THE ACTIVITIES OF AMALGAMATED TERRITORIAL COMMUNITIES IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT OF THE ENVIRONMENT: THE EXPERIENCE OF UKRAINE AND THE EU STATES

  • The relevance of the study implies the need to explain the main determinants of environmental policy, allowing countries to converge on a common working basis. The purpose of the research is to explore ways in which the environmental aspects of EU regions and territories can be shaped to apply to domestic environmental policy. A total of 997 representatives from the Ukrainian UTCs, who are involved in local environmental policy, participated in the survey. Results of the research. A hierarchy of regional environmental policy objectives has been identified. Three key principles of eco-policy development have been distinguished. The means of the innovative approach strategy implementation have been outlined (formation of the regional market of environmental services; organization of interaction between environmental agencies and market structures; establishment of environmental funds which finance environmental activities; implementation of the "collateral return" system; formation of a system of benefits and loans to enterprises that successfully implement the environmental policy). The means of the prognostic approach implementation strategy to the development of the region's environmental policy have been determined (the use of an orderly and successful long-term strategy of economic development of the region; obligatory consideration in the mechanisms strategy aimed at improvement of environmental management system of the region, interbranch impact of the projects implemented on the region's ecological situation; taking into consideration the economic and geographical peculiarities of the region, the necessary infrastructure, issues of the territorial location of the large enterprises in the region and their impact on the environment). The means of the traditional approach strategy implementation have been outlined (activity programs focused on solution of specific problems, rather than on the implementation of measures for environmental restoration and enhancement; nature conservation problems have interbranch, interdepartmental character due to unity of the region's ecosystem; tracking complexity of changing conditions (water basins, woodlands, air-mass transport), regional boundaries generally do not coincide with natural ecosystems boundaries). The practical significance of the study lies in providing recommendations for the implementation of certain aspects of Ukrainian UTC's environmental policy.

Analyzing Regional Innovation Network Differences and Influencing Factors: Focusing on Actors in National R&D Projects (지역별 혁신 네트워크의 차이와 영향요인 분석: 국가연구개발사업 참여 혁신주체의 관점에서)

  • This study analyzes actor networks in regional innovation processes with a focus on actors' activities and finds the determinants of the networks, thereby aiming to provide information useful for regional innovation policy makers. To this end, the study conducted a social network analysis of the national R&D projects data and identified the activities of innovation actors. Finding out the network determinants was QAP analysis. The study suggests three main findings as follows. First, a meaningful difference exists in characteristics of innovation activity by region. Second, the network of innovation actors meaningfully differs from region to region. The centrality of the network was found to be high in universities and businesses in Seoul and Gyeonggi, and in public research institutes in Daejeon. There are regions where all the networks of innovative actors are composed of one component, while some regions are not yet established with the network. Finally, although the networks of innovation actors are influenced by the geographical proximity and the size of the R&D fund, it is notable that the previous continuous relationship forms a strong research network.

Tentative identification of 20(S)-protopanaxadiol metabolites in human plasma and urine using ultra-performance liquid chromatography coupled with triple quadrupole time-of-flight mass spectrometry

  • Background: 20(S)-Protopanaxadiol (PPD), the aglycone part of 20(S)-protopanaxadiol ginsenosides, possesses antidepressant activity among many other pharmacological activities. It is currently undergoing clinical trial in China as an antidepressant. Methods: In this study, an ultra-performance liquid chromatography coupled with triple quadrupole time-of-flight mass tandem mass spectrometry method was established to identify the metabolites of PPD in human plasma and urine following oral administration in phase IIa clinical trial. Results: A total of 40 metabolites in human plasma and urine were identified using this method. Four metabolites identified were isolated from rat feces, and two of them were analyzed by NMR to elucidate the exact structures. The structures of isolated compounds were confirmed as (20S,24S)-epoxydammarane-12,23,25-triol-3-one and (20S,24S)-epoxydammarane-3,12,23,25-tetrol. Both compounds were found as metabolites in human for the first time. Upon comparing our findings with the findings of the in vitro study of PPD metabolism in human liver microsomes and human hepatocytes, metabolites with m/z 475.3783 and phase II metabolites were not found in our study whereas metabolites with m/z 505.3530, 523.3641, and 525.3788 were exclusively detected in our experiments. Conclusion: The metabolites identified using ultra-performance liquid chromatography coupled with triple quadrupole time-of-flight mass spectrometry in our study were mostly hydroxylated metabolites. This indicated that PPD was metabolized in human body mainly through phase I hepatic metabolism. The main metabolites are in 20,24-oxide form with multiple hydroxylation sites. Finally, the metabolic pathways of PPD in vivo (human) were proposed based on structural analysis.

