Rainfall observation using rain gage network or satellites includes the sampling error depending on the observation methods or plans. For example, the sampling using rain gages is continuous in time but discontinuous in space, which is nothing but the source of the sampling error. The sampling using satellites is the reverse case that continuous in space and discontinuous in time. The sampling error may be quantified by use of the temporal-spatial characteristics of rainfall and the sampling design. One of recent works on this problem was done by North and Nakamoto (1989), who derived a formulation for estimating the sampling error based on the temporal-spatial rainfall spectrum and the design scheme. The formula enables us to design an optimal rain gage network or a satellite operation plan providing the statistical characteristics of rainfall. In this paper the formula is reviewed and applied for the sampling error problems using several multi-dimensional precipitation models. The results show the limitation of the formulation, which cannot distinguish the model difference in case the model parameters can reproduce similar second order statistics of rainfall. The limitation can be improved by developing a new way to consider the higher order statistics, and eventually the probability density function (PDF) of rainfall.
Objective: To analyze the treatment-related parameters after the radiotherapy of T1N0 squamous cell carcinoma of the glottic larynx. Materials and Methods: Between October 1989 and August 2000, 54 patients with histologically proven T1N0 squamous cell carcinoma of the glottic larynx who received definitive radiation therapy in Department of Radiation Oncology, Asan Medical Center were analyzed. They were all males with age ranged from 31 to 80 years (median 61 years). 1997 AJCC stages were 31 T1a, 23 T1b. Patients were treated with 4-MV X-rays with a parallel-opposed two-field technique. Ten patients received 66.0-68.4Gy at 1.2Gy per fraction twice daily, 21 patients received 64.8-66.6Gy at 1.8Gy per fraction once daily, and 23 patients received 66.0Gy at 2.0Gy per fraction once daily. Follow-up period was 16-119 months (median 56 months). Results: 5-year overall survival and local control rates for patients with T1 lesions were 87.0% and 88.5%, respectively. 5-year local control with larynx preservation rate was 90.5%. Host and tumor-related prognostic factors including age, stage, anterior commissure involvement and tumor bulk proved not to be significant. Only shorter overall treatment time among treatment-related factors had correlation with imporved local control. Conclusion: Comparable high local control rate with organ preservation was achieved with primary radiation therapy and salvage surgery. Shortening of overall treatment time is related to improved local control rate. To determine the optimal fractionation scheme, randomized trial is mandatory.
This paper analyzes the relationship between social assistance and poverty in Korea. Social assistance in Korea which had a Poor Law tradition for about forty years, was finally reformed and a new general assistance scheme designed to protect fundamental human rights, was established in 1999. Are the means-tested social assistance benefits effective in protecting the poor from hardship? How effectively do the means-tested benefits reduce poverty? To assess the effects of the means-tested social assistance benefits in Korea on poverty reduction, the study uses household data from the National Basic Livelihood Security Programme Review Board (NRB). Moreover, to obtain a comparative perspective, a British dataset the Family Resources Survey (FRS) is assessed. The incidence and the intensity of poverty for a range of household types are analyzed before and after social assistance benefits for both countries. The results of the analysis show the Korean social assistance benefits do not radically alleviate poverty, although recipients' income positions are improved after social assistance transfers. Compared to Korea, Britain achieved marked success of means-tested social assistance benefits with a high degree of effectiveness, especially among the extreme and the severe poverty brackets, while there are variations between different household types regarding the incidence and the intensity of poverty before and after transfer.

This paper provides performance evaluations of various channel estimation schemes for Advanced Television Systems Committee (ATSC) 3.0 multiple-input multiple-output (MIMO) system under a fixed reception environment. ATSC 3.0 MIMO system can obtain high spectral efficiency and improved reception performance compared to conventional terrestrial broadcasting systems. The ATSC 3.0 MIMO defines Walsh-Hadamard and null pilot encoding algorithms and the amplitude and phase of MIMO pilots are different from those of single-input single-output pilots. At the receiver, linear and discrete Fourier transform (DFT)-based interpolations can be used for the channel estimation. This paper provides the various combinations of the interpolation schemes for channel estimation in time and frequency dimensions, and then analyzes the performance of the various combinations through the computer simulation. The results of computer simulation show that the combination of the linear interpolation in the time dimension and then DFT-based interpolation in the frequency dimension can obtain the best performance among the considered combinations.
