The study aims to synthesize the discussion of the innovation district and suggest an alternative to the governance system of the innovation district. Cluster policies that focus on industrial specialization, networking, value chains, and industrial ecosystems have shown some problems and limits in advanced industrial economies. The innovation district, suitable for the era of urban innovation, convergence of industry, housing, leisure, and related variety, emphasizes cooperation through the convergence of various innovations, workshops and industries, and communities. It is important to build a quintuple helix based on cooperative governance through public-private partnerships, integrate the physical and cultural atmosphere, and service industries that strengthen the place prestige. Beyond the industrial aspect, innovation districts can facilitate changes in urban amenities and lifestyles and creative atmosphere, such as diversity, lifestyle, charms, and openness, and promote social vitality and economic interactions. The governance of innovative districts can promote inter-organizational exchanges, and combinations. When knowledge is created through exchanges between companies, it also affects changes in the governance system, evolving from a rigid and centralized system to an open, dynamic, and organic system. Through the innovation policy, the existing Central Business Districts (CBD) can be able to be transformed into a Central Lifestyle Districts (CLD).

In 2005, the selection of 10 innovation cities was completed, and since 2013, public institutions began relocating to innovation cities. As a policy aimed at promoting balanced regional development, there were significant expectations from the regions. However, although the population moving to innovation cities has increased, it remains to be seen how much inflow is from the capital region and what spatial characteristics exist nationwide. Therefore, this study aims to analyze whether the innovation cities are fulfilling their roles by examining the patterns of inflow from the capital region and the spatial characteristics, and to reassess the policy direction for future innovation cities. We utilized the Microdata Integrated Service (MDIS) provided by Statistics Korea from 2013 to 2021. For the data collection reasons, we focused on analyzing the three cities. The results showed that in the initial stages of innovation city development, there was a significant influx of population from the capital region, leading to some effects on population dispersion and balanced regional development. However, over time, a phenomenon emerged where more people started to move back to the capital region, indicating a problematic trend. Furthermore, the Gyeongbuk Innovation City and Gwangju-Jeonnam Innovation City showed similarities in terms of reasons for migration, age of householder, and number of household members. However, the Gyeongnam Innovation City exhibited distinct characteristics compared to the other two cities. While the reasons for this phenomenon may be diverse, the current situation suggests that the goal of achieving "balanced national development" has reached its limits. Therefore, urgent measures need to be taken for improvement that take regional characteristics into account. Furthermore, in designing the second phase of the public institution relocation plan is required to avoid repeating the same issues and ensure a more thoughtful approach.
This study proposes measures for institutionalization and its inter-departmental linkages to increase the effectiveness of wind corridor forests in response to changing urban environmental issues and climate change. For this purpose, the study reviewed laws and regulations containing terms related to urban wind corridors, identified the roles and relationships of wind corridor forests required in relevant plans, and assessed high-level and basic plans for wind corridor forests to identify issues in the current establishment of wind corridor forests and derive key issues related to them. Based on these results, institutionalization measures for legislating wind corridor forests and their effectiveness methods were suggested. This study proposes 1) defining terms and establishing legal and institutional foundations and 2) establishing hierarchies with related plans and a legal basis for the basic plan for wind corridor forest as an institutional plan for legalization of wind corridor forest, and 1) establishing a legal and institutional foundation for constructing spatial data like analysis maps and 2) establishing the guidelines for the basic plan and for creating and managing wind corridor forests and their contents as an institutional plan for effective revitalization. It is expected that this study can be utilized as basic data for establishing laws and regulations related to wind corridor forests and can contribute to the institutionalization research of basic plans. It is also hoped to be used as basic data for systematically constructing wind corridor forests.
