A significant rise in product-liability cost is expected due to the newly passed product liability amendment Bill approved during the assembly plenary session on March 30, 2017. Korean government legal service(KGLS) filed a damage suit against Korea aerospace industries, Ltd.(KAI) and Hanwha Techwin Co., Ltd., the manufactures of the KUH-1 Surion helicopter crashed. KGLS alleged claims under the product liability Act, the warrant liability Act and the non-performance of contract act. The accountability limits of military aircraft manufacturers was a highly divisive issue among related scholars and legal practitioners. The bottom line was that military aircraft manufacturers had no product-liability insurance available. The United States courts have, therefore, developed the government contractor defense(GCD) and it was recognized by the U.S. Supreme Court in Boyle v. United Technologies corporation(1988). product liability insurances for military aircraft manufacturers are excessively expensive and it cannot be added onto the military procurement cost accounting. However, having an aircraft accident without one can be ruinously expensive. Therefore, the manufacturers should promptly set up appropriate risk management measures. This thesis will first review the advance GCD theory, and then find a way to either reform government contract related regulations.

Fate of fenitrothion aerially sprayed to control pine wood nematode (Bursaphelenchus xylophilus) was studied in a forest of Haman area. And the monitoring of fenitrothion was conducted in a stream flowed from forest area of Gijang sprayed fenitrothion. Fenitrothion 50% EC was diluted 100 times and applied two or three times using helicopter in Haman and Gijang, respectively. Average fenitrothion deposits on forest floor ranged from 6% of standard aerial application rate. Following to the second application, fenitrothion deposits in the pine needle ranged from 0.6 to 0.9 mg/kg and then rapidly decreased to 0.01 mg/kg after 109 days. Deposits on the plant washed off by rainfall and reached to soil surface was 1.3% of the application rate. All of fenitrothion on the ground resided in the forest floor covering the soil surface, where fenitrothion residues were decreased to a tenth at 109 days after the second application, but they were not detected in sol beneath it. And the only low level of fenitrothion residues, 0.0009 mg/L, was detected in runnel of the experimental forest just after aerial application. The concentration of fenitrothion in effluent from Gijang area was less than detection limit (0.0001 mg/L) during the entire period.
We have experienced 2 cases of the hunshot wound sof the chest involving cardiac injuries at department of the thoracic surgery, Capital Armed Forces General Hospital during I year from April I 1979 to Jan. 1980. In one case of two patients , he was a 22 years old man who was transported to this emergency room 4 hour 10 minutes after having gunshot wound of the left chest by helicopter. Physical examination showed small inlet in left 3rd ICS and left parasternal border, large outlet in left 8th ICS and left scapular line, no breath sound on left side and distant heart sound. chest roentgenography demonstrated marked pleural effusion in left side and mediastinum shifted to right. As soon as chest X-ray was taken, the bleeding through penetrating wound became profuse and cardiac arrest ensued. Closed chest cardiac massage was started and vigorous transfusion continued, but no effective cardiac activity could not be obtained. The patient was pronounced dead due to exsanguinating hemorrhage from wuwpected cardiac wounds. In this critically injured patient with evidence of intrathoracic hemorrhage and suspected cardiac penetration, only emergency thoracic exploration and immediate surgical control of bleeding points might offer the maximum possibility of survival. The other case was a 23 years old man who was transferred to the emergency room 4 hours 50 minutes after having kmultiple communicated fractures of sternum and linear fracture of right mandible by a missile. Examination revealed about 30% skin loss of the anterior chest wall, weak pulse of 96 beats/min., distant heart sound and decreased breath sounds bilaterally. finding on the chest X-ray films showed multiple sternal fractures, marked pericardial effusion indicating hemopericardium. So, the patient was moved immediately to the operation room where, after endotracheal tube inserted, a median sternotomy was performced. A hemorrhagic congestion of the right upper lobe and marked bulging pericardium were disclosed. The pericardium was opened anterior to right phrenic nerve and exsanguinating hemorrhage ensued from the 0.5cm lacerated wound in the auricle of right atrium. The rupture site of right atrium was occluded with non-crushing vascular clamps and then was over sewn with interrupted sutures. It was thought to be highly possible that he was alive long enough to have cardiorrhaphy because of cardiac tamponade, which prevented exsanguinating hemorrhage. He was taken closed reduction for linear fracture of right mandible 2 weeks after repair of ruptured right auricle in dental clinic. This patient's post-operative course was not eventful.