To investigate the seismic performance of long-span partially earth-anchored cable-stayed bridge, a super long-span partially earth-anchored cable-stayed bridge scheme with main span of 1400m is taken as example, structural response of the bridge under E1 seismic action is investigated numerically by the multimode seismic response spectrum and time-history analysis, seismic behavior and also the effect of structural geometric nonlinearity on the seismic responses of super long-span partially earth-anchored cable-stayed bridges are revealed. The seismic responses are also compared to those of a fully self-anchored cable-stayed bridge with the same main span. The effects of structural parameters including the earth-anchored girder length, the girder width, the girder depth, the tower height to span ratio, the inclination of earth-anchored cables, the installation of auxiliary piers in the side spans and the connection between tower and girder on the seismic responses of partially ground-anchored cable-stayed bridges are investigated, and their reasonable values are also discussed in combination with static performance and structural stability. The results show that the horizontal seismic excitation produces significant seismic responses of the girder and tower, the seismic responses of the towers are greater than those of the girder, and thus the tower becomes the key structural member of seismic design, and more attentions should be paid to seismic design of these sections including the tower bottom, the tower and girder at the junction of tower and girder, the girder at the auxiliary piers in side spans; structural geometric nonlinearity has significant influence on the seismic responses of the bridge, and thus the nonlinear time history analysis is proposed to predict the seismic responses of super long-span partially earth-anchored cable-stayed bridges; as compared to the fully self-anchored cable-stayed bridge with the same main span, several stay cables in the side spans are changed to be earth-anchored, structural stiffness and natural frequency are both increased, the seismic responses of the towers and the longitudinal displacement of the girder are significantly reduced, structural seismic performance is improved, and therefore the partially earth-anchored cable-stayed bridge provides an ideal structural solution for super long-span cable-stayed bridges with kilometer-scale main span; under the case that the ratio of earth-anchored girder length to span is about 0.3, the wider and higher girder is employed, the tower height-to-span ratio is about 0.2, the larger inclination is set for the earth-anchored cables, 1 to 2 auxiliary piers are installed in each of the side spans and the fully floating system is employed, better overall structural performance is achieved for long-span partially earth-anchored cable-stayed bridges.
Selection of feature pattern gathered from the observation of the RNA sequencing data (RNA-seq) are not all equally informative for identification of differential expressions: some of them may be noisy, correlated or irrelevant because of redundancy in Big-Data sets. Variable selection of feature pattern aims at differential expressed gene set that is significantly relevant for a special task. This issues are complex and important in many domains, for example. In terms of a computational research field of machine learning, selection of feature pattern has been studied such as Random Forest, K-Nearest and Support Vector Machine (SVM). One of most the well-known machine learning algorithms is SVM, which is classical as well as original. The one of a member of SVM-criterion is Support Vector Machine-Recursive Feature Elimination (SVM-RFE), which have been utilized in our research work. We propose a novel algorithm of the SVM-RFE with Q-learning in reinforcement learning for better variable selection of feature pattern. By comparing our proposed algorithm with the well-known SVM-RFE combining Welch' T in published data, our result can show that the criterion from weight vector of SVM-RFE enhanced by Q-learning has been improved by an off-policy by a more exploratory scheme of Q-learning.

A network of graph data structure is used in many applications to represent interactions between entities. Recently, as the size of the network to be processed due to the development of the big data technology is getting larger, it becomes more difficult to handle it in one server, and thus the necessity of distributed processing is also increasing. In this paper, we propose a distributed processing system for efficiently performing subgraph and stores. To reduce unnecessary searches, we use statistical information of the data to determine the search order through probabilistic scoring. Since the relationship between the vertex and the degree of the graph network may show different characteristics depending on the type of data, the search order is determined by calculating a score to reduce unnecessary search through a different scoring method for a graph having various distribution characteristics. The graph is sequentially searched in the distributed servers according to the determined order. In order to demonstrate the superiority of the proposed method, performance comparison with the existing method was performed. As a result, the search time is improved by about 3 ~ 10% compared with the existing method.

