  • During the boom of museum building in the 1970s-80s two museum wee erected in Germany. They are James Stirling's Neue Stattsgalerie Stuttgart and hans Hollein's Stadtisches Museum Abteiberg Monchengladbach, These two museums share the folowing point of similarity : Stirling's Neue Stattsgalerie Stuttgart and Hollein's Staditisches Museum Abetiberg Monchenbladbach both manifest the conditions of the times in light of their respective cities' local characters and historical contexts without being bound to traditional formality. Stirling and Hollein attempted to grasp the meaning of the 기nuseum as a city in miniature." Taking into account the t two museums’s territorial characteristics of being situated on a slope, both Stirling and Hollein made the walker to pass t through their building complex and introduced the concept of a public square within them. As a result, the museums are not j just two large buildings but are architecture composed of a collage of various structures. S Stirling’s architecture employs the method of attaching additional elements on top of basic constituents, which is suggestive '||'&'||'#61551; of the historical fragment from Shinkel's Altes Museum. On the other hand, Hollein applies a collage-style method as if he w were doing urban planning, maintaining the distinctiveness of each of the various forms and materials of buildings. T The object style buildings of the two museums actively demonstrate the contrast of double meaning to represent the a ambiguous and multifarious characteristics of the modern times. Stirling explores the theme of opposition and coexistence in h his Neue Stattsgalerie Stuttgart by placing a series of opposing concepts, such as the past and present and histor${\gamma}$ and t technology, in one space. Thereby, the contradiction and its appeal are manifested. Hollein made use of the visual illusion and c contradiction in alluding to the irony of the modern reality induced by nature and culture and history and technology. F For the above reasons and methods, James Stirling ’ s Neue Stattsgalerie Stuttgart allowed the penetration of art into daily l life and became the general public’s favored museum for its free and unrestrained environment. Likewise, Hans Hollein’s S Stadtisches Museum Abteiberg Moncbengladbach contribute to the development of museum function as it an expression of art i in the form of a complex piece of scupture on its own.ts own.

An Analysis of First Flush Phenomenon of Non-point Source Pollution during Rainfall-Runoff Events from Impervious Area (불투수성 지역의 강우유출수에 대한 비점오염물질의 초기유출현상 분석)

  • In this study, trend analysis was performed by various runoff analysis method of Non-point Pollution Source(NPS) at the impervious area. The characteristics of rainfall at impervious area appeared to be influenced by rainfall strength and it appeared that first flush phenomenon occurs often if rainfall strength acts largely. It is judged that the measure is required to be prepared against that now that concentration difference of non-point pollution source appeared to be big by precedent number of days of no rainfall. As the result of calculating Decrease Rate (DR) by first flush of non-point pollution source, it is judged that it is important to prepare the measure against the pollutants about initial rain and it is necessary to calculate the capacity of non-point pollution source processing facilities regarding that now that the non-point pollution source integrated at impervious area showed the characteristics that are flowed out in high concentration by initial rain in case of non-rainfall considering the characteristics of non-point pollution source at impervious area. When taking 50% of non-point pollution source as the standard for decrease rate that was evaluated previously, it appeared as 15~60 min in case of TSS and it appeared as 30~90 min in case of organic compound, but the characteristic whose decrease rate is below 50% also appeared even till rainfall-runoff ends. Based on that, it is judged that it could be used as the reference when designing the structural BMPs facilities later.

  • In this parer, a new harmonic imaging technique is Proposed and evaluated experimentally. In the Proposed method. a weighted chirp signal with a hanning window is transmitted. The RF samples obtained on each array element are individually compressed by correlating with the reference signal defined as the 2nd harmonic component($2f_0$) of a transmitted chirp signal generated in a square-law system. The correlator output will then consist of the compressed version of the $2f_0$ component generated in tissue and the crosscorrelation sequence of the fundamental($f_0$) and 2f$_{0}$components. The Proposed method uses the compressed $2f_0$ component to form an image. for which the crosscorrelation term should be suppressed below at least -50dB. The Proposed method has two process, 2f$_{0}$-correlation and $2f_0$-correlation(PI) . $2f_0$-correlation can successfully eliminate the $f_0$ component with a single transmit-receive events and therefore is more efficient than the conventional Pulse inversion method in terms of the frame rate. 2i)-correlation(Pl) Performs pulse compression after applying pulse inversion method for the 2nd harmonic image with high resolution and SNR. Another advantage of the proposed method is that the SNR of 2nd harmonic imaging can be improved without limitation by increasing the duration of the chirp signal. The proposed method was verified through both the computer simulations and actual experiments .ts .

