Empirical Analysis on Change of Korean Male Pro- Basketball Players Draft System

  • Beginning in the 2007-2008 season, the men's pro-basketball league changed a foreigner selection method by introducing a draft system which leads to a tryout from the free agency system. Also in the same season, the woman's pro-basketball league changed its system from one that permitted foreign players to one that doesn't allow foreign player participation. The reason for this change is thought to be financial problems. However this institutional change brings about the reduction in the quality of basketball and it will affect spectators in a negative way. The empirical study attempted to analyze the effects which follows an institutional change in Korean men's pro-basketball. The research showed that the men's pro-basketball league wasn't affected at all due to foreigner selection method by a draft system that led to a tryout from the free agency system.

  • Climate change is a man-made disaster that has become a major global concern today. With increasingly visible symptoms of climate change in recent years, it has become evident that climate action can no longer be dismissed as a mere matter of choice, but as a matter of survival for the human being. To address the impending climate change crisis in a collaborative and sustainable manner, the international community has been taking various measures including Kyoto protocol and the Paris Agreement. With respect to the private investor's project investment in line with international agreements on climate change, recently we have seen multiple legal judgments which clearly indicate the subject of judicial responsibility for investment in climate change related projects. However, in order to hold judicial responsibility occurring during the implementation of climate change related projects, a causal relationship between the responsible entities and clear responsibility must be demonstrated, and applicable institutional arrangements need to be arranged. It may be the right time for global community to consider shifting not only to human ethical obligations but also legal obligations. In this regard, concerned governments should consider legislating arbitration laws, regulations, and institutional arrangements in more specific and applicable manner.

Expected Roles of the Korean Institutional Investors for listed S&M sized firms in the KSE (상장중소기업의 직접금융 활성화를 위한 기관투자가 역할)

  • The stocks of listed S&M sized firms in the KoreaStock Exchange(KSE) have been neglected to investors for long time in site of their good performences. The word "Neglected" means that the stocks of listed S&M sized firms in the KSE have fail to acquried liquidity. In the result, Listed S&M sized firms in the KSE have not financed equity by issuing stocks timely in the primary market. This problem has resulted in poor investment to their listed S&M sized firms in the KSE. The possible key to sovlve this problem is in the Institutional Investors, especially to the Pension fund. Korean Institutional Investors have lost their basic roles, that is, final supports to prevent the markets not to demolish. The Acts prventing Pension to invest to the stocks is to change to allowing to invest them in soon. this opportunity is good chance to solve the problems of poor liquidity of stocks of listed S&M sized firms in the KSE.

  • This study aims to analyze the policy change which is caused by conflicts between interest groups when the Separation of the Prescribing from the Dispensing of Drugs (SPDD) was enforced. With the theory of New Institutionalism, the reason why the policy was to be changed can be explained by the concept of property right and transaction cost. As the government did not consider the change of property right and transaction cost between actors before introducing new institution, it was hard to adapt the SPDD. Though, under the established institution, the institutional change can cause the alteration in property right and transaction cost, government just focused on the new institution's execution. Therefore, the group which suffers the loss could not accommodate to the change of institution. For this reason, the adaptation of SPDD also caused huge conflicts between doctors and pharmacists. Then, this research shows that the reason why they conflict to the some issues in the content of PSPDD and why the issues was changed with the property right and transaction cost.

Study on the Status Change in Rural Landscape Planning and Landscape Project in the General Agriculture Fishing Village Development Project (일반농산어촌개발사업에 있어 농촌경관계획과 경관사업부문의 위상변화에 관한 연구)

  • Although the General Agricultural Fishing Village Development Project had a significant impact on the landscape formation and management in rural area, the rural landscape planning and project sectors was not stable by fluctuation variables. On the basic understanding the institutional status of rural landscape planning, some conclusions could be discussed as follows through the analysis of quantitative and qualitative changes and the background factors. The rural landscape plan lacked its own legal and institutional foundations, and the landscape project of the General Agricultural Fishing Village Development Project was mainly focused on the environment-improving H/W project for expanding the basic living infrastructures. In order to reflect the characteristics of the region and become independent rural landscape management, it is necessary to change the contents so that the S/W business such as the deepening landscape awareness and empowerment linked with improving the physical landscape. To this end, it is necessary to establish a foundation for the rural landscape planning system to have its own status, and it seems to seek to supplement with what is included S/W contents reflecting the context of higher level landscape planning. The landscape sector of the General Agricultural Fishing Village Development Project proved to be in the process of shrinking in both quantity and quality, despite the temporary expansion in the past. In addition, considering the distortion of the contents of landscape projects in rural sites, it seems that the rural landscape-related public project are now in a position to seek a new phase change beyond quantitative expansion. In particular, along with institutional improvements to secure the independent status of rural landscape planning that contributes to village community regeneration and social sustainability through the role of intermediary support organizations in landscape management activities. Through the integrated landscape plan, which is established in advance and led by the residents in the early stages, there is a need to change the direction to enhance meaning of the landscape planning goes beyond the facility design or space improvement.

