Estimation of Gaseous Hazardous Air Pollutants Emission from Vehicles (자동차에서 배출되는 가스상 유해대기오염물질 (HAPs) 배출량 추정)

  • Hazardous Air Pollutants (HAPs) are difficult to measure, analyze and assess for risk because of low ambient concentrations and varieties. Types of HAPs are Volatile organic compounds (VOCs), Polycyclic aromatic hydrocarbon (PAHs) and Aldehydes. HAP emissions from vehicles are a contributor to serious adverse health effects in urban areas. In this study, hazardous air pollutant emissions from road transport vehicles by Non-methane volatile organic compounds (NMVOC) weight fraction and PAHs emission factors are estimated in 2008. The top-five-most hazardous air pollutant emissions were estimated to toluene 864.3 ton/yr, acrolein 690.6 ton/yr, acetaldehyde 554.5 ton/yr, formaldehyde 498.7 ton/yr, propionaldehyde 421.6 ton/yr in 2008. The results for a cancer and non-cancer risk assessment of HAPs emissions show that the major cancer driver is formaldehyde and the non-cancer driver is acrolein.

  • Large earthquakes with (MW > ~ 6) result in ground shaking, surface ruptures, and permanent deformation with displacement. The earthquakes would damage important facilities and infrastructure such as large industrial establishments, nuclear power plants, and waste disposal sites. In particular, earthquake ruptures associated with large earthquakes can affect geological and engineered barriers such as deep geological repositories that are used for storing hazardous radioactive wastes. Earthquake-driven faults and surface ruptures exhibit various fault zone structural characteristics such as direction of earthquake propagation and rupture and asymmetric displacement patterns. Therefore, estimating the respect distances and hazardous areas has been challenging. We propose that considering multiple parameters, such as fault types, distribution, scale, activity, linkage patterns, damage zones, and respect distances, enable accurate identification of the sites for deep geological repositories and important facilities. This information would enable earthquake hazard assessment and lower earthquake-resulted hazards in potential earthquake-prone areas.

  • With a rapid growth of domestic industry in korea, now about 25,000 kinds of chemicals are being distributed, and it has been known that just about 15% of them has toxic substances. Recently, South Koreans have an anxiety about the stability and accidents of chemicals because chemical accidents like Gumi hydrofluoric acid accident have occurred. The U.S. has adopted the systems like EPCRA (Emergency Planning and Community Right-to-Know Act), TRI (Toxic Release Inventory) and TSCA (Toxic Substances Control Act), and is also managing the hazardous chemicals by providing the information about them to its people and site workers. Japan's Ministry of Health, Labor and Welfare also has adopted J-CHECK system and is implementing it to let Japanese people know the information of safety of chemicals about REACH. However, the Korean government has a difficult situation to mediate the different idea with the Korean industry to make lower statute of Pre-legislation registration & evaluation of chemicals that will be implemented and Chemical Material Control Association that is being implemented. Especially city and country areas located in the industrial areas need political improvement focusing on vulnerable area through the check about current situation of hazardous chemicals of jurisdiction and management method, but the information about the management situation of small scale work places is insufficient. Therefore this study set up the urgent management area in Ansan Smart Hub through NFPA code according to the types of accident and dander characteristics of each chemical being used in the companies that have less than 50 workers and deal with chemicals located in Ansan Smart Hub in Gyeonggi-do.

  • When a large number of hazardous road cut-slopes are spreaded in widely scattered areas, the effective investigation and evaluation method that is able to decide the risk of hazardous road cut-slopes, is required. Many different evaluation techniques were suggested by many different researchers based on their demands, but there are the limited researches on the experimental evaluation technique which can be utilized by personnel who does not have much experiences on the road cut-slopes. In this study, the appropriate and effective evaluation method of the dangerous slope is suggested and this method can be used by both inexperienced and experienced persons. Therefore, this is the one of the effective ways that can mitigate the possibility of landslides.

The Importance of Self-Inspection in Accident Prevention (자체검사제도가 갖는 재해예방 효과)

  • In compliance with the Industrial Safely and Health Acts, the owners/users have performed self-inspection at regular intervals to secure safety in the use of hazardous machinery, equipment and facilities However, securing safety, which is the goal of self-inspection, has not been thoroughly understood in most small businesses and factories. The objective of this research is to analyze the importance and effects of self-inspection in preventing accidents in businesses and factories that use hazardous machinery and facilities. The result shows that self-inspection has made a good contribution to the prevention of accidents. Most businesses and factories that responded the survey answered they have improved safety in the use of machinery and facilities through self-inspection, though the ways of self-inspection were not all the same. However, the result also reveals that there are rooms for further improvement in the areas of self-inspection intervals, self-inspection methods and the selection of self-inspection objects. This improvement is necessary to improve the effect of self-inspection and to minimize regulations of the government on business activities.