The researchers, who seek geological and environmental information, depend on the remote sensing and aerial photographic datum from various commercial satellites and aircraft. However, the adverse weather conditions and the expensive equipment can restrict that the researcher can collect their data anywhere and any time. To allow for better flexibility, we have developed a compact, a multi-spectral automatic Aerial photographic system(PKNU 2). This system's Multi-spectral camera can catch the visible(RGB) and infrared(NIR) bands($3032{\times}2008$ pixels) image. Visible and infrared bands images were obtained from each camera respectively and produced Color-infrared composite images to be analyzed in the purpose of the environment monitor but that was not very good data. Moreover, it has a demerit that the stereoscopic overlap area is not satisfied with 60% due to the 12s storage time of each data, while it was possible that PKNU 2 system photographed photos of great capacity. Therefore, we have been developing the advanced PKNU 2(PKNU 3) that consists of color-infrared spectral camera can photograph the visible and near infrared bands data using one sensor at once, thermal infrared camera, two of 40 G computers to store images, and MPEG board to compress and transfer data to the computer at the real time and can attach and detach itself to a helicopter. Verification and calibration of each sensor(REDLAKE MS 4000, Raytheon IRPro) were conducted before we took the aerial photographs for obtaining more valuable data. Corrections for the spectral characteristics and radial lens distortions of sensor were carried out.

The effects of the type of curing agent on the swelling of the natural rubber(NR) sponge applicable to the self-sealing layer of a helicopter fuel tank were investigated. The curing systems employed were peroxide and mixed ones of sulfur and peroxide. The NR compounds were prepared in a kneader and a roll-mill. The compounds were partially cured in a press at high pressure and subsequently cured fully with expansion in another press at atmospheric pressure. The apparent density of the NR sponge was measured and the cell structure was observed with scanning electron microscopy. The swelling experiments were performed at room temperature using toluene, iso-octane, and an aircraft fuel as a solvent. More rapid volume swelling of the NR sponge cured by peroxide was achieved than cured by sulfur and peroxide with similar amount of curing agent added in rubber compounds. The apparent density and cell structure of the sponge were extremely sensitive to the amount of peroxide, which influences again the swelling behavior of the NR sponge. It is important to control properly two reactions of decomposition of foaming agent and crosslinking of NR in the mold to obtain rapid swelling of the NR sponge on contact of the fuel.

The airloads and structural loads of Light Civil Helicopter (LCH) rotor are investigated using a loose CFD/CSD coupling. The structural dynamics model for LCH 5-bladed rotor cwith elastomeric bearing and inter-bladed damper is constructed using CAMRAD-II. Either isolated rotor or rotor-fuselage model is used to identify the effect of the fuselage on the aeromechanics behavior at a cruise speed of 0.28. The fuselage effect is shown to be marginal on the aeromechanics predictions of LCH rotor, though the effect can be non-negligible for the tail structure due to the prevailing root vortices strengthened by the fuselage upwash. A lifting-line based comprehensive analysis is also conducted to verify the CFD/CSD coupled analysis. The comparison study shows that the comprehensive analysis predictions are generally in good agreements with CFD/CSD coupled results. However, the predicted comprehensive analysis results underestimate peak-to-peak values of blade section airloads and elastic motions due to the limitation of unsteady aerodynamic predictions. Particularly, significant discrepancies appear in the structural loads with apparent phase differences.

