A Stochastic Model to Quantify the Risk of Introduction of Abalone Herpes-like Virus Through Import of Abalones (활 전복 수입에 의한 전복허피스바이러스감염증 (abalone herpes-like virus) 유입 위험평가)

  • Abalone herpes-like virus (AbHV) is a fatal disease of abalones that impose severe economic impacts on the industry of infected regions due to high mortality. The aim of this study was to quantify the risk of introducing AbHV into Korea through the importation of live abalones for human consumption by import risk analysis (IRA). Monte Carlo simulation models were developed to provide estimates of the probability that a ton of imported abalone contains at least one AbHV-infected individual, using historical trade data and relevant literatures. A sensitivity analysis with 5,000 iterations was also conducted to determine the extent to which input parameters affect the outcome of the model. Although many uncertainties were present in the data, the results indicated that, if 5,000 tons of abalone were imported from a hypothetical exporting country with low prevalence of AbHV (model 1), there would be at least one AbHV-infected abalones in 4,816 of those tons (96.3%), while there would be at least one AbHV-infected abalones in 100% of those tons imported from country with high prevalence (model 2). Sensitivity analysis indicated that for model 1, prevalence was the strongest influence factor on the predicted number of infections. For model 2, background mortality and washing to reduce the risk of surface contamination during processing were the major contributing factors. Risk management strategies need to be enforced to reduce the risk of AbHV introduction in that at least one infected abalone would remain in a consignment from country even with a low prevalence of AbHV infection. The methodology and the results presented here will contribute to improve the development of AbHV management program, and with more accurate data this IRA model will aid science-based decision-making on mitigation strategies to reduce the risk of AbHV introduction in Korea.

In this paper, to authorize the research model and research constructions through theory study of literatures and surveying statics analysis prove the relational influences among the influencing factors related business intelligence system buliding.

Comparison of Probability of Detecting Bluetongue in Quarantine Testing for the Imported Cattle with Special Focus on the Sampling Scenario (수입 소의 검역검사 수준에 따른 블루텅 검출 확률 비교)

  • In view of free from bluetongue (BT) in the domestic cattle population in Korea, the key of quarantine testing for BT virus (BTV) infection is detection of cattle previously exposed to the virus. The objective of this study was to estimate the probability of detecting a cattle infected with BTV using a stochastic modeling analysis of existing quarantine testing data. Three testing scenarios were considered in this study: serological testing of all animals in all imported lots (scenario 1), serological testing of a sample of cattle from all imported lots (scenario 2), and serological testing of 50% of imported lots (scenario 3). In scenario 2 and 3, it was assumed that cattle were sampled (sample size) within each lot to detect 5% of the cattle in each lot with a 95% confidence, taking into account diagnostic sensitivity of the ELISA (enzyme-linked immunosorbent assay). The model output was the total number of BTV-infected cattle and the prevalence of BTV infection in imported cattle from the US, Australia, Canada and Japan. Compared to the scenario 1, the probability of detecting a BTV-infected cattle was estimated to be 19% and 1.6% in scenario 2 and 3, respectively. Furthermore, the analyses showed a 95% confidence that BTV prevalence was less or equal to $9.7{\times}10^{-4}$ (median = $1.5{\times}10^{-5}$), indicating that, for the scenario 2 and 3 with serological testing for a sample of cattle, the risk of introducing an exotic strain of BTV into Korea through the importation of live cattle would not be acceptable.

Estimation of the Asbestos Handling History of Workers in the Automobile Manufacturing Industry in Korea (자동차 제조 사업장 근로자들의 석면 취급 이력 추정)

