The government and public institutions are conducting public-opinion surveys as means of drawing the scientific policy decisions throughout the country's whole sectors ; society, culture, welfare, education, etc. The Government Survey Data have been under management by each governmental department, but the improper ways of data collection and management have led to omissions and losses of some data. Also there are limitations on the statistic usage and access to the data due to the fact that the data are managed dispersedly in the form of printed materials. Accordingly, to make the survey data available for the long-term preservation and usage, this study suggests collection policy, standard of evaluation, metadata, the procedure and method of converting materials, preservation format.

In this study, considering the National Memorial of the Korean Provisional Government as a "Larchiveum," the researchers attempted to develop a classification system that can comprehensively categorize various types of materials and propose a method of providing an online service. To this end, as a case study, the researchers examined the classification system structure and contents of the National Archives of Korea, National Assembly Archives, and Archives of Korean History of the National Institute of Korean History, which are the current material collection institutions of the Korean Provisional Government. Regarding online services, apart from the three institutions above, the Imperial War Museum and the Hoover Institution at Stanford University were also explored. Through the implications derived from the case analysis of domestic and foreign institutions, a basic hierarchical classification system by provenance for the materials held by the institution was established, and a multi-classification system was presented according to the classification criteria of "by type, by era, and by subject." In addition, methods of applying the developed classification system to online services were proposed.
Unlike other government agencies, the city of Seoul experienced a three-year gap between the establishment of a function classification system and the introduction of a business management system. As a result, the city has been unable to manage the current status of the function classification system, and this impeded the establishment of standards for records management. In September 2012, the Seoul Metropolitan Government integrated the department in charge of the standard sheet for record management with the department of function classification system into a new department: "Information Disclosure Policy Division." This new department is mainly responsible for record management and information disclosure, and taking this as an opportunity, the city government has pushed ahead with the maintenance project on BRM and Standards for Record Management (hereby "BRM maintenance project") over the past two years, from 2013 to 2014. The study was thus conducted to introduce the case for the improvement of standards for record management through the BRM maintenance project by mainly exploring the case of Seoul. During the BRM maintenance project, Seoul established a unique methodology to minimize the gap between the operation of a business management system and the burden of the person in charge of the BRM maintenance project. Furthermore, after the introduction of the business management system, the city government developed its own processes and applied the maintenance result to the system in close cooperation with the related departments, despite the lack of precedence on the maintenance of the classification system. In addition, training for the BRM managers of the department has taken place twice -before and after the maintenance-for the successful performance of the BRM maintenance project and the stable operation of the project in the future. During the period of maintenance, newsletters were distributed to all employees in an effort to induce their active participation and increase the importance of records management. To keep the performance of the maintenance project and to systematically manage BRM in the future, the city government has mapped out several plans for improvement: to apply the "BRM classification system of each purpose" to the service of the "Seoul Open Data Plaza"; to reinforce the function for task management in the business management system; and to develop the function of a records management system for the unit tasks. As such, the researchers hope that this study would serve as a helpful reference so that the organizations-which had planned to introduce BRM or to perform the maintenance project on classification system-experience fewer trials and errors.

This study examines the current status of national & public university archives management, focusing on Busan and Gyeongnam area. Because national public universities create public records, they must compulsorily execute the law, Public Records and Archives Act. However revised Public Records and Archives Act isn't reflected the peculiarity of university archives and the national and public universities are to be transferred to government archive. The records and archives of universities had better be preserved in universities themselves in order to use university member and other users. This paper points out the problem of university archives management and finalizes with some suggestions for national public university archives related to the systematic and efficient archives management.
The rapid development and distribution of information communication industry facilitates the changes of hospital administration, introducing EMR(Electronic Medical Record) instead of paper-based medical record in the medical field. The developed countries such as U.S. have established EMR system after in the middle of 1970s because the primary advantages of EMR is to store and handle vast amounts of records efficiently and increase the quality of health care. Most of health organizations in Korea also apply medical record system to their administration. As the result, they have accomplished a scientific administration system through the use of medical record to handle a variety of patient's information including patient's confidentiality and privacy such as family history, social status, income level, and so on. However, access to and the misuse of EMR causes illegal infringement of patient's information and finally it becomes a very serious medical issue. Potential leakage and misuse of records may seriously infringe patient's privacy rights. In this respect, the related agencies in the public and private sector have been making efforts to prevent patient's records leakages. Especially, the revision bill of Medical Law in 2002 establishes the ways on the security and standards of electronic records. However, it does not provide the proper guidelines which is applied to the rapid changes of the medical environment. One of the most priorities in the hospital administration is the production and maintenance of an accurate medical records fulfilled by medical recorders. Therefore, it is very important for health care providers to hire ethical-based medical recorders. But, unfortunately most of hospitals overlook the importance of their roles. All parts including government, physician and patient must have more concerns on the problems related to EMR. Therefore, this study aims to propose the proper ways to resolve the problems coming from EMR.