Purpose: The aim of this study was to develop a reliable measurement tool to assess the urban food environment, particularly focusing on food stores in Korea. Methods: The items for the measurement tool were selected through systematic literature reviews and adjusted to the Korean food environment. A total of 25 food stores in an urban area were recruited for the pilot test to evaluate the time required for completion of the survey, ease of response, willingness to participate, difficulties in conducting the survey, and appropriateness, and 34 food stores were recruited for assessment of the reliability of the tool using percent agreement and kappa value. Results: The measurement tool is composed of questions regarding food store characteristics, accessibility, and food availability. On average, 26 minutes was required to survey a single food store, and the subjects and interviewers answered that the process was not difficult for the survey. The percent agreement for the inter-rater and test-retest reliability ranged from 93.9~98.8% and 91.9~97.9, respectively. The kappa values ranged from 0.78 to 0.97, which was very high. Percent agreement and kappa value of food with healthy option were lower than those of the general food in the inter-rater reliability (p = 0.0027, p = 0.0095 respectively) as well as in the test-retest reliability (p = 0.0081, p = 0.0290, respectively), although they were still high enough (86.4~98.0% for percent agreement, 0.64~0.96 for kappa value). Conclusion: The newly developed measurement tool for assessment of food store environment appears to be feasible and reliable; therefore, it can be applied to research on the association between food environment and dietary behaviors as well as health outcomes.
In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.
This paper describes the performance evaluation and analysis of an Orthogonal Frequency-Division Multiplexing (OFDM) system having the least Inter Symbol Interference (ISI) in a multi-path fading channel environment. Wireless Local Area Network (W-LAN) in accordance with IEEE 802.11a and IEEE 802.11b provides high-speed transmission to universities, businesses and other various places. In addition, service providers can offer a public W-LAN service on restricted areas such as a subway. The proliferation of W-LAN has led to greater W-LAN service demands, but problems are also on the rise in offering a good W-LAN service. In particular, urban areas with high radio wave interference and many buildings are vulnerable to deteriorated QoS including disconnected data and errors. For example, when high-speed data is transmitted in such areas, the relatively high frequency generates ISI between Access Points (AP) and Mobile Terminals (such as a notebook computer), leading to a frequency selective fading channel environment. Consequently, it is difficult to expect a goodW-LAN service. The simulation proves that the OFDM system enables W-LAN to implement QoS in high-speed data transmission in a multi-path fading channel environment. The enhanced OFDM performance with 52 sub-carriers is verified via data modulation methods such as BPSK, QPSK and 16QAM based on IEEE 802.11a and punched convolutional codes with code rate of 1/2 and 3/4 and constraint length of 7. Especially, the simulation finds that the OFDM system has better performance and there is no data disconnection even in a mobile environment by applying a single tap equalizer and a decision feedback equalizer to a mobile channel environment with heavy fading influence. Given the above result, the OFDM system is an ideal solution to guarantee QoS of the W-LAN service in a high-speed mobile environment.
Objectives : Dementia has emerged as a leading public health problem in elderly persons, and its early detection is important for the treatment of curable cases, and in the educational support for other family members. Although dementia screening tests are available, they have not gained widespread use in community or primary care settings. Our goal was to validate the Tine and Change (T&C) Test, -including its validity and reliability in patients, and to assess it as a simple, standardized method for the screening of dementia in the rural elderly. Methods : The participants in this study comprised of 59 patients from an urban hospital and 405 persons from a rural community aged 65 years or older. The time test evaluated the understanding of clock hands indicating 11:10, and the change test the ability to make 1,000 Won from a group of coins, consisting of one 500, seven 100, and seven 50 Won coins. The T&C ratings were validated against a reference standard based on the physician's diagnosis of the patients. The convergent validity in relation to other cognitive measure, test-retest agreement, and inter-observer reliability were assessed. To assess the relationship between the Korean Mini-Mental State Exam (K-MMSE) and the T&C Test, the mean K-MMSE scores were compared with the results of the T&C Test in the elderly from a rural community. Results The T&C Test had a sensitivity and specificity of 73.0, and 90.9%, and positive and negative predictive values of 93.1, and 66.7%, respectively. The test-retest and inter-observer agreement rates were both 95%. The K-MMSE scores and T&C Test were significantly related in the elderly from a rural community (p<0.01), The T&C Test was not influenced by the educational status. The Time and Change Tests took a mean of 6.3 and 12.7 seconds, respectively, to complete Conclusion : The T&C Test is a simple, accurate and reliable, performance-based tool in the screening for dementia. Because it is quick, and easy-to-use, it is hoped the T&C Test will be used for the widespread cognitive screening of aging populations.

