The Development of N2O Emission Factor at Municipal Solid Waste Incinerator (도시고형폐기물 소각시설의 N2O 배출계수 개발)

  • In this study, nitrous oxide ($N_2O$) emission concentration was measured 3 times continuously for 24 hours from August 27, 2018 to October 22, 2018 and non-dispersive infrared (NDIR) spectrometer was used to calculate $N_2O$ concentration of exhaust gas from municipal solid waste (MSW) incinerator. As a result of $N_2O$ emission characteristics, it is estimated that $N_2O$ emission concentration is due to the difference of furnace temperature, oxygen concentration rather than the chemical component of waste. The measured $N_2O$ emission concentration of MSW incinerator was obtained in the range of 53.6 ~ 59.5 ppm and the total average concentration was measured 55.6 ppm. Therefore, the amount of $N_2O$ emissions calculated from the $N_2O$ concentration was $98.05kg\;day^{-1}$ on average and the amount of $N_2O$ distribution in the range of $90.41{\sim}108.44kg\;day^{-1}$ was obtained. As a result, the $N_2O$ emission factor of the MSW incinerator was estimated to be $1,066.13g_{N_2O}\;ton_{waste^{-1}}$. The estimated $N_2O$ emission factor of the MSW incinerator was 20 times higher than calculated emission factor used in the Tier 2 method. Consequently, it is considered that the method of calculating the amount of $N_2O$ emission in the MSW incineration facilities using waste type and incineration amount needs to be supplemented to ensure accuracy.

Environmental Impact Assessment of EPS Box for Fresh Food in Korea and Europe (한국과 유럽의 신선식품용 EPS박스에 대한 전과정 환경영향평가)

  • Expanded polystyrene (EPS) is the most commonly used fresh food refrigeration insulation in Korea and Europe. Moreover, as the use of disposable packaging materials has increased significantly along with non-face-to-face delivery services since the COVID-19 crisis, social issues related to waste disposal are also being raised. Therefore, in this study, the life cycle of EPS boxes for fresh food is focused on the factors that have a large difference between incineration and landfill including recycling in Europe and Korea in the disposal process after use, and raw materials and energy in the manufacturing process, which account for a large portion of the environmental impact value. We tried to compare the environmental impact of evaluation. Overall, the raw material production stage, box manufacturing stage, and packaging stage have similar processes in Europe and Korea, but unlike Europe, Korea, which lacks landfills and incineration facilities, has focused on expanding the recycling rate. It was necessary to do an environmental impact assessment. Data affecting the environment were derived based on 2019 and 2020 data for Korea and 2017 and 2020 data for Europe. In order to predict the future environmental impact assessment, assumptions about the disposal rate in 2025 and 2030 were introduced and evaluated. As a result of this study, it was found that the raw material production stage of EPS boxes, which have similar processes in both Korea and Europe, has the greatest effect on the global warming effect of Korean EPS boxes. However, Korea, which has a relatively high recycling rate in the disposal process compared to incineration and landfill, showed better environmental performance than Europe in most impact indicators except freshwater eutrophication. In particular, Korea has increased the overall recycling rate compared to Europe by replacing various recyclable materials such as building materials and sundries with XPS (extruded polystyrene) recycled materials. In conclusion, it was found that increasing the recycling rate rather than incinerating and landfilling EPS boxes for fresh food in the domestic EPS industry has relatively less environmental load compared to Europe.

  • Korea's large-scale incinerating facilities of domestic waste were built in the late 1980's. It was found that most of the incinerators were designed during the period and even the ones constructed afterwards have been built without any changes or modifications. However, the nature of waste fed into incinerators is undergoing a radical change due to government policies on waste collection, which is upheld by a research into changes in the heating value of domestic wastes. As a result, refractories and stokers are being damaged in many of the facilities due to overheating. On the other hand, the formation of clinkers on boilers' heating surface, which curbs he at transfer, results in problems such as a fall in used heating value and a rise in the temperature of combustion chambers. Methods are being deployed to resolve the problems-such as spraying water on piles of waste, incinerating food waste by mixing together what has been separately collected, spraying water on combustion chambers, etc. Such actions are not a fundamental solution, nor redesigning and rebuilding incineration facilities is cost-effective. This research seeks to develop a fundamental solution to address the situation.

