Gender Disparities in the Use of ICT: A Survey of Students in Urban Schools

  • This study aims to investigate gender differences in the use of ICT by the students of urban schools. The objectives of the study are to find out the use of computers and Internet by the students and also the problems encountered by them while using computers and Internet. The study found that there is a significant association between the place (p=.005) and frequency (p=.002) of use of computers and gender. It is also found that there are significant differences in the problems faced by students while using computers (p=.002), use of Internet (p=.004), and the gender. This clearly indicates that there exists a gender disparity in the use of ICT by the male and female students in the urban schools. In order to overcome this disparity, the school authority should provide the basic and necessary ICT infrastructure in schools which can be equally used by male and female students.

  • 학술정보 커뮤니케이션 환경이 급변함에 따라 전자저널 컨소시엄이 그 본연의 기능을 다하기 위해서는 참여기관이 만족할 수 있는 서비스를 제공하기 위한 즉각적 전략과 함께, 전 세계적으로 벌어지고 있는 근본적 변화주도 움직임에 대처하기 위한 전략이 필요하게 되었다. 이 연구는 우리나라의 대표적인 전자저널 컨소시엄인 KESLI를 중심으로 한 미래형 컨소시엄 운용모형을 제안한다. 여기서 제안하는 미래형 컨소시엄 운영모형은 단기적 대응기능 강화 전략, 장기적 변화주도 전략, 그리고 추진체계를 세 축으로 하고 있다.

ANP 모형을 이용한 ITIL v3 핵심 프로세스 도출 연구 (A Study to Establish the Core Process of ITIL v3 Using ANP)

  • IT services are provided by many public institutions and companies in order to satisfy various needs of customers. As the modern IT systems become larger and more complex, it becomes more difficult for IT organizations to provide IT services. So, the IT organizations have applied or are planning to apply ITIL (Information Technology Infrastructure Library) in order to provide IT services systematically. The ITIL v3 was revised on July 2011 and have 5 categories, 37 processes, and 113 sub-processes. Therefore, it is known that it is very difficult to satisfy all processes of ITIL v3. If we can concentrate on the core processes of ITIL v3, we will be able to provide IT services more efficiently. The processes of ITIL v3 are defined as some processes influences other processes. Therefore, the core processes can be established using related techniques. We searched for previous research and related information, but we could not find any related research. In this study, we had applied the ANP (Analytic Network Process) techniques to find the core processes of ITIL v3. We expect that IT services will be provided more efficiently because we can be concentrate on the core processes of ITIL v3, which are the results of this study.

ICT 리터러시 교육 활용 공간으로서의 공공도서관 (A Study on the Public Library As a Place of ICT Literacy Training)

  • 본 연구는 한-ASEAN 공적개발원조(ODA) 사업의 일환으로 ASEAN(Association of Southeast Asian Nations) 회원국에서 공공도서관이 정보소외계층인 여성들에게 ICT 리터러시 교육 및 활용 공간으로서 적합한지 알아보고, 향후 활용 방안을 모색하기 위하여 진행되었다. 이를 위해 ASEAN 회원국 공공도서관 여성 이용자 1,000명을 대상으로 설문조사를 하고 ASEAN 회원국 10개국의 사서 및 정보전문가와 심층 인터뷰를 진행하였다. 설문조사 결과 전체 응답자의 68.8%가 공공도서관이 ICT 교육장소로 적합하며, 접근이 편리하다고 응답하였다. 또한 도서관 이용 목적에 대하여 27.5%가 정보검색과 이메일 등 ICT를 이용하기 위해 도서관을 방문하는 것으로 나타났다. 또한 사서 및 정보전문가와의 인터뷰 결과 효율적인 ICT 리터러시 교육을 위해서는 인터넷과 컴퓨터 기반 시설의 확충이 필요하며, ICT 리터러시 교육 담당자를 위한 기술 교육과 관련 기관과의 협력, 재정 확충 및 세부 정책의 필요성이 제기되었다.

  • 본 연구는 정보화사회와 함께 제5의 물결인 지식혁명시대를 맞는 시점에서 21세기 미래를 향해 국가적으로 건설기술분야의 정보정책에 대한 발전방향을 구체적, 실천적으로 제시하여 정보통신부나 과학기술부 등 관련 타부서와 발맞추어 건설산업의 발전과 국가경제뿐만 아니라 글로벌 경제(Global Economy)에 조금이라도 이바지하는데 초점을 두고 있다. 이를 위하여 먼저 건설기술정보의 정의와 건설기술정보정책의 개념을 살펴보고, 그와 수반되는 건설산업의 특성, 정보분류종류를 간략하게 제시하고 우리나라 건설분야의 정보정책의 동향과 외국의 동향을 개략적으로 조사, 분석 제시하였다. 그리고 정부, 공공기관, 건설 업체 등의 정보화 수준 등의 현황을 기술하였다. 21세기를 향한 건설기술정보정책의 주요 발전방향을 21세기 건설기술정보화 여건변화, 건설기술정보화 정책의 패러다임전환과 발전전략, 건설기술정보기반구축 정책방향 그리고 중점분야에 대한 건설기술 정보정책의 발전방향 등 크게 4가지로 대응전략을 제시하였다.

