다문화가족지원센터 종사자의 가족영역 지원 사업 인식 및 가족생활주기별 다문화가족 프로그램 필요도에 관한 연구 (Multicultural Family Support Center Staff's Perceptions on Family Programs and Needs of Multicultural Family Programs based on the Family Life Cycle)

  • Multicultural Family Support Centers (MFSC) have provided five program areas including family, gender equality, human rights, social integration, and counseling since 2015. It is important to examine the MFSC staff's perceptions of the family programs and program needs for multicultural families to improve the effectiveness of these programs. In this study, we aim to explore the staff's perceptions of the family programs and to assess multicultural family program needs based on the family life cycle. A total of 130 MFSC staff were recruited through 128 MFSCs across Korea. Descriptive statistics were conducted for data analysis. Our findings revealed that MFSC staff have increasingly recognized that their target audiences are not only marriage immigrants and their families but also foreign workers' families and families from North Korea. In addition, the MFSC staff identified the importance of family programs instead of only programs for individual family members and multicultural families' different program needs based on their family life cycle. Contrary to the positive perception of the family programs, they described challenges of the family programs including a shortage of funds, difficulty recruiting family member combinations (e.g., couples, parent-child) for family programs, a lack of a program manual, and a heavy workload. This study provides insights into the family programs including their development and delivery.

건강가정지원센터의 운영모델에 관한 기초조사 - 조직과 평가를 중심으로 - (A Fundamental Survey Study for the Organizational System and Evaluation Strategies of Healthy Family Support Centers)

  • The Healthy Family Act was established in 2004 to prevent problems of the family and increase thehealthy characteristic of the general family. According to this Act, Healthy Family Support Centers (HFSCs) were founded as a new part of the family welfare institution. The purpose of HFSCs is providing various welfare services to enhance the health and well-being of families in the community. This study investigated the organizational system and evaluation strategies of HFSCs. This research comprised a descriptive study of the organizational system and evaluation strategies of HFSC. The study sample consisted of 217 faculty and field workers. Data were collected from December 2004 to January 2005 and analyzed by frequencies, mean, standard deviation and ANOVA. The results were as follows. First, HFSC's organization should consist of family education, family counseling, family culture-marketing, and network teams. Second, healthy family specialists should have a national certificate of qualifications also they should have more than master's degree level. Third, evaluation of HFSCs should be adapt an incentive system.

가족서비스 실천과정에서의 건강가정사의 관점에 대한 질적 분석 (A Qualitative Analysis of the Certified Healthy Family Specialists' Perspectives on Family Service Practice)

  • Based on the premise that perspectives or the frame of cognition may affect the ways that family practitioners support or intervene in families, this study aimed to investigate the perspectives of Certified Healthy Family Specialists (CHFS) on family practice in the Healthy Family Support Centers. A total of 9 CHFSs gave information about their beliefs and perspectives on family practice in in-depth interview. Additionally, 5 CHFS participated in focus group interview and gave information about their values, beliefs, and perspectives on family practice. Through qualitative analyses, four perspectives were found to be explicitly or implicitly carried by CHFSs: System theory perspective, Strengths perspective, Family cognition perspective, and Public intervention perspective. These four perspectives are currently leading themes of family research and are prospected to prevail in family support and intervention practices in the Healthy Family Support Centers in South Korea. Based on the results of qualitative analyses, directions and range of influence in perspectives on family practice perceived by CFHSs were discussed. In this study, the subject of Healthy Family Project, the CHFSs' aims, and emphasis on family practice were dealt with, and developmental direction establishment related to the Healthy Family Support Centers and CFHSs in the dimension of practice and policy in the future were implied.

가족중심 사례관리의 지역사회 체계구축을 위한 탐색적 연구 -건강가정지원센터와 다문화가족지원센터 적용을 중심으로- (An Exploratory Study of the Establishment of a Local Community System for Family-centered Case Management -Focused on the Application of a Healthy Families Center and a Multi-cultural Family Support Center-)

  • This aim in this study is to investigate the meaning of case management and management in general from the case manger's perspective, as well as case mangers' abilities and networks. We also propose a development direction for the establishment of a local integrated family-centered community management system. Regarding the collection of qualitative data, focus group interviews (FGIs) were conducted with 11 case managers from social welfare organizations in the city of C. The interviews consisted of open-ended questions in the following four categories: understanding of case management, case managers' abilities, case management environments, and local community networks. According to the interview analysis, a total of 16 subcategories in 9 categories and 4 domains have been identified. Due to the ambiguity regarding the concept of case management, case management was completely dependent upon individual case managers' abilities. In particular, family-centered case management was found to exist in several organizations in the same region. In terms of case management environments, the following problems have been observed: absence of related departments and staff, confusion regarding performance evaluation standards, limitations in sharing information among organizations, limitations in resource exploration and management, redundant support, and an uncomfortable relationship between the private and public sector. Horizontal exchange and cooperation among organizations are essential to establish and facilitate a local community network. After all, to establish a local family-centered community case management system, the roles of a Healthy Families Center and a Multi-cultural Family Support Center as parts of a family-centered transfer system should be fully emphasized in local society, and the performance of family-centered case management should be developed.

