC=.84). The inter-rater and intra-rater reliability of the PBS method was higher than in the MS method. The PBS method could regulate manual scapular stabilization pressure in inter- and intra-rater measuring GIR ROM. Results of the current study recommend that the PBS method can provide reliable measurement data on GIR ROM.

  • The inter-laboratory comparison test which is demanded on the authorized test of ISO/IEC 17025 is the program to guarantee the confidence of test result. This paper, as a part of the inter-laboratory comparison test between South Korea and China, is refered to the characteristic of friction coefficient of disk brake lining for rolling stock according to disk type. Brake tests were carried out under constant brake force and operating sequence by using dynamo-tester according to disk and disk lining types. To establishing the confidence of test result, we calculated A type uncertainty about friction coefficient and investigated the factors about the variation of friction coefficient.

Yield stress measurements in suspensions: an inter-laboratory study

  • The first international inter-laboratory study, involving six laboratories, has been conducted to examine issues associated with yield stress measurements in suspensions. The initial focus of the project was to evaluate the reliability and reproducibility of several common yield stress measuring techniques employed in different laboratories and with different instruments. Aqueous suspensions of colloidal $TiO_2$ at concentrations of 40-70 wt% solids were used as the test fluids. A wide range of instruments and techniques employing both direct and indirect methods were used to determine the yield stress of the samples prepared according to a prescribed procedure. The results obtained indicated that although variations of results existed among different techniques, direct yield stress measurements using static methods produced more reliable and repeatable results than other methods. Variability of the yield stress measured using different techniques within any laboratory however was less significant than variability of the results among different laboratories. The nature and condition of the test suspensions was identified as the most likely factor responsible for the poor reproducibility of yield stress measurements from different laboratories.

  • In this study, inter-laboratory comparison was done using elemental analyzer-isotope ratio mass spectrometers (EA-IRMSs) to determine carbon and nitrogen contents as well as stable carbon and nitrogen isotopic compositions (${\delta}^{13}C$ and ${\delta}^{15}N$) of five environmental samples containing lake and marine sediments, higher plant leaves, and fish muscle, and one organic analytical standard (Protein (Casein) Standard OAS). Five national laboratories participated in this comparison study, and each laboratory analyzed all five samples and the analytical standard. Results showed that variations in total organic carbon (TOC) and total nitrogen (TN) contents as well as ${\delta}^{13}C_{TOC}$ and ${\delta}^{15}N_{TN}$ values among the laboratories were large compared to the analytical uncertainties. The results highlighted the inhomogeneity of the test samples and thus, the need to select suitable standard reference materials for future inter-laboratory studies. Further inter-laboratory comparison exercises could promote good measurement practices in the acquisition of stable carbon and nitrogen isotopic composition data.

Determiniation and Validation of Alibendol using High Pressure Liquid Chromatography in Human plasma (고속액체크로마토그라피법을 이용한 사람 혈장 중 알리벤돌(Alibendol)의 정량 및 검증)

  • The aim of this study was to develop and validate for determination of alibendol in human plasma by HPLC method. After precipitation of 500 ${\mu}l$ plasma samples by 50% methanol 50 ${\mu}l$ and 60% perchloric acid 30 ${\mu}l$ and the supernatant 50 ${\mu}l$ was injected into HPLC. The assay was performed isocratically using 10 mM potassium phosphate (pH 3.0) and acetonitrile (80 : 20, v/v) as mobile phase. The $C_{18}$ column (particle size $3.5{\mu}m$, $4.6{\times}50$ mm, Zorbax Eclipse) was used as a solid phase. The mobile phase was delivered at a flow-rate of 1.7 ml/min, detection was by ultraviolet absorption at 232 nm and concentrations were calculated on the basis of peak areas. In these conditions, alibendol can be separated from ethylparaben, the internal standard, and endogenous substances. The retention times of alibendol and ethylparaben were just about 2.6 and 3.5 minutes, respectively. This rapid HPLC method was validated by examining the precision and accuracy for inter- and intra-day analysis. The standard curve was linear ($R^2$=1.0000) over the concentration range of 0.05~20 ${\mu}g$/ml. The inter-day relative standard deviation (R.S.D.) and accuracy were 0.2~12.2% and 94.4~101.2% (82.7% at the lower limit of quatitation). The intra-day R.S.D. and accuracy were 0.1~11.8% and 98.8~102.5%, respectively. The method was successfully applied to the determination of alibendol in plasma for a pharmacokinetic study.

Ring Test as Acute Toxicity Test with Korean Freshwater Shrimp, Neocaridina denticulata using 3,4-Dichloroaniline (국내 서식 담수새우 새뱅이(Neocaridina denticulata)를 이용한 3,4-Dichloroaniline의 급성독성 교차시험(Ring test))

  • Objectives: For suitable risk management of the domestic aquatic environment, it is necessary to conduct toxicity tests using species native to Korea. In the present study, we performed toxicity ring tests using endemic freshwater arthropoda Neocaridina denticulata and evaluated its validity and reproducibility as an international standard test species. Methods: To evaluate the sensitivity levels of N. denticulata to hazardous chemicals, toxicity values for several chemicals were compared with other standard test species. Intra- and inter-laboratory acute toxicity tests were performed both within a single laboratory and among four laboratories respectively using 3,4-Dichloroaniline, which is generally used as a reference test substance in fish toxicity tests. In addition, intra- and inter-laboratory coefficient of variations (CVs) were calculated to evaluate reproducibility based on the estimated toxicity values. Results: The sensitivity of N. denticulata to several chemicals was found to be similar with D. manga, indicating that the species is valid as a test species. The CVs of the intra- and inter-laboratory tests were 22.946% with four qualified runs and 8.828% among the four laboratories, respectively. Conclusions: N. denticulata serves in an important role in the food chain of Korean aquatic ecosystems and also inhabits several other Asian countries. Since the validity and reproducibility of the species were confirmed as a toxicity test species in this study, further efforts are needed to establish N. denticulata as the international standard test species for the appropriate risk assessment of aquatic ecosystems at home and abroad.

Preparation of a CRM for QA/QC in dioxin analysis and inter-laboratory study (다이옥신 정도 관리용 CRM 제조와 실험실간 비교평가)

  • Dioxin CRM for QA/QC was prepared with fly ash collected from municipal waste incinerator. With that CRM inter-laboratory test was carried out. The collected fly ash was conducted several homogeneity steps including sievings and mixing. Homogeneity test and estimation of uncertainty was performed by one-way ANOVA based on ISO guide 35. Compared concentrations of fly ash of participants to CRM values, PCDDs value was lower than that of CRM in almost participants, and showed higher PCDFs concentration than that of CRM. Although there is a small difference in PCDD/Fs concentrations with congeners of extract, the result was close to mean value.

PIMD Performance Test of Active Baseband Antenna (능동형 기지국안테나의 PIMD 특성분석)

  • As the mobile services have been increased, the interference of the neighboring base stations is increased and the PIMD(Passive Inter-Modulation Distortion) has been a main issue for the design of base station antenna systems. In this paper, it is proposed the PIMD test method for the active basestation antenna whose radiators are directly connected with main active parts including amplifiers, and we presents its test results using a developed active basestation antenna. From the results, the active basestation antenna has the better PIMD performance than conventional passive structure by 8.4dB. The proposed PIMD test method can be used to get the accurate PIMD test result because the test environment is very similar with real basestation.