ᴅ-Xylose as a sugar complement regulates blood glucose levels by suppressing phosphoenolpyruvate carboxylase (PEPCK) in streptozotocin-nicotinamide-induced diabetic rats and by enhancing glucose uptake in vitro

  • BACKGROUND/OBJECTIVES: Type 2 diabetes (T2D) is more frequently diagnosed and is characterized by hyperglycemia and insulin resistance. $\small{D}$-xylose, a sucrase inhibitor, may be useful as a functional sugar complement to inhibit increases in blood glucose levels. The objective of this study was to investigate the anti-diabetic effects of $\small{D}$-xylose both in vitro and stretpozotocin (STZ)-nicotinamide (NA)-induced models in vivo. MATERIALS/METHODS: Wistar rats were divided into the following groups: (i) normal control; (ii) diabetic control; (iii) diabetic rats supplemented with a diet where 5% of the total sucrose content in the diet was replaced with $\small{D}$-xylose; and (iv) diabetic rats supplemented with a diet where 10% of the total sucrose content in the diet was replaced with $\small{D}$-xylose. These groups were maintained for two weeks. The effects of $\small{D}$-xylose on blood glucose levels were examined using oral glucose tolerance test, insulin secretion assays, histology of liver and pancreas tissues, and analysis of phosphoenolpyruvate carboxylase (PEPCK) expression in liver tissues of a STZ-NA-induced experimental rat model. Levels of glucose uptake and insulin secretion by differentiated C2C12 muscle cells and INS-1 pancreatic ${\beta}$-cells were analyzed. RESULTS: In vivo, $\small{D}$-xylose supplementation significantly reduced fasting serum glucose levels (P < 0.05), it slightly reduced the area under the glucose curve, and increased insulin levels compared to the diabetic controls. $\small{D}$-xylose supplementation enhanced the regeneration of pancreas tissue and improved the arrangement of hepatocytes compared to the diabetic controls. Lower levels of PEPCK were detected in the liver tissues of $\small{D}$-xylose-supplemented rats (P < 0.05). In vitro, both 2-NBDG uptake by C2C12 cells and insulin secretion by INS-1 cells were increased with $\small{D}$-xylose supplementation in a dose-dependent manner compared to treatment with glucose alone. CONCLUSIONS: In this study, $\small{D}$-xylose exerted anti-diabetic effects in vivo by regulating blood glucose levels via regeneration of damaged pancreas and liver tissues and regulation of PEPCK, a key rate-limiting enzyme in the process of gluconeogenesis. In vitro, $\small{D}$-xylose induced the uptake of glucose by muscle cells and the secretion of insulin cells by ${\beta}$-cells. These mechanistic insights will facilitate the development of highly effective strategy for T2D.

  • The purpose of this study is to promote future research and practical application in the field of records systems by informing the revision of the ISO 16175 standard set and analyzing its main contents, which was widely used as a record management functional requirements. Based on the experience of participating in the developing process of this International Standard since 2015, this study analyzed the context and process of revision, and the main contents of the standard, and sought to draw limited implications and proposed follow-up researches connected to the practice of the Korean records systems. The previous ISO 16175 sets had been produced as ISO 16175-1, 2, 3 in 2010-2011, and which were restructured and revised into new ISO 16175-1, 2 in 2020 in line with the revision of ISO 15489 and changes in the digital environment. Main title of the International Standard is processes and functional requirements for software for managing records, and Part I provides high-level functional requirements and associated guidance for applications that manage digital records, Part II provides guidance for selecting, designing, implementing and maintaining software for managing records. This standard assumes that the records system does not necessarily have to be a single system or software solely for records management and that it should be able to perform record management function in any forms.

  • Traditional values refer to one's attitudes or perspectives developed by negotiating with oneself, others, society, world, nature and universe, which include thoughts on what is right, desirable, and what is dos and don'ts. The purpose of this study was to investigate values which Korean people traditionally emphasized, and their changes by epochal situation focused on the Choson Era. Also, this study intended to assist in finding values and meaning which should be passed down and manifested in contemporary society based on the study results. In this context, I select some positive values in the background of the Joseon dynasty. As traditional values or ethics in Korea destroyed and distorted going through the period of Japanese colonialism, all the existing social culture and traditional culture were denied, which resulted in vanishing common value which led community for several hundred years. The loss of common value caused community destruction and collapse, and made Korean people seek to survival, success and advancement in life as suffering from severe conflict of values. Experience of hollow state of mind caused by historical and cultural severance left distorted and degenerated values to Korea people, which made them pursue false values without realizing true meaning of traditional values. The true meaning of traditional values should be universal no matter how society changes, and could be milestone to contemporary people wandering aimlessly. Realizing and reconsidering the meaning of traditional values to found comtemporary values of Korean people by reflecting on history can produce significant results beyond age-old debate about East or West, and tradition or modernity.

