Implications of Incentive Auction : Focusing on key issues in U.S.

  • The Federal Communications Commission (FCC), which regulates interstate and international communications in the United States, has established a plan to allocate high demand spectrum to the usage of mobile communication by inducing voluntary relinquishment from broadcasters. This plan was introduced by the National Broadband Plan as an incentive auction in 2010. The FCC suggested the Notice of Proposed Rulemaking (NPRM) in 2012 and issued Report and Order (R&O) on May 2014 regarding the overall rules of incentive auctions expected to be implemented in mid-2015. The incentive auction attracts the attention of many countries because this policy suggests a novel approach regarding the alteration of use from an inefficient usage to an efficient usage in limited spectrum resources. In this paper, we define the key issues in order for implementation of incentive auction. Since the incentive auction is a highly complicated process compared to previous allocation procedures, a careful review of the incentive auction regarding whether this spectrum policy can be introduced is required. In this paper, we describe the detailed procedure of the incentive auction and present policy considerations for the introduction of the incentive auction.

  • 본 연구의 목적은 Incentive Spirometer를 이용한 심호흡이 시간경과에 따라 늑골골절 환자의 폐기능과 산소포화도에 미치는 효과를 알아보는 것이다. 연구대상은 G시 소재 일개 병원에 입원한 늑골골절 환자 25명으로 대상자들에게 Incentive Spirometer를 이용한 심호흡이 교육되었다. 자료수집은 2013년 6월부터 10월까지로 폐기능과 산소포화도는 Micro spirometer와 pulse oximeter를 사용하여 입원 시와 중재 1일, 2일, 3일, 4일, 5일, 6일 후에 측정되었다. 자료는 SPSS (Statistical Package for the Social Science) 21.0 version program을 이용하여 기술분석 및 repeated measure ANOVA으로 분석되었다. Incentive Spirometer를 이용한 심호흡을 적용한 후의 폐기능과 산소포화도는 시간이 경과함에 따라 증가하였다. 따라서 늑골골절 환자에게 지속적으로 수행하는 Incentive Spirometer 심호흡이 권장될 필요가 있다.

방한 인센티브여행 참가자의 여행행태 및 만족도 분석 -중국, 일본, 태국 참가자들의 차이를 중심으로- (Travel Behaviors and Satisfaction of Korea Incentive Tourist -Focusing on Differences of Incentive Tourists from China, Japan, and Thailand-)

  • 최근 기업의 동기부여 수단으로 인센티브여행이 선호되면서 그 시장은 괄목할 만큼 성장하고 있으며, 여러 국가들은 인센티브여행을 유치하기 위한 노력을 기울이고 있다. 본 연구는 중국, 일본, 태국, 세 국가의 방한 인센티브여행자들을 대상으로 한 실증조사를 통해 방한 인센티브여행의 경쟁력과 수용태세를 파악하였다. 또한, 이들이 인식하는 한국에 대한 이미지와 인센티브여행에서 지출한 경비도 알아보았다. 분석결과, 세 개 국가 응답자들 모두 한국여행의 장점으로 '쇼핑'을 응답하였으며, 국가 간 다른 인식차이를 보였다. 방한 인센티브여행에 대한 만족에 있어서도, 일본여행객들은 한국여행에서 '음식'에 대해 가장 만족한 반면, 중국여행객들은 낮은 만족을 나타내는 등 국가 간 차이를 나타냈다. 그리고, 여행지출액에 있어서도 중국여행객들의 지출액이 가장 높게 나타났다.

산업안전보건교육의 인센티브 모델에 관한 연구 (Incentive Models of the Occupational Safely and Health Education System)

  • Educational programs for promoting occupational safety and health have widely been established in advanced countries, such as United States and Germany, in the area of disaster prevention Focused attentions and investments for safety and health education have been placed especially for small and medium sized companies. Recently, information technologies have also been applied for the development and management of educational programs in those countries. It is also worth noting that a wide variety of incentive systems has been implemented for managers and workers to voluntarily Participate in safety and health education. Based on the brief survey on incentive systems in advanced countries, this study proposes two different incentive models, such as 'Supervision Exemption Model for Participants in Safety and Health Education' and 'Compensation Program fur Educational Expenses and Losses', which may efficiently be employed in Korea. These incentive models may contribute to revitalizing the occupational safety and health education which has recently been dwindled due to the changes in governmental regulations.

자산유동화와 모니터링 유인간의 관계 (Securitization and Monitoring Incentives)

  • We examine a mortgage bank's incentive distortion problem when the bank sells its existing loan through MBS(Mortgage-Backed Security), considering the mortgage market structure and varying investors' risk attitude. Main findings in our comparative statics are the followings. The bank's monitoring incentive on the loan sold is distorted downwards when the deposit interest rate is lower than the coupon rate of MBS. Credit enhancement associated with the loan sale may mitigate the incentive distortion problem. However, the downward distortion of monitoring incentive does not disappear unless the credit enhancement, a loan guarantee, is provided up to 100%. Finally as the investors' risk preference changes from risk-neutral to risk-averse type, the incentive distortion problem becomes more severe. At the end, we recommend the introduction of covered bond in order to mitigate the incentive distortion problem, which is inevitable to current pass-through MBS.

