  • In this paper we classify security threat elements of satellite communication into four parts; Level-0(satellite propagation signal), Level-1(satellite control data), Level-2(satellite application data) and ground network security level according to the personality and data of the satellite communication network. And we analyze each security levels. Using analyzed security threat elements, we divide security requirements into signal security level and information security level separately. And then above the existent signal security level countermeasure, we establish the countermeasure on the basis of information security policy such as satellite network security policy, satellite system security policy and satellite data security policy in information security level. In this paper we propose secure satellite communication network through the countermeasure based on information security policy.

  • Policy literacy plays a critical role in enhancing deliberative communication among the public, policymakers, and experts. It also helps develop a positive view of policy by the public, which facilitates public acceptance. Despite its importance, however, policy literacy has received little attention in energy policy practice. Therefore, this study explores factors affecting the public's understanding and knowledge (i.e., policy literacy) of nuclear and new-renewable energy policies. Accordingly, we analyzed data from an online survey of 790 laypeople in Korea. Specifically, we examined the effects of trust, transparency, and policy public relations (PR) on the policy literacy of the public regarding the two alternative energy sources. The analysis revealed that people showed higher policy literacy about the alternative sources when provided with more transparent information and exposed to more policy PR activities. However, we found that trust in energy plant operators played a negligible role in improving policy literacy for both energy sources. Based on these findings, we developed some policy suggestions to secure the energy policy literacy of the public.

  • The recent technological and industrial revolution dictates a new approach in constructing Korean Information Infrastructure. Lacking past data on the newly emerging markets, econometrics methodologies cannot accurately forecast future path of advanced networks, let alone dynamic impacts of public policies. In this paper, we have built a system dynamics model of the Korean Information Infrastructure and simulated diverse policy measures including market integration and government initiative in investment for experimenting their effectiveness. The most counterintuitive result of our research is that the market integration policy will facilitate CATV networks at an early stage until the year 2010, but will result in a diminished market size in the long run. With the system dynamics approach, we can enhance our understanding of the complex policy systems and get valuable insights through learning by modeling and simulation.

  • The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

  • We compared nanotechnology web portal requirements using a Kano method, to identify similarities and dissimilarities in Kano-categorizations of features and functions required of nanotechnology among users in universities, government research institutes, and industry. Based upon data obtained from 130 user members of the National Nanotechnology Policy Centre, this study analyzed assessed asymmetries in web users' feelings based on hypothesized provision and non-provision of web portal requirements. In doing this, this study utilized measures and procedures suggested in the literature such as the most frequent-response categorization, customer satisfaction (dissatisfaction) coefficient, category strength and total strength, and Fong test. This study found that overall, sectors were an important factor in explaining the relationships between web portal requirements and user satisfaction/expectations. When these requirements were classified, users' perceptions of information contents requirements were consistent across the sectors, but the other functional requirements including communication and collaborations considerably varied.

  • Most popular disk block replacement polices are LRU(Least Recently Used)policy and LFU(Least Frequently Used)policy. The LRU policy replaces blocks according to the most recent reference without considering the frequency of reference. The LFU policy replaces blocks according to the frequency of reference without considering the recently of the reference. In this thesis, a policy called LFR(least Frequently Use & Not Used Recently) disk block replacement policy is presented. The LFR policy subsumes the LFU policy and the NUR policy. The spectrum of the LFR policy exists between the LFU policy and the NUR policy because we co give different weight to each reference of a block. The implementation shows LFR policy outperforms the previously implemente LRU policy.

  • Collection Development Policy(CDP) is the master plan for managing libraries and information centers through which the features and categories of collections are defined and sorted. The National Digital Library therefore needs to determine its manifest principles based on CDP regarding the magnitude of acquisition, the acquisition priority and the magnitude of purchases. This paper pertains to the principal model for NDL Collection Development Policy as a primer for establishing NDL Collection Development Policy in order to illustrate essential elements of national collection development policy and provide general guidelines for NDL Collection Development Policy. To propose an independent Collection Development Policy appropriate for NDL by analyzing cases in digital resource development policies. To guide establishing principles for determining the types and magnitude of NDL collection acquisition, prioritizing acquisition, making decisions on purchase magnitude and licensing. To identify the essential elements in systematic development of national digital information resources; and to propose a model for NDL's CDP accordingly.

  • This study investigated and analyzed various library classification systems and related literature in order to suggest some modifications and expansion of the Dewey Decimal Classification, the 23rd edition (DDC 23) in the area of immigration policy - an interdisciplinary subject - for the best information organization and services. First of all, definitions and scopes of the immigration policy were dealt with and then primary subject areas of it were selected. And then, DDC, Library of Congress Classification, Korean Decimal Classification, and Universal Decimal Classification were compared and analyzed according to the structures, headings and characteristics. Finally, modified classification schedules in immigration policy of the DDC 23 - the most frequently used one with an regular revision was proposed with their principles and main schedules with an auxiliary table. It can be used for an effective information organization in immigration policy area and it will be useful for many libraries and research institutes on immigration policy.
