A Study on the Influence of the Government's Innovation Promotion Policy on the Innovation Performance of the Service Industry (정부의 혁신 촉진 정책이 서비스 산업의 기술 혁신 성과에 미치는 영향에 관한 연구)

  • This paper analyzes the effects of government support systems, regulation, and innovation promotion policy on technological innovation performance of companies in the service industry using 4,000 Korean service industry companies. Multiple and hierarchical multiple regression analysis were used to analyze the correlation between the individual factors and process innovation and product innovation. Government support, regulation and technology innovation in the service industry were tested. In addition, government innovation promotion policy includes government support and regulation and the technological innovation performance of service firms. As a result, the government support system affects both the process innovation and the product innovation performance in the service industry, but affects only the process innovation performance in the case of regulation. Innovation promotion policy was found to regulate the relationship between government support systems and regulation and innovation performance of the service industry. Therefore, these findings provide strategic implications for the management of enterprises in relation to government support systems and innovation policy. It is necessary to reorganize regulations that are outdated to improve the effect of innovation policies on innovation performance.

  • The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. A Study on How to Provide Support to Poor Single Families based on Case Studies (저소득 한부모가정, 사례에 비추어 본 지원방안 연구 : 건강가정지원센터 활용을 중심으로)

  • The purpose of this study is to identify the characteristics and the limits of, as well as, Propose an improvement of, the government based policies that support poor single families. For this purpose, this study has analyzed the government based supporting policies for poor single families into four different aspects; income support, dwelling support, medical support, and child-caring support. Also, in order to analyze the situation of the poor single family as well as the limits of the government based supporting policies, an in-depth interview has been conducted with 8 personnel (including 7 single parents and 1 social worker). In the final analysis, a total of 5 case studies have been used to identify the characteristics of the government based supporting policies for various poor single families. As a result, it turned out that the economic situation of the poor single families were extremely unfavorable, and the quality of life was extremely low in the aspects of dwelling, nutrition, health child nurturing and education. Therefore, we are proposing the following supporting policies for the improvement of these families' living conditions: increasing income levels, providing job opportunities, securing dwelling places, providing medical support, and implementing child care benefit policies. Furthermore, we are proposing an expansion of the human services provided by the healthy family support center to these poor single families.

The Effects of Competence and Government Support Service of Micro and Small Business on Performance: Mediating Effects of Self Efficiency (소상공인의 역량과 정부지원 서비스가 성과에 미치는 영향: 자기효능감의 매개효과를 중심으로)

  • Micro and small enterprises are businesses that absorb the most labor in Korea. The position of micro and small enterprises in the national economy has an important and strategic role because micro and small enterprises are quite dominant in the Korea economy. The purpose of this study is to look at the effect of the CEO' business experience, competency(job competency, money competency, digital competency), government support service(government support satisfaction, education support) on the performance. For this study, data was collected from 220 CEO by using questionnaires. The statistics analysis SPSS 24.0 was used, it is a factor analysis, reliability test and multiple regression analysis for hypothesis verification. The research results are as follows. First, as a result of examining the effect of the CEO competency on the performance, it was found that among the competency factors, money competency and digital competency had a significantly positive (+) effect on the performance. Second, as a result of examining the effect of government support service on the performance, government support satisfaction, education support had a positive (+) effect on the performance. Thirdly, in the relationship between CEO' business experience, competency, government support service and performance, the mediating effect of self efficiency was significant money competency→self efficiency→performance, digital competency→self efficiency→performance.

An Efficient Damage Information Extraction from Government Disaster Reports

  • One of the purposes of Information Technology (IT) is to support human response to natural and social problems such as natural disasters and spread of disease, and to improve the quality of human life. Recent climate change has happened worldwide, natural disasters threaten the quality of life, and human safety is no longer guaranteed. IT must be able to support tasks related to disaster response, and more importantly, it should be used to predict and minimize future damage. In South Korea, the data related to the damage is checked out by each local government and then federal government aggregates it. This data is included in disaster reports that the federal government discloses by disaster case, but it is difficult to obtain raw data of the damage even for research purposes. In order to obtain data, information extraction may be applied to disaster reports. In the field of information extraction, most of the extraction targets are web documents, commercial reports, SNS text, and so on. There is little research on information extraction for government disaster reports. They are mostly text, but the structure of each sentence is very different from that of news articles and commercial reports. The features of the government disaster report should be carefully considered. In this paper, information extraction method for South Korea government reports in the word format is presented. This method is based on patterns and dictionaries and provides some additional ideas for tokenizing the damage representation of the text. The experiment result is F1 score of 80.2 on the test set. This is close to cutting-edge information extraction performance before applying the recent deep learning algorithms.

