Location Classification and Its Utilization for Illegal Parking Enforcement: Focusing on the Case of Gyeonggi (불법주정차 단속을 위한 지역(장소) 분류 및 활용 방안: 경기도를 중심으로)

  • Due to economic development and increasing gross national income, the number of automobiles continues to rise, leading to a serious issue of illegal parking due to limited road conditions and insufficient parking facilities. Illegal parking causes significant inconvenience and displeasure to people and can even result in accidents and loss of lives. The severity of accidents and their consequences, related to the growing number of vehicles and illegal parking, is escalating, particularly in the metropolitan areas. Consequently, efforts are being made to address this problem as a cause of social issues and come up with measures to reduce illegal parking. In particular, half of the public complaints in the metropolitan area are related to illegal parking, and the highest physical and human damage occurs in Gyeonggi. Thus, this study aims to use machine learning techniques based on data related to illegal parking in Suwon city, Gyeonggi, to categorize regional characteristics and propose effective measures to crack down on illegal parking. Additionally, practical, social, policy, and legal measures to decrease illegal parking in the metropolitan area are suggested. This study has academic significance in that it solved the problem of illegal parking, which is mentioned as one of the social problems that cause traffic congestion, by classifying regional characteristics using K-prototype, a machine learning algorithm. Furthermore, the results of this study contribute to practical and social aspects by providing measures to decrease illegal parking in the metropolitan area.

Analysis of Urban Environmental Factors Affecting Illegal Parking: Focused on the Smart Civil Complaints Data in Seoul, Korea (불법 주정차에 영향을 미치는 도시 환경 요인 분석: 서울시 스마트 불편신고 민원자료를 중심으로)

  • The automobile-centered lifestyle has provided many advantages to urban residents, but it is also causing various problems. Among them, illegal parking is one of the representative urban problems that negatively affect them. The purpose of this study is to derive the urban environmental factors affecting illegal parking and provide policy implications by using data related to illegal parking among civil complaints about smart inconvenience reports in Seoul in 2019. It was judged that the influencing factors would differ depending on the time of the complaint, and the analysis was conducted by dividing the time of the complaint into a whole day, daytime, and nighttime. As a result of the analysis of this study, it was found that land-use variables and the number of POI facilities were closely related to illegal parking complaints. Also, the subway station area and road width were found to be closely related to illegal parking complaints. On the other hand, parking facilities did not show significant results with illegal parking complaints. This study showed that the use of civic complaint data could be used as important data to identify urban problems that city residents actually experience and to come up with policy implications.

  • Recently, research on the convergence of drones and artificial intelligence technologies have been conducted in various industrial fields. In this paper, we propose an illegal parking vehicle recognition model using deep learning-based object recognition and classification algorithms. The model of object recognition and classification consist of YOLOv8 and ResNet18, respectively. The proposed model was trained using image data collected in general road environment, and the trained model showed high accuracy in determining illegal parking. From simulation results, it was confirmed that the proposed model has generalization performance to identify illegal parking vehicles from various images.

  • An increase in number of vehicles owned by individuals worsens the conditions of parking in residential areas. So to speak, the pedestrians' safety is seriously threatened by illegally parked vehicles on the residential area roads. As a result, the number of vehicle-to-pedestrian accidents has been increasing annually. Also, illegal parking on arterial roads is increasingly becoming common, especially by cooommercial trucks. However, no solution has been found to reduce or eliminate accidents caused by vehicles illegally parked on readside. The result of this study provides the solutions to enhance the safety of residential area roads and arterial roads, from viewpoints of both long-term and short-term, by collecting data about the status of illegal parking and addressing critical problems.

  • One of the traffic problems has been caused by the illegal parking because of the lack of parking space. Especially, the illegal occupancy of the road near an intersection makes an serious reduction of road capacity. The current illegal parking and stop-prohibited areas have been designated for less than 5 meters from the edge or the corner of the 4-leg intersection. However, in reality, the cars parked at the place over 5 meters have had a significant impact on the intersection traffic. In addition, many variables such as intersection type, size, and service levels should be considered as factors which influence on the traffic condition at the intersection. It was assumed that through and right-turn traffic rate have a significant impact on the 4-leg intersection with the illegal parking or stop near it. This study tried to verify the impact through the simulation implementation with MOE and LOS. It shows a guideline to designate the parking or stop-prohibited area near the 4-leg intersection under various traffic conditions.

