  • The Healthy Family Act was announced in February 2004 and has been in effect since January 2005. The purpose of this study was to determine some of the proper directions in the management of Healthy Family Centers based on the results of a six-month demonstration project. Family welfare services whose primary goal is to offer a system which support properly functining families and promoting their health, should be planned and provided from the perspective of the families involved, since they are the recipients of welfare services. furthermore, it's needed to stay abreast with rapid social changes that necessarily contribute to altering people's values. Healthy Family Centers will be placed in local communities and offer efficient education, counseling and family culture programs tailored to diverse family needs. In order to make, this work properly, all specialists and organizations associated with the project should make concerted efforts on a long-term basis.

  • This study was conducted to develop and propose the workshop program for the specialists of healthy families. The proposed workshop program suggests the 6 divisions: 1. the roles of the specialists, 2. the system and contents of Act for Healthy Families, 3. the family policies and the related administrational organizations, 4. the projects for healthy families, 5. the management strategies for healthy families centers and networking system, and 6. the qualities of specialists. This developed workshop program contributes to enhance and improve the human capital of the specialists for healthy families.

A Study on the Organizational System and Management Strategies of Healthy Families Center (건강가정지원센터의 조직과 운영방안)

  • This study was conducted to develop and propose a model for an organizational system and management strategies for Healthy Families Centers. As baseline research, the organization of comparable institutions such as the Social Welfare Center, Women's Development Center, Elderly Welfare Center, Child Welfare Center, and Childcare Information Center was analyzed. Based on the results of baseline research and the draft version of Healthy Families Act, this study proposed a management model for Healthy Families Centers. This proposed model suggests the city, county, and district level centers to be organized with three divisions: 1. family counseling team, 2. family education team, and 3. family life team. Concrete assignments for the teams are also proposed. Finally, a networking system for more effective management of the healthy families centers was also proposed.

  • Family education service for healthy families has increased steadily over the past ten years since the Healthy Family Act was enacted. The Purpose of this study aims to investigate the current state of family education professionals such as family life educators and healthy family specialists, and also suggest a management plan for them. The data used was collected from literature regarding family life educators and healthy family specialists, reports and home pages of Ministry of Gender Equality and Family, Korean Institute for Healthy Family, Healthy Family Support Center in Seoul and Gyeonggi-do, Korean Association of Family Relations, etc. The major suggestions are as follows: 1) empowerment of family education professionals, 2) development of the workplace for family education professionals, 3) development and promotion of various education programs for families, 4) improvement of the capability of family education professionals response to a low fertility-ageing society, 5) collaborative networking between family life educators and healthy family specialists. This study contributes to provide insights on how to train and manage family education professionals.

  • The purpose of this study was to survey actual condition of a municipal Healthy family Support Center(HFSC) for establishing. 46 subjects were surveyed with a questionnaire about PR and facilities of Healthy Family Support Center. For this study, not only a survey was collected 46 subjects bust also a spot inspection was executed to 8 municipal Healthy Family Support Centers. This study revealed following results: first, the mass media(TV, news paper), internet home page, pamphlet are effective medium. Management of PR activities in the HFSC is consider as one of the main factor to decide development and survival in social community. Therefore HFSC should search fur various method and system of PR. Secondly, the size and facilities of HFSC should be designed according to the specific characteristics of HFSC equipped with office-room, conference room, lecture hall, general/special counseling room, group classroom. Results from this study might be contributed to operate a municipal Healthy Family Support Center in the near future.

  • The number of Healthy Family Support Centers has increased and the services for enhancement of family strength have extended during the past ten years since the Framework Act on Healthy Families was enacted. It is time to pay attention to the empowerment for Healthy Family Specialist because their capability is directly linked to improve the quality of services, which means the satisfaction of family services and the quality of family policy. In this context, this study investigate organizational experience of Healthy Family Specialists and suggest the empowerment plan to enhance their capability. We conducted in-depth interviews for 9 Healthy Family Specialists who is currently working at Healthy Family Support Centers as a manager status during June 2014. We analyzed organizational experiences through job commitment and job satisfaction and empowerment plans through their strength and weakness. Our findings revealed that job commitment and job satisfaction of Healthy Family Specialist are relatively low due to a poor working condition and a low brand awareness. Also, the capability of Healthy Family Specialists is an important factor to determine their job commitment and job satisfaction, and it can impact on the long service. These results suggest that the payroll system, increment of salary, career recognition, employee benefit, systematic operation, and motivation are needed to improve their job satisfaction. There are various ways to improve professional capability of Healthy Family Specialists besides education program. This study contributes to make the plan of empowerment for Healthy Family Specialists and it also contributes to improve the service quality of family policy.

  • The number of Healthy Family Support Centers has dramatically increased and the services for healthy families such as family education, family counsel, family culture and family care have increased during the past ten years since the Framework Act on Healthy Families was enacted. This growth is largely credited to Healthy Family Specialists. At a time when the family policy delivery system is changing, it is most urgent to enhance the capability of Healthy Family Specialists. In this study, we aim to investigate the current capability of Healthy Family Specialists and suggest the education plan for their empowerment. We collected data from 151 Healthy Family Support Centers by mail and e-mail in June 2014. There were total of 1,001 subjects for analysis(781 by mail and 220 by e-mail). We analyzed the capabilities of Healthy Family Specialist by service areas according to work-related characteristics and possession of a license. Our findings revealed that the capabilities of Healthy Family Specialist varied depending on the service year and whether or not having a licence. These results suggest that the education program for empowerment will provide a differentiated content according to the service year and whether or not having a license. This study contributes to a better understanding of Healthy Family Specialists' current capability and provides insights on how to enhance their capability in order to change the family policy delivery system.

  • Every one hopes for the strong or healthy families and happy society, The Healthy Families Act legislated on February 9, 2004, and three centers were appointed to perform as a model, before the law has been in force from January 1, 2005. The major services or programs at the Center performed last year were as follows; educational programs, counseling for prevention of family problems, and cultural events for strengthening the family functions. This study presented the general situations of Seoul Yongsan-gu Sookmyung Women's University Center for Healthy Families last year, evaluated the product of cultural events or programs, and proposed better ideas for managing cultural services or programs. In 'the division of Home Culture', the community networks were established, and diverse events or programs provided drew high satisfaction among attendants. In the future, some services or programs at Seoul Yongsan-gu Sookmyung Women's University Center for Healthy Families hoped to be helpful and made a basis for activating services or programs for other centers.

  • The purpose of this study was to propose the basic models of the housewives' educational program for the healthy families support center. For this purpose the role & function of the healthy families support center and the cases about the housewives' educational program of related institutions were analysed. Based on of this materials this study proposed 2 types of program model : 1. the balance of individual-family-society parts oriented model, and 2. the healthy families CEO oriented model. And the strategies for the more effective management of each model were suggested.

  • This research aimed to understand the awareness of married couples who have children over the age of elementary school age. What do they perceive as a wholesome and healthy family? What are they doing to promote the wholesomeness of the family? What are their demands of society and the government? Twenty-five people, 13 husbands and 12 wives, comprised the total number of subjects. The data were analyzed after in-depth interviews. The results of the research were as follows. First, all the subjects had no clear idea about the basic laws of a wholesome and healthy family although they were in the class belonging to the educational sector. Their awareness of what constituted a wholesome and healthy family included such things as physical, mental, ethical, and even spiritual health. Second, the married couples mostly answered that they were trying their best to promote the health of their families. This was basically related to the promotion of physical and mental health.
