A Critical Review on the Performance and Changes of Child Care Policy in Korea (한국 보육정책의 성과와 정책변환에 대한 비판적 고찰)

  • This study investigated the performance of the child care policies implemented by the former government and analyzes some changes in child care policies by the new government in Korea. The criteria for evaluating child care policies of both governments were based on suggestions gleaned from OECD policy review papers on Early Childhood Education and Care (ECEC) in 2004 and 2006. As suggested by the OECD, the input of financial investment in public sectors, universal approaches to child care, measures of quality programs, efforts for improving the work environment of child care workers and selecting effective ways of providing financial support for child care were applied in order to evaluate the child care policies in Korea. A number of policy documents and literature published by both governments from 2003-2009 were reviewed in order to evaluate and compare the former child care policies with the more recent ones. The child care policies enacted by the former Korean government were characterized as the remarkable increases in financial investment to establish a child care infrastructure for quality programs and services, and efforts to enact universal approaches to child care, policy making based on scientific data on child care. These advances were tempered by the observation that despite all these improvements, both investment and expansion in the public child care sector were far below sufficient levels. In contrast, some changes in the child care policies by the new government were criticized in terms of weakening public child care, reinforcing private child care and it's conservative financial support system.

  • To improve the quality of the services and to concentrate on the core capability, in public sector the IT outsourcing is recently being vitalized by the institutional support of the government for the entrusting non-government. Because the lots of general studies so far have simply focused on indicating fragmentary factors i.e. economical factors, risk factors, system factors, or induction objects, etc., they are insufficient in making the practical decisions, therefore we indicated systemized model extending over the whole range of the IT outsourcing to support substantial decision makings, and assorted 4 categories and drew considerable 55 factors from the literature study to materialize the previously considerable factors at each decision making stage. And the principal factors were drawn from each decision making category by a group of 11 experts. Besides, a henceforth plan for the application was also presented through an actual example of the IT outsourcing decision making process of 'M', a public enterprise.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • In this study, the goals and the short and long term plan to attain the goals were set up through the analysis of non-government environmental protection organizations actual conditions which were grasped through interview and questionnaire. The goals and the plan were modified and elaborated through 3 times environment experts conferences and a public hearing. The goals were as follows: a) Laying down the guidelines on the organizations. b) Establishing a view of environment. c) Paying a public attention to importance of environment. d) Activations the practice in environmental protection movement. e) Harmonizing the relations between the organizations themselves. government and the organizations, industries and the organizations. f) Establishing the government support system to the organizations in leagal. administrative and financial aspects. g) Enhancing the potentialities on research and development in environmental protection technology. In the short and long term plan, the specific activities to be driven up to the year 2000 were presented by stages.

  • The miraculous growth of Korean economy and its business corporations during 1960' s and 1970's are mainly due to the government leadership and its market intervention. We can find the reasons why the government initiated economic growth plan was so successful in Korea in its efficient bureaucratic government system and fair discipline to the corporations based on its contribution to the economy. During 1960's, the primary factors for the growth of business entities and the formation of business groups were the financial special favor, the preferential treatment in the new industry entrance and the merge & acquisition, lavish export incentives from the government, and the export explosion to Vietnam. During 1970's, the substantial deduction of corporations' private debt, enormous support in heavy industry investment, special benefits to general trading companies by the government, and the construction export to the Middle-East were the main causes of the business growth and the business groups formation. Also, the economic rent for the big companies had still been effective since 1960's. However, the preferential benefit to the big companies made them to diversify into the unrelated business ares and to be in very vulnerable financial position. The governmental support brought about the monopoly as well.