한부모가족 건강성 지표 개발 연구 (Scale Development of Family Strength for Single-Parent Families)

  • 이 연구는 다양한 가정의 건강성 증진 이라는 건강가정정책 및 제 4차 건강가정기본계획의 강조점에 주목하여 한부모가족의 건강성 지표를 개발하여 제시하고자 한다. 이 지표를 통해 현장의 한부모가족 사업 효율화 및 활성화에 기여하고자 한다. 본 연구가 개발한 한부모가족 건강성 지표는 특히 현장을 방문한 가족이 건강성 지표를 측정하여 강점과 취약점을 발견할 수 있고 이에 근거하여 컨설팅과 사례관리, 교육/상담/자조모임 등 프로그램과의 연계 등으로 이어질 수 있다는 점에서, 다양한 가족에 대한 맞춤형의 사업을 수행할 수 있는 기반이 될 것이다. 한부모가족 건강성 지표를 개발하기 위한 연구방법과 절차로는 먼저, 선행연구를 통해 가정의 건강성, 한부모가족의 실태와 요구를 파악하여 한부모가족 건강성 지표의 영역을 검토하였다. 예비조사를 통해 건강성 지표 초안을 마련하였고, 본조사의 결과를 통계분석하여 지표의 타당성과 신뢰도를 검증하였다. 이러한 과정을 통해 최종적으로 5개 영역(기본적 토대, 부모역할, 일-생활 균형, 사회적 네트워크, 라이프스타일, 가정경영과 생애설계)5개 영역, 총 48개 항목으로 구성된 한부모가족 건강성 지표를 확정하였다. 이 연구가 개발하여 제시한 한부모가족 건강성 지표는 생활과학이나 가정관리학, 가정복지학 등의 고유한 관점을 반영하였다는 점에서 그 의의를 찾을 수 있다. 가정의 건강성은 생활과학, 가정관리학, 가정복지학 등에서 지속적으로 연구해 온 주제이다. 따라서 건강가정지원센터, 가족센터와 같은 현장에서 사업을 할 때 건강성 지표를 활용함으로써 다른 기관 사업과의 차별화를 모색할 수 있다. 나아가 맞벌이가정, 다문화가족, 조손가족, 분거가족 등 다양한 형태의 가정에게 적용할 수 있는 건강성 지표 개발의 선행 자료로서의 유용성도 함께 강조할 수 있을 것이다.

건강가정지원센터의 교육프로그램 운영 실태에 관한 조사 (Research about the Education Program of the Healthy Family-Support Center(HFSC))

  • The purpose of this study was to analyze the educational program that is offered on the information menu in the homepage (Familynet) of the Healthy Family-Support Center (HFSC) and suggest developmental directions. For this purpose, first, it deduced that the managerial principles of the education program, from related theories, are included in the family-system, family-structure, family-structure analysis, family life-cycle and ecological system theories. Second, it analyzed the educational programs of 44 local centers that are connected to the homepage (familynet.or.kr) of HFSC. Finally, it suggested developmental directions for managerial improvements of educational programs. As a result, the most popular part in the educational program was parent education, especially the visiting-father education program. The number of couple-related education programs were fewer than those for parent education, because it is difficult for couples to be present at the same time. Family and Self-Cognition programs cover insufficient contents in the parent-education program. Though total program in familylife education is quite large, the number of programs in each separate part is far too small for such a wide subject. So, each part in the program should be made more sufficient. Finally, it suggested the development of an evaluation system and a coaching process as special services for families that are in different development stages and have different family experiences, resources, needs and goals.

Adversities Experienced by Grandchildren in Korean Grandparent-Grandchildren Families and their Family Resilience

  • This study was conducted to make a policy proposal for Korean grandparent-grandchildren families, analyzing what adversities adolescent grandchildren suffer when living in a grandparent-grandchild family, the types of Korean families and how family resilience appears as family power. In order to conduct this study, 20 consenting adolescents were selected for an interview from grandparent-grandchildren families recommended by the U City Healthy Family Support Center. This study suggests the following conclusions. First, we discussed divorce, death, financial bankruptcy related stress, economic difficulties in the present family, accidents involving family members of a grandparent-grandchild family, grandparents' serious disease, death, family conflicts and family comparisons with friends. Second, in the domain of family resilience, desire to maintain the family appeared as a Korean value. In addition, efforts to bond as an emotional family and grandchildren's attitudes of gratitude to grandparents are also expressed. However, family conversation appears weak due to the generation gap between adolescents and grandparents or complications from family stress. Third, the resilience in the family organization appeared weak since there are relatively insufficient socio-economic resources to support the family. This study makes several suggestions for family policies and shows the necessity to develop policies that reflect the needs of grandchildren and grandparents.