  • Objectives: This study was conducted to evaluate asbestos handling history of workers at automobile manufacturing plants in Korea. Methods: National regulations on asbestos and Korea Occupational Safety and Health Agency(KOSHA) database on the information of asbestos containing products were reviewed. We investigated asbestos related materials from one automobile manufacturing plant. Material safety data sheets(MSDS) collected in 2010, work environment monitoring results reported from 2000 to 2013, trade union reports and asbestos survey reports were reviewed. We also interviewed workers with long career and did walk-through survey. Results: The Ministry of Labor in Korea has permitted asbestos manufacturing since 1990. In 1997, the use of crocidolite and amosite asbestos were banned. In 2007, the Korean government announced a total ban on the manufacturing, importation and use of all kinds of asbestos, which took full effect in 2009. A total of 174 asbestos products information from KOSHA database was analyzed. Extruded cement panel for building, special brake for crane farm machinery, gasket, joint sheet and thermal insulator were produced until 2007. From automobile manufacturing plant survey, we confirmed that asbestos containing materials(ACM) such as gasket, heating induction materials have been used until 2011. Asbestos containing building materials(ACBM) such as bamlites, slate and ceiling tex were reported at 122 asbestos dismantling projects in 2014. Conclusion: Although the use of all kinds of asbestos were banned from 2009, ACMs and ACBMs installed before 2009 were still found at automobile manufacturing plant until 2011 and 2014 respectively. In particular, asbestos slates should be managed because most of slates had not been removed until 2014.

Effect of Microwave Heat Treatment on Inhibition of Corn Seed Germination

  • Purpose: Corn is a major commercial crop targeted for genetic modification owing to its high consumer demand as a foodstuff for humans and livestock, as well as its other industrial applications. However, the safety of genetically modified (GM) crops is controversial. Indeed, several countries have banned the importation of GM seeds that can germinate. Therefore, development of effective, convenient, and nondestructive methods to inhibit seed germination is required. Methods: This study aimed to examine the efficacy of microwave heat treatment for inhibition of germination of corn kernels and for optimization of power and exposure time required for effective aging treatment. Artificial inhibition was induced in corn kernels using microwave heat treatment. Seven power levels were examined (400, 500, 600, 700, 800, 900, and 1000 W) at each of the four exposure times (0.5, 1.0, 1.5, and 2.0 min). Results: Corn kernels could be aged effectively after heating for 0.5~1.0 min at powers greater than 800 W, with increasing efficacy observed at higher powers. Further analysis showed that the most effective inhibition of germination was observed at 1000 W for 40 s. This setting did not cause any physical damage to the corn kernels. Conclusions: Optimal inhibition of corn kernel germination was achieved using higher power for shorter times, which may be useful for industrial corn seed treatment.

Exposure to Ethyl Carbamate by Consumption of Alcoholic Beverages Imported in Korea

  • Determination of ethyl carbamate content in imported alcoholic beverages in Korea and an exposure assessment were conducted. In gas chromatography/mass spectrometry/selected ion monitoring (GC/MS/SIM) analysis, 2.5-39, 8-263, 6.3-112, 11.3-23.5, 53-94, 8.5-38.5, 7-9.5, 21.3-31.5, 5-832.5, and $10.5-364.8\;{\mu}g/L$ of ethyl carbamate were detected in imported beers, sakes, whiskies, vodkas, Chinese liquors, cognacs, tequilas, rums, liqueurs, and wines, respectively. The exposure assessment indicated that the exposure of Korean adults to ethyl carbamate were lower than 20 ng/kg BW per day, (the virtual safe dose) indicating that the amount of ethyl carbamate exposed through fermented food and alcoholic beverages including imported products are currently in the 'no significant risk level'. However, the present low exposure to ethyl carbamate through the imported alcoholic products was not due to the low contents of ethyl carbamate in imported products, but low consumption of the imported products. Therefore, given increasing importation of alcoholic beverages in Korea, reductions of ethyl carbamate content in imported alcoholic beverages, especially non-distilled products, should be required by regulating limits on the ethyl carbamate content in the imported alcoholic beverages.

A Research on the Factors for Selecting Pyeongtaek Port for Importation of Cars (수입자동차의 평택항 선택 결정 요인에 관한 분석)

  • Pyeongtaek Port is becoming a specialized for importing or exporting cars. In 2010, Pyeongtaek Port became the major port, out of the 31 ports in Korea, for import and export of cars. Usage of this port was especially high for imported cars. In 2011, more than 1 million cars are expected to be imported or exported via Pyeongtaek Port. This research analyses the factors for selecting Pyeongtaek Port for imported cars and recommendations required to improve Pyeongtaek Port. To do this, questionnaires were given to 14 imported car companies that currently, July 2011, use Pyeongtaek Port and used AHP criteria to asses the importances of each factors. According to this research, the most important determinant for the use of Pyeongtaek Port is 'Port Location' followed by 'Port Cost', 'Port Facility', 'Port Service', 'Port Marketing' and 'Port Cargo Volume', in the order of importance. Also, imported car companies say that the factor in need for the most urgent improvement is 'Port Facilities' in Pyeongtaek Port.