Comparison of the CO2 Emissions Estimations among Four Tier Methods for the Facilities from Different Industrial Sectors in Korea (국내 산업 부문에 대한 온실가스 배출량 산정 방법 결과 비교)

  • There are four differentiated levels to quantify the amount of greenhouse gas emissions from a facility, which are Tier 1 to 4 based on the IPCC guidelines. In this study, the emission estimates from all tier levels were calculated to compare their total $CO_2$ emission results among themselves for seven facilities, including three sectors of electricity generation, municipal solid waste incineration, and cement manufacturing for three months between February and May 2011. Generally the measured $CO_2$ emissions by Tier 4 were higher than the calculated $CO_2$ emissions by Tier 3, which had been also observed for the power plants in the USA. It was found out that to obtain more reliable estimation for Tier 3, accurate analysis of the composition of the fuel used should be carried out. It was suggested that further refinement on the administrative guidelines be made to make it more robust.

Analyzing Changes in Spatial Extent of Influences from a Resource Recovery Facility in the Aspect of Housing Prices - A Case Study on the Nowon Facility in Seoul using Hedonic Price Model - (주택가격에 대한 자원회수시설 영향권 변화에 대한 연구 - 헤도닉 가격 모형을 이용한 노원자원회수시설에 대한 사례 -)

  • This study focuses on identifying the impacts of the Nowon resource recovery facility in Seoul, Korea, on the real transaction price of apartments in the neighboring areas between 2006 and 2022, and the spatial extent of the impact. Resource recovery facilities, which generate electricity and heating energy while disposing of waste, are typical unwanted facilities that have a negative impact on neighboring property prices. As direct landfilling of household waste is banned in Seoul from 2026 and nationwide from 2030, the demand for the expansion of waste incineration facilities, including resource recovery facilities, is expected to increase rapidly. In addition, social disputes related to the decline in neighboring property prices are expected to increase. This study analyses the impact of the Nowon resource recovery facility on surrounding apartment prices over a 17-year period since 2006 using hedonic price models for apartments, and finds that the Nowon resource recovery facility consistently has a negative impact on nearby apartment prices, the spatial extent of the impact is at least 1,000 meters from the facility, and the intensity of the negative impact weakens as the distance from the facility increases. The results of this study differ from recent studies finding that the spatial extent of the impact of resource recovery facilities in Seoul on surrounding property prices is limited within 500~600 meters, suggesting that a broader approach is needed to systematically manage social conflicts that are expected to increase with the growing social demand for resource recovery facilities.

A Case Study on the Establishment of Assessment Standards for the Site Selection of Waste Treatment Facility (폐기물 처리시설 입지선정 평가기준 설정에 관한 사례연구)

  • The siting process of municipal solid waste treatment facility consists of a structured set of policies that guide the implementation of waste management goals. The main problems of siting process are the social and political context or the community opposition. During the past, the traditional siting process has been obsolete in most pans of the country, so public officials and researchers have tried to experiment with new policies and procedures. A number of controversial issues offer insight into the factors that are related to the local residents opposition to new waste treatment facilities. The purpose of this case study focused on the establishment of criteria in the site selection of waste treatment facilities which can carry out resources recovery. incineration and landfill simultaneously. That is to say. the main points are to make concrete the quantification standards of assignment and take an objective allotment scale according to the assessment factors. The summarized results are as follows; 1. To promote the site selection based on the guideline such as rational. objective and due process of law, it is desirable to inform the local residents the methods of assessment in advance. 2. Totally 20 factors for the site selection are divided into 3 categories such as living environment characteristics, technological location characteristics and socio-economic factors. And the supposed magnitude of weight in all items are equally applied. 3. In regard to 20 assessment factors, the allotment of point is distributed by the specific location characteristics. Namely to make the assessment easily, each factors are set the scale from 1 to 5 points en masse along the data which are acquired in the region.