1인가구 건강성 척도 개발 연구 (A Scale Development of Healthy Lifestyle of Single-Person Household)

  • 증가하는 1인가구에 주목하여 이 연구는 1인가구의 건강성을 측정하기 위한 척도 개발을 목표로 수행되었다. 선행연구를 통해 가족생태학적 관점과 건강가족적 관점을 적용하여 1인가구의 건강성 개념을 규정하였다. 건강성 척도 구성을 위해 1인가구의 기초적인 요구, 개인 영역, 가족 영역, 사회 영역 등을 포함하는 50 항목을 검토하였다. 지역, 연령, 성별 등을 고려하여 317명의 1인가구를 선정, 건강성 척도 항목을 검증하였고 요인분석을 통해 최종적으로 44항목을 추출하였다. 이러한 절차를 통해 선정된 건강성 척도는 기본적인 요구(가계경제, 주거, 소비, 미래설계), 일생활 균형(시간사용, 건강, 스트레스), 가족관계, 사회참여(네트웤, 사회적 관심, 지역사회참여) 등 4영역으로 구성된다. 본 연구에서 개발한 척도는 건강가정·다문화가족지원센터 프로그램을 이용하는 1인가구의 건강성을 측정하는 데 활용될 수 있을 것이다.

건강가정사의 업무몰입과 직무만족을 통해 파악한 조직생활경험 및 역량강화 방안 (The Empowerment Plan and Organizational Experience of Healthy Family Specialists through Job Commitment and Job Satisfaction)

  • The number of Healthy Family Support Centers has increased and the services for enhancement of family strength have extended during the past ten years since the Framework Act on Healthy Families was enacted. It is time to pay attention to the empowerment for Healthy Family Specialist because their capability is directly linked to improve the quality of services, which means the satisfaction of family services and the quality of family policy. In this context, this study investigate organizational experience of Healthy Family Specialists and suggest the empowerment plan to enhance their capability. We conducted in-depth interviews for 9 Healthy Family Specialists who is currently working at Healthy Family Support Centers as a manager status during June 2014. We analyzed organizational experiences through job commitment and job satisfaction and empowerment plans through their strength and weakness. Our findings revealed that job commitment and job satisfaction of Healthy Family Specialist are relatively low due to a poor working condition and a low brand awareness. Also, the capability of Healthy Family Specialists is an important factor to determine their job commitment and job satisfaction, and it can impact on the long service. These results suggest that the payroll system, increment of salary, career recognition, employee benefit, systematic operation, and motivation are needed to improve their job satisfaction. There are various ways to improve professional capability of Healthy Family Specialists besides education program. This study contributes to make the plan of empowerment for Healthy Family Specialists and it also contributes to improve the service quality of family policy.

가족센터(구 건강가정지원센터)의 입양가족 대상 서비스 제공의 필요성과 역할 정립에 관한 연구 (A Study on Family Support Service for Adoptive Families in terms of Necessity and Role of the Family Center)

  • 본 연구는 가족센터와 입양기관에서 입양 프로그램을 다룬 경험이 있는 종사자를 대상으로 프로그램 진행 경험을 살펴봄으로 가족센터의 입양가족 대상 서비스 제공의 필요성과 역할을 정립하는데 도움을 줄 수 있는 기초 자료를 제공하는데 목적이 있다. 연구를 위해 입양가족 대상 프로그램을 진행한 경험이 있으며 자발적으로 인터뷰에 응한 가족센터 3기관의 종사자 9명, 입양기관 2기관의 종사자 3명을 대상으로 포커스 그룹 인터뷰를 진행하였다. 연구의 주요결과로는 첫째, 가족센터가 처음 입양가족 프로그램을 진행하게 된 계기로는 다양한 가족을 발굴하면서와 주요 의사결정 대상자가 이 문제에 관심을 가지면서, 기존 프로그램에 입양가족이 참여하면서인 것으로 나타났다. 둘째, 입양가족 대상 프로그램은 기존의 프로그램, 즉 자조모임과 공동육아나눔터 등에 만족하면서 가족교육이나 가족상담을 요청하면서 확장되었다. 그러면서 현장의 실무가들은 입양가족에게 접근하는 방법을 알아가게 되고 좀 더 전문적인 서비스 제공을 위해 고심하는 과정을 거친다. 셋째, 실무가의 애로사항이기도 한 것으로, 정부 부처의 공식적 요청이나 지원, 한국건강가정진흥원에서의 매뉴얼이 없어 자신들의 방식으로 주변 입양기관과의 협력과 자원 발굴의 과정을 거치면서 입양프로그램을 진행해오고 있었다. 넷째, 실무가들이 평가하는 전달체계로서 가족센터의 장점은 전국적 인프라와 가족 전문가의 상주, 통합적 가족 프로그램 제공 등을 들고 있었다. 마지막으로, 극복해야 할 점으로는 입양가족 대상자의 특수성을 고려한 담당자의 대상자 이해교육과 입양기관과의 긴밀한 협력, 한국건강가정진흥원의 기본 메뉴얼 제공, 가족 대상자의 포괄성을 높이기 위한 정부의 재정 지원 확대를 꼽았다. 이에 대한 노력이 종합적으로 이루어진다면 입양가족의 건강성 증진에 크게 기여할 것이다.
