조건부가치측정법(CVM)을 이용한 도심지 송전선로 지중화사업의 간접편익 추정 (A Study on the Indirect Benefits of Undergrounding Overhead Power Line Projects in an Urban Area Using Contingent Valuation Method)

  • 도심지내 송전선로는 가공(架空)으로의 건설이 불가능하여 대부분 지중(地中)으로 건설되고 있으며 이러한 경향은 국민 생활수준 및 의식수준의 향상 및 가공 송전선로에 의한 전자파 및 환경피해 우려 등으로 해당 송전선로의 지중화를 지속적으로 요구하고 있는 실정이다. 본 연구는 최근에 증가하고 있는 송전선로 지중화사업에 대한 파급효과를 조건부가치측정법(Contingent Valuation Method : CVM)을 활용하여 도시미관 환경개선, 전자파 및 환경피해 예방 및 이에 따른 대상지의 부동산 가격상승 등의 간접편익 항목을 중심으로 이에 따른 편익을 정량적으로 산정하였다. 대상 사업은 성남시 분당구 구미동 일원의 송전선로 지중화 사업을 선정하였으며, 간접편익을 산정하기 위해서는 전기료를 통해 공사비를 분담해야 됨을 설명함으로써 가상 시장 시나리오를 제시한 후 지불의사 및 지불의사금액(WTP : Willingness to Pay)을 조사하였다. 성남시 분당구 구미동에서 추진되는 송전선로 지중화사업의 가치를 산정하기 위해 추정된 모형의 월평균 지불의사금액은 8,294원로 추정되었다. 성남시 주민의 추정지불의사금액을 근거로 송전선로 지중화 사업의 가치를 산정한 결과, 17,160,617,760원으로 추정되었으며 지중화사업의 총공사비 약 700억원의 24.5%, 성남시 분담금 약 385억원의 44.6%에 해당된다.

  • Processed foods containing pork fat tissue to improve flavor and gain economic benefit may cause severe issues for Muslims, Jews, and vegetarians. This study aimed to develop an indirect enzyme-linked immunosorbent assay (iELISA) based on a monoclonal antibody specific to thermal stable-soluble protein in pork fat tissue and apply it to detect pork fat tissue in heat-processed (autoclave, steam, roast, and fry) beef meatballs. To develop a sensitive iELISA, the optimal sample pre-cooking time, coating conditions, primary and secondary dilution time, and various buffer systems were tested. The change in the iELISA sensitivity with different 96-well microtiter microplates was confirmed. The detection limit of iELISA performed with an appropriate microplate was 0.015% (w/w) pork fat in raw and heat-treated beef. No cross-reactions to other meats or fats were shown. These results mean that the iELISA can be used as an analytical method to detect trace amounts of pork fat mixed in beef.

  • GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업 추진이 어렵다. 따라서 본 연구는 GIS사업의 비용편익분석을 통해서 GIS사업 이전이나 중간단계에 정책결정자들에게 GIS의 효용성을 입증하기 위한 평가모형을 개발하고 평가절차 평가지침 평가방안 비용과 편익항목을 제시하였다. 이를 위하여 우선적으로 기존의 국내외 연구사례를 분석하여 분석기법으로 비용편익분석(Cost-Benefit Analysis)을 이용하였다. GIS사업에 적합한 비용과 편익항목을 위한 연구를 통하여 제안한 비용분석은 하드웨어, 소프트웨어, 데이터베이스, 인건비, 운영경비의 다섯 항목으로 편익분석은 직접편익, 간접편익, 정보판매에 의한 편익과 무형의 편익으로 구분하였으며 GIS의 비용과 편익은 각각 초기 구축비용과 유지관리비용으로 나누어 산정하였다.

