In this research, we propose the operational method of the RFID-based NPI (National Product Identifier) which can manage product assets for the Korean government in the future. First of all, we present the operational concept of the national product asset management. Second, we suggest the structure of the NPI which accommodates ISO/IEC 15459 and the method to encode NPI and related data to ISO/IEC 18000-6C tags. Finally, we propose the operational business processes to generate and manage NPI in the stages of product procurement and product asset management.
The purposes of this study were to: a) examine charateristics of foodservice manaegment practices; b) investigate characteristics of recipients; c) analyze foodservice systems; and d) provide feedback for the efficient and effective foodservice management of welfare institutions for the homeless in Korea. A total of 27 sites was analyzed by questionnaire survey. Satatistical data analysis was completed using the SPSS package program for descriptive analysis. As results of site recipients' characteristics, 69% of total sites were males and 31% were female recipients. Average 60% of recipients were from 30 to 50 years old. Major diseases of recipients were high pressure, and obesity. According to the result of foodservice system analysis, the average meal cost per day was about 2,943 won and average food cost percentage was 29%. Average number of meals per day was about 600 meals. Mostl sites had one dietitian and 48.1% of sites had one cook as a full-time employee. In the part of procurement, dietitians were major chargers of sites for purchasing foods. Major purchasing method was the order and delivery contract. About a half of sites used cycle menu system and standardized recipies. Most of sites had recipients' survey systems for evaluating meal satisfaction. Dietitians at sites had problems on lack of cooking professionals and low meal cost budget for providing higher quality of foods to cure recipients. The results suggested that financial and systematical supports by the government would be very necessary to meet the goal of nutritional balanced meal services.

Offshore plants is an intensive industry where real value is able to be created when EPCIC(Engineering, Procurement, Construction, Installation, Commissioning) is combined. Many universities and educational institutions have established major fields and graduate schools related in offshore construction and engineering as well as safety training and occupational courses. Most of the personnel who have graduated and passed those educational institutions have been working in domestic shipbuilding companies and marine equipment manufacturers. Therefore, customized education and training should be developed according to the educational demands required and then skilled personnel are needed to be supplied at proper times. This study, therefore, has found personnel demands inside and outside the country and occupational sections of offshore plants. Consequently, this study suggests making up a council comprised of shipbuilding companies, marine equipment manufacturers and educational institutions with government organization, and also researches the necessity of getting a job of personnel trained by the customized education. These results are expected to contribute to the development of education curriculum of domestic offshore plant as well as ODC(Offshore Development Center).

Public private partnership (PPP) procurement was introduced into Singapore in 2003, and 10 PPP projects was successfully completed and have been in operation. The objective of this study is to identify the critical risk factors and risk allocation preferences for PPP projects in Singapore. To achieve this objective, a comprehensive literature review was carried out and 42 risks were identified and grouped into three meta levels, i.e. macro, meso and micro levels. The questionnaire survey produced 48 completed questionnaires from 48 different contractors. The survey results indicated that 23 risk factors had significantly high criticalities and that four macro-level risks, four meso-level risks and two micro-level risks were among the top 10 risk ranking. "Lack of support from government", "availability of finance" and "construction time delay" were perceived as the top three critical risks. Also, the result implied that micro-level risks had a higher criticality mean score than macro-level and meso-level risks. The findings of this study help both public and private sectors to better understand the risks and their allocation in PPP projects, providing valuable information for organizations that intend to participate in PPP projects in Singapore.
Energy policy is known to have higher path dependency among policy fields (Kuper and van Soest, 2003; OECD, 2012; Kikkawa, 2013) and is a critical component of the infrastructure development undertaken in the early stages of nation building. Actor roles, such as those played by interest groups, are firmly formed, making it unlikely that institutional change can be implemented. In resource-challenged Japan, energy policy is an especially critical policy area for the Japanese government. In comparing energy policy making in Japan and Germany, Japan’s policy community is relatively firm (Hartwig et al., 2015), and it is improbable that institutional change can occur. The Japanese government’s approach to energy policy has shifted incrementally in the past half century, with the most recent being the 2012 implementation of the “Feed-In Tariff Law” (Act on Special Measures Concerning Procurement of Renewable Electric Energy by Operators of Electric Utilities), which encourages new investment in renewable electricity generation and promotes the use of renewable energy. Yet, who were the actors involved and the factors that influenced the establishment of this new law? This study attempts to assess the factors associated with implementing the law as well as the roles of the relevant major actors. In answering this question, we focus on identifying the policy networks among government, political parties, and interest groups, which suggests that success in persuading key economic groups could be a factor in promoting the law. Our data is based on the “Global Environmental Policy Network Survey 2012-2013 (GEPON2)” which was conducted immediately after the March 11, 2011 Great East Japan Earthquake with respondents including political parties, the government, interest groups, and civil society organizations. Our results suggest that the Feed in Tariff (FIT) Law’s network structure is similar to the information network and support network, and that the actors at the center of the network support the FIT Law. The strength of our research lays in our focus on political networks and their contributing mechanism to the law’s implementation through analysis of the political process. From an academic perspective, identifying the key actors and factors may be significant in explaining institutional change in policy areas with high path dependency. Close examination of this issue also has implications for a society that can promote renewable and sustainable energy resources.

