A Study on the Implication and Comparative Analysis of Criteria to Determine Origin under Korea's FTA with USA, EU and ASEAN (한국의 주요 FTA별 원산지 결정기준의 비교와 시사점)

  • This paper describes the characteristics and outline of rules of origin among Korea and USA, EU, ASEAN. The main focus of this paper is to conduct comparative analysis on rules of origin. Rules of origin are used to determine the country of origin of a product for purposes of international trade. There are two common types of rules of origin depending upon application, the preferential and non-preferential rules of origin Non-preferential rules of origin are used to determine the country of origin for certain purposes. The basis for the non-preferential rules originates from the Kyoto convention which states that if a product is wholly obtained or produced completely within one country the product shall be deemed having origin in that country. For a product which has been produced in more than one country, the product shall be determined to have origin in the country where the last substantial transformation took place. To determine exactly what was the last substantial transformation, three general rules are applied : Change of tariff classification(on any level, though 4-digit level is the most common), Value added-rule.(ad-valorem), and Specific process rule. While criteria of wholly obtained or produced in one country is almost similar to those of theses area and countries, in compliance with value percentages of Substantial Transformation, sufficient working or processing, Korea-US FTA adapts 'Regional Value Content', meanwhile Korea-EU FTA adapts 'Import Content' rule. Finally, Korea-US FTA and ASEAN FTA adapt FOB price for the calculation value added, on the other hand Korea-EU FTA adapts EXW price.

  • Free Trade Agreement(FTA) aims at abolishing tariffs on trade among nations or regions resulting in having a significant impact on maritime transportation and port. Korea made the first FTA with Chile in 2004 and the trade volume between two countries has seen significant increase. The literature on such impact, however, seems to be very limited. The main purpose of this study is, therefore, to analyze the impact of Korea-Chile Free Trade Agreement on the imported container throughput from Chile at the Busan Port. For this both cross-sectional and time series data are collected that comprise container throughput, Gross Domestic Product (GDP), import tariff, and maritime freight rate, from 2000 to 2011, and the gravity model is applied. The main result of the study shows that the dependent variables, GDP and import tariff are statistically significant, but the maritime freight rate is not consistent with regarding to statistical significance and parameter sign.

Visualization, Economic Complexity Index, and Forecasting of South Korea International Trade Profile: A Time Series Approach

  • Purpose - The recent growth of South Korean products in the international market is the benchmark for both developed as well as developing countries. According to the development index, the role of international trade is indeed crucial for the development of the national economy. However, the visualization of the international trade profile of the country is the prerequisite of governmental policy decision-makers and guidance for forecasting of foreign trade. Design/methodology - We have utilized data visualization techniques in order to visualize the import & export product space and trade partners of South Korea. Economic Complexity Index (ECI) and Revealed Comparative Advantage (RCA) were used to identify the Korean international trade diversification, whereas the time series approach is used to forecast the economy and foreign trade variables. Findings - Our results show that Chine, U.S, Vietnam, Hong Kong, and Japan are the leading trade partners of Korea. Overall, the ECI of South Korea is growing significantly as compared to China, Hong Kong, and other developed countries of the world. The expected values of total import and export volume of South Korea are approximately US$535.21 and US$ 781.23B, with the balance of trade US$ 254.02B in 2025. It was also observed from our analysis that imports & exports are equally substantial to the GDP of Korea and have a significant correlation with GDP, GDP per capita, and ECI. Originality/value - To maintain the growth rate of international trade and efficient competitor for the trade partners, we have visualized the South Korea trade profile, which provides the information of significant export and import products as well as main trade partners and forecasting.

  • Due to climate change, interest in crop production and distribution is increasing, and attempts are being made to use bigdata and AI to predict production volume and control shipments and distribution stages. Prediction of agricultural product imports not only affects prices, but also controls shipments of farms and distributions of distribution companies, so it is important information for establishing marketing strategies. In this paper, we create an artificial intelligence prediction model that predicts the future import volume based on the wholesale market melon import volume data disclosed by the agricultural statistics information system and evaluate its accuracy. We create prediction models using three models: the Neural Prophet technique, the Ensembled Neural Prophet model, and the GRU model. As a result of evaluating the performance of the model by comparing two major indicators, MAE and RMSE, the Ensembled Neural Prophet model predicted the most accurately, and the GRU model also showed similar performance to the ensemble model. The model developed in this study is published on the web and used in the field for 1 year and 6 months, and is used to predict melon production in the near future and to establish marketing and distribution strategies.

