Recently the number of rural development plans are increased and projects supported by government are various. These makes rural plans important. But there are many gaps between proposed plan and implementation. These gaps were wasteful in terms of resource management. This study examines differences between plan and implementation and the reasons why they are occurred. For this purpose, we did a case study which is focused on the four-year implementation of 2004-2006 "Unique Experience Village Master Plan" of Seochon, Chungbuk. As a result, we verified facts of gaps and causes, and two major causes were detected : one is the absence of operating and managing body(such as promoter of project, village leader, residences), and the other is inadequate master plan.

본 논문의 목적은 국가연구개발사업을 종합적으로 관리할 수 있는 정보시스템을 성공적으로 구축하기 위한 방안을 모색하는 것이다. 먼저 미국, 일본을 비롯한 주요 선진국의 연구개발관련 정보시스템의 현황을 살펴보았고, 국내 연구개발관련 정보시스템과 비교 분석을 하였다. 국가차원의 연구개발 정보시스템의 필요성, 구축배경, 제한점 및 향후·계획을 기술하였으며 성공적인 구축을 위해 고려해야 할 점들을 제시하였다. 본 논문의 결과는 국가연구개발사업 종합관리시스템 구축관련기관들의 역할정립 등에 기여할 수 있을 것이다.

Business process reengineering(BPR) aims at a radical redesign of our business processes in order to achieve dramatic improvements in their performance. However, the fact that many BPR projects have failed hesitates the companies who have started to use BPR or who are planning to do so. Implementing a radical plan from a cross-functional perspective needs a more careful consideration of process vision, preventive measures and contigency plan. Our research suggests to use a visual decision making process (VDMP) in the development of a process vision and implementation plan. A BPR project of Carlaon School of Mnagement (CSOM) at the University of Minnesota is illustrated to show our suggested methodology.

This study developed an evaluation system of adaptation countermeasures for climate change in the water resources sector using the Analytic Hierarchy Process (AHP), and the assessment procedures were applied to the Second Chungcheongnam-do Climate Change Adaptation Implementation Plan (Chungnam Implementation Plan). Firstly, the evaluation criteria are composed of two levels according to the hierarchical structure, and AHP gives priority to 4 evaluation criteria of the first level and 16 alternative indicators of the second level. Secondly, after the importance of the evaluation criteria or indicators has been determined, the significance of each measure was evaluated by applying it to the water-sector measures of the Chungnam Implementation Plan, and the effectiveness of the evaluation system was validated. The Chungnam case study shows that the evaluation system will be more effective and efficient when it is applied during development phase rather than after the implementation plan is finalized. It is also expected that the evaluation system will be used to evaluate and prioritize climate change adaptation policies in other regions, and then to compare the means of adaptation to climate change in various regions and to select recommendation policies.

대부분의 행정업무는 주소를 기반으로 수행하고 있기 때문에, 공간정보는 행정업무 수행에 핵심적인 요소이다. 행정업무에 공간정보를 활용하기 위한 많은 시스템이 구축되어 있으나, 도로점용허가 업무에 공간정보를 활용하기 위한 시스템의 구축에 대한 연구는 이루어지고 있지 않은 실정이다. 본 논문에서는 도로점용허가 행정업무에 공간정보를 활용하는 시스템의 구축방안을 다룬다. 시스템 구축방안은 업무분석, 활용 시나리오 도출, 시스템의 기능도출, 그리고 데이터마트 구축방안을 포함한다. 첫째, 업무편람 분석을 기반으로 도로점용 업무의 프로세스 및 각 프로세스를 구성하는 활동을 정의하고 도식화 한다. 둘째, 도출된 업무 활동 중 공간정보가 활용 될 수 있는 시나리오를 도출한다. 셋째, 도출된 업무 프로세스 및 공간정보 활용 시나리오를 시스템으로 만들기 위한 서비스의 기능을 도출한다. 마지막으로 본 시스템에 사용될 공간정보의 데이터마트 구축방안을 수립한다. 본 연구에서 제안하는 시스템 구축방안은 응용 아키텍처 및 데이터 아키텍처의 일부를 포함한다. 추후 시스템을 구축하려면 하드웨어 아키텍처와 소프트웨어 아키텍처의 구성방안이 추가로 연구되어야 할 것이다.

