Optimization of Vinalines Fleet Structure in Short-term Future by Applying Linear programing and AIMMS software

  • Vinalines is actually known as not only one of Vietnam's state-sponsored economic giants but also the largest shipowner by tonnage in Vietnamese shipping industry. Therefore, a question of how to improve business performance of the corporation is always received deep attention by Vietnamese government, specially after the seriously economic scandal of Vinalines in a last few years. Among development strategies, the study focuses on short-term one in which Vinalines is recommended to restructure its own fleet in order to optimize performance of fleet operation and minimize costs while meeting the customer's shipping demand in near future. The first section is of introduction. Via method of statistical data analysis, section 2 brings to readers a panorama about the development profile and the current situation of development of Vinalines. In section 3, the authors use linear programming for setting a cost-minimization model optimizing Vinalines fleet structure based on available statistics and forecast information by Vinalines. The optimization problem is solved by applying AIMMS software in section 4. Finally, some conclusions and proposals by authors for the development of Vinalines are given.

  • Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

Exploring Edutech-based Vocational Education and Training Model for Worker Training Programs

  • Education has recently witnessed a rapid increase in the use of edutech worldwide. This study focuses on Korean workers and explores an edutech-based learning model for vocational education and training. Based on analyses of edutech cases and interviews with edutech experts, a draft edutech model was designed and the validity was evaluated based on two Delphi surveys with a panel of experts in the field. The study's findings suggest that edutech-based employee education and training should prioritize LXP orientation (last CVR=1, last Mean=4.70) , implement adaptive learning through learning analytics (last CVR=1, last Mean=4.90), enhance the human touch effect using edutech (last CVR=1, last Mean=4.90), and emphasize the importance of designing curricula that apply edutech in a step-by-step learning process while incorporating suitable instructional design for the key technologies involved in vocational training programs. In addition, it was revealed that there is a strong need to implement a method that makes each stage of the learning process more effective (before, during, and after). Edutech-based vocational training program should consider the interests of all stakeholders, including learners, instructors, vocational training institutions, and government agencies. Given the promotion of government-sponsored vocational training projects in Korea, the findings of this research are likely to have significant implications for the future of Korea's education and training policies.

  • State-sponsored cyberattacks have increased significantly and threaten national security in recent years. State-sponsored cyberattacks are often more sophisticated and destructive that attacks by individuals and private groups because of the concentration of manpower and resources. So major countries including the United States and the United Kingdom, as well as international organizations such as the EU and OECD, are recommending proportional response measures against cyberattacks. The Republic of Korea(ROK) is also trying to change its will to secure cyberattack deterrence and prepare active response through the 「National Cybersecurity Strategy 2019」. However, the ROK is not equipped with an adequate methodology to assess the severity of cyberattacks nor measures for proportional response to such attacks. In this paper, we propose a Cyber Attack Severity Assessment(CASA) methodology that can assess the scale and impact of damage to prepare external response threshold for cyberattacks at the government-level and to enable proportional responses when responding.

  • Research sponsored by the Korean Government investigated the establishment of a risk management process by Korean contractors involved with plant projects in the Middle East. This research effort builds upon the work completed by the Construction Industry Institute (CII), called the International Project Risk Assessment (IPRA) tool and method, and also explored how CII's Project Definition Rating Index (PDRI) could be incorporated to improve project planning by addressing risks and scope development issues. Specific findings and recommendations were developed including the creation of the Contractor Critical Areas of Concern (CCAC) risk screening tool for Korean contractors pursuing Middle East oil and gas projects.

  • The Earthquake Case Study and Disasters Information System based on GIS (MapECDIS 2002 for Windows), sponsored by Science and Technique Ministry of CHINA, is a GIS system developed to provide a tool for the government and the public to query and comprehend the disaster information (since 2221BC) and case study results (since 1966) of destructive earthquakes occurred in China. The system is expected to be useful for the earthquake forecast practice, the seismology research and earthquake disasters research as an applied assistant tool. The design idea and main functions of the system are introduced in the paper.

  • ‘Guidebook of Standard Agreement in Korea Cartoon Business’ was officially announced by Korea Culture & Content Agency. We try to make this as a standard agreement for both cartoonist and publisher through mating the most of it. As this ‘standard agreement’ is the result of government sponsored research, it ought to be used for the profits of both, cartoonist and publisher. After investigation for unequal terms if any , I tried to find other alternatives for the development of this part. The objectives of my study is as follows; first, for the circumstance in which cartoonists can be devoted to his work without any insecurity in the part of ‘agreement’. Second, publisher can publish more of good contents with the help of those cartoonists.

  • This study explores the application of the analytic network process (ANP) approach for the evaluation of R&D projects with heterogeneous objectives. The ANP model in this study produced the final priorities of projects with respect to several performance measures when there are interdependencies between research objectives and performance measures. The paper provides value to practitioners by providing a generic model for R&D project evaluation. The ANP approach is tested against empirical data drawn from fourteen R&D projects under six different objective programs sponsored by the Korean government.

  • There have been fierce debates on the issue of generalizability of management functions, techniques, and practices between public and private sectors. Recognizing the growing concerns for the similarities and differences in R&D settings between the two sectors, we compared three public and three private R&D institutes in terms of environment and resources, project management, and R&D productivity. Our results show that there coexist similarities and differences at the same time between the two types of R&D institutes. So, we cannot conclude definitely whether R&D management is really generic or not. But, the authors weakly reject the assertion of generic property of management as far as R&D management is concerned.

iKSNF, the Control Tower for the R&D Program of SNF Storage and Disposal

  • Three government bodies, that is, the Ministry of Science and ICT (MSIT), Ministry of Trade, Industry, and Energy (MOTIE), and Nuclear Safety and Security (NSSC), jointly established the Institute for Korea Spent Nuclear Fuel (iKSNF) in December 2020 to secure the management technologies for spent nuclear fuel (SNF). The objective of iKSNF is to successfully conduct the long-term research and development program of the 「Development of Core Technologies to Ensure Safety of Spent Nuclear Fuel Storage and Disposal System」. Our program, known as the first multi-ministry program in the nuclear field of Korea, mainly focuses on developing core technologies required for the long-term management of SNF, including those for safe storage and deep geological disposal of SNF. The program comprises three subprograms and seven key projects covering the storage, disposal, and regulatory sectors of SNF management. Our program will last from 2021 through 2029, with a budget of approximately four billion USD sponsored by MSIT, MOTIE, and NSSC.
