상담영역 건강가정사의 직무 및 보수교육 콘텐츠 개발을 위한 역량연구 (Job and Competency of Healthy Family Supporter in Charge of Counselling Work for Training)

  • 본 연구는 건강가정지원센터 상담사업 건강가정사의 직무연구를 통해 직무우선순위와 직무수행요건, 직무역량의 중요도와 교육요구도를 파악하고 핵심역량과 역량개발영역을 추출해내고자 수행되었다. 조사는 센터 내 상담사업분야에 종사하는 상근 및 비상근 건강가정사들을 대상으로 설문을 통해 이루어졌다. 분석결과 사업의 홍보 부분이 전략적 강화업무로 거론되었으며, 가족상담, 프로그램 기획, 사례회의, 슈퍼비젼등은 기본업무로 인식하고 있었다. 담당인력의 수행요건은 석사수준의 학력과 1-3년의 관련기관 근무경력, 가족상담사, 건강가정사, 사회복지사, 상담심리사 등의 자격인 것으로 나타났다. 그 외 직무역량 중요도와 교육요구도를 토대로 핵심역량과 역량개발영역을 추출하였는데 이것으로 상담영역 건강가정사의 직무 및 보수교육 콘텐츠 개발이 가능하다.

건강가정지원센터의 건강가정문화 사업평가에 관한 연구 (The Study of Culture Program Evaluation in Healthy Family Support Centers)

  • The purpose of study is to evaluate a culture program at the family support centers and to suggest a development direction. Therefore evaluation indication areas are planning adaption, practice validity, and an outcome(output) satisfaction. The study subject was 40 family support centers' final reports. The collected data was analyzed by evaluation framework. The results were as followed; first, the culture program plan described healthy of family, included various family type, family-unit program, but a clear culture program wasn't identified; second, the evaluation of culture program practice presents high goal achievement with small financial budget, large number of participants and various type of program, and finally, the program output showed high satisfaction.

  • This study attempted to develop integrated family policy. For this purpose, a delphi survey was conducted twice among 15 professionals regarding the general contents of family policy, the goals and outcomes of president Roh's administration, the direction and plan of action for future family policy. The results of this study are as follows: Firstly, the main results of president Roh's administration were the creation of the Ministry of Women and Families, and the Healthy Families Law. Nevertheless, that government had no long-term vision or action programs. Secondly, there are two aspects of family policy which one is family members based and the other is family life cycle based. Accordingly the subjects of this study insist that family policy has to cover people's whole life, all families regardless of family structure, and has to integrate the plans and programs which have been served to individuals, for example, women, child, youth, and elderly. Thirdly, the orientations of future family policy are to be toward happiness, health, equality, coexistence, harmony, growth, generosity, diversity, self-control, and a sustainable society. So the concept of the integrated family policy has to cover all aspects of the family and the diversity of family life. Therefore, the service delivery system for family policy has to converge into the Healthy Family Center.

건강가정지원센터의 장애아가족 통합지원서비스 사업을 위한 프로그램 개발 기초연구 (A Preliminary Study of Developing Integrated Supportive Service Works for the Families of Disabled Children Focus on the Healthy Family Support Center)

  • This study has been designed to develop integrated supportive service works for the families of disabled children registered in the D-Healthy Family Support Center. The service works are intended to improve family members' health and their growth potentials, and cover service programs of family education, counselling, culture solidarity, and information networks. There are two topics covered in this study; first, this study is to develop integrated supportive service programs for the families of disabled children, and second, the study is also to construct comprehensive strategies and plans for effective services after evaluating practical service programs. In this study, 31 families with one or more disabled children have been selected through stratified random sampling, and all the family members were observed for program effects of integrated service items developed from previously validated indices. For analysis, eight question items were made for interview and each item denotes satisfaction score ranging from 1(very dissatisfied) to 5(very satisfied) on the Likert's five point scale. Mean value of each item was counted after the program, and satisfaction scores were compared over the programs implementation. Overall, the satisfaction scores range 4.1 to 4.6, indicating relatively high satisfaction over most service program. Therefore, it is finally proposed that a longitudinal strategy model offer high quality service programs consistently for the target families, as a goal of achieving comprehensive cooperation and support exchanges between community and healthy family support center be schematized.