Influence of Fish Compositions and Trophic/Tolerance Guilds on the Fishkills in Geum-River Watershed (Backje Weir) (금강수계(백제보)에서 발생된 어류폐사에 대한 종 조성 및 트로픽/내성도 길드 영향 분석)

  • The objectives of this study were to analyze structures of fish community and the ecological health using a multi-metric fish model, the Index of Biological Integrity (IBI) in the Backje Weir of Geum River during two periods namely before-the-fishkill ($B_f$) and after-the-fishkill ($A_f$). The total number of fish species observed were 32 and among them 10 species (35%) were Korean endemic species. The exotic species observed were 3 which decreased by 0.4% after-the-fishkill ($A_f$). The dominant species were Opsariichthys uncirostris amurensis (13%) at the Bf period and Squalidus japonicus coreanus (17%) at the Af period in the Backje Weir. At after the fishkill ($A_{f-I}$) total biomass was about 10 times lower than the biomass before-the-fishkill ($B_f$). The biomass of Carassius auratus decreased 98% after-the-fishkill and as time passed by the biomass recovered to nearly 100%. Similar decrease in the biomass occurred in the population of Opsariichthys uncirostris amurensis, while Rhinogobius brunneus population increased. According to the structure analysis of fish community, species richness index, evenness index and species diversity index were high but after-the fishkill, the values of indices decreased. Tolerant species (64%) dominated the fish community, and the sensitive species (2%) were rare, indicating the degradation of the ecosystem. According to analysis of the multi-metric model (IBI), the mean model value of the fish community in Backje Weir was estimated as 17.5 indicating a "fair condition".

Analysis of Fish Community Structures and Guild Compositions in Walpyung Conservation Park (월평공원 생태 보존지역의 어류군집 구조 및 어류길드 특성 분석)

  • The objectives of the study were to determine fish fauna and compositions during 2010~2011 in Walpyung Conservation Park along with analysis of fish community structures and trophic and tolerance guilds. Total number of species and individuals sampled were 31 and 2667, respectively and dominant species was Zacco platypus (46.6%) and subdominant species was Acheilognathus lanceolatus (8.7%), which were composed of >50% of the total. Total number of Korean endemic species including Microphysogobio yaluensis was 10 and the proportion of the individuals was 8.7%. Also, natural monument No. 454 of Iksookimia choii, which is endangered species and legal protected species, was sampled and the total number of individuals was only three. According to the analysis of fish community structures, species richness index in the mid-stream reach ($M_r$) was 3.145, which is higher than any other stream reaches ($U_r$ and $D_r$). In contrast, the richness index was 2.180 in the up-stream reach ($U_r$), which is minimum among the sampling sites. Species diversity index was 1.785 and 1.975, respectively in the headwater ($U_r$) and mid-stream reach ($M_r$) and the low values in the down-stream reach ($D_r$, 1.660) were due to the influences of pointsource (i.e., road construction) and non-point sources (sporadic agricultural spots). According to analysis of tolerance guilds, the proportion of tolerant species (TS), based on the number of individuals, was composed of 64.2% and sensitive species (SS) was only 3.3%, indicating a predominance of tolerant fishes in the compositions. The proportion of omnivore species (OS), however, was composed of 64.0% and insectivore species (IS) was 29.3%, indicating a predominance of omnivore fishes in the stream. The high proportions of tolerant and omnivore species in this stream indicates that the water quality and physical habitat environments were degradated in this system. For these reasons, especially natural monument and endemic fish species in this region should be protected from the massive constructions and required to provide efficient stream management strategies.