Mercury Emission Control in Japan

  • The Minamata Convention on Mercury entered into force on August 16, 2017. It requires Parties to the Convention to control and, where feasible, reduce mercury emissions from the listed sources. To implement the Convention, Japan amended the Air Pollution Control Law and added clauses that force operators to control their mercury emissions below emission limit values (ELVs). The ELVs have been established separately for new and existing sources, targeting the source categories listed in the Convention: coal-fired boilers, smelting and roasting processes used in the production of non-ferrous metals (lead, zinc, copper and industrial gold), waste incineration facilities and cement clinker production facilities. The factors used to establish the ELVs include the present state of mercury emissions from the targeted categories as well as the mercury content in fuels and materials, best available techniques (BATs) and best environmental practices (BEPs) to control and reduce mercury emissions and ELVs or equivalent standards to control mercury emissions in other countries. In this regard, extensive data on mercury emissions from flue gas and the mercury content of fuels and materials were collected and analyzed. The established ELVs range from $8{\mu}g/Nm^3$ for new coal-fired boilers to $400{\mu}g/Nm^3$ for existing secondary smelting processes used in the production of copper, lead and zinc. This paper illustrates the ELVs for the targeted source categories, explaining the rationales and approaches used to set the values. The amended Law is to be enforced on April 1, 2018. From future perspectives, checks of the material flow of mercury, following up on the state of compliance, review of the ELVs and of the measurement and monitoring methods have been noted as important issues.

A Study on Physical Properties of Recyclables obtained from MSW (재활용(再活用) 대상(對象) 폐자원( 廢資源)의 물리적(物理的) 성상(性狀) 분석(分析)에 관한 연구(硏究))

  • In general, recyclable items are separately discharged from households and then, hand-sorted into different types of valuables at materials recovery facilities (MRF). However, most of residues after hand-sorting are finally end up with landfill and/or incineration due to lack of separation technologies and economical reasons. In the present study, physical properties on recyclable items obtained from an MRF are investigated to improve the recovery of valuable items. The results of physical compositions based on the sizing tests are also presented.

Metal Recycling Technologies from Fly-Ashes by the Metal Mining Agency of Japan

  • In Japan, the municipal solid waste, which amounts to 50 million tons, is generated every year and most of it is incinerated. The bottom and fly ashes are disposed to the registered disposal areas under the provisions of The Waste Disposal and Public Cleaning Law. Especially, as the fly ash from the municipal waste incineration (the primary fly ash) contains heavy metals (lead, zinc, etc) and dioxins, it cannot be disposed directly without decontamination, such as moiling, cementation, chelating and dissolving processes provided in the law. However, these procedures for decontamination, except melting, are not enough for dioxins. Even in case of melting, the fly ash from the process (the secondary fly ash) contains high concentration of heavy metals (e.g., Zn; 1-20%, Pb; 1-10%). For these reasons, Metal Mining Agency of Japan (MMAJ), a governmental organization, started a four-year project to develop the treatment technologies of these fly ashes in 1999. The purpose of the project is to establish the integrated technologies to recover the valuable metals from, and to decontaminate, the primary and secondary fly-ashes in the practical scale by utilizing the existing metallurgical processes and facilities, along with the energy saving and the reduction of the environmental impact.

Reverse Logistics : Research Issues and Literature Review (역방향 로지스틱스 : 과제 및 기존연구)

  • Among various environmental issues, those for worn-out products are increasingly important due to rapid development and improvement of products, shortages of dumping sites and waste-incineration facilities, and legislation pressures and customer recognitions to protect the environment. Under such circumstances, collection and product recovery activities give rise to additional material flows from customers back to collectors and reprocessors. Reverse logistics, the opposite direction of the conventional forward logistics, is concerned with the management of this material flow. In this paper, we consider the emerging concept of reverse logistics. First, the concept of sustainable development is explained to explain the philosophical background of various environmental issues. Second, we explain the basics of reverse logistics, which includes the overall structure and the classification of network types. Finally, we review the previous research articles, especially in the aspect of industrial engineering, after classifying the decision problems into : (a) product recovery strategy; (b) network design and operation; (c) inventory management; (d) disassembly problems; and (e) remanufacturing problems.
