Data innovation is at the core of the Fourth Industrial Revolution. While the catastrophic COVID-19 pandemic has accelerated the societal shift toward a data-driven society, the direction of overall data regulation remains unclear and data policy experts have yet to reach a consensus. This study identifies and examines the ideal regulator models of data-policy experts and suggests an appropriate method for developing policy in the data economy. To identify different typologies of data regulation, this study used Q methodology with 42 data policy experts, including public officers, researchers, entrepreneurs, and professors, and additional focus group interviews (FGIs) with six data policy experts. Using a Q survey, this study discerns four types of data policy regulators: proactive activists, neutral conservatives, pro-protection idealists, and pro-protection pragmatists. Based on the results of the analysis and FGIs, this study suggests three practical policy implications for framing a nation's data policy. It also discusses possibilities for exploring diverse methods of data industry regulation, underscoring the value of identifying regulatory issues in the data industry from a social science perspective.

The primary purpose of the present study is two-fold: i) to analyze the level of understanding and perception of stakeholders on the dissemination policy of digital geographic information and ii) to explore the policy direction to enhance the user accessibility based upon stakeholder analysis. The study is composed of descriptive analysis with extensive literature review and empirical analysis. The empirical analysis employs qualitative method as well as quantitative one, articulating perception of stakeholders in a comparative manner and suggesting policy directions. Based on the interview and the survey results, the study proposes the overall directions of dissemination policy to facilitate the efficient use of digital geographic information.

Government agency information has steadily increased as the role of government has expanded, and information provided by the government is increasingly a significant source for the public's understanding of government policy. Further, this information is an important resource for academic research oriented toward national development. However, in South Korea the distribution system for government information is far from ideal. This paper critiques that system It begins with a short history of Korean government Publishing policy, followed by a more detailed look at recent publishing trends. It then goes on to describe the legal, institutional, and technical aspects of Korean government's distribution of its information, focusing on weaknesses that prevent information from reaching those who desire or need it.

Compliance with information security policies has been an important managerial concern in organizations. Unlike traditional general deterrent theory, this study proposes whistle-blowing as an alternative approach for reducing internal information security policy violations. We build on the theories of planned behavior and rational choice as well as develop a theoretical model to understand the factors that influence whistle-blowing attitudes and intention at both the organizational and individual levels. Our empirical results reveal that altruistic and egoistic concerns are involved in the development of whistle-blowing attitudes. The results not only extend our understanding of whistle-blowing motivation but also offer directions to managers in promoting internal disclosure of information security breaches.

Intermediaries are presenting not only transactional information that orchestrates electronic transaction, but also market related information and knowledge useful for sellers' understanding of the market status. However, we do not have strong evidence that the market related information and knowledge is properly utilized by sellers and that it has an actual influence on sellers' performance. According to the research result, absorptive capacity and the pattern of information system utilization is statistically significant to sellers' performance mediated by operational efficiency and market knowledge creation. Especially, explorative utilization of information system and realized absorptive capacity has a stronger influence on sellers' performance mediated by market knowledge creation. With this research result, this study maintains that sellers are required to absorb and utilize market related information and knowledge more actively through explorative utilization of information system to achieve better performance in the e-marketplace. On the other hand, intermediaries are recommended to provide abundant and valuable market related information and knowledge for the sellers to build up better e-marketplaces.

In this study, we analyze the agenda setting and policy making process of the establishment of Gyeonggido Cyber Library, which has played an important role for development of public libraries in Gyeonggido since its launching, based on Kingdon's policy streams model. According to the model, policy formation is described as the result from the convergence of the three streams, such as problem, policy and politics streams. When these streams converge on a specific time point, a policy window is created so that the issues become policy agenda. At this moment, policy entrepreneurs propose their alternatives, which have been prepared already, and try to pass it through the window. We identify coupling of the streams in the policy window and the role of policy entrepreneurs in the process of agenda setting and selection of alternatives of Gyeonggido Cyber Library policy. Suggestions are provided based on the analysis for public policy formation in public libraries domain.

Since 2004, as Ubiquitous Information Technology that is new information technology paradigm has emerged, the necessity of government's role has been raised. In order to understand the government's role model for the effective use of the Ubiquitous Information Technology, this article closely analysed the process of the information policy in Korea. To accomplish these purpose the literature review and the exploratory research were used. The intent of this study was to analyze the government's role in the process of the information policy. Following are the major findings of this study. First. the government's role in driving the new information policy must be considered for the effective adopt and diffusion of the new information technology'. Second, three stages(adopt, diffusion, evaluation) are considered in the process of Korea information policy. Third, the revised government's role model is needed for the effective use of the new information technology in the future. In this study, I suggested the revised government's role model, that is consist of four stages. plan. adopt. diffusion, and performance and evaluation stage.

As of September 2021, COVID-19 is still seriously impacting people globally. To better control the epidemic, the Chinese government adopted a nationwide quarantine policy at the early stage of the discovery of COVID-19, which has significantly changed people's production and life. China's Douyin app (International version: TikTok) is an extremely influential entertainment and social tool. During COVID-19, a large number of short videos about COVID-19 appeared. Publishers included government agencies, professionals, and self-media. The content released has made Douyin a tool for people to receive COVID-19 information in addition to entertainment and social functions. This is a quantitative study. By exploring the impact of the Douyin app on Chinese college students during COVID-19, this study provides suggestions from the level of social media such as TikTok to enable Korea's epidemic prevention to be more effective. This study established variable questions such as Douyin's information perceived value, information usage channels, information awareness, anti-epidemic policy attitude, trust of public institution and preventive behavioral intention, and conducted a questionnaire survey. Using SPSS to analyze the obtained data, this study found that: 1. The short video information usage channels about COVID-19 in Douyin have a positive impact on the audience's information awareness; 2. The information perceived value in Douyin has a positive impact on the audience's information awareness; 3. Information awareness and trust of public institution in Douyin have a positive impact on the audience's anti-epidemic policy attitude; 4. Information awareness and trust of public institutions in Douyin have a positive impact on the audience's preventive behavioral intention; 5. The audience's anti-epidemic policy attitude has a positive effect on preventive behavioral intention.

This study set up a hypothesis that the main variables (business environment, business strategy, business policy, logistics information system) of logistics information system utilization under ubiquitous environment would contribute to business performance, and then verified the relation between each variables that have an effect on business performance. The analysis results between each main variable can be summarized as follows. First, among main variables under ubiquitous environment, business environment closely made influence on business performance. Second, business environment, business strategy, and business policy were meaningful among other variables, whereas logistics information system was not meaningful. But, it is known that corporate performance is only meaningful to business environment and business policy. In conclusion, business performance is not achieved by each variable of business strategy, business policy and logistics information system. It is recognized that business performance is influenced by business environment that combines a given condition of business strategy, business policy and logistics information system.

As individual users have to provide more information than the minimum for using information communication service, the invasion of privacy of Individual users is increasing. That is why client/server based personal information security platform technologies are being developed such as P3P, EPAL and XACML. By the way enterprises and organizations using primarily role based access control can not use these technologies. because those technologies apply access control policies to individual subjects. In this paper, we suggest an expression language for privacy enhancing role-based access control policy. Suggested privacy enhancing role-based access control policy language model is a variation of XACML which uses matching method and condition, and separately contains elements of role, purpose, and obligation. We suggest policy language model for permission assignment in this paper, shows not only privacy policy scenario with policy document instance, but also request context and response context for helping understanding.
