South Korea makes and manages the ground boundary points record to efficient menage for the installed ground boundary points from cadastral survey with established the Land survey Channel investigation and Cadastre law Section 65 on 17 July 2013. However, this system's negative perception is spreading across the country because of the excessive business process time and inadequate availability. Consequently, this study has analyzed implementation problems of the ground boundary points record. Moreover reasonable development plans have been proposed through the investigation of the advanced foreign cases and interview of the international cadastral experts. Based on this study, it looks forward to improvement more enhanced reliability of the Korean cadastral system.

This research inquired problems that appeared in the previous boundary point coordinates record book, boundary point cover record book, and ground boundary point record book. Also, we suggested the framing plan and based on the boundary point record book for the registration and management of boundary point of cadastral resurvey upon completion on record book. In fact, the outlines of result could be organized into three following points; Firstly, a quick survey can be possible, as reference points for the present situation were available to be checked right away due to unify and manage the boundary point at the record book, even if at the field without the location explanation drawings of boundary points. Secondly, continuous managing of boundary points is possible, since recording the boundary points book with a parcel boundary point, as a unit, make it easily monitoring the formation, critical situation, and extinction of boundary point. Thirdly, the boundary point could be maintained at the boundary points at location, coinciding with geographic features by requesting boundary changes at the time of completion, although it has been made at when the location explanation drawing is made.

Terrestrial laser scanner provides highly accurate, 3D images and by sweeping a laser beam over a scene or object, the laser scanner is able to record millions of 3D points' coordinates in a short period, so becoming distinguished in various application fields as one of the representative surveying instruments. This study deals with 3D building boundary extraction using Terrestrial Laser Scanner. The results shows that high accuracy 3D coordinates for building boundaries are possibly acquired fast, but terrestrial laser scanner is a ground-based system, so "no roofs", and "no lower part of building" due to trees and electric-poles, etc. It is expected that the combination of total station, terrestrial laser scanner, airborne laser scanner with aerial photogrammetry will contribute to the acquisition of an effective 3D spatial information.
