Analysis of Factors Affecting Economic Feasibility of Long-term Public Rental Housing Reconstruction Project

  • The public rental housing policy aims to provide the housing to the vulnerable class who do not have enough credit to own houses. The Korean government introduced new policies for housing supply to improve the availability of new houses. However, it is difficult to expand the supply because of the accumulated deficit of public rental housing. In this study, the economic feasibility of long-term public rental housing reconstruction projects was examined to ensure the economic and sustainable growth of public rental housing. The research found that the compensation for the accumulated deficit is needed. Also the research analyzed and identified the factors affecting the economic feasibility of reconstruction projects. The significant factors identified in this research are: the supply price of pre-sale/rental housing in the reconstruction project, total cost of the reconstruction project, and total floor area of the reconstruction project. According to the analysis results, it is necessary to increase the rent of existing long-term public rental housing, expand the government subsidy, increase the supply price of pre-sale/rental housing, and reduce the total project cost. However, there are limitations. For example, the fluctuations of construction market, residents' burden of housing costs, and the limit of the budget of the public housing authority. The increasing total Floor Area Ratio(FAR) limitation of the reconstruction project would be the realistic solution to the problem because it gives incentives to the reconstruction project.

미국 도심에 거주하는 55세 이상 독신가구의 주거만족도에 관한 연구 (Housing Satisfaction of 55+ Single-Person Householders in U.S. Urban Communities)

  • This study aims to analyze the housing satisfaction of 55 years and older (55+) single-person householders in U.S. urban communities with the 2011 American Housing Survey Data. Single-person householders younger than 55 years of age (55-) were used as a reference group. Housing Adjustment Theory was used to develop a research framework to depict the relationships of housing satisfaction (dependent variable) with demographic and housing variables (independent variables). The regression analysis revealed that age, health status, government income, race, gender, age of house, housing quality, neighborhood, structure type, and tenure status had a significant effect on housing satisfaction levels of both those aged 55- and 55+. However, for the cohort of 55+, education, census region, housing affordability, and structure size also affected their housing satisfaction. Neighborhood satisfaction had the strongest effect on housing satisfaction of both groups. These variables were discussed in terms of resources and constraints contributing to their housing satisfaction. This study highlights the present and future housing trends and challenges of U.S. single householders in U.S. urban communities.

노인간호 집합주거의 공용생활공간 계획 연구 -호주 멜버른시를 중심으로- (A Study on Designing the Communal Living Area for Aged Care Residential Services Facilities -Focused on Melbourne in Australia-)

  • This study aims to provide basic data for designing aged care residential facilities in Korea, based on the investigation and analysis of the aged care residential services and their communal living areas in Australia focusing on their types, scales, arrangement and the specific design of each compartment. -. A residential building with 10 beds is composed of private zones and communal ones, and their space arrangement depends on how to arrange bedrooms where residents mainly stay. -. A lounge, 26.7 m$^2$ of its average scale, is a main space for daily lives and an important place for making friends with neighboring residents. -. A dining hall is an important area for activity as well as a space for dining. The average scales of dining room, kitchen, and whole space are 42.7 m$^2$, 28 m$^2$, and 70.8 m$^2$ respectively, and those for person are 2.7 m$^2$: 1.7 m$^2$:4.4 m$^2$, although the scales depend on facilities. -. An activity room is used for promoting the social relationship between residents and visitors. Three of the investigated facilities have big rooms of 42 m$^2$, 39 m$^2$ and 51 m$^2$. -. If there is no lavatory in a bedroom, 2-6 bathrooms for residents are arranged near bedrooms and they are relatively big including shower baths. If there is a lavatory in a bedroom, 1 toilet for visitors is arranged in a communal living area and its scale is small.

  • 2000년 고령화 사회에 진입한 우리나라는 17년이 지난 2017년말에 예상보다 빠르게 고령사회로 진입하게 되었다. 이러한 추세에 비하여 아직 노인주거시설에 관한 인식은 사회에 정착하지 못하고 있으며, 다양한 이유 중 가장 큰 이유는 시설의 건축과 경영에 대한 이해가 부족하여 노인주거시설의 활성화가 이루어지지 못한 것이라 할 수 있다. 더불어 정부의 정책 또한 뒷받침을 하지 못하는 면도 무시할 수 없다. 노인의 주거는 단순한 주거 공간 뿐 만이 아니라 의료의 문제와 연관지어서 생각해야 한다는 점과 지속적인 케어의 문제를 함께 고려해야 한다. 그래서 노인주거의 추세는 연속보호형 시설(Continuing Care Retirement Commuity)을 추구하고 있다고 할 수 있다. 이에 본 연구는 기존의 노인주거시설의 정책과 기존 노인주거를 외국의 정책 및 주거와의 비교를 통하여 분석한다. 이 결과를 바탕으로 노인주거시설의 운영을 중심으로 경제적 부담을 최소화하기 위해 기본UNIT의 유지, 시설의 용도변경을 통한 융통성의 확보, 공용공간의 쉐어, 운영비의 현실화 등을 통해 노인주거시설의 적합한 주거디자인의 유형의 특성과 방향성을 제시하고 증가하는 노인인구에 대처할 수 있는 사회복지적 방안을 연구함에 의의를 두고자 한다.

