Information culture is a concept with multiple and sometimes conflicting definitions. Nevertheless at a time when social and cognitive aspects of information and communication systems are recognized as being of similar significance as the technological functionality, the concept of information culture is demonstrating considerable value. This paper explains the concept of information culture and considers its value from two main perspectives: firstly as providing an analytical tool, and secondly as a means of providing practitioners with insight and sensitivity to the organisational contexts of their workplaces.

In this paper, we propose matrix analysis methods for analyzing national R&D information creation. In order to analyze R&D information creation at national level, it is necessary to analyze whether information is created systematically for each technical category and for each information type. In this paper, ‘uniformity’and ‘concentration’criterions are proposed to check national R&D information creation and we provide formulas to measure the criterions. The criterions are applied to domestic information creation in information and communication domain to show the utilization of the proposed method.

As information technologies are applied to the libraries in information society, the library services have been changing its feature. Therefore, the purpose of this paper is to explore and to establish a paradigm of the library services in information society. It is hypothesized that the application of information technologies leads to the change of the library services in information society. To prove the hypothesis, the data were collected from various research results carried out in the developed countries and by observing various libraries where the information technologies are extensively applied. The findings are as follows: 1. As information technologies are applied to the library, many new library services emerge for the society. 2. As the electronic data replace the paper data, the collection of a library becomes the collection of the libraries in the world. Therefore, the accessibility to the information network is more important than to own information in the library. Librarians select various electronic data according to the library policy which distinguishes their own library collection from others. The policy also solves the various problems related to weeding and preserving library collection. And the use of CD-ROM selection tools enable library users to select their own data. Now, the censorship becomes the concems of the library users, not the library. 3. The catalogs are reorganized for the electronic data for the international use. The most important information in the catalog is the location of the data and the multi access to the data are necessary. 4. As the information technologies are applied in book selection, cataloguing, information retreival and circulation, the library users are enable to service themselves in the library. And most of the routine works related to the information service are taken over by the library staffs. Professional librarians engage in user education, information marketing and fund raising. 5. Public libraries in information society serves those who have no access to the information. They help the illiterates. patients in the hospital, prisoners, and homeless in the city. Therefore, the information technologies enhance the role of librarians in professional work in the library as well as in the information society.

The purpose of this study is to present a method to provide environment information based on spatial information document. At present, a lot of spatial information, including environment information, is being produced, but separate software or system is required for the user to acquire the information. In particular, in the case of environment information, various types of information are being produced, such as ecology, vegetation and measurement network data. Therefore, it is necessary to present the form and the making method of spatial information document that allows using environment information as spatial information without separate software or system. To provide spatial information document-based environment information, types and forms of environment information, data format and offering methods produced by the government, in particular, the Ministry of Environment and the local governments, are analyzed. 12 fields are classified and the form of produced data is GIS DB, measurement network data, text data and so on. With decrease of paper maps, spatial information document that offers display by layer, coordinate data, attribute data, distance and area measurement, location search by coordinates, GPS location linkage and location display on the map is presented to increase utilization of geo-environment information maps. Finally, the standard document specification based on spatial information document is presented in consideration of usability and readability in order to provide a variety of environment information without separate software or system.

The field of textile and fashion is regard to be sensitive to trend, however, the professional fashion information planning company for trend forecasting has not settled down in Korea. This study was designed to propose systemizing for fashion trend information planning in domestic fashion information service market. The empirical research was conducted by analysing in-depth interview data and news-scrap contents about each fashion information planning company. The result are as follows; First, fashion information service showed a little difference according to the type of fashion information companies, but they provided not only general fashion trends but also external market environmental information, survey-based consumer information and various segmented market research reports including academic information. Second, the fashion information planning process is largely divided into 3 stages; trend analysis, trend forecasting, trend application. The trend application step is the stage which connects the fashion information service industry to the fashion business. Thirdly, as a result of the competitive power evaluation for fashion information planning, the domestic fashion information planning companies came to reveal the fact that the possibility of carrying out and information analysis power were weak, however, how to present trend information had a relatively competitive. Consequently, this study is expected to play a role in understanding the importance of fashion trend information, and further ahead it would be helpful to organize the curriculum of fashion information planning subject in order to educate the future fashion executives.

The National Science and Technology Knowledge Information Service (NTIS) provides information on national R&D projects. Project information consists of meta-information such as 'project name', 'project performance institution', 'research manager name', and text explaining projects such as 'research goal', 'research content', and 'expected effect'. There is a problem that it takes a lot of time to find the desired project information by checking all of the "research goals" or "research contents" in the list of results of searching for 1 million project information. To solve this problem, this paper proposes a project information summary system that summarizes the parts consisting of long texts within the national R&D project information. By analyzing the linguistic characteristics of the Korean language, a preprocessor was built and a project information summary model based on natural language processing technology was developed to process preprocessed text information. Through this, project information composed of long sentences is provided in a compressed and summarized form, which will help users to easily and quickly infer the overall content with the summary information alone.

In this study, market orientation affects the real estate transaction and about the various parameters examined, the real estate transactions, market orientation and intensity of competition in the market upheaval and the impact was seen on the results can be summarized as follows. First, market orientation and about the relationship between real estate transactions were examined. Each variable of customer satisfaction information generation, information dissemination, information was used for the reaction. Among them, the dissemination of information, information about the reaction produces a lot better the customer satisfaction was the result. In other words, the dissemination of information and availability of information to real estate transactions, the more you can improve customer satisfaction. With the provision of the original text information disclosure service, the time spent on determining the disclosure of the original text information decreased, and the number of original text information disclosure significantly increased. In public institutions, the risk of the exposure of personal information also increased. In this study, the status of personal information protection in the original text information disclosure service was investigated. Moreover, the causes of the exposure of personal information were analyzed, and improvements were proposed. The survey presented the following results. First, 13% of the original text information collected contains personal information, which is the nondisclosure information. Second, among the original text information that includes personal information, the original text information, including the personal information of the public official, was the most important. In particular, many records about vacation and medical leaves were found. Third, there were many cases in which information about the individual of the representative was exposed in the agency that deals mainly with the contract work. Fourth, a large volume of personal information was not detected by filtering personal information. Upon analyzing the cause of the exposure of personal information, the following improvements are suggested. First, privacy guidelines should be redesigned. Second, the person in charge of the task of deciding whether or not to disclose original text information should be trained further. Third, the excessive disclosure of information based on the government's quantitative performance should be eased. Fourth, the filtering function of the personal information of the original text information disclosure system should be improved.

Medical information is one of significant private information that includes in-dividual's own diverse information. Once opened, it exposes one's health condition and medical history to a third party, which could bring about serious troubles. On this account, the third parties are of much concerns about the information. If medical information collected through various routes is used with another purpose, oilier than the initial intention, it might cause serious results beyond one's control. Thus, it is essential to keep the information confidential. Also, the discrimination based on the medical information ought to be banned because it is likely to happen that exposed information socially stigmatizes a person, being discriminated in a work place or a school when he/she is employed or gets an insurance. In the current system, only medical institutions are responsible for protecting or securing medical records. Despite the information technology development and the increased interests in medical information, there are quite a few limitations in legal, technical, and administrative aspects. All kinds of organizations, involved in collecting and using the information, as well as medical institutions primarily producing and managing it should share the responsibilities.