Recently, the Marine Corps of South Korea started to introduce and possess its own weapon systems. On the other hand, the level of maintenance is lower than that of other military forces, and depending on the other military forces, maintenance occurs intermittently when transporting weapons systems. In this case, unmanned vehicles can be used to reduce the cost, manpower, time, and risk of carrying weapons systems. In addition, the transport of weapon systems between islands or between an island and inland of the Marine Corps using unmanned vehicles is easier in terms of the maintenance level and surrounding environment than other military forces. This paper compares the improvement of operational availability and cost of spare parts in terms of logistics support when using unmanned vehicles in the West Sea area, and quantitatively show the efficiency and usability of the weapon system. To compare operational availability and costs for spare parts, a simulation was performed based on the OO weapons system between islands or between an island and inland, and the results were compared and analyzed.
This study started from questioning our general view that the Japan Maritime Self-Defense Force (JMSDF) is a natural result of Japan being a prosperous and island country. Japan's naval power collapsed after World War II. The initial power of the JMSDF, founded in 1954, was very small and not different from the Republic of Korea Navy (ROKN), mostly consisting of ships given by or borrowed from the US. Although growing into the world's second-largest economy and the geographical characteristics of an island nation acted as an opportunity to increase naval forces, there were also difficulties in the early stage, such as a temporary severance with the Japanese Navy, strategic thinking centered on land forces, and an economic crisis caused by the oil crisis. As a result, the JMSDF has become a world-class naval power and is developing into a four helicopter carrier operating system, which may change the basic concept of exclusive defense. There are various factors behind the growth of Japan's naval power, but this study explores how to develop Korean naval forces by analyzing how Japan developed their escort fleet, the core of the JMSDF, focusing on the eight (艦)-eight (機) fleet system, which was the basic logic behind building the JMSDF.

The authors had presented two previous papers[1,2] on Helicopter/Rotorcraft develoment in Europe and US. Meanwhile, the next generation rotorcrafts, currently under development in US and Europe, have new configurations (tilt-rotor, coaxial, compound) of rotor-type vertical takeoff/landing rotorcrafts to overcome the disadvantages of traditional helicopters. For developing these new types of rotorcrafts, the upgraded conceptual design/comprehensive programs are required. In US and Europe, they are already developing new program tools with their technologies and database obtained during more than last half centuries. For us, many academia, research institutes and industrial engineers have experienced and developed core technologies on rotorcrafts (aerodynamics, structural analysis, flight dynamics, and noise analysis etc.) comparable to US and Europe during last couple of decades of developing helicopters and various configurations of rotorcrafts. In this paper, the pros and cons of conceptual design/comprehensive tools currently used in US and Europe have been summarized. Furthermore, the possibilities and problems to develope our own design and analysis tools have been studied.

Accidents in which oil spills occur intermittently in the ocean due to ship collisions and sinkings. In order to prepare prompt countermeasures when such an accident occurs, it is necessary to accurately identify the current status of spilled oil. To this end, the Coast Guard patrols the target area with a fixed-wing airplane or helicopter and checks it with the naked eye or video, but it was difficult to determine the area contaminated by the spilled oil and its exact location on the map. Accordingly, this study develops a technology for direct ortho-rectification by automatically geo-referencing aerial images collected by the Coast Guard without individual ground reference points to identify the current status of spilled oil. First, meta information required for georeferencing is extracted from a visualized screen of sensor information such as video by optical character recognition (OCR). Based on the extracted information, the external orientation parameters of the image are determined. Images are individually orthorectified using the determined the external orientation parameters. The accuracy of individual orthoimages generated through this method was evaluated to be about tens of meters up to 100 m. The accuracy level was reasonably acceptable considering the inherent errors of the position and attitude sensors, the inaccuracies in the internal orientation parameters such as camera focal length, without using no ground control points. It is judged to be an appropriate level for identifying the current status of spilled oil contaminated areas in the sea. In the future, if real-time transmission of images captured during flight becomes possible, individual orthoimages can be generated in real time through the proposed individual orthorectification technology. Based on this, it can be effectively used to quickly identify the current status of spilled oil contamination and establish countermeasures.