  • This paper considers how to structure the incentive system between a buy and a single supplier of raw materials when early shipments are forbidden. And this paper is used to take the supplier's behavior into account in the buyer's choice of incentives. Combinations of two types of incentives that the buyer might offer are considered : (1) a fixed value incentive and (2) an incentive that decreases in value as time elapses. Given a desired probability of on time delivery, optimal incentives are found by specifying indifference curves for on time delivery and assessing the expected total cost of incentive schemes along that curve. Difficulties of using incentive to achieve 100% on time delivery are considered and two example flow time distributions are presented.

Recommendations for Improving Incentive Systems in the Building Sector of South Korea

  • Purpose: Reducing energy consumption and greenhouse gas emissions is a primary concern throughout the world, and the building sector is a particularly efficient area for making these reductions. In South Korea, the government has recently enacted policies for "Green Growth" that, among other things, enforce regulations in the building certification rating system (BCRS) and reorganize existing incentive systems. Method: In this study, we examined regulations and incentive systems used in the United Kingdom, Germany, and the United States that encourage the use of energy efficient technologies in construction and compared these policies to those used in South Korea. We also disseminated surveys to experts in the fields of architecture, planning and design, and engineering to better understand their knowledge and perception of the BCRS and its incentive systems. Additionally, we sought their recommendations for improving these incentive systems. Result: Based on our comparative case studies of regulations and incentives in other countries, alongside recommendations from experts in South Korea, we concluded that incentive systems in South Korea are limited and require improvement. We make recommendations for strengthening existing regulations and incentives and for implementing new incentive programs.

인센티브 및 패널티를 적용한 죄수의 딜레마 해소 방안에 관한 연구 (A Study on Resolving Prisoner's Dilemma Using Incentives and Penalties)

  • This paper considers the Prisoner's Dilemma Game in which there exists a dilemma that the best response is that both players are to confess, but doing not confess can give a higher gain to the both players in a social perspective. To resolve such a dilemma in the game, an incentive model to encourage to confess and a penalty model for being imposed when not confessing are introduced, respectively. Then, the conditions are characterized under which incentive or penalty involved in the game's payoffs can make the game rational without a dilemma on both the personal and social perspectives, by taking the payoff values as variables with the incentive and penalty factors. Furthermore, it turns out that the resulting values of incentive and penalty are inversely proportional to each other, and thus, obtaining one of these amounts can provide the other. Simple examples are shown to interpret the theoretical verifications of our models, and randomly generated data based simulation results investigate the tendency of incentive and penalty and the resulting game values for a variety of instances. These results can provide a framework on resolving the dilemma by artificially putting incentive or penalty, although it is careful to apply more generalized real world games.

사례 분석을 통한 장수명주택의 용적률 인센티브 실효성 검토 (A Study on the Effectiveness of Floor Area Ratio Incentive System for Long-Life Housing Certification System)

  • The purpose of this study is to investigate the effect of floor area ratio incentive system for Long-life housing certification system by simulation of five recently built apartment complexes. Apartments that are certified as superior in Long-life housing can receive 10% of the floor are incentive in Seoul. However, the difference between base and permitted floor area ratio are in general residential area of class 2 and 3 is not more than 20%. limit of feasible allowance incentive is limited. Even if there is an unrealized permitted floor area ratio, there is no reason to apply the Long-life housing certification system preferentially. Because the items of the floor area ratio incentive provided by the District Unit Plan are various, it shows that the floor space ratio incentive for Long-life housing certification system has little effectiveness. To enhance the feasibility of incentives for the Long-life housing certification system, improvement in the urban planning level, including district unit planning, including the design criteria for apartments in Seoul, is needed.

SCHEMATIC APPROACH TO IMPROVE TIME PERFORMANCE OF HIGHWAY CONSTRUCTION CONTRACTS

  • This paper presents incentive application strategies and delay prevention strategies as schematic approaches to improve time performance of highway construction contracts. This research recognizes the importance of improving time performance during highway construction. Strategic solutions of the most core issues on time performance incentive contracting are identified. The suggested incentive application strategies develop criteria for applying time classification to projects, for assigning project time classifications to contractors and designers, and for determining appropriate incentive values in A (cost) + B (time cost) and other performance incentive contracts. The suggested delay prevention strategies develop criteria for determining the appropriate subsurface utility engineering (SUE) level and to develop best practices for avoiding utility relocation delays. A schematic approach for each strategy is developed. This paper also introduces current incentive contracting practices in Florida. The researchers obtained the information from experienced persons in the highway construction industry, including key highway contractors, designers, and Department of Transportation (DOT) and Federal Highway Administration (FHWA) personnel. The major focus of this research is to develop strategies and suggest approaches to improve time performance of highway construction contracts. For future study, practical tools to facilitate implementation of the suggested strategies should be developed, so that the criteria, implementation processes, and best practices developed may contribute to the current industry-wide effort to improve time performance.
