Concept of Control of the Reliability of Customs Information

  • In this paper deals with the problem of modeling customs information and the criterion for controlling its reliability in the process of managing customs clearance of goods is considered. As the main object of the study, the information of the cargo customs declaration, which is submitted to the customs authorities in electronic form for customs clearance of goods, is considered. The main criteria for determining the reliability of customs information, based on the classical methods used by other fields of science, are given.

  • 본 연구의 목적은 DLS 종합목록의 교과 연계성을 분석하고 강화 방안을 마련하기 위한 것이다. 연계성 평가 기준으로 포괄성, 상세성, 최신성 그리고 소장처를 활용하였다. 그리고 서울지역 사회과의 도서관활용수업 학습주제를 활용하여 이러한 분석기준을 적용하였다. 분석결과 DLS 종합목록은 도서자료 중심의 학습정보를 제공하고 있으며, 정보의 품질을 평가할 수 있는 상세성이 부족한 것으로 나타났다. 특히 온라인 콘텐츠를 통해서 학습 공동체를 만족시키는데도 한계를 보이고 있다. 따라서 교육과정과 목록의 교육적 가치를 이해하고 있는 사서교사를 배치하여 종합목록의 질을 개선하는 것이 중요하다.

  • This article discusses the findings of an empirical study conducted on 62 large organizations. The major purpose of the study was to analyze the relationship of Information System Resources distribution between the system plan control and system development and system operation. In this study information system resource is broadly Identified by computer hardware, software, data, procedure, operator. Because of the real centralization/decentralization issue facing organizations is much broader then the choice between alternative computer hardware configurations. And there are three separate resources of the information system that can be decentralized system plan and control, system development, system operations. The decision regarding how to organize each of these three separate resources is based on a different set of criteria. Furthermore, each decision can be made relatively independently of the others. In this article the results of a study are indicated below. In the degree of decentralization of information system resources between system plan control and system development and system operations were found the positive relationship. Therefore, the more information system resources are decentralized in the one dimension, the more information system resources are decentralized in the other dimensions, and the more information system resources are centralized in the one dimension, the more information system resources are centralized in the other dimensions.

국방 NC 기반 C2 시설 I3A Framework (I3A Framework of Defense Network Centric Based C2 Facilities)

  • 국방부는 미래전에 대비하기 위한 국방 개혁안을 토대로 2010년 "군사시설 종합 발전계획(Mater Plan)"을 수립하였다. 이것은 합동성 및 3군 균형발전을 고려한 군사력 구조조정 및 군 자산관리를 위해 전국에 산재한 군사시설을 통폐합하기 위한 계획이었다. 그러나 현용 국방 군사 시설기준을 적용하여 "군사시설 종합 발전계획"을 추진하기 위해서는 시설 기준의 부재 및 비합리적인 시설규모 산정 사례 발생으로 제 개정의 필요성이 대두 되었다. 미래 전장 환경은 플랫폼(Plat form)기반에서 네트워크 중심전(Network Centric Warfare) 기반으로 변화하면서 C4I(Command, Control, Communication, Computer & Intelligence) 체계를 이용한 지휘 통제 능력이 더욱 요구되고 있다. 그러므로 국방 정보기술(IT)과 시설이 잘 융합되어야 성공적인 임무수행을 보장할 수 있을 것이다. 따라서 국방부도 시설 통폐합에 따른 지휘통제 시설의 정보통신기반과 설비의 구축을 네트워크 중심전 수행에 맞는 정책, 설계 기준 및 운용 지침을 시급히 갖추어야 할 것이다. 본 논문에서는 이러한 문제점을 해결하기 위해 국방 I3A Framework를 제안한다.

치료재료 별도산정 기준 개선을 위한 델파이 및 계층분석과정 조사 (Research on Reimbursement of Therapeutic Medical Device through Delphi Method and Analytic Hierarchy Process)

  • Purposes: The objectives of this study present the direction of the criteria for the separately reimbursement of therapeutic medical device. Methodology: We summarized experts' opinion using Delphi survey and Analytic Hierarchy Process(AHP). 48 experts were gathered from Medical Insurance Review Nurses Association, medical device industry, academy and association, Medical Device Expert Evaluation Committee. Descriptive statistics, consistency index, content validity ratio were analyzed. Findings: Clinical utility, patient safety, infection control, cost-homogeneity, cost-effectiveness showed high feasibility and importance, but market contribution and functional utility showed low feasibility and importance in a relative sense. The results of functional utility differed between clinical and non-clinical experts. Measurability was low across the whole area. Among the criteria for the separately reimbursement of therapeutic medical device. Patient safety/infection control and clinical utility showed the highest relative importance values, analyzed using AHP. Practical Implications: Patient safety and infection control are needed to be considered as one of Value Assessment Criteria. It is important to find out how to improve the measurability of therapeutic medical device.

