A Study on the Users of the National Petition to CheongWaDae: Focused on their Motivations (청와대 국민청원 이용자 분석: 활용 동인을 중심으로)

  • The purpose of this study is to analyze people's motivations to use the National Petition service of CheongWaDae, the Presidential Office of Korea. The online space has been used as a testbed of deliberative democracy. In fact, a wide variety of public opinions are being formed and gaining sympathy through the E-Petitions and Daum's Agora. In this regard, President Moon's government launched a petition site to gather public opinions. For any petition agreed on by more than 20,000 people within 30 days, the relevant ministry or the President's office must provide answers or feedback. This study wants to figure out how this National Petition is different from previous platforms like Agora or E-Petitions and why it is so well-received by people. This study uses a mix of both qualitative and quantitative methods. First, we conducted a focus group interview to factorize experiences of using the National Petition into measurable constructs. Second, we did a survey o 156 Koreans who had experienced the National Petition. Results show that symbolism, usefulness, gratification, and trust have positive impact on continuous usage intention. This study argues that symbolism, usefulness, gratification, and trust factors should be in place rather than technical aspects in order to increase the actual participation of users on the online platform of deliberative democracy. In addition, this study is meaningful in that it examined how different the CheongWaDae's National Petition is from the existing platforms for collecting public opinions and analyzed factors that encourage continuous use.

Characteristics on Transformation of Community Space in Gapa Island (가파도 커뮤니티공간의 변천특성에 관한 연구)

  • The villages in island were established overcoming natural environment through Shamanism and changed by developing various industrials like transportation. Gapa Island located in southern part of Jejudo is flat topography different from the other islands. The purpose of this study is to clarify characteristics on transformation of community space in Gapa Island. For purpose, community spaces in Gapa Island are researched such as establishment, function, change, and use of community space. Spatial components in Gapa Island are like as spaces in faith, residential area, area for production, commercial zone, community space, education facilities, public offices, port, and roads. The methods of this study are literature research and interview survey for residents in Gapa Island. The results are as followings: First, community space is in charge about social, industrial, and religious function. Second, for traditional spaces separated for male and female, demarcation of space does not exist in industrial side but the demarcation has still been exist in religious side. Finally, by development of tourism new community space has been charge in festival function as well as function of space like agora for meeting with people freely, which is relatively various in function of community space in social side. Role of the dock for ship, main transportation of island, is being increasing as square.

  • The ideologie of modern society as per something to phenomenology problem is to show various different looks. The community space is spring from Greek and Roman of community place by agora and forum is make a active communicate to interpersonally. Subject to centrically In the context, this paper is study on the Sustainable development for community space about interactive space. and focusing is Response to human of interact in each other intelligent space. And this paper suggestion is composition method of community space in technology advanced, Interactive interface form for human, sustainable to community space direction elements. First, I'll rearrange the distinctive features of modern society through references of various scholars. This is to understand how interactivity affects the whole society and what is the importance of this interactive wave. Second, I'll analyze several trends of modern community space and figure the change of methodology of design based on the advancement of design technology. This is to understand the interactive relation of the subjects. Third, I'll seek how community space design has changed in modern society and under which process design is made. This is to clarify the fact that the portion of interaction will increase in future design according to the intervention of equipment, which is one of the objects of interaction space.

Association between COMT and 5-HTTLPR Polymorphisms in Korean Patients with Panic Disorder : A Replication Study (한국 공황장애 환자에서 COMT 및 5-HTTLPR 다형성의 연관 분석 : 재현 연구)

  • Objectives We investigated whether the catechol-O-methyltransferase (COMT) and serotonin related gene polymorphisms may be associated with agoraphobia in patients with panic disorder in Korea. Methods The COMT gene (rs4680), 5-hydroxytryptamine (serotonin) transporter linked polymorphic region (5-HTTLPR) gene (rs25531), serotonin receptor 1A (HTR1A) gene (rs6295) genotypes were analyzed in 406 patients with panic disorder and age-sex matched 206 healthy controls. Patients with panic disorder were dichotomized by the presence of agoraphobia. The following instruments were applied : the Beck Depression Inventory, the Beck Anxiety Inventory, the Panic Disorder Severity Scale. Results There was a significant difference in the distribution of 5-HTTLPR genotype between panic patients with agoraphobia and without agoraphobia (p = 0.024). That is, the panic patients with agoraphobia had a significant excess of the less active 5-HTTLPR allele (S allele). (p = 0.039) Also, we replicated previous western reports which indicated a significant difference in the distribution of COMT genotype between the patients with panic disorder and the healthy controls (p = 0.040). However, no significant associations of agora-phobia or panic disorder with HTR1A gene polymorphisms were found. Conclusions This result supports that the COMT polymorphisms may be associated with panic disorder and suggests that the 5-HTTLPR polymorphisms may play a role in the pathogenesis of agoraphobia in the Korean patients with panic disorder.