  • This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

Application of the SCIANTIX fission gas behaviour module to the integral pin performance in sodium fast reactor irradiation conditions

  • The sodium-cooled fast reactor is among the innovative nuclear technologies selected in the framework of the development of Generation IV concepts, allowing the irradiation of uranium-plutonium mixed oxide fuels (MOX). A fundamental step for the safety assessment of MOX-fuelled pins for fast reactor applications is the evaluation, by means of fuel performance codes, of the integral thermal-mechanical behaviour under irradiation, involving the fission gas behaviour and release in the fuel-cladding gap. This work is dedicated to the performance analysis of an inner-core fuel pin representative of the ASTRID sodium-cooled concept design, selected as case study for the benchmark between the GERMINAL and TRANSURANUS fuel performance codes. The focus is on fission gas-related mechanisms and integral outcomes as predicted by means of the SCIANTIX module (allowing the physics-based treatment of inert gas behaviour and release) coupled to both fuel performance codes. The benchmark activity involves the application of both GERMINAL and TRANSURANUS in their "pre-INSPYRE" versions, i.e., adopting the state-of-the-art recommended correlations available in the codes, compared with the "post-INSPYRE" code results, obtained by implementing novel models for MOX fuel properties and phenomena (SCIANTIX included) developed in the framework of the INSPYRE H2020 Project. The SCIANTIX modelling includes the consideration of burst releases of the fission gas stored at the grain boundaries occurring during power transients of shutdown and start-up, whose effect on a fast reactor fuel concept is analysed. A clear need to further extend and validate the SCIANTIX module for application to fast reactor MOX emerges from this work; nevertheless, the GERMINAL-TRANSURANUS benchmark on the ASTRID case study highlights the achieved code capabilities for fast reactor conditions and paves the way towards the proper application of fuel performance codes to safety evaluations on Generation IV reactor concepts.

  • The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

  • One of the most pressing and demanding issues today in the conditions of widespread transformation and digitalization of spheres of human activity is information security and ensuring the integrity of data. The main research and development in the field of information security is aimed at improving efficiency and rationalization. One of the main means of data transmission and operation of information complexes are fiber-optic systems. To date, there have been incidents of illegal intrusion and theft of information, passing through this type of communication. Thus, today there is a problem associated with insufficient information security in fiber-optic data transmission systems. One of the most effective tools to counter acts of illegal interference in systems are artificial intelligence and cryptographic algorithms of information protection. It is the symbiosis of these two tools that can qualitatively improve the level of information security in fiber-optic data transmission systems. Thus, the authors of this article pursue the goal associated with the description of an innovative system for protecting information from violations in fiber-optic data transmission systems based on the integration of intelligent cryptographic algorithms.

  • The purpose of this study is to develop the management innovation scale for public institution and apply scale through examination of relationship between management innovation and innovation performance. As a result, we developed management innovation scale with 7 categories and verified its validity and reliability. Also we found positive effect of management innovation on innovative performance. Based on theses findings, implications of the research findings are discussed, and recommendations for future research are provided.

  • This paper analyzed technologies related to video and sound device manufacturing closely related to media images, divided applicants into companies, research institutes, universities, individuals and the public, and conducted technical statistical analysis, collective intelligence analysis, and open innovation analysis. It is necessary to express innovative ideas through technology in research institutes or universities, and efforts are needed to expand technologies in the media field in universities. Looking at the contents of patents actually filed, patents filed by companies or individuals were mostly related to media technology, and patents filed by universities and research institutes were mostly related to media content. This means that hardware technology patents should be developed extensively and in-depth in an inseparable relationship between media technology and content, and should be a driving force for software content to play a more diverse and creative role.

ACY-241, a histone deacetylase 6 inhibitor, suppresses the epithelial-mesenchymal transition in lung cancer cells by downregulating hypoxia-inducible factor-1 alpha

  • Hypoxia-inducible factor-1 alpha (HIF-1α) is a transcription factor activated under hypoxic conditions, and it plays a crucial role in cellular stress regulation. While HIF-1α activity is essential in normal tissues, its presence in the tumor microenvironment represents a significant risk factor as it can induce angiogenesis and confer resistance to anti-cancer drugs, thereby contributing to poor prognoses. Typically, HIF-1α undergoes rapid degradation in normoxic conditions via oxygen-dependent degradation mechanisms. However, certain cancer cells can express HIF-1α even under normoxia. In this study, we observed an inclination toward increased normoxic HIF-1α expression in cancer cell lines exhibiting increased HDAC6 expression, which prompted the hypothesis that HDAC6 may modulate HIF-1α stability in normoxic conditions. To prove this hypothesis, several cancer cells with relatively higher HIF-1α levels under normoxic conditions were treated with ACY-241, a selective HDAC6 inhibitor, and small interfering RNAs for HDAC6 knockdown. Our data revealed a significant reduction in HIF-1α expression upon HDAC6 inhibition. Moreover, the downregulation of HIF-1α under normoxic conditions decreased zinc finger E-box-binding homeobox 1 expression and increased E-cadherin levels in lung cancer H1975 cells, consequently suppressing cell invasion and migration. ACY-241 treatment also demonstrated an inhibitory effect on cell invasion and migration by reducing HIF-1α level. This study confirms that HDAC6 knockdown and ACY-241 treatment effectively decrease HIF-1α expression under normoxia, thereby suppressing the epithelial-mesenchymal transition. These findings highlight the potential of selective HDAC6 inhibition as an innovative therapeutic strategy for lung cancer.