The Impact of Government Support on Family Farm - A Chain Mediation Model: Empirical Evidence from China

  • The aim of this research is to use a conceptual model to experimentally evaluate the mediating impact of government financial and training support on structural social capital and non-financial performance of family farms. Questionnaires were used to collect data from family farms in Guangxi, China, from August 25th to September 8th, 2021. There were 759 valid responses, accounting for 94.99 percent of the total number of respondents. The scales' reliability and validity, and the research's mediating effects and hypotheses, are tested using SPSS 22.0 and AMOS 26.0. The findings suggest that the impact of government financial assistance on family farms' non-financial performance cannot be substantiated. The intermediary chain connection of financial and training support, on the other hand, has a significant mediating effect between structural social capital and family farm non-financial performance. Direct financial assistance could be thought to encourage family farms to rely too much on funding, making them less competitive in market competition, innovation, and long-term operations. According to the conclusions of the study, government assistance to family farms could take a variety of forms, including providing diversified skills training programs in farming practices, managerial skills, and other areas.

  • SME's (Small and Medium-sized Enterprises) have limited resources to build information systems on their own. We suggest what government need to do to support SME's, which includes establishing a one-stop service center, outsourcing of public service, and triggering strategy In order for the government support to be effective, it should serve SME's needs continuously and professionally.

  • The Purpose of this research is to perform survey on employees of Non-Government Consumer Organization and interview with ADR personnel from Korean Consumer Protection Board to have thorough grasp of problems among consumer ADR. Also come up with plan that will activate Non-Government Consumer organization ADR. Result of this research states following remarks as solution First, consumers from Seoul and Gyeonggi area is the only people who use ADR in Non-Government Consumer organization, so other local governments need to concentrate on consumers from rural area to take advantage of the service. Second, low activity of ADR and legal procedure support compare to other services provide from Non-Government Consumer organization. Third, statistic shows that employees from Non-Government Consumer organization recognize importance of consumer's ADR and government's support as well as enforcement of law. Forth, the preparation of Consumer ADR in Non-Government Consumer organization, selecting committee is the most important procedures are reinforce human resource, improvement of organization structure. Fifty, order to establish Consumer ADR in Non-Government Consumer organization, recruit professional manpower is the priority and financial support is also important. All these result would help improve the activity of ADR in Non-Government Consumer organization, which will lead the organization to be more professionalize, globalize and able to segment the market. Further more, Non-Government Consumer organization would develop better ways to take itself to another level to provide better service. Also, create an institution that will help consumer's dispute and legal procedure. It will prevent future victims and protect consumer's right.

Design of the Benchmark through the Efficiency Analysis of Public Information Services of E-government (전자정부 대국민 정보서비스 효율성 분석을 통한 벤치마킹 설계)

  • The purpose of this paper is to develop an evaluation model for e-government system in Korea which is one of world best practices of e-government systems. We have presented a method to perform an efficiency analysis of each e-government service which in a component of e-government system in Korea and to establish a benchmark target for each e-government service. To do this, the output-oriented DEA(Data Envelopment Analysis) CCR model was performed for the selected 12 e-government public services of Korean e-government system in this paper. As a result of DEA analysis, first the internet civil appeal support service, the employment comprehensive information service, and the company support information service were evaluated as the efficient solutions among the 12 e-government public services. Second the remaining 9 e-government public services were evaluated as the inefficient information services which should be improved in terms of their service levels. Finally the benchmark targets for the inefficient e-government services were suggested to improve those inefficient systems through DEA analysis.

The Cost-benefit Analysis of the Community Care Service Centers for the Elderly (재가노인복지사업의 비용편익 분석)

  • Government provides financial support to the 74 Home help service centers, 36 Day care service centers, and 18 Short stay service centers for the elderly. The number of service centers that receive financial support from the government is far less to meet the potential demand for the community care services. This paper applies cost-benefit analysis to evaluate the net social benefit of the services provided by the 3 types of the community care service centers sponsored by the government to justify the expansion of the government support. The benefit is calculated as community care services are provided privately in the market without financial support from the government. The potential market price is regarded as the benefit or value provided to the elderly. The price levels that potential users are willing to pay for these services are surveyed in the Census for the Elderly by the KIHASA, 1998. The market prices for the community services are generated by equating limited amount of service supply, as in number of users in one year in 3 types of community care service centers, and potential demand for the services. Market prices are multiplied to the number of users of 3 types of community centers to get the total benefit. Total operating cost of the community care service centers is regarded as cost. According to the cost-benefit analysis, Home-help service centers generated net social benefit of 137 billion Won, Day Care service centers generated 15 billion Won, and Short stay service centers generated 6 billion Won. Significant amount of net social benefit indicates that government should increase level of financial support to these service centers.
