IEC 60364의 접지방식에 기반한 안전성 평가 시험장치의 모델링 및 구현에 관한 연구 (Modeling and Implementation of Safety Test Device for Grounding System Based on IEC 60364)

  • 국내 접지방식은 2021년부터 IEC 60364에서 제시하는 접지방식을 새롭게 채택하고 있다. 이 접지방식은 인체접촉사고 발생 시, 접촉전압과 통과전류에 대한 특성이 다양하게 나타날 수 있어, 인체에 대한 안전성 평가가 구체적으로 요구되고 있다. 또한, 한국전기안전공사나 대한전기협회에서 IEC 60364의 접지방식에 대한 안전기술 교육을 부분적으로 수행하고 있지만, 안전성을 평가할 수 있는 시험장치가 미흡하여, 전기안전관리자에 대한 교육이 어려운 실정이다. 따라서, 본 논문에서는 IEC 60364의 접지방식별 안전성 평가를 수행할 수 있는 시험장치를 모델링하고, 이를 바탕으로 시험장치를 구현한다. 즉, 전력계통 상용해석 프로그램인 PSCAD/EMTDC를 이용하여, 계통 전원부, 접지방식별 시험장치부, 보조장치부로 구성된 안전성 평가 시험장치의 모델링을 제시하고, 계통전원부, TT접지방식 시험장치부, TN-S접지방식 시험장치부, 모니터링부로 구성된 안전성 평가 시험장치를 구현한다. 상기의 모델링과 시험장치를 이용하여, TT접지방식과 TN-S접지방식의 인체 안전성 특성을 분석한 결과, TT접지방식의 경우 고장점 임피던스가 0[Ω], 10[Ω], 100[Ω]에서 인체 통과전류는 각각 104[mA], 87.4[mA], 35.5[mA]가 산정되었고, TN-S접지방식의 경우 54.9[mA], 4.1[mA], 0.4[mA]가 산정됨에 따라, TN-S접지방식이 TT접지방식에 비하여 감전에 대한 보호가 우수함을 알 수 있고, 저압수용가에서 사용 중인 TT 접지방식에서 TN-S 접지방식으로 전환하면 감전에 대한 보호성능을 향상시킬 수 있음을 알 수 있었다.

  • 계통 접지(system grounding)는 어떤 이상전압 유입이나 지락 고장 등으로부터 전력 계통의 안정성을 확보할 목적으로 전원의 중성점에 적용하는 것이다. 선박에서 주로 적용되는 계통 접지는 비접지 시스템과 저항 접지 시스템이다. 440V 선박은 비접지 시스템을 적용하고, 3.3kV, 6.6kV, 11kV의 MV(medium voltage) 시스템을 사용하는 선박은 저항 접지 시스템 중에서 주로 고저항접지 방식을 적용한다. 지락 고장은 전기시스템에서 발생하는 모든 고장의 95%정도이고, 지락고장 발생 시 전력 계통의 대지전압이 과도하게 증가하여 선내 절연 시스템에 악영향을 주게 된다. 본 논문에서는 선박에서 적용하는 저항접지 시스템에 대해 지락 고장 발생시 지락 정도에 따라 전력 계통의 대지전압 중성점의 변동 특성을 확인하고자 한다. 이를 위해 우선 접지 시스템의 종류에 따른 특성을 알아보고, 선박의 저항 접지 시스템의 대지전압 중성점에 대한 모델링을 유도한다. 최종적으로 다양한 변수환경에 따라서 대지전압, 선간전압, 중성점 전위 등이 어떻게 변동되는지 MATLAB을 이용한 시뮬레이션을 통해 지락고장 발생시 나타나는 선내 전압의 변화특성을 분석한다.

  • Measuring ground resistance has been a popular method of evaluation of the grounding electrode performance. If some portions of grounding electrodes are lost by corrosion, aging or other reasons, consequent deteriotation of the grounding performance would be resulted. It is one of the reasons why it is required to evaluate the performance of grounding systems regularly. However, in case of the electric facilities with multi-grounded system such as power substations with multi-grounded overhead ground wires and/or distribution line neutrals, it is practically difficult to disconnect neutrals or skywires from the substation grounding mesh for the ground resistance measurement. In this paper, a method for the grounding performance measurement of multi-grounded systems, which is based on the measuring ground current distributions, has been proposed. A field test results has shown the validity of the proposed test method.