  • This tudy is to survey and analysis the water quality phase of Agricultural reservoirs through the case study of 18 reservoirs in Kyungpook Province in preparation for prevention disasters from the environmental hazards such as water pollutions. In these cases, the most hazardous pollution acts were Domestic animals excrements firstly, Human living wastge water secondly, Tourist resort sewage and Fertilize waste etc. in regular sequences. In the analysed results, pH, EC, BOD, DO, Cu, Ph, Cd were less than standard values recommended by the Environmental Authority and so they were estimated in scope of the safety value respectively. But few of factors being gradually closed with the hazardous point in the few places. At present, the hazardous environmental acts originated from the Domestic animals ex-crements, Human living waste water and Fertilize waste etc. in case the agricultural reservoirs, have to strongly be improved much better than before and prepared safety conditions for the rural living and agricultural life sciences.

Development of Real-time Safety Management System for Incident Prevention by Hazard Material Transport (위험물 운송사고 예방을 위한 안전관리시스템 개발)

  • The incidents related to transporting hazardous materials may cause serious impacts on neighborhood and surrounding areas. It is essential to have a real-time safe management system for incidents prevention of transporting hazardous materials. Currently, the system is not integrated into one channel, which makes it difficult to control an incidents response. Another problem is that event status is not appropriately shared among authorities having responsibilities taking down the incidents. This paper investigates previous studies covering the real-time safety management system for hazard material transports and suggests an integrated management system that helps communicate effectively and promptly.

A Study on the Method to Avoid the Gas Group IIC Equipment of Explosion Proof Electrical Equipment Adjacent to the Source of Release of Hydrogen Handling Facility (수소 취급설비의 누출원에 인접한 방폭전기기기의 가스그룹 IIC 기기 회피 방안에 관한 연구)

  • Appropriate explosion proof electrical equipment should be installed in hazardous areas. In areas where hydrogen is handled, explosion proof electrical equipment adjacent to the hydrogen handing facility must be reviewed for selection of gas group IIC (or IIB+H2) equipment. When selecting explosion proof electrical equipment for the flammable substance handling facility in areas where hydrogen and flammable substance are handled, the method to avoid gas group IIC (or IIB+H2) equipment has been suggested by using the operating pressure of the hydrogen handling facility. When the operating pressure of the outdoor hydrogen handling facility is 1.065 MPa or less, it has been confirmed that there is no need to install gas group IIC (or IIB+H2) equipment for the flammable substance handling facility adjacent to the hydrogen handling facility. And the method of selecting explosion proof electrical equipment for the flammable substance handling facility has been suggested as a flowchart, so it will be able to be utilized when selecting appropriate explosion proof electrical equipment.

  • Planning controls for the hazardous situation from Petrochemical Complexes in residential areas requires on theoretical estimation of risks. Engineering criteria and standards should e interpreted as acceptable risks for the safety of industrial workers and the community arising from industrial accident. An approach to formulate a safety criteria as distance between the origin and object of hazards and their impact are discussed.

A Study on Gas Explosion Hazardous Ranges for International Electrotechnical Commission Technical Standards (IEC 기술표준의 가스폭발위험범위 연구)

  • The occupational safety and health act defines how to evaluate the explosion hazardous areas according to KS (Korean Industrial Standards). Current KS have to follow IEC (International Electrotechnical Commission) 60079-10-1 1st edition and there has been no change since 2008. And its 2nd edition has been revised in 2015. In this study, IEC 1st Ed. (IEC 60079-10-1 1st edition) is compared with IEC 2nd edition. Total 112 case studies including four materials (methane, propane, benzene, methanol) are selected to test and explosion hazardous ranges evaluated by IEC 1st and 2nd Ed. are analyzed according to various leakage pressures and hole sizes. In order to verify the results calculated by them, PHAST, which is one of the most representative consequence analysis programs, is employed. As a result, it can be concluded that there are many differences between IEC 1st and 2nd Ed. due to the discharge and the ventilation parameters. As comparing with PHAST, it is confirmed that IEC 1st provides more conservative values than PHAST. Even if IEC 2nd Ed. provides more conservative for gases, this fails to provide more conservative values for liquids. Therefore, it is worth to note that a large value between the explosion hazardous ranges value calculated by the IEC 1st Ed. and 2nd Ed. should be selected until further investigation and analysis is made. Morevover, the full consideration for IEC 2nd Ed. have to be needed.