This study aims to investigate the hierarchical stepwise migration and its influences on regions (metropolitan areas, cities and counties of Korea administrative district) through analyzing the city rank-size and the changes of natural increase of population. The result shows that the inter-regional migration has been associated to the decrease of the population and the decline of NIR in the regions where outflows have been persisted. Also, theses demographic events have sequentially occurred through the hierarchy of settlement system: gradually from rural (gun) and lower ranked regions in the system of city rank-size, to urban (si) and regions in the high ranks in the system. Based on the result of this study, it is possible to understand and expect the major origins of inter-regional migration, the presence of the hierarchical stepwise migration and most significantly, the spatial expansion of depopulation problems.
This study is aimed at the development of a deterministic runoff model which can be used for flood runoff. The model is formulated by the watershed runoff model. Based on the assumptions that runoff system is nonlinear, the proposed watershed runoff model is the conceptual model. In the model structure, the conceptual model divides the runoff system into a surface structure and a subsurface structure corresponding to the surface flow, and inter flow and ground water flow respectively. The lag time effect of surface can be represented by the sub-tank of surface structure in the conceptual model. The parameter calibration of inter flow and ground water flow in the subsurface structure of the conceptual model is performed by separating the components with numeric filter The runoff coefficient($\alpha$$_2$) is expressed as the function of antecedent precipitation index(API). The parameters with the surface flow can be calibrated with the runoff coefficient($\alpha$$_1$ and $\alpha$/$_{11}$) in the conceptual model. In the conceptual model, an algorithm is developed to calibrate the parameters automatically based on efficiency criteria. The comparative study shows that simulated value from the conceptual model well agreed to observed value.
The objective of study was to analyze seasonal and inter-annual patterns of water chemistry of Miho Stream watershed during 2004 - 2007 along with some influences of tributaries and summer monsoon on the stream water quality. For the study, eight physico-chemical parameters such as nitrogen, phosphorus, BOD, COD and chlorophyll-a (CHL) etc. were analyzed in relation to spatial and temporal variability of seven sampling sites of the mainstream and some tributaries in the watershed. In the upstream reach, Mean of BOD, COD and TP averaged 3.2 mg/L, 6.5 mg/L and $186{\mu}g/L$, respectively, indicating an eutrophic conditions as a III-rank in the stream water quality criteria from the Ministry of Environment, Korea(MEK). The eutrophic water was due to a combined effect of Chiljang tributary with high nutrients ($TP=844{\mu}g/L$, TN=8.087 mg/L) and the point sources from some wastewater treatment plants. In the meantime, BOD, TN, and TP in the downstream reach were about > 1.2-1.5 folds than the values of the midstream reaches. This was mainly attributed to effluents of nutrient rich-water (mean TN: 11.980 mg/L) from two tributaries of Musim Stream and Suknam Stream, which is directly influenced by nearby wastewater disposal plants. Seasonal analysis of water chemistry showed that summer monsoon rainfall was one of the important factors influencing the water quality, and water quality had a large spatial heterogeneity during the rainfall period. In the premonsoon, BOD in the downstream averaged $6.0{\pm}2.47mg/L$, which was 1.4-fold greater than the mean of upstream reach. Mean of CHL-a as an indicator of primary productivity in the water body, was > 2.2 - 2.9 fold in the downstream than in the upstream, and this was a result of the high phosphorus loading from the watershed. Overall, our data suggest that some nutrient controls in point-source tributary streams are required for efficient water quality management of Miho Stream.