Digital Literacy Skills and Utilization of Online Platforms for Teaching by LIS Educators in Universities in Rivers State, Nigeria

  • The study investigated digital literacy skills and utilization of online platforms for teaching by LIS educators in universities in Rivers State, Nigeria. The study was undertaken as a descriptive survey design. Three research questions and three hypotheses guided this study. The population of the study was twenty-six Lecturers from the three universities in Rivers State where library and information science are offered. The twenty-six constitute the sample size. Census sampling technique was adopted for the study. The instrument titled Digital Literacy Skills and Utilization of Online Platform for Teaching Questionnaire (DLSOPUQ) was used to elicit information from the respondents. Twenty-six copies of the questionnaire were administered and retrieved. Mean (${\bar{x}}$) was used to analyze the research questions and the null hypotheses was tested with t-test at 0.05 level of significance. The study revealed that there is no significant difference between digital literacy and utilization of online platforms for teaching by LIS educators in universities in Rivers State. Further findings revealed that LIS educators do not have the necessary skills to navigate the online environment for teaching without assistance. In conclusion LIS educators should be innovative and update their skills to meet up with global practice. It was recommended among others that LIS educators should be trained and retrained by the university management to cope with online teaching and provision of the right infrastructure by governments for effectives teaching and learning process.

Awareness and Use of Cloud Computing Services and Technologies by Librarians in Selected Universities in Edo State

  • This study examined the awareness and use of cloud computing services by librarians in selected universities in Edo State. A descriptive survey research design was employed and the instrument used was questionnaire. The population of the study was 132 professional and Para-professional librarians. The total enumeration technique was used to select the entire population because the size was manageable. Simple percentage, frequency count, and mean were used to analyze the data collected. From the analysis of data gathered, it was found that the librarians are aware of the use of OCLC, world cat, and Google docs to a very high extent. It was found that the librarians used cloud computing services and technologies for collection development functions and cataloging. Based on the findings it was recommended that management of the libraries should support librarians by providing adequate funding to the library in order to support the acquisition and maintenance of infrastructure for cloud computing.

Feasibility of Community Information Centres and The Implications for Technological Innovations in Afikpo, Ebonyi State, Nigeria

  • The development of rural areas is expected to be holistic covering all essential infrastructure. Community information centres (CICs) are agen- cies that should be part of the infrastructures for rural development. Unfortunately, these centres are hardly seen in rural communities in Nigeria, including Afikpo in Ebonyi State. Thus, this study was conceived to explore the perceptions of citizens towards the establishment of CICs in the locality. It adopted survey research method with questionnaire as instrument for data collection, which was self-developed and validated by experts with a pre-texted reliability index of 0.72. A total of 399 copies of the questionnaire were distributed, out of which 267 copies were properly completed, representing 67% and were used for analysis. Findings revealed that the citizens have overall positive perception to- wards establishing the CICs; they are also knowledgeable of the benefits of such centres. Furthermore, there are workable suggestions on ways of establishing, funding and managing CICs in Afikpo. In addition, about 65% of the respondents indicated interest to assist and support the funding and management of the CICs when established. However, the challenges of inadequate funding and support as well as the possible politics of where to site/locate the CICs in Afikpo, are likely impediments to the project. The study concluded that citizens have strong and positive disposition towards establishing CICs in Afikpo. The implications of such CICs for technological innovations were analysed. The study recom- mends, among others, that government should see the establishment of CICs as priority projects that would significantly contribute to the growth and development of rural communities in Nigeria; communities in Afikpo should explore self-help approach to development; and political representatives from Afikpo should take advantage of establishing CICs as constituency projects for the citizens.

  • 인터넷이 점차 실세상의 한 부분이 됨에 따라서 유용한 디지털도서관을 만드는 것이 우리사회에서 중요한 일이 되었다. 인터넷의 이전 세대에서는 주로 기술에 주안점을 두어 시스템을 개발하였다. 그러나 오늘날 논점은 지능적 디지털도서관을 통하여 유용하게 정보를 찾는 것으로 바뀌어가고 있다. 새로운 기술과 일상의 정보 요구사이에서 긴장은 풀리지 않고 있다는 지적이 계속 이어지고 있는데, 최근의 연구결과는 정보시스템 상에서 기술적 요소와 사회학적 요소 간에 균형이 필요하다는 것을 보여준다. 사회학적 요소에 대한 배려는 디지털도서관 시스템을 설치한 이후 계속 발전시켜나가는데 반드시 필요하다는 것을 보여준다. 본 연구는 새로운 DL 서비스가 요구되는 시대에 비 기술적 요소의 영향에 대한 중요성에 초점을 맞추고 있다. 첫 번째 세대의 DL 개발에 있어서 경험과 문건들이 체계적으로 검토 분석되었다. 분석결과 사회${\cdot}$기술적 접근방법이 새로운 서비스를 위해 절실히 필요하다는 명제를 제시하였다.

  • The two main purposes of this paper are to 1) investigate critical components of university information systems for information resources management, 2) develop a comprehensive framework model of university information systems for e-Business Era. Through a literature review and by employing group decision making techniques with managers of K University, critical components for developing university information systems were identified. The critical components of university information systems are 1) academic affaires. 2) general administration. (3) research administration. (4) information services. (5) management support, (6) cyber education. (7) knowledge management, (8) e-library. (9) mobile service. and (10) IT infrastructures. In the second stage. by employing IT experts in K University and other institutes. a comprehensive framework of university information systems for e-Business era was developed. The comprehensive framework shows that major components for university information resources management are (1) information infrastructure. (2) common operating environments. (3) applications/information services. The results of this study expect to help managers. who are in charge of university information systems. plan to develop information systems based on the framework proposed in this paper.