With the continuous increase in demand for air transport services and the growth of the air transport industry, the International Civil Aviation Organization (ICAO) and its member states are facing social demands to expand the capacity of the air transport system and improve the efficiency of its operation. ICAO developed the concept of Performance Based Navigation (PBN) for the purpose of solving problems related to the function and performance of the navigation system. Member countries established an implementation plan in accordance with the resolutionof the ICAO General Assembly, and South Korea established a Performance-Based Navigation implementation plan in December 2009. This paper evaluates the progress made so far based on Korea's Performance-Based Navigation implementation plan and proposes a development direction for Performance-Based Navigation based on changes in the international environment.

이 연구는 여가시간 신체활동 의도와 운동행동 간의 관계에서의 틈(gap)을 극복하고 이 관계를 잇는 매개 변인들의 역할을 검증하고, 기존의 계획행동이론의 확장을 도모하는데 목적을 두었다. 이에 여가시간 신체활동에 대한 의도와 운동행동 간의 관계에서 실천계획-1)극복계획과 2)실행계획-의 매개효과를 검증하였다. 연구의 목적을 달성하기 위하여 편의표집법을 활용하여 강원도 내 위치한 세 곳의 대학에서 교양체육에 참여하고 있는 대학생 253명(남학생=118; 여학생=105)을 대상으로 설문조사를 하였다. 수집된 자료는 SPSS와 Amos프로그램을 활용하여 분석되었으며, 기술통계, 신뢰도, 상관분석, 그리고 구조 관계를 검증하기 위해 구조방정식 모형을 적용하여 의도, 극복계획 및 실행계획, 그리고 여가시간 신체활동 및 운동 간의 관계를 검증하였다. 특히, 의도와 행동 간의 관계에서 극복계획과 실행계획의 매개효과를 검증하기 매개 분석을 실시하였다. 그 결과, 신체활동 의도는 실행계획과 운동행동에 직접적으로 영향을 미쳤으며, 실행계획은 의도에 비해 실제 운동행동을 더욱더 잘 예측하는 것으로 나타났다. 따라서 매개변인인 극복계획과 실행계획은 신체활동에 대한 참여 의도가 실제 운동행동에 미치는 영향에서 부분적으로 모두 매개역할을 하는 것으로 나타났다. 이 연구를 통해 나타난 결과를 종합해 보면, 극복계획과 실행계획의 개념화와 모형검증은 의도-행동의 틈을 극복하고 실제 현장에서 실용적으로 활용될 수 있다는 사실을 알 수 있었다.

Enterprise Resource Planning (ERP) system is one of key information technology to shape doing business. ERP adoption characteristics like IS planning and change management before ERP implementation are rising in importance, because of gaining competitive advantage. The purpose of this study is to analyze the impact of the characteristics of ERP adoption on ERP implementation success. From previous researches on ERP adoption and implementation, two characteristics of ERP adoption such as IS planning and change management, and 2 dependent variables such as process innovation and business performance, are identified. From data collection processes, 122 samples are collected. The results of hypothesis testing show that organizations with IS plan have higher implementation performance than organizations without IS plan. Also, organizations with the process of change management have higher implementation performance than organizations without the process of change management. Also, The interaction effect between IS planning and change management shows bigger impact in ERP implementation success.

Project implementation plan is a blueprint that confirms project performance activities and specifies required man-hour, period and resource imput ratio. Various figures, the results of implementation plan, are predicted through estimation, and because of superiority of objectivity and repeatability, numerical formula-based estimation model is often used overseas. COCOMO model is the representative estimation model whose theories and formulas are publicized and it predicts the total man-hour required for software system development. This model is publicized in "Software Engineering Economics" written by Professor Barry Boehm of the U.S., and is the most widely applied numerical formula-based estimation model. This study is conducted to provide a series of methods that are optimal for KTDS environment by choosing COCOMO II model among various types of COCOMO models. In establishing implementation plan, COCOMO II model alone is not sufficient, it is necessary to link with and apply standard WBS system and standard man-hour. In establishing specific implementation plan, phased standard WBS system in order of the first phase of all the activities implemented in the project, Activity, Task, and Role, and the man-hour put into this should be distributed according to standard ratio from COCOMO II model's total man-hour. This study provides explainations by establishing standard WBS system and linking with COCOMO II model.

The research presents the implementation and improvement strategies of scientific methodologies and techniques in the audit criteria of KS certification. The paper discusses the establishment of management strategy and quality policy by the alignment of BSC or policy deployment, the effective handling methodologies of control plan based on SPC, and the traceability of calibration uncertainty and MSA, etc.
