A Study on the Analysis and Improvement of the Personal Information Protection Act at Public Library: Focused on Seoul and Gyeonggi Province (공공도서관의 개인정보보호 현황분석 및 개선방안 연구: 서울·경기지역을 중심으로)

  • Personal Information Protection Act was first enacted in March, 2011, amended in September, 2011 and became effective. Nevertheless, the risk of interfering with personal information protection still remains, associated with collection, plagiarism, leakage, and even sales of personal information. The public libraries are not an exception. Accordingly, this study investigates the status of personal information protection in public libraries of Seoul and Gyeonggi province. Also, it tries to discover problems associated with the act and presents a model scheme to improve this situation. The scheme relates to (1) securing of a sufficient budget; (2) reinforcing professional education related to personal information; (3) developing detailed guidelines for public libraries.

College Students' Cognitive and Behavioral Attitude toward Digital Behavioral Advertising and Personal Information Protection through In-depth Interview (디지털 맞춤형 광고와 개인정보 보호에 대한 대학생들의 인식 및 행동연구)

  • As digital advertising industry grows, consumers' concerns over personal information protect also rise. Thus, the current study is designed to explore college students' perspectives on digital behavioral advertising and personal information protection through in-depth interviews. According to study results, importance of personal information protection is highly regarded among college students and interviewees suggest individuals, companies, and government organizations work together to protect personal information. College students' behavioral level of personal information protection can be divided into three levels such as 1) no-action taken, 2) passive response, and 3) active response. The study found that college students' attitude toward digital behavioral advertising is positive and also negative at the same time. Lastly, the study suggests that college students have positive attitude toward companies' personal information collection and use for the marketing purpose such as digital behavioral advertising. At the discussion section this study puts emphasis on the need for digital media literacy education and suggests practical implications for personal information collection and its procedures.

Convergence Study on Perception on Patient Private Information Protection in Nursing Students (간호학생의 환자 개인정보보호 인식에 관한 융합적인 연구)

  • The purpose of this study was to research the perception on patient private information protection of 126 nursing students before clinical practice. The mean score of perception on patient private information protection was 4.52 points of full 5. The perception of protecting patient privacy was no significantly differentiated with general characteristics of nursing students. Development and application of patient private information education program for inexperienced nursing students is necessary. Also it is necessary to seek joint plans between medical institutions and universities to improve the awareness of patient privacy.

  • With increasing the mont of processed information over the network, the importance of database system increases rapidly. There are two types of security system for database, access control and data encryption. However, it is hard to evaluate security of database systems using the Common Criteria(CC) as there is no protection profile(PP) for these systems. In this paper, we propose a protection profile for secure database systems which can be used in formal evaluation using the Common Criteria. The proposed protection profile can be used by both developer and consumer to evaluate security of database systems.

  • In multi-GHz RF ICs and high-speed digital interfaces, ESD protection devices introduce considerable parasitic capacitance and resistance to inputs and outputs, thereby degrading the RF performance, such as input/output matching, gain, and noise figure. In this paper, the impact of ESD protection devices on the performance of RF ICs is investigated and design methodologies to minimize this impact are discussed. With RF and ESD test results, the 'RF/ESD co-design' method is discussed and compared to the conventional RF ESD protection method which focuses on minimizing the device size.

  • The personal information protection act has been enacted from 2011 for the protection of public and private privacy. Since the application area of the law is so broad, there is a limit to covers everything in the financial field. In this paper, I'll discuss an impact and problem by the personal information protection act. and propose some new task to build an efficient personal information protection governance on financial sector.

  • Wireless mesh network (WMN) is a type of mobile ad-hoc network consists of wireless router, mobile clients and gateway which connects the network with the Internet. To provide security in the network it is required to encrypt the message sent among the communicating nodes in such way so that only legitimate user can retrieve the original data. Several security mechanisms have been proposed so far to enhance the security of WMN. However, there still exists a need for a comprehensive mechanism to prevent attacks in data communication. Considering the characteristic of mesh network, in this paper we proposed a public key cryptography based security architecture to establish a secure key agreement among communicating nodes in mesh network. The proposed security architecture consists of two major sections: client data protection and network data protection. Client data protection deals with the mutual authentication between the client and the access router and provide client to access router encryption for data confidentiality using standard IEEE 802.11i protocol. On the other hand, network data protection ensures encrypted routing and data transfer in the multi hop backbone network. For the network data protection, we used the pre-distributed public key to form a secure backbone infrastructure.

  • This study investigates the effects of O2O-based mobile shopping application (O2O MSA)'s information and service quality on the user's perceived privacy protection, satisfaction and loyalty. In this study, 969 questionnaire reponses were collected, out of which 555 were used to estimate the structural paths using PLS-SEM (partial least square structural equation model) for the hypothesis test. Our empirical findings are drawn from Chinese respondents that live in a 1-line city in China and use O2O MSAs serviced by China's leading companies. This study examines and confirms that qualified information and service of O2O MSA positively affect both perceived privacy protection and customer satisfaction, which finally leads to customer behavioral loyalty through the perceived privacy protection. Further, this study presents effective practical implications for application development strategy suitable for users in the O2O-based mobile shopping industry.

Improvement Issues of Personal Information Protection Laws through Meta-Analysis (메타분석을 통한 개인정보보호법의 개선과제)

  • As we enter the era of big data, the value of personal information is becoming ever more important. However, personal information protection laws in Korea have several issues. Furthermore, existing research are limited in their ability to facilitate a comprehensive understanding of measures to improve personal information protection laws. Accordingly, this study analyzes improvements to be made in the current personal information protection laws based on existing research. A total of 39 research articles discussing the problems of the personal information protection law were selected and analyzed by applying the meta - analysis technique. According to the results, the various issues such as the meaning and scope of personal information, the role and obligations of relevant parties, provision of personal information to third parties, and redundant and imbalanced regulations in special acts in each field. that exist in the current personal information protection laws were confirmed. This study contributes to the improvement of inconsistency between information protection laws and related special laws in each field in practice. Academically, it will contribute to understanding the problems of th law from the macro perspective and suggesting the integrated improvement ways of the law.

A Study on the Improvements of the Big Data Guideline in Korea (빅데이터 개인정보보호 가이드라인(안)의 개선 방향에 관한 연구)

  • The age of big data has not only opened new opportunities for economic growth in various industries, but it has also created new problems related to personal information protection and privacy invasion. Given this situation, Korea's communications commission has proposed a big data guideline that specifies how companies should collect and utilize personal information in the big data environment. However, this guideline is more focused on industrial development than personal information protection, and it contains many features that conflict with personal information protection law as it currently exists. As a result, civic groups strongly oppose the guideline, as it may create serious privacy issues for subjects of information gathering. Thus, this paper analyses the limitations of the guideline by comparing it with domestic and foreign laws about personal information protection and privacy. We also discuss the direction of legalization and institutionalization with respect to the secure use of big data.
