Health policy is the governmental decision contained with the objectives to achieve the desirable health and the tools to achieve them. The academic journal in health policy could be involved in all stages of the health policy process-agenda setting, policy making, policy implementing, and policy evaluating. 'Health Policy and Management' has been undertaking the role of an academic society in health policy. 'Health Policy and Management' will strengthen its role in health policy.

Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. Stabilization of housing market is important, but concrete measures should be necessary to help those who cannot participate in housing transaction. Concerning local governance issues, local government is expected to play a great role in setting up a productive policy network; NGOs are inclined to rely on public aid; An emphasis is put on professional and academic education which can make housing welfare delivery system more effective. With the questionnaire survey results, evolution and characteristics of the NGO movements in the Korean housing sector and the recent change of housing policy orientations are explained. And, strengthening communication channel between central and local actors, participation of NGOs in the various housing surveys, establishing a regular forum on the local level, and so on, are proposed in the conclusion.

To come true, Korean ports developments policies are better off going towards integrated governmental supportive system build-up, activated infra-structures, back-yard developments, legal and institutional system, international co-ordination networks system, customer-oriented port management system like one-stop services, and multi-variate financing resources. Above all, Related governmental institutions strongly have self-confidences and devotional efforts to make them all implemented not losing own way.

This study did not only raise the necessity of inter-governmental cooperative relations, but explored the plans to induce the more desirable cooperative relations. Accordingly, the study aimed to explore the plans to induce the desirable inter-local governmental cooperative system for festering and developing the sound local governmental system by the indexes of human cooperative capacity as policy means for establishing inter-governmental cooperative relations. The findings show that the behavioral factors of local administrators in the process of inter-local governmental cooperation are characterized by the fact that they belong to the necessary factors for inter-governmental cooperation, though different in extent. Based on this, the present study is expected to lay groundwork for the empirical studies of behavioral characteristics of local administrators in the future.

This study examines firstly concept and present condition of Policy Customer Relationship Management(PCRM) system which applying in the governmental dimension Customer Relationship Management(CRM) system of enterprises(proft-making organizations), comparison of PCRM and CRM, and definition of customer and customer classification process as a key of PCRM. Next, investigates applying plan in the other special libraries of governmental institution through the case study of Information Center on North Korea(special library attached to the Ministry of Unification) and relationship with different connection systems attempted in e-government(Enterprise Architecture). Lastly, through this, considers complemental issues for developmental fixation in special libraries.

Recently, it has been known that it need to be solved export marketing on expanding export of Small Business Commodity. Therefore, the purpose of this paper is to analyse on expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0. This study deals with the terms of three connection success factors on expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the three success factors, a firm's subjective factors(4.13 score) are scored at the most ones of the three success factors, to be compared with a industrial environment factors(3.89 score), with a government policy factors(3.72 score). Therefore, first of all, it is important to expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 through as follows, a firm's subjective factors : (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to procure ability of export marketing through e-Trading Application, (4) to enhance export expanding strategy coincided in Industrie 4.0. And, the next, we have to expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 through considering a industrial environment factors and a government policy factors.

This study examines three factors - personal, academic features and governmental research environment - that influences the research of creative scientists based on a Systems Model of Creativity and tries to deprive policy implications. First, this study investigates the characteristics of creative scientists' research through a literature review. Next, it analyzes the features of academic characteristics, and creative research environments by the interviews of nine creative scientists in Korea. Lastly, it draws its implications and analyzes the limitations of this research.

This research is to empirically analyze the effects of governmental policy including R&D subsidiary and tax reduction, which are both direct and indirect financial supports, during the examination period (2007~2009). The analysis was based on 2,751 firms that received governmental support via both R&D subsidiary and tax reduction with 7,038 panel events during the economic recession (2008~2009) and found that governmental support drives R&D investment of firms during the recession. The contribution of this research is that investigation of policy effectiveness categorized by firm sizes, particularly during the economic crisis. The result of the study is that during the recession, large firms had more elasticity increase towards tax reduction whereas smaller firms and ventures had it towards direct financial subsidiary. The elasticity increase of both large and small firms was in positive association with firms' R&D investment. The result indicates that government support obviously has positive influence on R&D investment of firms during the crisis, even enforcing the investment.