The purpose of this study is to seek the characteristics of Jaryokwan m Korea and suggest the direction of the development for the future, through the analysis of the work process for Record Center(Jaryokwan) regulated in the Law of Records and Archives Management(the Law). According tn the Law, Jaryokwan is supposed to cover the areas of the management of semi-current records, government publications, books, and other records. The analysis of the Law shows that Korean Jaryokwan has the characteristics of divisional management of the semi-current records of governments, pursuing the integrated records and archives management systems, tightening the control function from the current-records stage, emphasizing the protection of evidences and security, contribution to the decentralizing storage of archives and simplifying the access to semi-current records for promoting it's usage. For the future development of Jaryokwan in Korea, this study suggests the imminent needs of the development of ideal model for Korean Jaryokwan, the legal enforcement of posting an Archivist the more detailed regulation, procedures and methods of work, the close collaboration with Library and Information Science, the pursuit of developing as a regional information center, increasing the flexibility of establishing Jaryokwan.
This paper is an example of records & archival management in Sagamihara City, Japan. The purpose of this paper is to examine the process and main contents of the Japanese record community making 'exemplary records management system' in the region. Specifically, the organization of the Records Management Council, which performs the limited function and role of the 'advisory body', actively utilized the organization of 'local government', which is the main governance organization of municipal administration in the process of regulating the ordinances and related regulations. In this process, related record information at each stage of record management is actively provided to the members of the society. This case is significant in that it presents the "practical view" of the recording community in the reality of the records management in Korea where there is no archive, which is the material foundation of the realization of 'systematic record management'.

This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

Government Publications are published to keep records of governmental activities and performances. In a rapidly changing information-oriented society, it is badly required for the operation system of government publications and a library to be effectively managed with government publications for satisfying 'right to know' of people and improving the obligation of government to 'let people know.' Accordingly, the purpose of this paper is to analyze such five research items as the situation of the publication and distribution of, government publications, the operation system of the publications in library, the number of publications regarding secondary information sources for the publications, and the legal deposit of the publications in the National Library, in order to proceed with a subject as to how much the government publication is satisfying 'right to know' of people. The research findings were suggested as follow : 1) Despite the fact that the publication of government publications has been gradually increased every year in numbers and kinds, it is unfortunately pointed out that the publications, distributions and sellings of them were not well organized and systematic. That is, the government publications had not been published more than 1.47% of all publications in number. Moreover, more than the half of the publications were non-periodically or annually published. To make the matter worse, it was not easy to get an access to the publications because of the publications not to be sold. 2) It a n.0, ppears that people could not use the publications efficiently because the library and administrative document office did not pay sufficient attention to public relations for all sorts of government publications. Not only that, there were not enough numbers of publications regarding such secondary information sources as bibliography, index and catalog. A speedy searching capacity for the information gave rise to another serious problem which the government publications could not be effectively used. 3) It is legally stated that all sorts of government publication should be deposited to the National Libraries. However, the law was not properly put into force because of lack of understanding of government agencies about the law.

The act was designed to identify the introductory cases of the use of quick response (QR) codes in records management by public institutions and propose measures to enhance users' satisfaction with their work. This study looked at the definition of the QR codes and the user services that can be provided by the records depository and reviewed the introduction cases using the codes. The reason QR codes are used by records depositors is that public institutions currently have a single-person system that specializes in records management. With the number of employees and the number of records becoming more extensive, explaining the contents of all tasks accurately as well as other professional contents to employees who lack understanding of the records management life cycle is becoming more difficult. The introductory cases were divided into information on how to register nonelectronic records, information on location and history of important records and administrative museum, and education on standard records management. The research was conducted by dividing the research team's "Records Management Guide" (QR code status) into experimental groups and control groups for officials of the Busan Metropolitan Government. There were significant differences in the level of satisfaction with records management guidance depending on whether or not QR codes were used. When the first and second surveys were compared in December 2017 and March 2018, the results of the first survey averaged 2.94, but the second survey showed high results at 3.75 and was statistically significant. This can be said to be more satisfactory by introducing QR codes than guidance provided by existing type. Although this research examines introductory cases of records management by public institutions using QR codes and user satisfaction, future tasks are to be applied to Records Management System and document production systems so that completion can be improved.
