  • The addition and evaluation of health impact items in Environmental Impact Assessment document are written in hygiene and public health items only for specific development projects and are being reviewed. However, after the publication of the evaluation manual on the addition and evaluation of health impact items in 2011, there is a demand for continuous methodology and improvement plans despite partial improvement. Therefore, in order to propose a methodological improvement of the evaluation manual, this technical paper identified detailed improvement requirements based on the consultation opinions on hygiene and public health items, and investigated and suggested ways to solve this problem by reviewing the contents of the research so far. As for the improvement requirements, the contents related to mitigation plan, post management, effect prediction, assessment, and present-condition investigation were presented in Environmental Impact Assessment documents for the entire development project at a frequency of 93%, 85%, 80%, 74%, and 67%, respectively. Particularly, the detailed improvement requirements related to mitigation plan consisted of an establishment direction and a management of development project. Considering the current evaluation manual and the frequency of improvement requirements, this paper proposed concrete methods or improvement plans for major methodologies for each classification of hygiene and public health items. Furthermore, a comprehensive evaluation methodology related to whether a project is implemented was proposed, which is not provided in the current assessment manual.

  • This study aimed at exploring, based on the current states and status of onboard training ship, plans to improve the boarding training management for fisheries high school. The results were as follows. The problems with the management of onboard training ship were summarized as the following four types. Firstly, The most training ships throughout the country became superannuated. Secondly, the safe equipments for training ships were necessary to compensate the defects to fall short of the international safety management standards. Thirdly, the problems could result from the dualized system between ownership and management, since training ships were owned by metropolitan and provincial education offices and operated by management centered schools. Fourthly, middle technicians such as professional fisheries manpower were not easily supplied with. The plans to improve the above problems were as in the following. Firstly, support and help of Ministry of Maritime Affairs and Fisheries were needed to launch new onboard training ships which substitute for the superannuated. Secondly, new onboard ships were required to be launched according to the updated international safety management standards. Thirdly, Korea Institute of Maritime and Fisheries Technology should hold onboard training. Fourthly, on-site onboard training expertise, systemic management, safety, etc. should be compensated through industry-university-institute collaboration.

  • In the modern society based on information and communication, which is exposed to the risks of a lot of information security breaches, corporate information assets may be an economical scale in a country. Most of damages derived from corporate technological information leak often occur in small and medium corporations. Although many information security managers in corporations have focused on certification systems such as information security management system, small and medium corporations are poorly aware of the information security, and their environments surrounding it should be also improved. In addition, it is difficult to expect spontaneous participations in it, since the sustainable information security management systems are often not forced to be certified. Thus, the purpose of this study is to examine plans to improve small and medium corporations' technological protections by using some component of the information security management system. On the basis of this examination, it also attempts to discuss some methods for effective and efficient information security in the small and medium corporations' technological protections.

  • If we take account of the Architectural Tradition which aims a construction of better environment, we can see that this tradition has ended historically toward Utopia. It is a continual trend from ancient to contemporary epoch especially in each transitional periods. Utopia is an ideal commonwealth in which inhabitants exist under perfect conditions, ideally perfect places or state of things. But, Dystopia implies skeptical perspective on the future which has emerged as a result of the increasing awareness about crisis concerning negative aspects highlighted by progress of science and technology since Modern era. Dystopia is the opposite of Utopia which was a propaganda used by Modern architecture and has characteristics of Post-Modernity. Utopias plans are complete projects of image, its goal is an improvement according to the eras. Its plans are characterized by rigid geometrical pattern as circle and square, which contain generally center·axis·enclosure·boundary·symmetry. Recent architectural circumstances no longer reflect utopian visions. Dystopias plans have described extreme mechanism, destructive offense, expression of fragmentation and differentiation in contemporary architecture. Therefore, as the Utopian architecture describes characteristics of the era unlike the continuity of its concept, the Dystopian architecture will find its expression differently while maintaining its basic concept and intention.

  • Climate change imposes a huge treat on the sustainability of our environment. One of the major reasons for the increasing impacts of climate change is the emission of greenhouse gases. Therefore, cooperative greenhouse gas emission reduction schemes with a general consensus are needed in order to reduce the impacts of climate change. Due to the strong link between greenhouse gas emission and economic development there is disagreement among countries on the designing and implementation of emission reduction plans. In this paper the authors proposed a two-stage concession game to analyze emission reduction plans and determine a balanced emission range that improves the utilities of the bargaining parties. Furthermore the game was applied to a hypothetical example. Our results from the case study indicated that even though the utilities of the bargaining parties is highly affected by emission reductions, after making concessions their utilities can be improved given their emission reductions are within in a certain desirable range. The authors hope that this article provides insights which could be useful for understanding emission reduction plans and their consequences on the negotiating parties.

  • Yearly, it seems the fact that the numbers of tunnels with wide sections are on the rise as the length of tunnel and number of lanes continues increasing. According to these trends, well-schemed plans of design, construction and management related with tunnel safety has become to be crucial. It is a high possibility to be observed by the fact that the direct effects of casualties and property damages are caused by the situations of car collisions, bump to solid structures by careless driving and the outbreak on vehicles by mechanical fault. Therefore, in order to prevent these types of accidents, we would make issues md adopt appropriate mechanical and management plans of emergency exits and disaster prevention equipments inside of tunnel, based on up-to dated experiences and study of foreign cases, to structural design technology. The objectives of this study are to recognize related actual problems and suggest improvement plans.

  • As climate change is increasingly recognised as an important global problem, a wide variety of policies and measures are emerging at global and local level to deal with the challenges from the anthropogenic global warming. While national and inter-national efforts characterized by limiting GHG emissions shows very little progress because of their expanse spatial scale and complicated political situations, local efforts have the potentials to ensure effective implementation, monitoring and continual improvement. In the context of local-scale climate policy, the city of Portland is known as one of the best leading cities for its progress of implementing climate change strategies. This paper will briefly discuss the city's efforts to solve the climate change problem and its achievements. The latest climate action plan is selected for the analysis on the followings; the framework of the action plan, the types of implementation methods, and the coordinating agencies. The progress status of each action plans is also reviewed. The purpose of this paper is to describe the main characteristics of the climate action plans and their implications from the intensive analysis on the city of Portland's case.

  • The block assembly process takes more than half of the total shipbuilding processes. Therefore, it is very important to have a practically useful block assembly process planning system which can build plans of maximum efficiency with minimum man-hours required. However, the process plans are often not readily executable in the assembly shops due to severe imbalance of workloads. This problem arises because the process planning is done on block by block basis in current practice without paying any attention to the load distribution among the assembly shops. this paper presents the development of an automated hull block assembly process planning system which results in the most effective use of production resources and also produces plans that enable efficient time management. If the load balance of assembly shops is to be considered at the time of process planning, the task becomes complicated because of the increased computational complexity. To solve this problem, a new approach is adopted in this research in which the load balancing function and process planning function are iterated alternately providing to each other contexts for subsequent improvement. The result of case study with the data supplied from the shipyard shows that the system developed in this research is very effective and useful.