Using Skip Lists for Managing Replying Comments Posted on Internet Discussion Boards (스킵리스트를 이용한 인터넷 토론 게시판 댓글 관리)

  • In recent years, the number of users who are actively express their opinions about Internet articles is more and more growing up, as the use of cyber community such as weblog or Internet discussion board increases. In fact, it is not difficult to find an article with hundreds of comments in famous Internet discussion boards. Most of the weblogs or Internet discussion boards present comments in the form of list and do not yet support even the basic operation such as searching comments. In this paper, we analysed large sets of comments in Internet discussion board named AGORA. It was found that from the result that the distribution of comment writers follows power-law. So we suppose a new search structure of comments using skip lists. The main idea of our approach is to reflect the probabilistic distribution properties of the commenters following the power-law to the data structure. Our empirical results show that the proposed method performs more efficient in searching the nodes with fewer number of comparison operations than logN, which is the theoretical time complexity of general indexed structure such as B-trees or typical skip lists.

Empirical Analysis of Political Communication Mode at Cyberspace (사이버 공간에서의 정치 커뮤니케이션 양식 분석 연구 : 제16대 공선 후보자 사이버 게시판 분석을 중심으로)

  • This study is focused on forecasting the future of tole-democracy. Many Scholars expect that internet provides technological space needing realizing the tole-democracy or deliberate democracy. Especially in Korea, this expectation is higher than other nations because of political corruption and inefficiency. Therefore internet is intended to considering as new technologies reforming political process. In 16th the general election period, many candidates established home page and used as election campaign tool. And a little of home pages is payed attention to among voters. In spite of using internet as political medium, many political communication researchers have a doubt that internet will realize ideal direct democracy. It's reason is that internet is open and anonymous space. At anonymous space, communication participators is tended to be irresponsible and non-serious. Therefore it is hard that cyber-politics will be ideal type of democracy. In this context, this paper analyzed how pauicipators communicate with others at cyber bulletin board establishing candidate's home pages. Main research questions is how do discussions at cyberspace fulfill the conditions of deliberate democracy. Therefore, concrete questions include; who are participators at candidate's cyber bulletin board; which pattern do they communicate; what is the theme of communication; which effects do the anonymous character of cyberspace influence. To that purpose, this study conducted content analysis on 4,210 written matters at 82 cyber bulletin boards of candidate's home page establishing during 16th the general election period. It can be found that cyberspace in Korea still is not deliberate democracy space and not will be. Firstly, discussion patterns at cyber bulletin board is "candidate with supporters communication space. To be exact, it is said that candidate's home page is "the space of self-convincing among supporters." Secondly, the main themes of discussion are simple emotional expressions; "I support you!" "fighting" "Be vigor" etc. By contrast, real political contents'-central or local political matters - is relatively few. In the mode of expression, real political messages are more positive, logical than simple expressions, candidates private matters. Especially this characteristic will make cyberspace as "mutual slander space" consolidating anonymous characteristic of cyberspace. finally, Cyberspace in Korea still is not real "public sphere" realizing deliberate process. Therefore to be real public sphere, it is needed to participant's ethical maturity and political citizenship. In conclusion, it is difficult that cyberspace will reconstruct the Athene's Agora. On the contrary, Cyberagora will like to be irrespectable area fulfilling the sweeping. Making the deliberate space, technological possibility and ethical condition will have to be balanced together.

A Study on the Gap Analysis of Public Libraries in Gyeongbuk Region (경북지역 공공도서관 격차분석 연구)

  • In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

KoFlux's Progress: Background, Status and Direction (KoFlux 역정: 배경, 현황 및 향방)

  • KoFlux is a Korean network of micrometeorological tower sites that use eddy covariance methods to monitor the cycles of energy, water, and carbon dioxide between the atmosphere and the key terrestrial ecosystems in Korea. KoFlux embraces the mission of AsiaFlux, i.e. to bring Asia's key ecosystems under observation to ensure quality and sustainability of life on earth. The main purposes of KoFlux are to provide (1) an infrastructure to monitor, compile, archive and distribute data for the science community and (2) a forum and short courses for the application and distribution of knowledge and data between scientists including practitioners. The KoFlux community pursues the vision of AsiaFlux, i.e., "thinking community, learning frontiers" by creating information and knowledge of ecosystem science on carbon, water and energy exchanges in key terrestrial ecosystems in Asia, by promoting multidisciplinary cooperations and integration of scientific researches and practices, and by providing the local communities with sustainable ecosystem services. Currently, KoFlux has seven sites in key terrestrial ecosystems (i.e., five sites in Korea and two sites in the Arctic and Antarctic). KoFlux has systemized a standardized data processing based on scrutiny of the data observed from these ecosystems and synthesized the processed data for constructing database for further uses with open access. Through publications, workshops, and training courses on a regular basis, KoFlux has provided an agora for building networks, exchanging information among flux measurement and modelling experts, and educating scientists in flux measurement and data analysis. Despite such persistent initiatives, the collaborative networking is still limited within the KoFlux community. In order to break the walls between different disciplines and boost up partnership and ownership of the network, KoFlux will be housed in the National Center for Agro-Meteorology (NCAM) at Seoul National University in 2011 and provide several core services of NCAM. Such concerted efforts will facilitate the augmentation of the current monitoring network, the education of the next-generation scientists, and the provision of sustainable ecosystem services to our society.