노인가구 특성에 따른 주거개조요구에 관한 연구 (A Study on the Elderly Households' Needs for Housing Modification)

  • This study aims to figure out the old people's needs for modification of their housing to maintain an independent lifestyle despite their health status and living arrangements. The total of 438 residents take part in the questionnaire survey research through the quota sampling method grouped by age (60-64 group, 65-69 group, 70-74 group, and over 75 group), sex (male and female), and house type (apartment houses and others). The results are as follows. (1) The old people's most inspired modification needs in interior spaces are remodeling the heating controls in the living room and the bedroom, ventilation facilities and storage spaces in the kitchen, non-slip tile flooring and ventilation facilities in bathroom, an easy door-lock, non-slip tile flooring, a draft cut-off, and storage spaces in the entrance. Besides they require emergency alarm, easy door and window locks, fire and gas alarm, and furniture with easy handling. It is necessary to supply the aged with the appropriate heating controls for their sensitivity to heat, with enough storage spaces for the increased possessions, and with diverse safety systems reflected blunting of mobility and sensibility. (2) As they grow older, the aged require more remote controls and safety facilities such as emergency alarm, easy locks and furniture with distinguishable colors. Male elderly is more concerned with safety, while female elderly do with convenience due to their different time spending in the house. The elderly residents in the apartment houses require the heating controls, a draft cut-off, and storage space less than other types of houses. Thus modification of the heating controls, a draft cut-off, and storage space are regards as basic needs for the elderly residents in non-apartment houses.

노년기 주거상황과 인구학적 요인과의 관련성에 관한 연구 (Association between housing status and demographic factors in later life)

  • This study has been performed to analyze association between general housing status and demographic characteristics such as family extension period, total fertility within a family, male birth rates, and birth order among the elderly in Korea. In this study, 183 subjects aged late 60s to 70s were interviewed for their childbearing history under legal marriage and current housing status such as tenure, residence(urban vs rural), and household composition. In this study , average term from the first to the last birth is 11.88 years, and total number of live births is 4.51. The average rate of male firths among live births within a family is 0.532, which is close to data of Korean statistical office in 1995. There were some association of housing status and the fertility; those living in rented units have longer family extension period and rural elderly have higher rate of male children. in addition, there is a significant impact of birth order on tenure. Majority of the first-born subjects were home owners by virtue of bequeath eligibility, and the rate of home owners was 50% higher than the second-born group. Overall in this study, it is recommended that when planning elderly living facilities, service policies be differentiated by both housing & fertility characteristics.

3대동거가족의 세대별 침실공유실태와 노인주거에 관한 의식 및 동거만족도 비교 (differences in the Housing Norms and Satisfactions among the three Generations of the Extended Families)

  • The purpose of this study is to investigate the satisfaction with sharing a bedroom among grandparent(s) and grandchildren, and the differences in the housing norms and satisfactions among the three generations of the extended families in Cheong-Ju city. Each three generations of the 50 extended families was interviewed with the questionnaire designed for each generation. The respondent family had at lest one child aged from 10 to 14 years old. The results showed that 40.0% of the elderly parents and 76.0% of the grandchildren shared a bedroom with someone beside a spouse, while about 90.0% of married couples had their own bedrooms. However, sharing a bedroom did not reduce the housing satisfaction of the grandparent(s) and the grandchild. The living arrangement of coresidence was mostly preferred by the grandparents, followed by the parents. The younger generations reported the more alternatives in living arrangement for the elderly. The number of bedrooms was the most important factor to be considered with coresidence of three generations but the most inadequate characteristics of the current housing to coreside. There were some differences in elderly housing norms and coresidence housing satisfactions among the three generations. The grandparents were most satisfied with coresidence living arragement, followed by the grandchildren and the daughters-in-law.