  • Dans le contentieux m$\acute{e}$dical, il est difficile de prouver l'existence d'un lien de causalit$\acute{e}$ entre la faute m$\acute{e}$dicale et les pr$\acute{e}$judices subis par la victime. R$\acute{e}$partir bien de façon raisonnable la charge de la preuve du lien causal est alors une des questions pr$\acute{e}$occup$\acute{e}$es par la doctrine cor$\acute{e}$enne. La Cour supr$\hat{e}$me cor$\acute{e}$enne semble toutefois facilliter l'indemnisation des victimes dans les cas o$\grave{u}$ la responsabilit$\acute{e}$ du m$\acute{e}$decin a ${\acute{e}}t{\acute{e}}$ mise en cause, et cela en admettant des fois une solution op$\acute{e}$rant un renversement de la charge de la preuve du lien causal. Une telle attitude a ${\acute{e}}t{\acute{e}}$ m$\hat{e}$me affirm$\acute{e}$e dans un arr$\hat{e}$t rendu r$\acute{e}$cemment en cas de dommage caus$\acute{e}$ par le fait du produit de sant$\acute{e}$, notamment pour le cas de contamination virale par voie de transfusion. La Cour a $\acute{e}$galement reconnu que l'action se pr$\acute{e}$scrit $\grave{a}$ partir du moment de la consolidation du pr$\acute{e}$judice. Aux termes de cette $\acute{e}$tude, on pourra constater que le juge français reconna$\hat{i}$t aussi l'assouplissement de la charge de la preuve du lien de causalit$\acute{e}$ en mati$\acute{e}$re d'action m$\acute{e}$dicale. Il faudra toutefois souligner que le ph$\acute{e}$nom$\acute{e}$ne ne soit pas g$\acute{e}$n$\acute{e}$ralis$\acute{e}$ en droit français, d'autant plus que la pr$\acute{e}$somption de l'existence de la causalit$\acute{e}$ en la mati$\grave{e}$re a $\acute{e}$t$\acute{e}$ admise de mani$\grave{e}$re restrictive par la l$\acute{e}$gislation sp$\acute{e}$cifique. Tel $\acute{e}$tait notamment le cas pour les accidents de la contamination par le virus du sida ou de l'h$\acute{e}$patite C survenus apr$\grave{e}$s la transfusion. En d$\acute{e}$finitive, on peut dire qu'en droit français, le principe est maintenu en cas de manquement $\grave{a}$ une obligation de r$\acute{e}$sultat n$\acute{e}$e du contrat m$\acute{e}$dical, tandis que la Cour de cassation admet parfois en mati$\grave{e}$re de droit commun de la responsabilit$\acute{e}$ contractuelle la pr$\acute{e}$somption de causalit$\acute{e}$ en cas d'inex$\acute{e}$cution des obligations de r$\acute{e}$sultat. En fait, la pr$\acute{e}$somption de causalit$\acute{e}$ dans le contentieux m$\acute{e}$dical pourra mener les m$\acute{e}$decins $\grave{a}$ se diriger vers les traitements d$\acute{e}$fensifs. Cette situation peut m$\hat{e}$me conduire $\grave{a}$ emp$\hat{e}$cher le d$\acute{e}$veloppement de la science m$\acute{e}$dicale, enfin $\grave{a}$ une situation d$\acute{e}$savantageuse aux patients. Il y a alors lieu de se m$\acute{e}$fier des int$\acute{e}$r$\hat{e}$ts d$\acute{e}$s$\acute{e}$quilibr$\acute{e}$s entre le m$\acute{e}$decin et le patient. De ce point de vue, on peut estimer que le droit français donne des suggestions aux juristes cor$\acute{e}$ens dans la recherche des solutions plus ad$\acute{e}$quates en ce qui concerne la charge de la preuve du lien causal en mati$\acute{e}$re de responsabilit$\acute{e}$ m$\acute{e}$dicale.