목재판넬 제조공정의 환경위험성평가 (Environmental Hazardous Assessment on Wood Panel Manufacturing Process)

  • Personal and static sampling for formaldehyde, wood dust and noise monitoring, in accordance to the equipment running on the day, were carried out throughout wood panel manufacturing process. Even though the exposure level of formaldehyde and wood dust were below than exposure criteria, but the personal protective equipment(PPE) for those should be worn to everyone in the process because of its potential characteristics like carcinogenicity. Also a few local air extraction system above the cutting, grinding sections and organic blending room should be required. Most of the exposures of noise exposure were exceeded permitted exposure criteria, in case of Hopper operators, exposed to maximally 94dB(A) as LAeq 8hr, therefore active controls like PPE, monitoring, isolation etc. are necessary. The main sources of noise were caused on compressed air of the machinery, radio sound and operation noise like running machines, conveying, cutting, sawing, moving vehicles, storing and so on. For the comparison of control criteria in each country, the permitted exposure standards for above hazardous materials and noise in Korea, ACGIH and Australia were discussed. We have recognized that the Korean criteria should be discussed urgently to give the right information to employee and modified, if it is necessary.

Control Strategy against Undesirable Zone 3 Relay Operation in Voltage Instability

  • This paper presents a framework for determining control strategies against unwanted tripping actions during relay operation that plays a very important role in cascading events leading to voltage collapse. The framework includes an algorithm for quick identification of possible zone 3 relay operation during voltage instability. Furthermore, it comes up with the control strategy of load shedding at the selected location with active power and relay margin criteria. In addition, Quasi Steady-State (QSS) simulation is employed to obtain time-related information that is valuable in the determination of control strategy. As a case study, an example applying the framework is shown with the modified New England 39-bus system.

지하수 중 자연방사성물질의 위해성 관리에 대한 고찰 (International Trends in Risk Management of Groundwater Radionuclides)

  • At present, the health risks associated with the natural radionuclides of ground water have become a concern as potential social problems. However, there are no regulatory actions or control strategies for such risks. Therefore, we have investigated and discussed the risks and associated management strategies for radionuclides in other countries. US EPA has proposed MCL (300 pCi/L) and AMCL (4,000 pCi/L) for radon, and 30 ppb for uranium, 15 pCi/L for gross-alpha and 5 pCi/L for radium as final MCLs. Also, Canada, WHO and European countries have their inherent management levels. Finally, we suggested several criteria for setting guidelines in our countries including exposure related criteria such as geological distribution, occurrence, exposure probability distribution, exposure population and multimedia exposure assessment, acceptable risk, and cost -benefit analysis. The national-scale exposure and risk assessment, and economic analysis should be conducted for producing and aggregating the representative information on these criteria.

K-ISMS 기반의 한국형 스마트 그리드 정보보호 관리체계 평가 기준 제안 (Evaluation Criteria for Korean Smart Grid based on K-ISMS)

  • 스마트 그리드란 전력망에 정보통신기술을 적용하여 에너지 이용 효율을 극대화하는 차세대 지능형 전력망으로 최근 전 세계적으로 관련 기술 및 제도가 개발되고 있다. 정보보호는 스마트 그리드 개발에 필수적인 요소로써 지속적인 관리가 필요하다. 국내에서는 조직의 위험을 관리하기 위해 정보보호 관리체계 인증 제도가 이미 시행 중인 가운데 스마트 그리드에 적용할 수 있는 정보보호 관리체계 기준 마련의 필요성이 제기되고 있으나 구체적인 방법은 제시되지 않고 있다. 본 논문은 미국 스마트 그리드 제도와 비교 분석을 통해 기 시행중인 정보보호 관리체계 기반의 한국형 스마트 그리드를 위한 핵심 평가 기준과 추가적인 평가 기준을 제안한다. 기존의 정보보호 관리체계 인증을 받은 스마트 그리드 관련 사업자는 추가 평가 기준만으로 중복되고 불필요한 인증 평가 작업을 최소화할 수 있다.

A Derivation of Evaluation Item about Enterprise Security Management

  • The Enterprise Security Management system is a centralized control system based on predefined security policies by organizations. In Korea, there is a Common Criteria security certification according to the strict standards for various features. As the needs of information security product are increasing, the ESM system should be evaluated with quality characteristics. In this paper, we propose evaluation items for functionality and performance of Enterprise Security Management system, and the best practices for evaluation.