  • Because vehicles increases very rapidly by elevation of people living standard since 1995 years, become parking space of residential street poorly and most vehicles is doing unlawfulness parking to two faces road. So, was placed popular enmity and administration's difficulty by operation of system that have been enforcing Resident Priority Parking System in each ward office since 1996 years, but is not computerized. In this paper examines about GIS technology, wire and wireless communication technology, character recognition technology etc. that is base technology necessary to Design and Implementation Wire and Wireless Integrated System for Resident Priority Parking System. Explain main process, That is registration, assignment, control, traction process. And see execution appearance of implementation system. Operation of integrated system is considered very rapidly regulation illegal parking and Illegal parking expect on the decrease.

Effectiveness Analysis of Exclusive Median Bus Lane that Uses Microsimulation (미시적 시뮬레이션을 이용한 중앙버스전용차로 효과분석)

  • PURPOSES : In this study, the effects of when median exclusive bus lanes were applied to Daejeon trunk road (Wolpyeng crossway~Seodaejeon crossway, 6.3km) and (Daeduck Bridge 4~Kyeryong 4, 2.6km) by Microscopic Simulation VISSIM (5.0) was studied. The median exclusive bus lanes are one of the measures of transportation system manage techniques that can especially improve the efficiency of public transportation facilities. METHODS : According to the analysis of VISSIM on the Gyerong mainroad and Daedeok mainroad, when the median exclusive bus lanes were applied unlike when the roadside bus-only lanes were applied, the average travel speed of vehicles decreased but the average delay time and travel time increased. This arised from the changes in the geometric structure of the road which occurred the reduction of vehicle lane in the center of the road. RESULTS : In the case of bus, on the other hand, the average travel speed increased but the average delay time and travel time decreased. This is because the problems such as illegal parking and stopping, secondary road in out vehicle, and conflict of intersection right turn that roadside bus-only lanes occurred was solved. CONCLUSIONS : Although the introduction of median exclusive bus lanes will have a negative effect on general traffic flow due to the aggravation of travel, decrease of passenger car usage will lead to decrease of traffic volume. Therefore, smooth vehicle travel is expected.

Classification Analysis of the Physical Environment of Bicycle Road -Focused on Chang Won City, Kyung Nam Province, S. Korea- (자전거 도로의 물리적 환경에 대한 등급화 연구 -창원시 사례를 중심으로-)

  • This study is to analyze the physical environment and conduct spatial data for bicycle road system in changwon. Index for evaluation index was developed based on literatures. Then the level of importance and weight have been modified through experts review. Finally, index with eight categories such as greenness(40% over), bicycle road connectivity(1.8, 9.8%), road type bike(bicycle lane, 24.4%), pave type(asphalt 72.5%), illegal parking(none, 93.9%), bike road surface visibility(exist, 46.8%), vehicle speed limits(30km, under), vehicle traffic(500/hr under, 44.3%) have been applied to empirical investigation. Collected data has been hierarchically classification by ArcGIS Program. The Highest grades(score 31-35, level 1) occupied 35% of target destination. High level of greenness and load type has contributed to high score. In addition, average level of greenness of those destination was 35% and higher, which provide high degree of security and freshness for bicycle riding. Meanwhile, lowest level(level 5, which earned 15 point or less) occupied 24.5%. illegal parking, low level of greenness, and no surface sign caused low score.

A Study on the Establishment of a Parking and Stopping Prevention System in Child Protection Zone (어린이 보호구역 주·정차 방지시스템 구축에 관한 연구)

  • In order to prevent traffic accidents for children who are vulnerable to traffic around elementary schools, a school zone in the children's protection zone is designated, and parking and stopping are prohibited in this area as the vehicle speed is less than 30km/h. However, Korea has a disgrace that the death rate of children from traffic accidents is the No. 1 among OECD countries. Against this backdrop, this study aims to contribute to preventing traffic accidents and raising awareness of driver safety by establishing an illegal parking and stopping system in the child protection zone due to various road conditions in the child protection zone. As a research method, a plan to build a parking and stopping prevention system was presented based on major preceding studies and literature investigation and analysis. Through the construction plan, effects such as preventing traffic accidents, inducing smart drivers to drive safely, strengthening pedestrian safety awareness, and inducing driver's awareness of safety can be expected.

  • The total number of deaths by traffic accidents is decreasing every year in our country. However, in 2009, children died in traffic accidents at a rate of 2.3 deaths per 100,000 children, which was higher than the average of OECD countries (1.9 deaths per 100,000 children). In particular, traffic accidents are showing rapid increase in school zone during the past 2 years because of problems in the designation and management of school zone. Traffic safety facilities such as road sign, reflector mirror, speed bump have the ultimate limit of vehicle accidents prevention. Thus, in school zone, children safety is still not guaranteed due to illegal parking and the absence of driver's awareness of safety. Therefore, In order to protect children from traffic accidents within school zones, we have realized a safe school zone system, which enables the drivers to better know the intended school zones and creates pedestrian environment through unmanned monitoring camera, using LabVIEW.