Analysis on the Causes and Countermeasures of Sino-US Trade Friction

  • The study attempts to investigate the causes of Sino-U.S. trade friction in recent years and provides countermeasures accordingly. The import and export volume of two countries, the product structure of China's export, the 337th Act lawsuits related to China, the industries involved in trade friction, and the G-L Index of Sino-U.S. Products are analyzed in detail. The causes of Sino-US trade frictions are discussed from the aspect of mercantilism and trade protectionism, interest groups and governments' trade policies, Chinese product structure, intellectual property protection in China, and performance of Chinese enterprises in litigation. Based on these, countermeasures are put forward. China needs to implement industrial upgrading, increasing the added value of products, and improving intellectual property protection. A trade friction warning system also needs to be constructed. The Chinese government needs to carry out strategic dialogue and international negotiation.

  • The purpose of this study lies in giving help to the rational life of clothing of costmer and presenting some measures for solving problems of the fashion merchandising policy of children's ready-made clothes and the searching of feasibility of the children's ready-made clothes market in the wave of market liberalization. data for this study were obtained from interviews with managers in children's apparel company. The results are as follows : the most important change of children's ready-made clothes market is the increase in national brand license brand direct import brand and the variety of the channel of distri-bution. The most children's apparel companies showed double-edged viewpoints for these tendencies in the wave of market libera-lization. In therms of positive aspect it would give stimulus to improve product quality of fashion merchandise which were the most dis-advantageous factors in competing with oversea's brand. In terms of negative aspect it would bring the oversupply and the foreign product's penetration in domestic market. In order to improve the present condition the companies should try to establish strat-government should try to support to the small and medium sized apparel firms.

  • Recently, domestic electrical parts and materials without safety and reliability are avoided by consumers and introducing the product liability (PL) law. Therefore, the dependance on import product of electrical machines will be increased in the future. In this paper, high-voltage induction motor ensures reliance that can maintain the performance of machines for a long time. Furthermore, the test of reliability evaluation that predicts a remaining life and breakdown test of the stator winding are performed. Also, this paper introduces various reliability assessment tests for getting reliability of the stator winding insulation in high-voltage motor.

Learning-to-export Effect as a Response to Export Opportunities: Micro-evidence from Korean Manufacturing

  • This paper aims to investigate whether there is empirical evidence supporting the learning-to-export hypothesis, which has received little attention in the literature. By taking full advantage of plant-product level data from Korea during 1990-1998, we find some evidence for the learning-to-export effect, especially for the innovated product varieties with delayed exporters: their productivity, together with research and development and investment activity, was superior to their matched sample. On the other hand, this learning-to-export effect was not significantly pronounced for industries protected by import tariffs. Thus, our empirical findings suggest that it would be desirable to implement certain policy tools to promote the learning-to-export effect, whereas tariff protection is not justifiable for that purpose.

Korea's IT Trade with Major Partners (US, Japan, China) and its Impacts on Domestic Industry (우리나라 주요국(미국, 일본, 중국)과의 IT 무역과 국내 IT 산업으로의 파급효과)

  • Information Technology (IT) has been working as an engine of growth in Korea since early 1990's. For the next leap of Korean economy and to overcome worldwide financial crisis, Korea's IT industry needs to find a new breakthrough. In this viewpoint, we tried to empirically analyze the impact of Korea's IT trade on domestic industry. Since Korean government is trying to set up a few free trade agreements (FTA) with major trade partners, more accurate understanding of the impact of FTA is required to find the correct way to promote Korea's IT industry. We first looked at the current status of Korea's IT trade with major partners such as the US, Japan, and China to understand the competitiveness of Korea's IT industry. Having done this, we measured the impact of IT trade on domestic industry using Granger causality test. The results showed that the positive impact of trade is bigger on IT industry than on whole industry. Also, the impact of import turned out to be bigger than that of export. Among the major trade partner countries, the US’s and China's impacts are bigger than Japan's impact. Another notable thing is that IT product import from the US has especially big impact on domestic IT industry. Our findings may have certain implications to the FTA related policy.
