  • The instability in the current financial market caused consumers a lot of difficulties in their financial decision making. The purpose of this study is to classify the changes in household portfolios during the economic crisis under IMF-trusteeship (IMF Crisis hereafter), and to examine the characteristics of the households according to the types of household portfolio changes. The data were taken from 1996 and 1999 Korean Household Panel Studies, and 1,293 households were selected for the final analysis. Methods of analysis included frequencies, percentages, Chi-square tests, F-tests, and t-tests. Major findings are as follows: 1. In the midst of the financial market changes during the period of the IMF crisis, consumers tended to manage their household portfolio differently according to their household characteristics. 2. The changes of household portfolio can be classified into two different types: the changed type (44.4%) and the unchanged type(55.6%). There are significant differences in the level of wealth, family life cycle stage, housing tenure, and the household head's job, between the changed type and the unchanged type. The family members of the unchanged type are more likely to be older and relatively wealthy compared with the families in the changed type. 3. The changes of household portfolio can be further classified into six different types: the unchanged-liquidity type (21%), the unchanged-multiplication type (24.6%), the unchanged-insurance type (9.8%), the changed-to-liquidity type (13.9%), the changed-to-multiplication type (13.0%), and the changed-to-insurance type (17.5%). There are significant differences in income level, wealth level, family life cycle stage, housing tenure, and the job of household head among the six types of changes.

  • Although the universal health insurance, National Health Insurance (NHI), have improved access to health care and financial burden of health care costs for Koreans, limited coverage of the NHI leads to high out-of-pocket payment for health care. This study examines financial burden of household health expenditures by income level. Data from the Urban Household Expenditure Survey from 1985 through 2005 is analyzed and household expenditure is used as a proxy measure for income. Health expenditures include spending for inpatient care, ambulatory care and pharmaceuticals. If a household spends health expenditure above 40% of household consumption except for foods, that is defined as catastrophic health expenditure. Access to health care for the lowest income group had been improved for two decades relative to other income groups as well as in absolute term. However, both financial burden of health expenditures and the proportion of households that experienced catastrophic health expenditure had been increased in the lowest income group. Study findings have several policy implications. First, in terms of financial burden of health expenditures. the differences among income groups decreased until 2000 but it was worsen in 2005. This suggests that recent policies for extending NHI coverage are not enough to improve the disparity by income level. Second, a differential catastrophic coverage by income level would be an effective strategy that relieves financial burden for low income group. Third, since the catastrophic coverage is applied to only covered services by the NHI, additional strategy for uncovered services should be considered.

Specifically, this study surveyed the relation between human capital investment for children and the middle-aged households' financial preparation for retirement and investigated factors influencing financial preparation for retirement. Data were obtained from the 3rd Korean Retirement and Income Study (KReIS) in 2009, and a sample of 757 households was selected. The statistical methods were frequency, percentile, mean, standard deviation, ${\chi}^2$, t-test, Pearson's correlation coefficient, and logistic regression analysis. The findings of this study are as follows. First, the percentile of preparation for living costs for old age was 49.9% for the middle-aged households. In terms of the types of preparation for living costs for old age, the results showed 61.6% of personal preparation, 33.9% of pension system, and 1.3% for children and relatives. In relation to the adequacy of the preparations for living costs for old age, preparations made by 57.4% of the middle-aged households were inadequate. Observing the minimum living costs for old age and adequate living costs after retirement for single and couple, the minimum living costs of the middle-aged households was 1.46 million won for couple and 0.91 million won for single. The adequate living costs for old age was 2.07 million won for couple and 1.34 million won for single. Second, there were 757 households with total education expenditure. Of these, 208 incurred annual expenditure on public education, and the annual expenditure for public education was 7.28 million won. There were 170 households with annual expenditure for private education, and the annual expenditure for private education was 2.50 million won. 243 households of middle-aged households had annual expenditure for human capital investment, including both public and private education, with annual expenditure for human capital investment for children of 7.82 million won. Furthermore, in the human capital investment factor, there was a difference in the middle-aged households' financial preparation for retirement according to their annual expenditure for human capital investment including both public and private education. In addition, there was a difference in financial preparation for retirement based on their public education expenditure. Third, in the logistic regression model 1, which included human capital investment, the significant variables affecting the preparation for retirement of the middle-aged households were as follows : annual household income, total amount of annual household income, experience of inadequate living costs, existence of financial assets, total amount of annual household savings, financial independence, adequate living costs (for single) for old age, and human capital investment. In the logistic regression model 2, which included annual expenditure for public education and annual expenditure for private education, the significant variables affecting the preparation for retirement of the middle-aged households were as follows : annual household income, total amount of annual household income, experience of inadequate living costs, existence of financial assets, total amount of annual household savings, financial independence, adequate living costs (for single) for old age, and annual expenditure for public education.

  • This study examined the insolvency likelihood of young debtors from the 2018 Household Financial and Welfare Survey. This study used the Household Default Risk Index (HDRI), which considers the ratio of total debt to total assets (DTA), and a total debt service ratio (DSR) to examine the insolvency level of debtors. The descriptive analyses showed no difference in frequency of households with a high probability of insolvency between those less than 35 years of age and those over 35 years of age. However, the median HDRI value for those less than 35 years of age was higher than those over 35 years of age. The multivariate analyses indicated that educational expenses for young Korean debtors was a factor that increased their probability of insolvency, while income was the only variable that decreased their insolvency likelihood.

  • This study evaluates the financial status of Korean households using Household Financial Composite Index (HFCI) proposed in the preceding study. We analyzed 1,566 households with four persons aged 30-59 using raw data from the Korea Labor Panel Survey in 2016. The analysis results are as follows. First, HFCI was found to be 57.0 out of 100. Growth Index as one of three subindices was 11.1, which was significantly lower with 65.0 points for Status Index and 61.1 points for the Stability Index. Second, for households with male household owners, the overall financial score was 57.0, while that with female owners was almost similar with 57.2. HFCI was similar for the owner's age groups, but for Status Index, 58.5 for 30s, compared with 66.1 for 40s and 67.1 for 50s. The higher the education level of household owners, the better HFCI, with 53.2 high school graduates and 64.8 graduate graduates, showing a high gap of 11.6 points. HFCI for households living in owned housing was highest at 60.0, while that for rented housing was 40.7. Third, after controlling other effects, it was found that HFCI differed according to the level of education and ownership of housing living. Householder's gender was not found as a significant factor on HFCI. Status Index The 40s and 50s was higher than those in their 30s. Fourth, households were divided into three groups based on HFCI, named as risk, average and secure groups. HFCI for the risk group was 26.8, which was lower than 78.6 for the secure group, with a Status Index of 19.3. Households in their 50s and graduate school graduates were significantly included in the list of secure groups than others.
