  • Public organizations and enterprises have repeated to invest in development or operation of their information systems. However, these investment projects have been not taken care of in the field of administration and evaluation. Since these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality, it is not easy to manage and monitor them. Returns of investment for information systems should nonetheless need efficient monitoring and effective analysis for them. In this research, we propose a multi-dimensional management model on the basis of process in order to evaluate information systems.

  • These information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality, these investment projects have been not taken care of in the field of administration and evaluation. Furthermore, it is not easy to evaluate the results of projects under the circumstances where the conditions for evaluation of budget, time, and data leave much to be desired. But the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an effect evaluation model on the basis of restriction to evaluate information systems.

Ethical Foundations of Knowledge as a Commons

  • We consider information ethics the reflection on beliefs, rules and values in electronic environments, in particular with respect to producing, exchanging, sharing and using knowledge and information. This paper will provide an overview of information ethics in the context of the UNESCO from the first INFOethics conference in Monte Carlo 1998, to the UNESCO contribution to the two United Nations WSIS conferences(World Summit on the Information Society) in Geneva and Tunis and to the information ethical aspects of the UNESCO Information for All Programme. As a result of this debate we conclude that there is need for a new approach to achieve the goal of people-centered, inclusive and sustainable knowledge societies. We propose to consider knowledge a commons. Commons is thus the central concept of knowledge ecology and the centerpiece of information ethics. In the commons paradigm, a new consensus needs to be achieved concerning traditional concepts such as freedom of information and science, intellectual property, authorship and the nature of knowledge objects in general. Information ethics can contribute to this discussion by providing an open discourse about these transformation processes.

  • There is an explosion of talk about crucial, new literacies for the 21st Century, for example critical thinking, problem-solving, media literacy, technology literacy, digital literacy, visual literacy. The other day, there was even an article about "gaming literacy!" How does one make sense of it all? The common factor in all these literacies is "information" - information seeking, information use, information processing, information presentation, and information evaluation. And, these "information" elements come together in information literacy: the ability to engage in effective and efficient information problem-solving. Information literacy is the overarching and unifying literacy, and all libraries have a unique and essential role to play in delivering meaningful information literacy programs to people of all ages. In this keynote paper and address, Professor and Dean Emeritus Mike Eisenberg will define the concept and structure of library-based information literacy programs and offer strategies for developing and implementing information literacy programs that are comprehensive(reaching all users), predictable (consistent over time), and accountable(measured and reported).

  • Needs of our society for information professional have been changed continuously. The purpose of this paper is to study a direction of Library and information Science(LIS) education which can response properly the change. For this purpose, 1) the characteristics of information socitey, the demand to information profession, and the qualification required by the emerging job market of information professionals are examined. 2) the identity of LIS and its educational achievement for information professionals are considered. 3) Information Resources Management (IRM) which in some sense shares the common goal of effective information transfer with LIS is also considered. 4) the similarities and the differences between the two are discussed to seek their interrelationship and cooperation possibiity. While there are differences in focus and practice between LIS and IRM, interdisciplinary partnership between these two can enhance theory and practice of each other's area. Particulary, LIS school can take advantage for their students to penetrate the emerging job market as well-rounded information professionals.

User attribute verification method using user mobile dynamic information

  • Various supplementary authentication methods are used to supplement user authentication and authorization provided by existing password verification online1. In recent years, authentication and authorization methods using user attribute information have been studied and utilized in various services. User attribute information can be divided into static information and dynamic information. The existing methods focus on research to identify users using dynamic information or to generate challenge questions for user reauthentication. Static information such as a user's home address, school, company, etc. is associated with dynamic information such as location information. We propose a method to verify user attribute information by using the association between two attribute information. For this purpose, the static information of the user is verified by using the user's location record which is dynamic information. The experiment of this paper collects the dynamic information of the actual user and extracts the static information to verify the user attributes. And we implemented the user attribute information authentication system using the proposal verification method and evaluated the utility based on applicability, convenience, and security.

  • Human history show the whole society changed rapidly and found that the momentum and foundation of such change is " the advanced technology ",which is, the advanced knowledge. The world is newly established based upon openess, spaclalization and globalization, and the each nation and company should have to adopt all the existing frames to follow the new world reality. Today is the changing period from industrial society to information society, and information technology plays a great role. As the information society moves ahead, world economy and social infrastructure will be based upon network society and various information systems will make an integrated information system. This paper presents that to establish interior design related information in the age of information with radical change of previous way of thinking, cooperative information exchange system. Also substantial and effective communication systems should be made and continuing cooperation system of interior design information area should be formulated.d be formulated.

  • In order to protect important information of smart phone from these security threats, this paper has studied a mechanism for protecting information from the leakage of various information and personal information stored in the smart phone. This paper has configured the basic protection scope for the information protection and applied real time encodement when new contents were created. Also, this paper has applied a security function so that the content of the protected scope can be managed and erased remotely in preparation for loss and burglary.