치아우식증 예방을 위한 영구치 구치부 교합면 치면열구전색 및 정기검진의 비용 편익 분석 (The Study of Cost-benefit Analysis on Fissure Sealant and Regular Checkup for Prevention of Dental Caries)

  • 본 연구에서는 영구치 구치부 치아우식증을 예방하는 방법 중 영구치 구치부 치면열구저색과 정기검진을 통한 치아 우식증 예방에 대한 비용편익 분석을 통하여 영구치 구치부 치면열구전색과 정기검진으로 얻을 수 있는 경제적 타당성에 대한 평가를 하였다. 본 연구는 "2000 국민구강건강실태조사" 보건복지부를 근거로 비용편익분석을 시행하였으며, 영구치 구치의 맹출 1년 후 전 구치부 치아의 교합면 치면열구전색법을 시행하는 경우 영구치 구치부 고합면 치아우식증에 이환된 모든 사람이 적절한 치료를 받을 때 발생하는 비용과 편익을 분석하였다. 1. 2000년도 우리나라 6세부터 75세 이상의 연구를 대상으로 영구치 치면열구전색의 비용편익분석을 시행한 결과 인구 43,736천명의 치면열구전색의 비용은 1,610,994백만원 이었고 이에 대한 편익은 69,460,691백만원이었다. 2. 영구치 구치부 교합면 치면열구전색의 편익은 비용에 비해 약 39.51배인 것으로 조사되었다. 3. 연간 2회의 정기검진을 시행할 경우 정기검진비용은 전체 인구에서 직접비용 734,758백만원, 간접비용 1,943,786백만원, 총 2,678,544백만원으로 조사되었다. 4. 정기검진의 간접비용은 직접비용보다 2.6배 많은 것으로 조사되었다. 5. 영구치 구치부 교합면 치면열구전색과 6개월 간격의 정기검진의 비용과 편익은 각가 4,289,538백만원과 69,460,691백만원으로 조사되어 비용에 대한 약 16.2배의 편익이 발생됨이 조사되었다.

투자유치국의 정치.경제상황 악화로 인한 국제투자분쟁의 해결에 관한 사례연구 -CMS Gas Transmission Company v. Argentine Republic)

  • This Comment explores the ICSID case of CMS Gas Transmission Company v. Argentine Republic, awarded on May 12, 2005. The Part II of this Comment first describes the relevant facts of the case including the some background for readers' understanding and the Part III summaries the claimant's requests and the decisions rendered by the Arbitral Tribunal in the Award. At Part IV, the Comment addresses the issue of determinating laws applicable to the merits of dispute in case that the parties of the case have not chosen a governing law, and at Part V, takes a close look into three main issues of (i) the indirect expropriation of the investment, (ii) the breach of fair and equitable treatment and (iii) the protections under umbrella clauses. In this CMS case, we see first that while the Tribunal affirmed that any indirect expropriation can occur from incidental interference depriving the foreign investor of the use or reasonable-to-be-expected economic benefit even if not necessarily to the obvious benefit of the host State, the Tribunal denied the occurrence of indirect expropriation in this case by holding that the Government of Argentina has not breached the standard of protection laid down in the Treaty. Secondly, however, regarding the issue of fair and equitable treatment, we see that the Tribunal, finding Argentina's breach of obligations, affirmed that the foreign investor can expect the host State to act in a consistent manner, free from ambiguity and totally transparently in its relations with the foreign investor, which can give the foreign investor certain degree of foreseeability. Thirdly and finally, we see that, on base of the effect of the umbrella clause, the Tribunal recognized the obligation of the host State undertaken not to freeze the tariff regime or subject it to price controls and not to alter the basic rules governing contracts between the foreign investor and the host State without the first's written consent. However, the protection under the umbrella clause is available only when there is a specific breach of rights and obligations under BIT or a violation of contract rights protected under BIT.

  • 상수관망의 노후화에 따른 잦은 파괴로 인해 보다 효율적인 상수관망 모니터링시스템 구축이 중요한 문제가 되었다. 상수관망의 모니터링 시스템의 하나인 "Smart-Pipe 시스템"은 영구적이며 포괄적인 자동화된 형태의 SIM 시스템으로 기존의 모니터링 시스템에 비해 많은 장점을 가지고 있다. Smart-pipe를 도입하기 위해서는 상수관 파괴를 미리 예측하여 갑작스러운 상수관 파괴를 막는 것과 같이 smart-pipe 설치를 통해 발생하는 간접적 이익의 정량화가 우선되어야 한다. 그러나 이와 관련된 연구는 국내외적으로 매우 미비한 실정이다. 본 연구에서는 smart-pipe의 개념을 기존 상수관 모니터링 시스템과 비교하였으며 smartpipe 설치에 따른 이익을 수용가불편시간으로 정량화하는 방안을 제시하였다. 제안된 방법을 고양시의 상수관망에 적용하여 적용성을 검증하였으며, smart-pipe시스템의 도입을 위한 기초자료로 활용될 수 있을 것으로 판단되었다.