To choose appropriate countermeasures against potential coastal disaster damages caused by a storm surge, it is necessary to estimate the frequency of storm surge heights estimation. As the coastal populations size in the past was small, the tropical cyclone risk model (TCRM) was used to generate 176,689 synthetic typhoons. In simulation, historical paths and central pressures were incorporated as a probability density function. Moreover, to consider the typhoon characteristics that resurfaced or decayed after landfall on the southeast coast of China, incorporated the shift angle of the historical typhoon as a function of the probability density function and applied it as a damping parameter. Thus, the passing rate of typhoons moving from the southeast coast of China to the south coast has improved. The characteristics of the typhoon were analyzed from the historical typhoon information using correlations between the central pressure, maximum wind speed ($V_{max}$) and the maximum wind speed radius ($R_{max}$); it was then applied to synthetic typhoons. The storm surges were calculated using the ADCIRC model, considering both tidal and synthetic typhoons using automated Perl script. The storm surges caused by the probabilistic synthetic typhoons appear similar to the recorded storm surges, therefore this proposed scheme can be applied to the storm surge simulations. Based on these results, extreme values were calculated using the Generalized Extreme Value (GEV) method, and as a result, the 100-year return period storm surge was found to be satisfactory compared with the calculated empirical simulation value. The method proposed in this study can be applied to estimate the frequency of storm surges in coastal areas.

In the recent modernized world, utilization of natural resources (renewable & non-renewable) is increasing drastically due to the sophisticated life style of the people. The over-consumption of non-renewable resources causes pollution which leads to global warming. Consequently, government agencies have been taking several initiatives to control the over-consumption of non-renewable natural resources and encourage the production of renewable energy resources. In this regard, we introduce an IoT powered integrated framework called as green home architecture (GHA) for green score calculation based on the usage of natural resources for household purpose. Green score is a credit point (i.e.,10 pts) of a family which can be calculated once in a month based on the utilization of energy, production of renewable energy and pollution caused. The green score can be improved by reducing the consumption of energy, generation of renewable energy and preventing the pollution. The main objective of GHA is to monitor the day-to-day usage of resources and calculate the green score using the proposed green score algorithm. This algorithm gives positive credits for economic consumption of resources and production of renewable energy and also it gives negative credits for pollution caused. Here, we recommend a green score based tax calculation system which gives tax exemption based on the green score value. This direct beneficiary model will appreciate and encourage the citizens to consume fewer natural resources and prevent pollution. Rather than simply giving subsidy, this proposed system allows monitoring the subsidy scheme periodically and encourages the proper working system with tax exemption rewards. Also, our GHA will be used to monitor all the household appliances, vehicles, wind mills, electricity meter, water re-treatment plant, pollution level to read the consumption/production in appropriate units by using the suitable sensors. These values will be stored in mass storage platform like cloud for the calculation of green score and also employed for billing purpose by the government agencies. This integrated platform can replace the manual billing and directly benefits the government.
This study investigates issues, which the current disability benefit of the national pension Scheme is facing, and seeks improvements concerning the universalism of coverage, the adequacy of benefit levels, and the equity of institution. The low universalism problem is caused by the coverage deficits and the strict disability assessment system of NPS and can be overcome by widening the disability category and changing the disability assessment system to workability test. In addition, the benefit level of the disability pension will be reduced stronger than the old age benefit in the long. The low benefit level due to the short contribution period and the low disbursement rate and can be improved by the enhancement of the standard contribution years and the disbursement rate. On the other hand, the main reason of the equality problem can be seen as the requirements for benefit, which are applied differently depending on the membership status. As policy measures, the unification of requirement on the basis of a recent payment, a payment in a certain percentage of life, or a hybrid of both criteria is investigated.
