Study on the Development of Qualification for Fire Identification and Estimation (화재감식평가 자격개발에 관한 연구)

  • Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.

Iris Code Construction for Human Identification

  • The variation of the directional properties of an image is used to extract the iris code for human identification. In order to conserve the original information while minimizing the effect of noise, scale-space filtering is applied. Resulting binary codes have been tested on a set of 272 iris images obtained from 18 persons.

  • The important items, which should be considered in Private Investigation Law, can include subjects, licenses, the scope of business, qualifying examinations, and supervisory and penal provisions. The subjects of Private Investigation Law should be permitted to be both natural persons and juridical persons in terms of providing various services, but should be permitted to be juridical persons and should be administered on a license system, even in order to ensure public interests. Concretely, the introduction scope of Private Investigation Law can be regulated to include the followings: that is, investigating the whereabouts identification of runaways and missing children, investigating the personal identification, habit, way of action, motivation, whereabouts identification, real child confirmation, association, transaction, reputation, and personality of specific persons or specific groups, investigating the whereabouts identification of missing persons, owners of government-vested properties or renounced properties, investigating the whereabouts of lost properties or stolen properties, investigating the causes of fire, character defamation, slander, damage, accident, physical disability, infringement on real estate or movable property, and investigating all sorts of accidents including traffic accidents, insurance accidents, and medical malpractices. In the qualifying examination, examinees' age should be restricted to be over age 25. The person, who is exempted from its primary examination, should be restricted to be the person, who has the career of over 20 years in related fields, in consideration of its equity with other certificates of qualification. In the supervisory institution, as the policy institution is the supervisory institution in many countries including France (the police) and Japan (public security committee), so the National Policy Agency should be the supervisory institution in consideration of management aspects. In the penal regulations, especially, we should clarify the management of personal information (personal information protection, personal information management), and so should prevent the infringement of people's basic rights, and then should ensure the public interest.

Attitudes toward Unisex Clothing (남여의복 동일화에 관한 태도 연구 -대전과 공주군 장기면을 중심으로-)

  • The purposes of this study were (1) to investigate the relationships among the variables of unisex attitudes toward clothing, sex-role identification, hobbies and preferences, age, and educational level and (2) to find out any significant differences in the acceptance of unisex clothing between rural and urban residents and between males and females. The following results were obtained by interviewing 127 females and 117 males. (1) The acceptance of unisex clothing for females was generally higher than for males. (2) Younger and more educated persons had higher tendency in the acceptance of unisex clothing. (3) Persons with higher unisex attitude toward sex-role identification showed higher acceptance of unisex clothing and persons with higher unisex attitude toward hobbies and preferences seemed to have higher acceptance of unisex clothing for females. (4) Females showed higher tendency in the acceptance of unisex clothing for females than for males. (5) No significant differences were found in the acceptance of unisex clothing between rural and urban residents.

A study on the measurement of hangul signature by SHWI (SHWI를 이용한 한글서명 계측에 관한 연구)

  • The purpose of this study is to examine Hangul signature changes of writers under the influence of alcohol using Scale for Handwriting Identification (SHWI). It has been recognized that handwriting is influenced by alcohol. However, in Korea, there has been no study which examined the handwriting changes after drinking alcohol. This study confirmed the differences between signatures in sobriety at police station (SIS) and signatures under the influence of alcohol at sobriety checkpoint (S-UIA) by analyzing the Hangul signature of 30 persons. The comparative characteristics are size, space, omission, writing order, connection. The changes of more than one characteristic were observed among the 27 out of 30 persons. Three of 30 persons did not show any change between S-IS and S-UIA.

Extraction of Iris Codes for Personal Identification Using an Iris Image (홍채를 이용한 생체인식 코드 추출)

  • In this paper, we introduce a new technology to extract the unique features from an iris image, which uses scale-space filtering. Resulting iris code can be used to develop a system for rapid and automatic human identification with high reliability and confidence levels. First, an iris part is separated from the whole image and the radius and center of the iris are evaluated. Next, the regions that have a high possibility of being noise are discriminated and the features presented in the highly detailed pattern are then extracted. In order to conserve the original signal while minimizing the effect of noise, scale-space filtering is applied. Experiments are performed using a set of 272 iris images taken from 18 persons. Test results show that the iris feature patterns of different persons are clearly discriminated from those of the same person.

  • The identification of human remains can be performed visually through families and next-of-kin, but it is not advisable to rely only on visual recognition; instead, it is preferable to conduct a forensic comparison of antemortem and postmortem data for primary identifiers (fingerprints, DNA, and dental data). A dental autopsy is particularly valuable in the identification process of skeletonized, carbonized, saponified, and fragmented human remains. The principal challenge in the identification process is the search and collection of antemortem data. To this end, all dental information held on a missing person can represent a precious source of individualizing information that families should share with the police or investigating agencies after reporting a disappearance.

  • The Author had tried to classify lip print patterne of 380 persons aged from 3 to 71 for detecting possibility of individual identification. The results were as follows: 1. The incidency of lip print patterne by means of the Tsuchihashi modifiation method was high in type I, type Ⅱ,typeⅢ,type I`, typeⅣ, typeⅤ, respectively. 2. Any of lip print had no same shape. 3. No same shape of lip print was found even family members. 4. The shapes of lip prints were unchangeable in the period of 5 months.

Isolation and Identification of Bacteria from Air Conditioners and its Hygiene (에어컨내 세균의 분리, 동정 및 위생)

  • This study was performed to identify the microorganisms from air conditioners and to investigate hygiene management on air conditioners. Eight species of bacteria were isolated and identified from twenty samples of coolers in air conditioners; Pantoea sp., Bacillus circulans, Bacillus pumilus, Corynebacterium, Flavimonas oryzihabitans, Ochrobacterum anthropi, Micrococcus sp., and non fermented bacilli (NFB). One thousand and three hundreds twenty-two persons who used air conditioners in their houses were investigated about the state of hygiene management in their air conditioners. One thousand and one hundred thirty eight persons (86%) of the total investigated persons ventilated their air conditioners and 1,128 persons (85%) of them cleaned their air conditioners. However, 864 persons (66%) of them did not clean filters and 1,089 persons (82%) did not clean the heat exchangers, both of which air conditioners could be easily contaminated by microorganisms. From these results, we could conclude that the contaminants, bacteria as mentioned the above, in air conditioners could cause human disease such as respiratory infections if the number of bacteria increase in air conditioners. Thus, the removal of contaminants and the improved hygiene of the air conditioners can prevent human diseases caused by the released bacteria during the use of air conditioners.

A Study for Individual Identification by Discriminating the Finger Face Image (손가락 면 영상 판별에 의한 개인 식별 연구)

  • In this paper, it is tested that an individual is able to be identified with finger face images and the results are presented. Special operators, FFG(Facet Function Gradient) masks by which the gradient of a facet function fit on a gray levels of image patches can be computed are used and a new procedure named F-algorithm is introduced to match the finger face images. The finger face image is divided into the equal subregions and each subregions are divided into equal patches with this algorithm. The FFG masks are used for convolution operation over each patch to produce scalar values. These values from a feature matrix, and the identity of fingers is determined by a norm of the elements of the feature matrices. The distribution of the norms shows conspicuous differences between the pairs of hand images of the same persons and the pairs of the different persons. This is a result to prove the ability of discrimination with the finger face image. An identification rate of 95.0% is obtained as a result of the test in which 500 hand images taken from 100 persons are processed through F-algorithm. It is affirmed that the finger face reveals to be such a good biometrics as other hand parts owing to the ability of discrimination and the identification rate.