국제개발협력사업의 마을도로 건설 비용편익 분석 - KOICA 베트남 라오까이 행복프로그램 적용사례 - (A Cost-Benefit Analysis of Road Construction in International Development Cooperation Project - A Case of KOICA's Lao Cai Happiness Program in Vietnam -)

  • The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.

하수관거정비 BTL사업의 효과분석 및 방안 수립 연구 (Development of Evaluation Methodology on the Performance of BTL Sewer Rehabilitation Projects)

  • It requires an interim performance assessment for BTL business of the sewerage rehabilitation which continues from 2005 till now. Means, It is necessary to make an interim performance assessment and an analysis of an business effect of the sewerage rehabilitation BTL projects which still continues, and we presented an improvement method of the new sewerage rehabilitation project in future. This paper has conducted an analysis of the business effect for 3 local government BTL projects which are completed and under operation as of now in Jincheon-Gun, Cheongju-Si and Gangjin-Gun. As a method of business effect analysis, we conducted a business effect of the 3 places using the index set which we previously set for the business effect analysis. The index set in this research was sectionalized to an improvement effect of operating wastewater treatment plant, an benefit effect of the direct cost, an benefit effect of the indirect cost and an environment friendly effect. We, in this paper, conducted an business effect analysis for 3 sewerage rehabilitation BTL projects which are completed or under operation recently as a demonstration, however we judge that an business effect analysis shall be conducted in a stage that a significant time for operation has passed since the completion of the construction in order to induce an actual business effect of the sewerage rehabilitation BTL project.

사물인터넷 환경에서의 소비자 쇼핑 인식 (Consumer shopping perceptions of an Internet of Things environment)

  • The Internet of Things (IoT) has gained enormous popularity in various fields of industry. An IoT shopping environment is considered an effective tool for convenient use by consumers. Perceived values (including convenience and privacy risks) of IoT shopping can be the main factors that influence consumers' shopping intentions. The current study proposed a research model based on a value-based adoption model, which integrated perceived benefit and sacrifice, shopping attitude, and shopping intention in an IoT shopping environment. As potential customers, participants in their 20s and 30s were recruited through a marketing research firm. Responses collected via an online questionnaire validated the proposed research model and hypothesis. The results confirmed significant, positive relationships between perceived benefit, including both remote control and access convenience, and consumers' positive attitudes toward IoT shopping. The association between perceived privacy risk and consumers' shopping attitudes was not significant. The indirect effects of two benefits of IoT shopping on shopping intention were also significant and positive. From a practical perspective, this study can help marketers and service providers manage their IoT shopping platforms or applications more effectively to attract consumers. The implications and limitations of this study are discussed. Directions for future research and development of IoT shopping environment are suggested.

Reliability-based Life Cycle Cost Analysis for Optimal Seismic Upgrading of Bridges

  • This study is intended to propose a systematic approach for reliability-based assessment of life cycle cost (LCC) effectiveness and economic efficiency for cost-effective seismic upgrading of existing bridges. The LCC function is expressed as the sum of the upgrading cost and all the discounted life cycle damage costs, which is formulated as a function of the Park-Ang damage index and structural damage probability. The damage costs are expressed in terms of direct damage costs such as repair/replacement costs, human losses and property damage costs, and indirect damage costs such as road user costs and indirect regional economic losses. For dealing with a variety of uncertainties associated with earthquake loads and capacities, a simulation-based reliability approach is used. The SMART-DRAIN-2DX, which is a modified version of the well-known DRAIN-2DX, is extended by incor-porating LCC analysis based on the LCC function developed in the study. Economic efficiencies for optimal seismic upgradings of the continuous PC segmental bridges are assessed using the proposed LCC functions and benefit-cost ratio.