Perception of Traditional Medical Doctors on Policy Issues in Korea: Cooperation with Western Medicine, and the Demand and Supply of Practitioners

  • Objectives: This study was conducted to explore the contemporary perception of traditional Korean medical doctors (TKMDs) on traditional Korean medicine (TKM) policies and issues. Methods: A questionnaire that included traditional medicine policy- and treatment-related issues was sent to 130 TKM medical centers and 4,300 TKM local clinical offices in Korea, and received responses from total 648 TKMDs in 122 TKM medical centers and 465 TKM local clinical offices. Results: Of the responding TKMDs, 40% believed that unification of Western and traditional medicines would benefit both modes of medical treatment, 67.6% were against allowing Chinese doctor certification to be effective in Korea through the Korea-China FTA (Free Trade Agreement), and 57.8% believed that the number of TKMDs should be reduced. We also found that 46.1% of TKMDs believed that more lectures on Western medicine would be needed in schools of TKM. Moreover, 87.5% of respondents regarded medical knowledge as necessary for treatment, and 49.4% believed National Certification Commission for Acupuncture and Traditional Medicine (NCCAOM) would be not necessary. TKMDs regarded governmental efforts as more vital than education in schools or individual efforts for enhancement of the traditional medical care market in Korea. To efficiently provide the advantages of complementary CAM, such as cost and safety, detailed research is required when policy is made. Conclusions: The TKM industry must implement policies how the relationship with Western medicine can be better defined under the current dual medical system. On the issue of human resources, more research will be needed on the current policy, which serves to maintain the status quo by blocking the importation of Chinese practitioners and by reducing the number of new practitioners.

Pulsed Photostimulated Luminescence (PPSL) of Irradiated Importation Sesame and Perilla Seeds (방사선 조사된 수입 참깨, 들깨의 광여기 발광)

  • A study was carried out to establish a detection method for imported sesame and perilla seeds using pulsed photostimulated luminescence (PPSL) whether they have been irradiated or not. Samples were packed in polyethylene bags and irradiated at 1, 5, and 10 kGy with a dose rate of 10 kGy/h. The whole sample of sesame and perilla and the minerals separated from seeds were introduced in the sample chamber and measured PPSL photon counts for 60 and 120 s. The PPSL photon counts of samples increased with increasing irradiation dose and showed a higher correlation coefficients in separated minerals than in sesame and perilla seeds themselves. These results suggest that imported sesame and perilla seeds be possibly detected by both their whole sample and separated minerals by PPSL measurements.

  • The purpose of this paper is to offer policies or laws governing the future of Korean seafood markets in view of societal marketing concept. The environment surrounding those markets is changing quickly and constantly. The proposals in this paper are meant to help the Korean seafood market coping with this swiftly changing environment. This paper sorts this changing environment in terms of institutional side and secio-economical side. The institutional side involves the enforcement of international and domestic seafood trade standards, the increase of seafood importation, the adoption of optional seafood sales system, the openness of distribution market, and the adoption of TAC system. The secio-economical side involves the development of telecommunication and transportation, and the changing of seafood consumption pattern. The forecast about the future of seafood market could be classified into three fields, that is, the production field, the distribution field, and the consumption field of seafood. In the production field of seafood, the stabilization of supply of seafood and the production management oriented seafood market could be forecasted. In the distribution field, the formulating of enforced trade standards, the dispersion of marketing function among fisher, wholesaler and retailer, the development of marketing skills, and the promotion of marketing information system could be forecasted. Finally, in consumption field, the promotion of standardization and diversification, the appearance of intellectual consumers could be forecasted. This paper seeks to offer policies or laws fur the three categories of the seafood market-the government, the fisher, and the distributor-coping with the changing environment on the above three fields, thereby benefiting the consumer's long-term welfare. For the government, this paper suggests the construction of a Seafood Transaction Information Infrastructure, a Seafood Dealer License System, and a Seafood Safety Security System. For the fishers, this paper proposes an Eco-labelling System, a Sustainable Production System, and a Real Naming System in dealing seafood. Finally, for the distributors, this paper offers a Seafood Production Controlling System, a Nature-friendly Marketing System, and a Consumer-oriented Marketing System.
