  • In this era of knowledge and information of the 21st century, the source of a nation's competitive power consists of human resources and material resources and the importance of human resources appreciates highly. The number of small and medium enterprises which are the core of national economy covers over 98% among whole domestic enterprises of Korea. Competitive power of small and medium enterprises comes from human resources development. For the development of human resources, small and medium enterprises are trying to expand their learning organizations in the company. The analysis of outcomes of administering the existing learning organizations shows that learning organizations contribute highly to the improvement of the productivity of small and medium enterprises. And the analysis also shows that the participants of learning organizations and middle management and executives who support and encourage them recognize the necessity of learning organizations and that it should be disseminated throughout other enterprises. Therefore government's supports to establish learning organizations in a company are required to expand.

  • This study discusses the effect of human capital and technology on economic growth in Indonesia using annual time series data over the 35-year research period (1984-2019). This study uses an autoregressive distribution gap to the cointegration approach to understanding the relationship between human capital, technology, and economic growth. Human capital is inherent in humans and becomes capital in providing the best performance that has an impact on their own income. We use the human capital framework in this study where education is one mechanism to increase human capital. Based on the results of our estimation, we find that the increase in human capital using the education mechanism affects economic growth. This shows the role of human capital investment is very important in economic growth. Technology shows a significant positive effect on economic growth. Increasing human resources and technology are important factors in efforts to increase economic growth in Indonesia. Educational development is the key to the success of increasing human capital and technological development because education plays a role in improving the quality of human resources. Increasing human resources here is in the form of increased knowledge, mastery of technology, innovation, and the ability to develop technology to encourage technology development.

  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.

  • The objectives of this research are to establish and confirm the human resources competency components for listed companies in the Stock Exchange of Thailand. The sample group used in this research includes the company president, business owner, managing director, assistant managing director, general manager or human resources manager of 140 listed companies. The research instrument is a scale-estimated questionnaire. The obtained data were subjected to principal component analysis and were analyzed for the rotation of the perpendicular component using the Varimax method. Results were generated through the analysis of eight components, consisting of decision-making, creativity, strategic thinking, relationship and communication, teamwork, adaptability, self-management, and motivation. The research results demonstrate important components in human resource performance that are critical to the successful development of organizations. Organizations can apply these components to the development of human resource competencies in accordance with the operations that need to be adjusted to suit the changes that occur. These rapidly-changing conditions are important factors that can be studied and developed into variables and components that affect human resource performance in the future. As a result, organizations need to adjust to be well prepared to face problems and challenges in the harsh competitive environment in the future.

  • The article focuses on the need to deepen the issue of human resource management in logistics processes. It is noted that changes in market conditions and turbulence in the institutional environment require managers to form a highly effective human resources policy capable to ensure the innovative development of the enterprise. Functional strategies for human resource management in logistical processes are proposed, namely: adaptive, innovative, selective and exclusive. Innovative technologies that should be used in the adaptive human resources policy process are identified.

  • This study is for the effective training strategy of human resources for the u-City construction to support the u-City human resource development plan of the Ministry of Land, Transport and Maritime Affairs (MLTM). One of the biggest problems concerning u-City is the shortage of advanced human resources for the u-City constructions. The characteristic of u-City makes u-City related human resources had knowledge of various fields including IT, GIS, construction engineering, urban planning and so on. But, there are only a few programs to train u-City related human resources. Therefore, this research established the objective of the training strategy for u-City human resource development as "the training strategy of human resources for the successful u-City constructions". To achieve this objective, four different core strategies are established like followings: (1) demander-oriented education, (2) regional balanced education, (3) integration education of u-City related subjects, (4) u-City related education infrastructure development. These 4 different core strategies can be achieved from 5 sub projects like followings: (1) demand estimation of u-City human resources, (2) u-City education from selected regional core universities, (3) u-City education from u-City human resource education centers, (4) online education and (5) construction of education infrastructures. These 5 interrelated sub projects can be preconditions of the successful human resource strategy development.

  • This study aims to review the present condition of human resources development in environment technology area and to explore the direction of human resources development plans, based on the results of a survey targeting experts in this area. Related papers & literatures are referred and a survey for experts' opinions are carried out. The survey was oriented to the importance and effectiveness of policies designed by Korea Ministry of environment. The main findings of this study are as follows; firstly, an emphasis should be put on generating professionals in charge of creating domestic demand for environmental purposes for promotion to make excellent environmental techniques being of practical use and help them go into businesses was turned out crucial; secondly, it is advised to upgrade the level of qualifications of environmental technicians by reforming into a graduate schoolcentered educational system on a human resource-rearing phase; thirdly, retraining should be provided by law to ensure the enhancement of re-educating the existing environmental technicians; fourth, efforts should be made to promptly develope new techniques and unify declining traditional items, deterring national technical qualification system oriented toward cultivating superintendents in the environment field.

  • Nowadays, IT that leads information era is closely connected to our lives. The importance of training human resources for global empowerment on IT is being emphasized all over the world. With the growth of international society, the cultivation of global human resources now includes the cultivation of future human resources and the educations related with the career development program. However, the programs that colleges are operating for the cultivation of global human resources have been limited only to supporting the participation in international training program, operating camp and conferences, etc. On the contrary, to give many learners chances of experiencing courses for global empowerment and employment capability, We are operating the Internet of Everything online education program with Cisco Networking Academy Korea. Based on the management cases of Internet of Everything online education program, this thesis is suggesting a career program on global empowerment that many learners can experience, different from the limitation of the existing program.
