Development of an Approximate Cost Estimating Framework for River Facility Construction at Planning Stage (하천시설물 공사의 기획단계 개략공사비 산정체계 개발)

  • The systematic methodology for estimating construction cost approximately at planning and pre-design phase of a river facility construction project has not yet been established because of its unique characteristics including its relatively small project size in terms of cost. This research suggests a 4-level cost information structure and identifies critical factors affecting construction cost as a result of thorough analysis of accumulated historical cost data of river facility construction projects. Also, this research presents the framework of the approximate cost estimating methodology for river facility construction project a planning stage.

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

A Study on the Factors Affecting the Success of Intelligent Public Service: Information System Success Model Perspective (판별시스템 중심의 지능형공공서비스 성공에 영향을 미치는 요인 연구: 정보시스템성공모형을 중심으로)

  • Purpose With Intelligent public service (IPS), it is possible to automate the quality of civil affairs, provide customized services for citizens, and provide timely public services. However, empirical studies on factors for the successful use of IPS are still insufficient. Hence, the purpose of this study is to empirically analyze the factors that affect the success of IPS with classification function. ISSM (Information System Success Model) is considered as the underlying research model, and how the algorithm quality, data quality, and environmental quality of the discrimination system affect the relationship between utilization intentions is analyzed. Design/methodology/approach In this study, a survey was conducted targeting users using IPS. After giving them a preliminary explanation of the intelligent public service centered on the discrimination system, they briefly experienced two types of IPS currently being used in the public sector. Structural model analysis was conducted using Smart-PLS 4.0 with a total of 415 valid samples. Findings First, it was confirmed that algorithm quality and data quality had a significant positive (+) effect on information quality and system quality. Second, it was confirmed that information quality, system quality, and environmental quality had a positive (+) effect on the use of IPS. Thirdly, it was confirmed that the use of IPS had a positive (+) effect on the net profit for the use of IPS. In addition, the moderating effect of the degree of knowledge on AI, the perceived accuracy of discriminative experience and IPS, and the user was analyzed. The results suggest that ISSM and TOE framework can expand the understanding of the success of IPS.

Building a Data Model of the River Thematic Maps (하천주제도 데이터모델 설계에 관한 연구)

  • Currently, the government has been driving numerous projects to build the e-government which can enable limitless access and utilization of the information through the accomplishment of the real time based various administrative services. In water resource field, a project to generate digital river thematic maps has been undergoing as a part of the computerization projects. As a partial results, the RIMGIS project has been completed and generation of the various river thematic maps has been required to fully utilize the DB built from RIMGIS project. For the effective generation of the thematic maps, a data model needs to be developed. A data model has been developed in this study to provide more efficient method to generate the thematic maps utilizing existing DB. The data model proposed from this study has defined the relationships between core feature data and framework Data along with relationships among data elements to represent the rivers in the real world more accurately. The core feature data and framework layers have been defined based on the survey of the domestic and foreign case studies along with requirement analysis of the users in the water resource field. The proposed core feature data has been defined based on the minimum unit of 'class', and the relationship between classes has been established based on the ArcGIS Hydro Data Model for the integrated processing of the river information. The proposed spatial data model can be judged to contribute establishing more efficient generation methodology of the river thematic maps.

  • Recently, the number of APT(Advanced Persistent Threats) attack using malware has been increasing, and research is underway to prevent and detect them. While it is important to detect and block attacks before they occur, it is also important to make an effective response through an accurate analysis for attack case and attack type, these respond which can be determined by analyzing the attack group of such attacks. Therefore, this paper propose a framework based on genetic algorithm for analyzing malware and understanding attacker group's features. The framework uses decompiler and disassembler to extract related code in collected malware, and analyzes information related to author through code analysis. Malware has unique characteristics that only it has, which can be said to be features that can identify the author or attacker groups of that malware. So, we select specific features only having attack group among the various features extracted from binary and source code through the authorship clustering method, and apply genetic algorithm to accurate clustering to infer specific features. Also, we find features which based on characteristics each group of malware authors has that can express each group, and create profiles to verify that the group of authors is correctly clustered. In this paper, we do experiment about author classification using genetic algorithm and finding specific features to express author characteristic. In experiment result, we identified an author classification accuracy of 86% and selected features to be used for authorship analysis among the information extracted through genetic algorithm.

An integrated Bayesian network framework for reconstructing representative genetic regulatory networks.