A Study on Strengthening Hwaban Design in the Two-ikgong Style Government Buildings in the Late Joseon Period -Focused on the T-shaped Wooden Shrines and Salleung-dogamuigwes- (조선후기 이익공식 관영건축에서 화반의 의장성 강화 -정자각과 산릉도감의궤를 중심으로-)

  • The purpose of this study is to comprehend strengthening Hwaban(flower-shaped support) design in the Two-lkgong style government buildings in the late Joseon period through the T-shaped wooden shrines, the architectures of royal palace and royal ancestral shrine. Following conclusions have been reached through the study. First, Janghwaban(the long plate carved with flower-shaped support) was installed in Injeongjeon(1805) for the first time. It took 40 years to introduce Janghwaban to the government building of Two-lkgong style compared with Injeongjeon. Second, the quantity of Hwaban had been increased from 1 to 5 for 300 years in the government building of Two-lkgong style. This had been steadily increased with the aim of strengthening design. Third, there was a limit to the increase in the quantity of Hwaban. The first reason was to control the rhythm between the Hwaban and the Pobyeok(the wall between Hwabans). The second reason was that if the Pobyeok was too narrow, it was difficult to plaster. The latter was solved by introducing the Janghwaban. Fourth, in attempting to stylize differently from Jusimpo(simple bracket system), the quantity of Hwaban increase played a very important role in the government building of the Two-lkgong style. Since the reconstruction of Gyeongbokgung Palace, Hwaban combined style with Ungong served as the norm of the royal palace architecture in the last Joseon period.

A Study on Prevention of Accidents of Carbon Monoxide Leak from Gas Boilers (가스보일러 일산화탄소 누출사고 경감에 관한 연구)

  • This work is concerned with a plan for preventing accidents of CO gas leak from gas boilers, involving the enforcement of installations of both CO alarm system and condensing boilers, and financial support of government grants. If amongst 1,460,000 beneficiaries of basic livelihood security, one million households in use of gas boilers receive 3-year support of 200,000 won, the difference of prices between common and condensing boilers, the government grants would be 2,000 billion won. If 3 million common householders are in 3-year support of 100,000 won, government grants would be 3,000 billion won. Therefore, 3-year grand total of government grants would be 5,000 billion won. Finance for government grants can be purveyed from energy saving; yearly 2,000 billion won of energy saving by enforcing to replace one million existing boilers with condensing boilers, leading to 2 trillion won of energy saving for 10 years. In this way, 6,000 billion won of 3-year grand total of government grants for CO alarm system and condensing boilers can be purveyed. The rest amount would be fundraised for energy savings. We claim that our proposal can make an achievement of more than 50% reduction of CO leak accidents during 10 years.

  • Freight Forwarders is very important of logistics industry but it still has a lot of problems which have to be improved. The purposes of this study are realizing the current state of freight forwarders and suggesting the developing strategies. It is necessary to make proper size, develop of human resource and construct of information system for development of freight forwarders. Furthermore, it requires more efforts of company and government such as support of tax, support of investment in freight forwarders.

  • Recently, the rate of openness of public data has increased and related development is also increasing. As recent government policies have also focused on opening public data, the Public Data Index among OECD member nations has been ranked first for two consecutive years. However, despite the government's interest and active support, the post-start-up survival rate was the lowest among the OECD countries. The lowest survival rate was found to be the biggest failure factor for consumers to exhibit unwanted products. In this study, we analyze the desired parts of the consumers that are lacking in the start-up and propose the service of location analysis. In this process, we utilize data related to entrepreneurship among various public data supported by the government.

  • In order to overcome the limits of domestic image content market, entering the global market is inevitable and expanding our market volume in foreign market as in domestic market is an important factor that determines the future of Korea image content industry. Suggestions and discussions on policy for investments on domestic image content should be carried out to resolve such situation. Specially, the reason why cooperative system of central government and local government is in dire need is because cultural content industry support measures of central government is unsatisfactory and local government is not adequate enough to respond to the global environment because investment resources of small and medium enterprises in cultural content is insufficient. This paper intends to study cases of policy promoted by domestic local government and support cases of foreign countries when domestic image content industry is expanding into the global market, and to search for solutions from integrated functional perspective of central government and local government for international co-production environment. This study suggests the necessity of political connection in terms of central government strengthening assistance policy on dispersed policy of local government who operates 11 cultural industry promotion districts throughout the country. First, this study suggests the possibility of expanded international co-production by central government and local government through investment(fund).