  • The aim of the article is to investigate socio-political processes in Ukraine on the basis of institutional and behavioral approaches, in particular their regulatory and informational support. Methodology. To determine the nature and content of sociopolitical processes, the following approaches have been used: 1. Institutional approach in order to analyze the development of Ukraine's political institutions. 2. The behavioral approach has been used for the analysis of socio-political processes in Ukraine in the context of political behavior of citizens, their political activity which forms the political culture of the country. Results. The general features of the socio-political situation in Ukraine are as follows: the formed model of government, which can be conditionally described as "presidential"; public demand for new leaders remains at a high level; the society has no common vision of further development; significant tendency of reduction of real incomes of a significant part of the society and strengthening of fiscal pressure on businessmen will get a public response after some time. Increasing levels of voice, accountability, efficiency of governance and the quality of the regulatory environment indicate a slow change in the political system, which will have a positive impact on public sentiment in the future. At the same time, there has been little change in the quality of Ukraine's institutions to ensure political stability, the rule of law and control of corruption. There are no cardinal changes in the development of the institution of property rights, protection of intellectual rights, changes in the sphere of ethics and control of corruption. Thus, Ukraine's political institutions have not been able to bring about any change in the social-political processes. Accordingly, an average level of trust and confidence of citizens in political institutions and negative public sentiment regarding their perception and future change can be traced in Ukraine.

The Impact of the Increase in Institutional Distance on the Flow of Cross-border VC Investment: In the Context of the Adoption of Euro by European Union (제도적 거리가 해외벤처투자에 미치는 영향: 유로존 출범 시 영국의 사례를 중심으로)

  • This paper investigates the causal impact of the increase in institutional distance between two geographic regions on the flow of cross-border Venture Capital (VC) between the regions. While cross-border VCs are believed to have competitive advantages at identifying and managing promising startups in a local market compared to local counterparts, the discrepancy in institutional characteristics between two markets exacerbates the difficulty of credible information exchange and negotiation, significantly increasing transaction cost related to a cross-border venture capital investment. This study conducts a difference-in-difference analysis to examine the relationship between institutional distance and the flow of cross-border VC investment using the fact that the official adoption of the Euro currency by member countries of the European Union except the UK created an institutional chasm between the UK and other EU member countries. The outcomes of the analysis suggests that UK-based VCs significantly decreased the VC investment into EU-based startups and that EU-based VCs reduced the investment into UK-based startups. The results have meaningful implications for understanding the impact of the change in institutional difference on cross-border VC investment, which seems to increasingly take place with the recent trend of de-globalization and the rise of protectionism.

An Institutional Analysis of the Large Scale National R&D Policy: Continuity and Change of Institutions (대형국가연구개발사업 정책의 제도적 분석: 정책제도의 지속과 변화)

  • This study analyzed the institutional characteristics of large scale national R&D policies in Korea. The analysis examined the continuity and change of the policy institution. It dealt with G7 Project, 21C Frontier Project, and Next Generation Growth Engine Project as the major large scale national R&D policies in Korea. The theoretical approach of this study is to the continuity and change or evolution of policy institution from the perspective of new institutionalism. Based on the theoretical analysis, it emphasized the analysis of the institutions in three different levels: macro, meso, and micro level. In the analysis, the research examined the idea of policy institution or policy goal, participants in the policy institution, and policy instruments in different levels. The outcome of the analysis shows that the policy of large scale national R&D in Korea has the institutional continuity in the macro level. In the meso level, however, the policy institution changes due to the administration change and the influence of political economic environment. In the micro level, the policy institution changes based on the symbolic influence of policy goal and the interest of bureaucrats. The research finds that the micro and meso level institutional changes cause the evolution of policy institutions and the major change of policy institution.

  • This paper presents the preliminary observations of an ongoing study that is looking into organisational changes that are externally imposed using the institutional theory. The study population are the government-linked companies involved in housing development (GLCHD) in Malaysia. For the purpose of this paper, only two are highlighted. From secondary sources, elements of changes that have exerted on these two GLCHD over the last six years and the internal changes that have taken place during the same time period were identified. The tentative conclusion is that external environment contributed to organisational change in the two GLCHD.

A Study of Los Angeles Public School Design in Identifying Community Improvement

  • Architectural utility in Richard Neutra's early twentieth century modern school design was paramount in progressively shaping salience of academic institutions, in part to move beyond neoclassical traditions in style based design. The intention being to address school and community through modern architectural solutions. Expanding on Neutra's practice, the planning and design of new public schools in Los Angeles, are advocating the integration of institutional and public spaces. This research will document through qualitative analysis of institutional design within transitioning neighborhoods, a utilitarian approach that has become foundational for positive urban change. The focus of this research will reflect upon contemporary schools designed by DalyGenik Architecture, Coop Himmelblau and Michael Maltzen Architecture. Comparing with Neutra's early modernist approach, the selected case studies will address material and spatial applications having redefined functional relationships of interior space, architectural envelope and an interconnected public realm. A dynamic peripheral condition in new school design has emerged with the elimination of decorative adornment, clarifying utilitarian intentions of institutional service to and the rejuvenation of public realms and community spaces.