보조접지선 시공에 의한 송전선로의 내뢰성 향상효과 모의 (A Simulation of Lightning Faults Reducing Effects on the 154 kV Transmission Tower by Auxiliary Grounding)

  • This paper describes the fault reducing effects of the 154 kV transmission tower by auxiliary grounding from the top of the tower to ground. The grounding surge impedance of the auxiliary grounding system is calculated by CDEGS(:Current Distribution Electromagnetic Interference Grounding and Soil Structure Analysis), and the critical lightning back flashover current and arcing horn dynamic characteristics are simulated by EMTP/TACS(:Electromagnetic Transient Program/Transient Analysis of Control Systems). The calculated results of total LFOR(Lightning Flashover Rate) shows that the LFOR can be reduced from 5.2(count/100km. year) to 3.4 by auxiliary grounding on the 154 kV transmission tower with one ground wire shielding system.

  • Grounding fault and short of the DC power supply systems are detected and protected by high-speed circuit breaker, linked breaking device, ground relay and fault selective device, all of which are installed and operated in substaions. however, there have been many cases in which the protective devices did not detect grounding of of the over head catenary systems on concrete support for an extended period of time. Such cases often cause severe damages to the supports with high grounding resistances. If grounding accidents occur repetitively, the earth current and the rise of earth potential can damage not only passenger and staff but also electric facilities and equipment, necessitating high cost and endeavor to restore. The following study points out various problems that can be occurred occur as a result of high impedance grounding accident, and proposes a new system which can protect and intercept them.

대지구조 모델에 따른 봉형 접지전극의 접지저항값 변화 (The Variations of Grounding Resistance of the Vertical Electrodes by Soil Models)

  • The basic purpose of grounding is for human safety and normal operation of system related to electrical shock hazard by faults of electrical equipments. A grounding electrode is defined as a conducting element that connects electrical systems and/or equipment to the earth. The lowest possible resistance connection to the earth is sought from the grounding electrode. The grounding electrode is the foundation of the electrical safety system. The resistance to ground of vertical electrodes buried in the two deference soil structures has been analyzed for a length of electrodes and soil parameters. The equation of ground resistance of vertical electrodes are Tagg's equation for uniform soil models, and modified equation of Dwight equation for two-layer soil model. In this paper, compared with results of two equations are calculated values of vertical electrode in uniform and two-layer soil models.

  • This paper describes the impulse response characteristics of the grounding systems in power utility system. Several regulations regarding to electric power equipments, services and managements require that the groundings of class 1 ($E_1$) and class 2 ($E_2$) must be connected at the common point in grounding systems. In addition, the grounding for arrester ($E_{LA}$), which belongs to the grounding of class 1, should be connected at the same point. However, there is no method and position of common-connection at anywhere. In this work, when the impulse current was injected through the grounding conductor for arrester, the investigations measuring and analyzing potential rises induced at the common connection point and other grounding conductors were conducted. The experiments were carried out in the conditions of the grounding conductor of 25m long and the near or remote common connection from ground electrode. The lightning impulse current was applied so as to simulate the on-set of arrester due to lightning and/or switching surges.

  • Recently, DC distribution system has come into the spotlight as the number of digital loads and the use of renewable energy increases. However, there are still challenges for the commercialization of DC distribution system such as a consideration for the safety. Thus, researches on protective coordination and grounding system for the safety of human bodies and facilities in Low-Voltage DC (LVDC) distribution system should be preferentially conducted. In this paper, therefore, we analyze characteristics of faults in LVDC system accroding to type of grounding system based on IEC 60364. Finally, the simulations for fault characteristic in different grounding scheme are conducted using ElectroMagnetic Transient Program(EMTP) and the results of simulation are shown.

  • This paper deals with assessment of equipotential bonding and electrical continuity in Buinding by investigation on the spot at construction site. The assessment was carried out for continuity of steelwork in reinforced concrete structure, bonding conductor, protective conductor. A new grounding system based on international standards includes unity grounding system, structure grounding utilizing steel reinforced concrete, equipotential bonding, use of surge protective device.
