이 논문은 노인교육에 대한 정부의 정책지원이 이루어진 시점부터 현재까지, 그 전개과정과 특징을 확인하는 것을 목적으로 한다. 이는 기존 노인교육정책 관련 연구들이 현재의 정책현황에 대한 상황기술과 이를 바탕으로 한 향후제언 성격의 담론 논의에 중심을 둠에 따라, 현재의 모습으로 발현되기까지의 정책과정에 대한 분석이 소홀히 다루어진 것에 대한 문제의식에서 출발한다. 연구자는 '한국노인교육정책은 어떻게 진행되었는가'라는 질문을 제기하며, 관련 문서에 기초하여 정책의 전개 과정과 특징을 찾는데 주목하였다. 분석을 통해 노인교육에 대한 정책지원은 1970년대 후반 새마을운동의 대중화를 위한 국민교육의 일환으로 시작·강화되었고, 현재에는 노인 인적자원양성을 위한 정책 지원으로 이어지고 있음을 확인할 수 있었다. 이 과정에서 시기에 따라 정부의 정책지원은 그 목표와 대상, 그리고 지원체계가 변화되는 특징을 보인다. 또한 1990년대 후반 다각적으로 수립된 노인교육정책들은 대부분 집행으로 이어지지 못하고, 정책 수립과 집행 사이의 상당한 불일치를 보여주고 있음을 확인할 수 있었다.

The shortage of R&D personnel and the lower productivity of SMEs are critical issues in strengthening SMEs. Government provides various policies to deal with these issues. The aim of this paper is to analyze current status and policy issues of R&D personnel and to suggest policy alternatives to improve the availability of R&D personnel in SMEs.

본 논문은 효율적인 IT고급인력양성정책 추진을 위하여 IT고급인력을 정의하고, 지금까지 추진되어 온 정부의 IT고급인력양성 정책의 변천과정을 살펴보았다. 또한 국내외의 고급인력양성정책 비교 및 문제점을 분석하여 미래지향적 IT고급인력양성 정책방향을 설정하였다. 이를 위해 IT분야 국가 R&D 로드맵과 연계한 고급인력양성체계 구축, 공급확대 유지 및 글로벌 경쟁력을 배양하는 고급인력양성으로의 비전 전환, IT기반 융합인력양성으로의 범위 확대, R&D연계형 인력양성사업의 성과제고를 위한 연구방향의 명확화 등 4가지 기본방향과 이에 따른 세부추진 방향을 제시하였다.

이 글은 미국 최대 독립 정유회사인 Valero Energy에 대한 사례연구로서, 비노조 기업의 기업문화와 인적자원관리의 특징을 살펴보기 위한 목적 하에 작성되었다. 1980년 설립 이래 Valero는 유전지역인 텍사스 기반 지역기업으로서 남부지역 정서에 부합하는 비노조기업 성격이 뚜렷하다. 강력한 CEO 리더십, 종업원 최우선 정책과 팀워크 강조 문화, 확고한 고용보장정책(no lay-off policy) 및 인사업무 외주화 금지 정책, 업계 중상위권의 임금수준과 업계 최고 수준의 복리후생, 비노조전통과 이를 보완하는 공정한 고충해결 시스템 구비 노력 등 미국 비노조기업의 인적자원관리 특징들을 잘 보여주는 전형적인 예에 해당한다. 2010년 이전까지 엄청난 성장과 수익성 제고에 기반하여, 한계기업이 선호하는 노조압박방식 대신, 우량기업이 채택하는 노조대체방식을 노조회피전략의 구체적인 방안으로 실행하여 왔다. 하지만, 최근 들어, 지속적인 인수합병으로 인한 기업 인력 내 이질성 확대, 유가 하락 등으로 인한 고용보장정책 유지의 어려움과 정리해고 실시 필요성 증대 등으로 인해 Valero의 노조대체방식에 기반한 노조회피전략은 본격적인 시험대에 올라가고 있다.

This study includes definitions and major issues relating to product safety, and reviews about product safety laws of Korea and of other countries. In addition, this study suggests several ideas for a future governmental policy concerning product safety and the government policies to guide in securing consumers' safety of products. First, we need to set up consumer safety policies and laws dealing with complex consumer safety issues and to integrate existing laws for the safety of products. Second, opening a consumer safety agency and training workers who have relation to the safety policy, as a profession, are necessary. Third, it is required to redefine the product safety guidelines, strengthen the safety policy and to minimize safety regulations by the government directly. Fourth, each product of the safety management policies must be regularly evaluated and given feedback for improving its effectiveness. Fifth, information gathering, disclosing, and having a feedback system related to product safety should be rebuilt for the effective management of unsafe products. In addition, laws and the aims of product safety management being changed to focus on the consumers, control on imported products, collaboration with network and mutual-assistance systems of product safety-related agencies including international organizations and major countries and taking leading roles in the world are essential.

이 글의 목적은 한국의 학교도서관정책이 안고 있는 문제의 본질을 밝혀내고 그 원인을 규명하여, 문제의 실효적인 해결을 위한 대안을 제시하는데 있다. 이 글은 특히 교육부가 추진해온 학교도서관 인력정책의 부작용과 폐해에 주목하면서, 인력정책이 파행적으로 추진되어온 배경과 원인을 토착적인 시각에서 밝혀내고, 인력정책의 건강성을 회복시키기 위한 실사구시적인 처방을 강구하는데 논점을 두고 있다. 이를 위해, 이 글은 '학교도서관의 본질적 기능'과 '전담인력의 자격과 역량'에 관한 기존의 주장과 논리에 비판적으로 접근하고 있으며, 인력문제의 합리적인 해결을 위해 한국 고유의 교육문화와 도서관문화 그리고 인력구조를 반영한 전략과 방안을 제시하고 있다.

The purpose of this study was to analyze on child counseling services of child welfare policy in Korea. Furthermore the results of analytic research were done to serve as the basic data for guidance and policy of Korean child welfare in future. The analytic data of this study were used from yearbook of health and welfare statistics(1998), ministry of health and welfare, republic of Korea. The main results obtained were as follows. 1. There were 47 guidance centers for children in Korea, and public guidance centers were 9, and private 38. 2. There were much more guidance centers in Holt Children's Services than in any other centers. 3. In terms of the occurrence of the cases, common children were about 40%, and juvenile delinquents, the scum of the street, and runaway children were from 17 to 20% of the total cases. In conclusion, government and nongovernment should provide various counseling services for the children. The data are discussed with respect to the implication of child welfare policy for attaining counseling services.

This study aims to clarify the relationship between family policy and children's quality of life through an international comparison and to determine which family policy factors contribute to children's quality of life. The research question is "How can family policies be combined to improve children's quality of life in terms of health and economy?" It includes nine categories of family policies related to money, service, and leave. Measures of children's quality of life include low birth weight, infant mortality, and child poverty. Using the OECD Family Database, and the OECD Child Well-being Data, fuzzy-set Qualitative Comparison Analysis (fsQCA) was used among 20 OECD countries. Combinations of family policies significant to the children's quality of life were derived from the results. This study contributes to the literature by revealing the effectiveness of states' investment in family policy. In addition, the study indicates that since family policies interact with each other, those policies combine to improve children's quality of life.

Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.
