Recent demands of market forces are causing considerable attention to be forced on logistics functions and revitalizing interest in outsourcing them. The need to efficiently and economically adjust support to meet market demands is growing significantly. Logistics is playing a role it has never played before. In light of this, outsourcing to third parties has become a strategic issue demanding greater attention in corporate boardrooms. From the perspective of TPL users, this paper focuses on how best to make a strategic plan for the effective utilization of TPL. And the results are as follows : First, after deciding their logistics outsourcing, the companies have to set up the aim of TPL through development of logistical strategies. Second, the companies must decide service provider that fits to their business environment and conditions. Third, they have to conclude a contract with logistics service provider. Fourth, after doing the preparatory implementation they carry into effect the original implementation. Fifth, they use the result of original implementation to fix a partnership.

Mega-Y project is very important for a company to gain a competitive advantage in markets or to achieve drastic change in the internal processes. It stems from the company strategy and annual management goals or key performance measures, and is proceeded by the cross-functional team. This paper presents the success factors and implementation process of the Mega-Y projects. The implementation process is presented in 5 steps, including project selection, cross-functional team building, establishment of the master plan, development and execution of sub-projects, and project completion. A case study on the cost reduction project of aircraft development is presented to help for the practitioners to deploy the implementation process introduced in this paper.

In Korea, NSDI(National Spatial Data Infrastructure) was implemented for integrating and sharing the nationally generated spatial data. One of the main roles of implementing NSDI is providing spatial data to public agencies. And now, the establishment plan for NSDI with the technical advancement should be needed. This paper deals with the technical aspects of adopting cloud service in the NSDI. First, we propose the concept for target system, which shows the current and future NSDI. In the future NSDI model, GIS cloud and governance systems are included. Service functions for cloud system and infrastructure implementation design directions are derived. Finally, governance system implementation plan is described. This research will contribute to the implementation of NSDI cloud service system.

This study has a purpose of setting applicable ecological environment plan items when establishing city development plan. To achieve this purpose, multiple methods of data gathering, documentary surveys, and questionaries research were used in this study. The main findings of this study can be summarized as follows; 1. The appliance of ecological environment plan is appropriate to apply before the establishment of development plan. 2. The items applicable to ecological environment plan establishment step by step is the following. First, it is necessary to prepare the environment improvement plan and ecology restoration on the stage of assigning the area. Second, on the stage of planning development plan, it is required to set the restoration plan of ecological resources and step by step ecological environment plan. Third, on the stage of plan implementation, it is required to set the maintenance guide on ecological environment. 3. The planning items of ecological environment plan are "geographical features and soil", "water resource", "wind resource", "green resource", "circulation of resource", "usage of nature energy" and "habitats", etc. 4. To apply ecological environment plan to the planning of development, it is necessary to specify the clear concepts and specific plan. 5. This study is limited to select generalized planning items and later on, it is necessary to develop detailed planning contents.

A project planning is one of the most important processes that determines success and failure of the project. A pre-project planning is also essential job for information system implementations at the early stage of project planning, especially for management information system like ERP. However, pre-project planning is very difficult, because lots of factors and their relationships should be considered. Pre-project planning of ERP implementation has been done by project manager's own knowledge and experiences. In this article, we propose a system that help project manager to make a pre-project plan of ERP project with case-based reasoning(CBR) framework. The proposed CBR system saves previous cases of ERP pre-project planning in the case base. Then, the system finds the most similar case with the current pre-project planning problem. Project manager can make a pre-project plan by adjusting the most similar case. From the interview with project managers, we collect some field cases of ERP implementation. We organized these cases by using XML(Extensible Markup Language), which is good for representing hierarchical information. XML gives us some flexibilities to correct and maintain cases. We make a prototype system, PPSS(Project Planning Support System) that help project manager to make a pre-project plan of ERP implementations. The object of the system is to support project manager to make a pre-project plan of ERP. We hope the result of the study can be applied to other information systems. Our research would be extended to cover other stages of project planning.

현 코로나 시대 속에도 실제 도서관들은 어떠한 영향을 받고 있으며, 또 이를 극복하기 위한 방안들로 무엇을 계획하고 활동하고 있을까? 이러한 질문을 바탕으로 본 연구에서는 도서관발전종합계획 2020년도 시행계획 추진실적, 2021년도 시행계획 내 코로나 관련 동향을 분석하여 공공도서관들의 코로나에 따른 영향 및 변화, 코로나 대응 방향을 분석하고자 하였다. 2020년도 공공도서관들의 추진상의 문제점들은 크게 코로나19의 전염성으로 인한 도서관 휴관 또는 축소 운영, 예산 삭감 및 예산 한계, 이용자들의 관심 및 참여 저하 문제, 급격한 서비스 변화에 따른 인프라 한계 및 운영상의 한계 등으로 나타났다. 이러한 한계점에 대한 개선조치 및 향후 추진계획으로는 1) 비대면 프로그램 개발 및 제공, 2) 온라인 기반 서비스 개발 및 제공, 3) 정보자료 및 인프라 확대 및 안정화, 4) 수요 대응을 위한 예산 확충, 5) 코로나 대비 공간 마련, 6) 협업 확대 등으로 구분할 수 있다. 아울러 향후 공공도서관에서는 체계적으로 코로나19를 대응하기 위해서는 첫째, 하이브리드 형태의 프로그램과 서비스 운영, 둘째, 온라인 및 비대면 서비스를 위한 인프라 확보, 셋째, 예산 활용의 유연성 확보가 필요할 것으로 전망된다.

This paper deals with implementation of an expert system to obtain an optimal plan of load transfer for fault restoration with the capability of security monitoring and assessment in distribution systems. Based on the technique of load transfer tree analysis, the proposed expert system can afford to assist system operators in proposing an optimal plan of load transfer for fault restoration, In paticular, an application of the proposed ES to practical distribution systems yields an optimal load transfer plan which ensures system security by considering security assessment for contingency of feeders and main transformers in the knowledge based sense.

The defense IT master plan is the plan for promoting defense informatization and is established by the Ministry of National Defense every five years. In addition, an implementation plan has been established in accordance with the master plan every year to promote the informatization project. However, since there is no systematic methodology to check and analyze the master plan comprehensively, it is difficult to judge whether the goals suggested in the master plan are achieved, and continuous monitoring of the project is limited. This study proposes a concept and framework for defense IT investment management and proposes a methodology for examining and analyzing the progress of the defense IT plan by referring to the U.S. Department of Defense's IT Plan and the performance management structure of the national IT master plan. As a methodology for managing defense IT investment, we propose an IT investment management code system from the perspective of an IT portfolio and verify its applicability through case studies. The results of this study are expected to improve the defense IT performance management system and improve the efficiency and effectiveness of the defense IT project.

The markets are the basic urban facilities for maintaining daily life. Although the urban structure changed rapidly and the population quickly concentrated in the city, the markets remained traditional and backward. To solve various problems in the small excess markets, the Seoul Metropolitan Government had pushed ahead with the market modernization plan since 1967. The purpose of this study is to analyze the process of establishing the market modernization plan and the progress of this project, and to identify the historical meaning of this plan. The results of this study as follows; The market modernization plan aimed to modernize market operation system as well as buildings, and the Government was able to achieve its first goal by enforcing the construction of high-rise buildings, as the markets were newly built with the relatively large scaled fireproof structures. Despite its various limitations, these markets were also regarded as the model of the modern market.