Connecting Program Evaluation Strategies with the Program Life Cycle: Implications for Family Development Programs

  • Family professionals and family program staff need to consider the importance of program evaluation in Korea since an increasing number of Healthy Family Support Centers are providing diverse intervention and education programs. The purpose of this research paper is to (a) introduce a program evaluation model that includes the program life cycle; (b) help family professionals and family program staff understand the link between program implementation and evaluation processes; and (c) facilitate discussions in terms of program evaluation of Healthy Family Support Centers and evaluation roles of different levels of Healthy Family Support Centers including the headquarters, regional, and local centers. Understanding the program life cycle and relevant evaluation processes will help family professionals and family program staff be more strategic in answering critical questions about a program's effectiveness. The benefits of program evaluation and its implications are discussed.

건강가정 주부 CEO의 리더십 개발 프로그램 (A Study on the Development of Leadership for the Housewives as Healthy Families CEO)

  • The purpose of this study was to develop an educational program of leadership for housewives as the CEO of household management. For this purpose, the related concepts of leadership as CEO were analyzed and cases on the educational program for housewives were reviewed. The program developed through this study consists of four subjects: 1. The housewives' identity 2. Household management and the CEO 3. The strategies for the development of leadership and 4. The connection between the individual household, the community, and society. It can be expected that the program will contribute to the activation of various programs in the Healthy Families Center and the strong positioning of research in "family resource management" as a practical science.

가족정책 전달체계 통합 논의에 대한 제언 (Policy Suggestions for an Integration of the Family Policy Service Delivery Systems)

  • The purpose of this study is to make suggestions for the ongoing process of an integration of the Healthy Families Center and the Center for Multicultural Families. Based on previous studies and interview data from nine service workers at the two institutions, we make the following suggestions. First, a systematic analysis tool should be developed in order to evaluate the effects of the integration initiative with reliability and validity. Second, empirical data should be collected from the users after the integration of the two institutions and be used to promote their satisfaction. Third, a specific preparation should be made to enhance the integration process of the service workers. Fourth, the integration should be considered in the context of the community and networks. Finally, further studies are needed to understand how the integration influence family policy and social policy in larger contexts.

  • 본 연구는 건강가정 문화사업 담당 건강가정사의 주요 직무를 분석하고 핵심역량과 역량개발영역을 파악하고자 일정 경력 이상의 대상자를 조사한 것이다. 그 결과 문화사업 담당 건강가정사가 인지하는 주요직무 1순위는 프로그램 기획과 가족자원봉사 프로그램 기획으로 거론되었으며, 핵심역량은 의식주 생활문화와 여가문화의 이해, 대인관계 및 사회성 향상 기술, 창의적이고 독창적인 사고능력, 전문가다운 문제해결 태도로 나타났다. 개발하여야 하는 역량 영역으로는 프로그램 기획과 평가, 보고서 및 평가서 등의 서류 작성 기술, 창의적이고 독창적인 사고능력, 전문가다운 문제해결 능력인 것으로 나타나 현장에 투입되어야 하는 관련 분야 종사자들의 필수 이수교과목들과 종사자 보수교육 주제에 시사점을 제공하고 있다.

지역사회 특성에 따른 건강가정지원센터 설치 결정요인 분석 (The Effect of Community Characteristics on Establishment of Local Healthy Family Support Centers)

  • The purpose of this study is to examine a potential association between community factors and the establishment of Local Healthy Family Support Centers (LHFSCs). Community factors were population size, community size, local finance independency, number of workplaces per 1,000 people, number of colleges, political party affiliation of mayor, and political party affiliation of congressman. Data of this study were collected from the census indicators of 222 communities from 2004 to 2014 and analyzed by frequency, mean, geographical information system mapping, and the binary logit analysis. The results of this study are as follows. First, LHFSCs are less likely to be established in communities in the provinces of Gangwon, Chungbuk, and Gyeongbuk. Second, the population size was positively related to the establishment of LHFSCs. Third, finance independency was positively associated with the establishment of LHFSCs. Forth, a mayor was more likely to establish LHFSCs if they were affiliated with the ruling conservative political party. However, the establishment of LHFSCs was not affected by other factors such as community scale, number of workplaces per 1,000 people, the number of colleges, and party affiliation of congressman. Thus, the conclusion suggests family policy implications to improve the geographical imbalance of LHFSCs based on the analysis results.

  • This study analyzes the transition of the Family-Friendly Index from 2007 to 2012. This index was developed using a questionnaire survey that is distributed to listed companies and public institutions every year by the Ministry of Gender Equality & Family(MOGEF) and the Family-Friendly Support Center. The Family-Friendly Index contains an introduction to and the practical use of family-friendly regulations and programs, such as flexible working systems, parental leave, family leave, EAP, and family-friendly culture. The number of companies involved in the Family-Friendly Index is increasing every year, and has increased from 41.7 in 2007 to 58.9 in 2012. In particular, family-friendly companies testimonialized by the MOGEF are using more family-friendly programs than other company.