APPLICATION OF FUZZY SET THEORY IN SAFEGUARDS

  • The International Atomic Energy Agency's Statute in Article III.A.5 allows it“to establish and administer safeguards designed to ensure that special fissionable and other materials, services, equipment, facilities and information made available by the Agency or at its request or under its supervision or control are not used in such a way as to further any military purpose; and to apply safeguards, at the request of the parties, to any bilateral or multilateral arrangement, or at the request of a State, to any of that State's activities in the field of atomic energy”. Safeguards are essentially a technical means of verifying the fulfilment of political obligations undertaken by States and given a legal force in international agreements relating to the peaceful uses of nuclear energy. The main political objectives are: to assure the international community that States are complying with their non-proliferation and other peaceful undertakings; and to deter (a) the diversion of afeguarded nuclear materials to the production of nuclear explosives or for military purposes and (b) the misuse of safeguarded facilities with the aim of producing unsafeguarded nuclear material. It is clear that no international safeguards system can physically prevent diversion. The IAEA safeguards system is basically a verification measure designed to provide assurance in those cases in which diversion has not occurred. Verification is accomplished by two basic means: material accountancy and containment and surveillance measures. Nuclear material accountancy is the fundamental IAEA safeguards mechanism, while containment and surveillance serve as important complementary measures. Material accountancy refers to a collection of measurements and other determinations which enable the State and the Agency to maintain a current picture of the location and movement of nuclear material into and out of material balance areas, i. e. areas where all material entering or leaving is measurab e. A containment measure is one that is designed by taking advantage of structural characteristics, such as containers, tanks or pipes, etc. To establish the physical integrity of an area or item by preventing the undetected movement of nuclear material or equipment. Such measures involve the application of tamper-indicating or surveillance devices. Surveillance refers to both human and instrumental observation aimed at indicating the movement of nuclear material. The verification process consists of three over-lapping elements: (a) Provision by the State of information such as - design information describing nuclear installations; - accounting reports listing nuclear material inventories, receipts and shipments; - documents amplifying and clarifying reports, as applicable; - notification of international transfers of nuclear material. (b) Collection by the IAEA of information through inspection activities such as - verification of design information - examination of records and repo ts - measurement of nuclear material - examination of containment and surveillance measures - follow-up activities in case of unusual findings. (c) Evaluation of the information provided by the State and of that collected by inspectors to determine the completeness, accuracy and validity of the information provided by the State and to resolve any anomalies and discrepancies. To design an effective verification system, one must identify possible ways and means by which nuclear material could be diverted from peaceful uses, including means to conceal such diversions. These theoretical ways and means, which have become known as diversion strategies, are used as one of the basic inputs for the development of safeguards procedures, equipment and instrumentation. For analysis of implementation strategy purposes, it is assumed that non-compliance cannot be excluded a priori and that consequently there is a low but non-zero probability that a diversion could be attempted in all safeguards ituations. An important element of diversion strategies is the identification of various possible diversion paths; the amount, type and location of nuclear material involved, the physical route and conversion of the material that may take place, rate of removal and concealment methods, as appropriate. With regard to the physical route and conversion of nuclear material the following main categories may be considered: - unreported removal of nuclear material from an installation or during transit - unreported introduction of nuclear material into an installation - unreported transfer of nuclear material from one material balance area to another - unreported production of nuclear material, e. g. enrichment of uranium or production of plutonium - undeclared uses of the material within the installation. With respect to the amount of nuclear material that might be diverted in a given time (the diversion rate), the continuum between the following two limiting cases is cons dered: - one significant quantity or more in a short time, often known as abrupt diversion; and - one significant quantity or more per year, for example, by accumulation of smaller amounts each time to add up to a significant quantity over a period of one year, often called protracted diversion. Concealment methods may include: - restriction of access of inspectors - falsification of records, reports and other material balance areas - replacement of nuclear material, e. g. use of dummy objects - falsification of measurements or of their evaluation - interference with IAEA installed equipment.As a result of diversion and its concealment or other actions, anomalies will occur. All reasonable diversion routes, scenarios/strategies and concealment methods have to be taken into account in designing safeguards implementation strategies so as to provide sufficient opportunities for the IAEA to observe such anomalies. The safeguards approach for each facility will make a different use of these procedures, equipment and instrumentation according to the various diversion strategies which could be applicable to that facility and according to the detection and inspection goals which are applied. Postulated pathways sets of scenarios comprise those elements of diversion strategies which might be carried out at a facility or across a State's fuel cycle with declared or undeclared activities. All such factors, however, contain a degree of fuzziness that need a human judgment to make the ultimate conclusion that all material is being used for peaceful purposes. Safeguards has been traditionally based on verification of declared material and facilities using material accountancy as a fundamental measure. The strength of material accountancy is based on the fact that it allows to detect any diversion independent of the diversion route taken. Material accountancy detects a diversion after it actually happened and thus is powerless to physically prevent it and can only deter by the risk of early detection any contemplation by State authorities to carry out a diversion. Recently the IAEA has been faced with new challenges. To deal with these, various measures are being reconsidered to strengthen the safeguards system such as enhanced assessment of the completeness of the State's initial declaration of nuclear material and installations under its jurisdiction enhanced monitoring and analysis of open information and analysis of open information that may indicate inconsistencies with the State's safeguards obligations. Precise information vital for such enhanced assessments and analyses is normally not available or, if available, difficult and expensive collection of information would be necessary. Above all, realistic appraisal of truth needs sound human judgment.