  • In this paper, we propose the integrated Bayesian network framework to reconstruct genetic regulatory networks from genome expression data. The proposed model overcomes the dimensionality problem of multivariate analysis by building coherent sub-networks from confined gene clusters and combining these networks via intermediary points. Gene Shaving algorithm is used to cluster genes that share a common function or co-regulation. Retrieved clusters incorporate prior biological knowledge such as Gene Ontology, pathway, and protein protein interaction information for extracting other related genes. With these extended gene list, system builds genetic sub-networks using Bayesian network with MDL score and Sparse Candidate algorithm. Identifying functional modules of genes is done by not only microarray data itself but also well-proved biological knowledge. This integrated approach can improve there liability of a network in that false relations due to the lack of data can be reduced. Another advantage is the decreased computational complexity by constrained gene sets. To evaluate the proposed system, S. Cerevisiae cell cycle data [1] is applied. The result analysis presents new hypotheses about novel genetic interactions as well as typical relationships known by previous researches [2].

  • Semantic Web programming is such an immature area that it is yet based on API calls, and does not provide high productivity in compiler time and sufficient efficiency in runtime. To get over this limitation, some efforts have been devoted on dedicated programming languages for Semantic Web. In this paper, we introduce a sophisticated cashing technique to enhance the runtime efficiency of RDF (Resource Description Framework) processing programs with SPARQL queries. We use static program analysis on those programs to determine what to be cashed, so as to decrease the cash miss ratio. Our method is implemented on programs in 'Jey' language, which is one of the programming languages devised for RDF data processing.

  • The rapid growth of information and communication technologies prompted the need for developing the strategic implementation framework of IT/ICT programs in universities. Here, we propose a strategic framework for the development of the IT/ICT programs in the universities of the province of Mazandaran in Iran. We use the SWOT analysis to assist the formulation of the strategy, where the Analytic Hierarchy Process (AHP) is applied to weigh the SWOT factors and the fuzzy TOPSIS is used to evaluate the strategic plans. Based on Iran and Mazandaran Digital Indices (DI) and considering the SWOT matrix, four strategies are identified. Finally, an analytical concept, namely the strategy shooting, is considered to show the role of SWOT factors and strategic plans on the performance of the system.

  • A company regards knowledge shared and used within a corporate organization as intellectual capital linked to corporate competences. A great deal of research has been conducted in the past to identify knowledge sharing among knowledge workers. Some papers focus on information technology for automated, efficient, and explicit knowledge sharing. Other papers emphasize the role of social networks to identify the flow of tacit knowledge. Though the role of CoP(Community of Practice) is emphasized to facilitate knowledge management among workers, it is not an easy task to identify the potential members of CoP without voluntary participation of the workers. In this study we adopt a social network approach to analyze knowledge propagation and to identify the potential members of CoP. We suggest a framework for classifying knowledge workers and the result of feasibility study.

Comparison and Analysis of the 2009 Elementary Science Curriculum of South Korea and the Elementary Science Curriculum of Finland (우리나라 2009 개정 초등 과학교육과정과 핀란드 초등 과학교육과정 비교분석)

  • The purpose of this study was to compare and analyze the elementary science curriculum of Finland, which ranked at the first place in the science domain of Programme for International Student Assessment (PISA), a comparative study on the academic achievements of OECD member nations, for three consecutive years and recorded a high national competitiveness index, and that of South Korea, thus providing information needed to develop curriculums and textbooks in the middle of occasional curriculum revisions and giving useful implications for the implementation of curriculum in the field of education in South Korea. The research findings were as follows: First, as for the science content areas based on the ratio of large area items according to the evaluation and analysis framework of TIMSS 2007, South Korea's ratio of life, chemistry, physics, and earth hardly showed fitness for TIMSS 2007 and exhibited equal distribution among the areas. In Finland, the ratio of life, chemistry, physical, and earth was similar to the fourth grade level of TIMSS 2007. The country showed differential distribution with life accounting for the highest percentage. Second, as for the cognitive domains, South Korea showed a high percentage in "Uses and Procedures of Tools" of "1. Knowing" and "Making Connections," "Comparison/Contrast/Classification," and "Uses of Models" of "2. Application." Finland recorded a high percentage in "Information Interpretation" of "2. Application." While South Korea focused on the uses and methods of scientific instruments during scientific activities, Finland made an approach with a focus on problems related to daily life such as the interpretation of information including reports and graphs from an interpretative perspective.