Lowering threshold value of construction services is extremely sensitive issue to the small and medium enterprises in construction industry. Because it means opening the construction markets where the small and medium construction companies compete intensely. Nevertheless, it is absent that the analysis on the effect of opening the market lowering threshold value of construction services under Government Procurement Agreements or Free Trade Agreement. This research is to analyze the effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. The current threshold value of construction services of Korea under WTO GPA are 5million SDR where the government delivers and 15million SDR where the local government or the public institution deliver. However major parties to an entente such as USA and EU have been demanding to lower threshold value of 15 million SDR where the local government or the public institution deliver to 5million SDR. The analysis figure the effect of this lowering threshold value to be a market reduction by 2trillion Won as '07 fiscal year basis. This market shrinkage will effect to the small and medium construction companies in local considerably.

This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.

In the recent global construction environment, EPC contracts that integrate planning, design, procurement, and construction have been widely used for industrial facilities. Similarly, as the importance of the engineering capability such as project management consulting(PMC) and front end engineering design(FEED) has been increased, design-build contracts also have been gradually adopted for infrastructure projects. Whereas, the Korean infrastructure industry has fragmentary features which mainly emphasize on the construction sector. Therefore, this study aims at developing strategies for enhancing the engineering capability and for balancing the competitiveness between engineering and construction sectors in the Korean infrastructure industry. To this end, the authors first carried out market analysis for both global and domestic market. Then, a structured survey and expert in-depth interviews were sequentially performed in order to reflect practitioners' perspectives and needs for institutional strategies. As a result, five strategies drawn from this study are as follows: 1) rearranging the government's roles for supporting the engineering sector; 2) establishing institutional bases being compatible with global standards; 3) fostering value-added workforce for undertaking complex tasks; 4) constructing an consortium between an engineering association and general contractors; and 5) building a nationwide collaborative networks for overseas market expansion.

The park program can adeptly cope with the diversification of leisure needs in accordance with the changing times. The program also makes the relationship between the users and the park itself closer. For this reason, the Seoul Metropolitan Government has operated a variety of programs, beginning with the Botanical Class Program at the Namsan Outdoor Botanical Garden in 1997. The government additionally began to organize park programs by establishing the Park and Leisure Department and three Park Greenery Offices. However, research on park programs is mainly focused on park users. Therefore, this study intends to reveal the structure of the programs by studying the program operation. The specific purposes of this study are '1. Review the institutional characteristics that underlie the operation of the Park Program in Seoul by examining the relevant laws, the operation organizations, and the personnel composition, 2. Analyze the operation methods, such as procurement and the execution of the program, operation costs, and public-private cooperation methods, etc. 3. Analyze the composition and contents of the program from 2015 to 2017, and process and identify the relationship between the structure of the program operation and the program itself.' Summarizing the results obtained from the study, as far as the structure of the first program operation, the support laws were not systematic, but the operating organization was working to establish a system. The second characteristic of the operation is that most of the budget was funded by local governments, but the level of citizen involvement was low. Third, when we looked at the characteristics of the program, the number of programs increased, but they were focused on a specific theme and few programs actively used the park facilities. Based on the results, three tasks can be proposed. The first is that the 'Act on Parks and Green Spaces' should include the concepts and support for park programs. Second, there is a need to change from the ideas of the quantitative increase of programs to qualitative improvements. Lastly, it is necessary to reorganize the Green Seoul Bureau of the Seoul Metropolitan Government into a citizen-led and leisure-oriented organization to promote the park leisure culture. This study has significance, as it was conducted with a service provider, not a program user, unlike many previous park program-related studies. The results of this study will be able to contribute not only to the Seoul Metropolitan Government, but also to other local governments to suggest the direction of the management and the operation of the park for the consumer, and consequently, it will help prepare the long-term vision of parks as the closest leisure location for most citizens.

Background: The conducting of health effect surveys (HESs) in environmentally contaminated vulnerable areas (ECVAs) by the central and local governments has been increasing apace with the increase in demand for HESs since the Environmental Health Act was enacted in South Korea in 2008. Objectives: This study aimed to review the HESs of residents in ECVAs conducted in South Korea. Methods: An analysis was performed on 125 reports obtained from the Environment Digital Library, PRISM, and local government websites after selecting from 803 projects obtained as ECVAs from the Korea ON-Line E-Procurement System (1997~2021), National Institute Environment Research (2000~2021), and Korea Environmental Industry and Technology Institute (2009~2021). The reports were classified by background (residents' demand, HES, and more), research design (cross-sectional study, cohort, ecological study, and panel), pollution source (abandoned metal mine (AMM), industrial complex (IC), and more), and assessment method of exposure and health effects. The survey area was converted into administrative district codes for geographical mapping. Results: There were 37, 34, 18, and 10 cases associated with AMM, IC, waste incinerators, and coal-fired power plants, respectively. Most of the studies conducted were cross-sectional studies and ecological studies. The proportion of epidemiological investigations by residents' demand showed an increase from 0.0% to 8.9% for the central government while decreasing from 16.7% to 14.3% for local governments after 2008 compared to before 2008. HESs increased at both the central and local government levels since 2014. For the evaluation method, 365 environmental hazards, 319 health outcomes, and 302 biological markers were investigated, with the most commonly investigated items being metals, cancer, and blood metals. Conclusions: HESs of residents in ECVAs in South Korea have been continuously developed both quantitatively and qualitatively. Future improvements are expected, and systematic review and classification of the HESs is warranted.