장기공공임대주택의 리모델링을 통한 주거복지 정책사업의 가치평가에 관한 연구 (The Study on Evaluating the Policy Value of Public Projects for Housing Welfare - Focused on the Remodeling Projects for Long Term Rental Housing -)

  • 주거복지 정책 실현을 위해 공급되고 있는 장기공공임대주택은 영구임대주택을 시작으로 급속히 노후화 되고 있다. 이에 노후화 개선을 위해 다양한 주거복지 사업이 추진 및 계획되고 있다. 그러나 모든 주거복지 정책이 다 필요한 것이라고 하더라도 재원은 한정적이기 때문에 재원의 효과적 배분과 투입이 요구된다. 더불어 많은 국가재정 투입이 예상되는 만큼 주거복지를 위한 공공사업에 앞서 사업의 타당성에 관한 검토가 요구된다. 한편, 기존의 타당성 연구는 SOC 사업을 주요 대상으로 한 지침개발이 대부분이기 때문에 본 연구의 대상과 같은 공공 리모델링 사업에 단순한 기존연구 결과의 적용에는 한계가 있다. 더불어 공공사업 타당성 평가를 위해서 경제적 가치와 정책가치 평가가 동시에 이루어져야 하지만 현실적으로 공공사업은 정책결정자의 사업실현 의지와 정책목표의 효과적 달성 등으로 상당부분 사업추진 여부가 결정된다. 이러한 측면에서 본 연구에서는 노후 장기공공임대주택 리모델링과 유지관리 두 대안을 대상으로 정책가치 평가 방법을 제시하고 자였다. 정책가치 평가를 위한 접근방법으로 예비타당성 분석의 정책적 분석 항목의 범주화를 고려하였다. 이를 통해 주거복지를 위한 노후 장기공공임대주택 리모델링 사업의 특성을 고려한 정책가치 평가항목을 도출하고 실증분석 방법으로 유지관리와 리모델링의 정책가치를 MAUT를 이용하여 산출하였다. 실증분석 결과 장기공공임대주택 리모델링 및 유지관리 정책가치 실증분석결과 유지관리의 효용값은 0.2461, 리모델링의 효용값은 0.6161로 리모델링의 정책가치가 큰 것으로 평가되었다. 세부 속성은 유지관리 및 리모델링의 순위가 유사한 것으로 나타났으며 경기부양 효과 극대화, 사업계획과 정책방향의 일치성, 사업의 준비정도 최적화 속성의 순위가 높은 것으로 나타났다. 실증분석 결과를 통해 향후 주거복지 실현을 위해 사업을 추진 시에는 정량적 자료를 근거로 하여 유지관리보다 리모델링의 정책을 실현하는 것이 타당하다는 의사결정을 내릴 수 있다.

한.일 취업주부의 가사생활 실태 및 주거요구 비교 (The Housework and Housing Needs of Employed Housewives in KOREA and JAPAN)

  • The purpose of this study was to analyze the differences housing needs between Korean and Japanese employed wives. Subjects consisted of 90 Korean employed and 141 Japanese employed wives who have children aged between 0-12 years old. The subjects were surveyed with a questionnaire specifically developed for this study to evaluate the housing needs of this growing segment of population. The data were analyzed using the SPSS statistical package. The results of descriptive statistics, x$^2$-test, multiple linear regressions are presented. The findings were as follows: 1) Korean employed wives depend on grandparents and relatives in their child-care and housework when the wives were out. On the contrary, Japanese employed wives put much more values on aid of their husband and community facilities fur child-care and housework. 2) The housing community needs showed significant differences. Korean employed wives wanted to provide a better physical environment for child-care and education of children more than Japanese employed wives. But Japanese employed wives needed more convenient community facilities that could be socialized housework than Korean employed wives. 3) Korean employed wives wanted gathered apartment house, and Japanese employed wives wanted row house. In comparison of working space needs in individual house, Korean employed wives wanted dining kitchen filled with many kinds of electric appliance including laundry space more, Japanese employed wives wanted LDK type which they have family interaction more and to depart laundry space from kitchen.

노년층의 가구구성 및 주택점유형태에 따른 주거비 부담능력에 관한 분석 (A Study on Housing Affordability of Elderly Households According to Household Types and Housing Tenure)

  • 본 연구는 가구구성 및 주택점유형태에 따른 노인가구의 주거비 부담능력을 살펴보고자 하였다. 이를 위해서 국토해양부에서 실시한 2010년도 주거실태조사의 자료를 바탕으로 총 6,780개의 노인가구를 대상으로 분석하였다. 분석결과를 요약하면 모든 노인가구들은 소득이 낮을수록, 거주기간이 짧을수록, 서울지역에 거주할수록, 주거사용면적이 넓을수록 주거비 부담이 높은 범위에 속할 확률이 높아졌는데 거주지역 변수의 영향이 가장 큰 것으로 나타났다. 독거노인가구의 경우 자가독거노인가구는 여성가구주일수록, 임차독거노인가구는 남성가구주일수록 주거비 부담이 높은 범위에 속할 가능성이 높아졌다. 그리고 모든 유형의 임차노인가구는 재정부담이 커질수록 주거비 부담이 높은 범위에 속할 확률이 높아지는 것으로 나타났다. 노인가구의 일반적인 특성 뿐 아니라 실질적인 경제상황 등을 고려하여 고령사회로 진입하는 단계에 있는 노인가구의 주거안정을 도모할 수 있도록 해야 할 것이다.
